VISION FOR DOWNTOWN Through the Downtown Revitalization Initiative, the Village of Sleepy Hollow would leverage a $1 billion investment and the jobs, housing, and population growth that will come with it—for itself and its surrounding communities. While Sleepy Hollow is on the brink of catalytic change, thanks to years of work from both the public and private sectors, its downtown is in need of assistance. The Village is almost completely developed and is in the process of redevelopment. Its downtown has many underutilized parcels and needs infrastructure upgrades and additions to turn recent investments into lasting economic growth and to connect its poorest neighborhoods to employment and other resources. Settled in 1664 as a Dutch shipping post, the Village that is known for its General Motors site was developed long before the automobile and is finally returning to its historical roots: capitalizing on its dense network of winding streets and the new connection of its inner village to the waterfront and two nearby train stations, as well as to the shared-use path soon offered by the new Governor Mario M. Cuomo Bridge. Sleepy Hollow has historical significance, a contemporary vision, an urban fabric, a diverse population, and leadership that is committed, consistent, and capable. To successfully seize the opportunity offered by the enormous private investment being made in our Village and prepare for the influx of over 3,000 residents, public action is needed—action that generates a sustained and widespread private market reaction that builds the local economy and improves quality of life, making our downtown more attractive and convenient; balancing the public realm; and reclaiming spaces for people. Such actions take smart planning, technical assistance, and public capital. With a DRI investment from New York State, Sleepy Hollow will create, enhance, and capitalize on its linkages to the waterfront and many other assets that will ensure this profound and lasting change, enabling the Village to once again flourish as a regionally significant, mixed-use, urban center creating ongoing value for the Mid-Hudson region. JUSTIFICATION Fifty years after urban renewal efforts removed the Village’s main commercial corridor and twenty years after the shuttering of the General Motors plant—the largest local employer with 12,000 workers at its height—Sleepy Hollow has positioned itself to reemerge as a hub of economic activity, history, recreation, diversity, mobility, and culture serving its own citizens, residents of adjacent communities, and its many tourists from near and far. Sleepy Hollow has strategic advantages that make it a vibrant and attractive community for long-time residents as well as newcomers and visitors. As in any community, the Village also has some challenges to address for its DRI area to thrive: The Village’s has a compact, walkable, mixed-use downtown area, but needs more and upgraded connections, especially for pedestrians and cyclists, from the downtown to residential neighborhoods, transit, jobs, schools, parks, open spaces, and other assets. The Village has the potential to create a thriving downtown with an attractive main street scale and historic buildings; however, storefront vacancies and limited diversity in types of businesses have held it back from providing all of the resources desired by local residents. The community is socioeconomically diverse and benefits from the many cultures

that contribute to theVillage’s character; however, that diversity brings some challenges, includinghousingaffordability,economicmobility,andinclusionoftheSpanish-speakingpopulationinVillagedecision-making.SleepyHollowowns strategic properties and has an opportunity to leverage private investment and publicfundingsourcestocreateacentralpubliccommon,improveconnectionsbetweenneighborhoods,andexpandrecreationresources.

SleepyHollowhasunlimitedpotential to capitalizeon itsnatural resources, anchor institutions, andrichculturalheritageanddiversitytofacethesechallenges.InrecentyearstheVillagehasearnedconfidencefrommajorinstitutionsconsideringreinvestment,includingNorthwellHealth,whichjustinvested$400millionin improvements to its Phelps Hospital site; Regeneron,which started in the Villagewith a $200,000 StategrantunderGov.MarioCuomoandrecentlyreinvestedover$770millioninthearea,purchasingtheformerIBM site and Union Carbide buildings; and Open Door Family Medical Centers, which purchased threeadditional properties and relocated their main clinic to a larger site still within the Village. We are alsoattractingnewgrowth,withprivatedevelopersinvestingover$200millionintheEdge-on-Hudsonprojectonthe Village’s former GeneralMotors site (whichwill include 1,177 residential units, 135,000 square feet ofretail, 35,000 square feet of office, a 140-room hotel, 13 acres of waterfront open space, and almost 600permanent jobs) contiguous to the State of New York’s $5 billion investment in the newMarioM. CuomoBridge, along with vehicular and pedestrian amenities, additional bus transit, and a bicycle planning studycompleted for the Route 9 corridor that runs directly through the Village, making it more accessible. TheVillage is alsomaintaining affordability with projects such asMarathon Development Group’s recent $10.2million investmenttorenovateCollegeArms—aresidentialapartmentbuildingthat ishometo164low-andmoderate-incomefamilies intheheartoftheDRIarea.HistoricHudsonValley,throughtheassistanceoftheVillage,will beexpanding itsparking capacity for itsPhillipsburgManor site to increase tourismandnearbyLyndhurst is investing$1million ina landscape restorationproject that isprojected todouble itsvisitorshipoverthenextthreeyears.

Downtown Sleepy Hollow contains significant economic and ethnic diversity (Census data reports a52.2% Hispanic population and a 41.4% foreign-born population) and a vibrant mix of uses at the densitycharacteristicofpre-automobilecommunities—butthedowntownisquicklyexpanding,withTheEdgeslatedto increasetheVillage’spopulationby25%.Redevelopmentof theformerGeneralMotorssitealso includesthe Village’s ambitious Sleepy Hollow Common project—the 28-acre centerpiece of a placemaking andrevitalizationstrategywheretheVillagewillcreateameaningfulcivicspaceinahighlydistressedareaofthecommunity, with over 21.3% of the population living below the poverty line. The project’s vehicular andpedestrian linkages will foster accessible job centers, connecting the inner village to The Edge’s newwaterfrontmixed-usedistrictwithemploymentopportunities,andmakingtheVillage’sdowntownaccessibleto3,000newwaterfrontresidents,leveragingenormousprivatesectorinvestmenttofostereconomicgrowth.

These new investments and existing resources in and around the DRI area have the potential togenerate a transformational level of economic activity for the Village of Sleepy Hollow, its surroundingcommunities,andtheMid-HudsonRegion—andourcommunityisdeterminednottoletthisopportunitypass.SleepyHollow’selectedleadersareunited,determined,andsupportedbythepublic.Asthisgrantapplicationwillshow,wehavealreadyembarkedonambitiousplanningandeconomicdevelopmenteffortstoattractandretain residents,businesses,and tourists, create jobs, infuse theeconomywithnewcapital,preserveethnicdiversity, protect diverse housing opportunity, enhance quality of life, increase mobility, and restore ourvibrantinner-village.ObtainingDRIfundingtoprepareourcommunityfortheanticipatedinfluxofover3,000residentsandbolsterthesuccessofrecentpublicandprivatesector investment iscriticaltoSleepyHollow’spreparation,transformation,andpreservation.

The Village’s existing and forthcoming population, development pattern, compact size, access totransit,andopportunitiesforstrategicinvestmentcreateaDRIareaperfectlysuitedtosupportvibrant,year-rounddevelopment.SleepyHollow isatapivotalmoment in itshistory,withsubstantial changescomingatbotharegionaland local level thatwilldramaticallyaffect theVillage’seconomicandfiscalhealthandhavethepotentialtoattractnewbusinesses,residentsandoverallactivity.ThegreatestchallengefacingtheVillagewillbetoinfluencethesechangestoalignwithitsvisionandvalues,tocreatepositiveresultsforbothcurrent

and future residents, merchants and other stakeholders. To do this, the Village embarked on—and is onemonthfromadopting—anupdateof itsComprehensivePlanandLocalWaterfrontRevitalizationPlan.TheseplansandtheprocessesinvolvedincreatingthemhaveprovidedavisionandfoundationforcooperationuponwhichaDRIstrategicplanningprocesswillbuild.

Residents, businesses, cultural heritage groups, public health organizations, and Village officials arecollaboratingandinvestinginSleepyHollowasaplaceworthyofitslegendaryname.Wehavealreadytakensteps to position our Village to best capitalize on the $10millionDowntownRevitalization Initiative award,shouldwebeselected.Mostimportantly,SleepyHollowhasthevision,unity,commitment,skills,andcapacitytoimplementandsupportongoingsuccess.DOWNTOWNIDENTIFICATION1) BoundariesoftheproposedDRIarea.

SleepyHollow’sDRIareaboundariesrunfromthesouthernborderoftheVillageeasttoRoute9andnorthtotheOldDutchChurch,whereitturnstofollowthenorthernsideofthePocanticoRiveruntilitreachestheHudson.TheboundarythenrunssouthalongtheMetroNorthtraintracksuntilitmeetsBeekmanAvenue,atwhichpoint itturnswestandthensouthalongRiverStreettorejointhesouthernborder.TheareaoverlaysmostofthesouthwesterncorneroftheVillageandincludestheVillage’smixed-use“Residence/Commercial”district,medium-andhigh-density“MultipleResidence”districts,all commercialdistricts,andpublicparkingareas.Thetotalareaisapproximately0.33squaremilesthatarewalkable,bikeable,andaccessiblebypublictransit. TheDRI area also contains 18 of the 23 community and institutional sites identified in theVillage’sLocalWaterfrontRevitalizationPlan.

2) Pastinvestment,futureinvestmentpotential SleepyHollowisontherise—havingbenefittedfromsubstantialpublicandprivateinvestmentandsignificantplanninglayingthegroundworkfortransformation.-Investmentsplannedorundertakenwithpublicorprivatefunding:GOV.MARIOM.CUOMOBRIDGE:TheStateofNewYork’s$5billioninvestmentinthenewMarioM.CuomoBridge, along with vehicular and pedestrian amenities, additional bus transit, and a bicycle planning studycompletedfortheRoute9corridorthatrunsdirectlythroughtheVillage,makingitmoreaccessible.PHILIPSBURGMANORBRIDGE&WHARFRESTORATION:HistoricHudsonValley,inpartnershipwiththeVillage,is completing amulti-milliondollar restorationproject on its historic PhilipsburgManor site,within theDRIboundary.TheprojectwasfundedinpartwithStategrantdollars.SLEEPYHOLLOWCOMMON(PHASE2):TheSleepyHollowCommonproject—described inmoredetailbelowunder “municipal investment commitment”—is in the DRI area and recently received a $1.58million grantfrom Empire State Development toward the $14.9 million Phase 2 for this project, which includes groundimprovements, installation of a stormwater corridor, roadway network, and engineering and groundimprovements for a vehicular andpedestrianbridge connecting the site to thenewprivate sectorEdge-on-HudsonprojectalongtheVillage’swaterfront.HORSEMAN’STRAIL:TheVillagewasjustawardedStategrantfundstowardthis$575,000project.Buildingonthe transformative Sleepy Hollow Common Project and extending north beyond its boundaries, theHorseman’s Trail & Pocantico River Buffer Improvements project will restore and enhance the SouthernshorelineofthePocanticoRiver.Theprojectwillenhancewaterquality;increaseresiliencetostorms,flooding,and sea level rise; increase ecological connectivity,wildlife conservation, andwildlife-dependent recreation,enjoyment of nature, and educational interpretation; improve public access and better connect thecommunitytothePocanticothroughrecreationalopportunities;andincreaseaccessforpeopleofallabilities.DEVRIESPARK INVASIVESPECIESRAPIDRESPONSE:TheVillagewasalso recentlyawardedaDECgrant fora$46,000invasivespeciesremovaleffortasacomponentoftheHorseman’sTrailproject.ROUTE9STREETSCAPE:UnderaTransportationEnhancementProgramgrantfromDOT,theVillagecompleteda$1,000,000projecttoreplaceallofthesidewalksalongRoute9inthesubjectarea.Theprojectalsoincludednewlighting,benches,signageandhandicapaccessibleintersections.BEEKMAN AVENUE SIDEWALKS AND DECORATIVE LIGHTING: A $600,000 grant-funded Village project toreplaceallofthestreetlightsandsidewalksalongBeekmanAvenue,theVillage’scentralcorridorleadingfromRoute9tothewaterfront.TheVillagehasinstalledthestreetlightsandisinthesidewalkdesignphase.STATUEISLAND:TheVillagereceivedgrantstobeautifytheHorsemanStatueIsland—apopulartouristarea—andtoimprovepedestrianaccess.The$300,000projectisunderway.RIVERSIDEDRIVERIVERWALK:Underthis$400,000project,adecorativewalkwasconstructed lastyear.It isjustoutsidethesubjectareabutconnectstotheRiverwalkandTrainStation,whichareinthesubjectarea.PARK IMPROVEMENTS: The Village received funding for three parks in the subject area. Work under this$600,000projectincludedanewplayground,anewcomfortstationandreplacementofaturffield,aswellasadditionalparkimprovements.- The growth potential and community involvement of anchor institutions in or near the downtown:Asmentioned above, in recent years the Village has earned confidence from major institutions consideringreinvestment,includingNorthwellHealth,whichrecentlyinvested$400millioninimprovementstoitsPhelpsHospital site;Regeneron,which started in theVillagewitha$200,000StategrantunderGov.MarioCuomoand recently reinvested over $770 million in the area, purchasing the former IBM site and Union Carbidebuildings;andOpenDoorFamilyMedicalCenters,whichpurchasedthreeadditionalpropertiesandrelocatedtheirmainclinictoalargersitestillwithintheVillage.SleepyHollowisalsoattractingnewgrowth,withprivatedevelopers investing over $200million in the Edge-on-Hudson project (which also garnered $3.5million inState grant support) on theVillage’s formerGeneralMotors site (whichwill include 1,177 residential units,135,000 square feet of retail, 35,000 square feet of office, a 140-room hotel, 13 acres of waterfront open

space, and almost 600 permanent jobs) immediately contiguous to the State of New York’s $5 billioninvestmentinthenewGov.MarioM.CuomoBridge,alongwithvehicularandpedestrianamenities,additionalbus transit, and a bicycle planning study completed for the Route 9 corridor that runs directly through theVillage,makingitmoreaccessible.TheSleepyHollowTarrytownChamberofCommerce,throughitsactiveandfocused Merchants Council and comprehensive plan involvement, has engaged with local businesses andpartneredwiththeVillageadministrationtopromotecommunityeventsandprojectswiththesolepurposeofimprovingconditionsintheVillage’sdowntownbusinessdistrict—fullycontainedwithintheDRIarea.Finally,twooftheVillage’slargestemployersandmostimportanteducationalassets—SleepyHollowHighSchoolandW.L.MorseSchool—arelocatedwithinandimmediatelyadjacenttotheDRIboundary.-Investmentinartsandculturalinstitutionsandactivities:HistoricHudsonValley,throughtheassistanceoftheVillage,willbeexpandingitsparkingcapacityforitsPhillipsburgManorsitetoincreasetourismandnearbyLyndhurstisinvesting$1millioninalandscaperestorationprojectthatisprojectedtodoubleitsvisitorship.- The municipality’s current investment commitment to the downtown, as demonstrated by businessimprovement districts, actively engaged IDAs and land banks, or partnerships with non-profits: SleepyHollow Common is the 28-acre sitewhere the Villagewill create ameaningful civic space. Selected by theMHREDCasaPriorityProjectduringthe2018CFAprocess,theprojectisenvisionedasaVillageCommon,anamenity that heretofore had not existed. It will include a community center, an outdoor amphitheater,recreational facilities, anda “great lawn.”TheVillage’sDPWwill bemoved from its current locationon theriverfrontonitssouthernbordertothebacksideofthenewparcel(thusfreeingupthelastunderdevelopedspacealongourriverfront)andwillconnectpeopletotheadjacentriverfrontdevelopmentviaanewbridgecrossingover therailroadtracks,whichwill create theessential link for theentirecommunity toaccessandenjoy the waterfront, shops, cafes, grocery store, and other amenities. The project will also includeimprovements to a currently-closed pedestrian overpass between DeVries Park and Westchester County’sKingslandPointPark,alsocreatingtheseimportantlinkagesandimprovingaccesstothePhilipseManorTrainStation. A Final Environmental Impact Statement for the East Parcel was completed in March 2017. TheRiverfrontDevelopmentConceptPlanforthis$70millionprojecthasbeenapprovedandtheVillageisalreadycommencinga$10millioninitialinfrastructureinvestmentrelatedtosewerandwatermainrelocations.- The ability of existing infrastructure to support development of the downtown, and the potential tomaximizerecentinfrastructureupgrades:WATERRESERVIOR:PriortotheconstructionoftheVillage’snew,grant-funded,waterreservoir—a$6millionproject—theVillagehadan insufficient amountofwater storage capacity.Asa result, nonewdevelopment(includingtheEdge)couldbebuiltintheVillage.FIREAPPARATUS:Usingcompetitivegrant funds, theVillage recentlypurchasedanew ladder fire truck—anexpenseofover$1million.Theapparatuswasneededprimarilybecauseofbuildingheightsinthedowntownarea—whichhassufferedseveralseriousfiresinthepastdecade.SEWER&WATERRE-ROUTING:TheVillageanditsLocalDevelopmentCorporationhavecommitted$6millionin funds toward (and commencedwork on) re-routing and improvements of the sewermain to enable theconstructionoftheVillage’snewDPWgarageandtowardre-routingawaterlinetoservethenewwaterfrontEdge-on-Hudsondevelopment.WASHINGTON/VALLEY CULVERT PROJECT: The stormwater culvert along Washington and Valley Street iscollapsing and needs to be replaced.The Village Board has allocated funds for this $550,000 project andpreliminaryengineeringhasbeencompleted.PARKINGCONSULTANT:TheVillage’smaincommercial thoroughfares—Beekman,Cortlandt,andValley—areprimarilymadeupofsmallparcelsthatrarelyallowforon-siteparking(incontrasttothe largercommercialparcelsalongBroadway).TheVillageisintheprocessofhiringaparkingconsultantforapproximately$30,000toassesscurrentparkingsupplyanddeterminewhetherandwhatimprovementsareneeded.

-RecentplanningeffortsthatsupportpublicandprivateinvestmentintheproposedDRIarea:COMPREHENSIVEPLAN&LWRP(2019):WithStategrantfunding,theVillageisjustconcludinganupdatetoitsLWRPandcreationofaComprehensiveMasterPlan—bothofwhichareslatedforadoptioninthenextmonth.Theplansareforward-thinkingandaddressanticipatedgrowthinawaythatpreservescommunitycharacter,fosterseconomicdevelopment,andrecognizestheVillage’snaturalandhistoricalassets.Amongotherthings,the LWRP contains an entire section detailing areas of the Village most suitable for development,redevelopment,and/orenhancement.URBAN LAND INSTITUTE REPORT (2018):With the challenges and opportunities brought by the impendingdevelopment on the formerGeneralMotors site, the Village sought the advice of theUrban Land Institute(ULI).Inatwo-daytechnicalassistancepanel,ULIandtheVillageworkedtogethertocreateareport—AVisionfor Sleepy Hollow: Managing Change & Building for Diversity—which makes recommendations on smartpoliciesthatcanhelpaddressthegrowingpopulation,takeadvantageofnewdevelopment,andpreservethecommunity’sricheconomicandculturaldiversity.RIVERFRONT DEVELOPMENT CONCEPT PLAN (2017): In 2017, after significant public input and years ofplanning,theVillageanditsLocalDevelopmentCorporationapprovedaRiverfrontDevelopmentConceptPlanandFinalEnvironmentalImpactStatementfortheEastParceloftheGeneralMotorssite.POCANTICORIVERNATURALBUFFERPROJECTFEASIBILITYSTUDY(2017):TheVillagecommissionedthisstudyfocused on the Pocantico Riverwithin theDRI area in order to restore the landscape, improve the riverineecosystem,accommodatefloodevents,andconnectthepublictothewater.Thestudydevelopedstakeholderobjectives and resulted in a three-phased plan for using green infrastructure to establish a 10-acre naturalriparianbuffer.Italsoincorporatesenhancementofparkamenitiesincludingpedestrianpathsandsignage.-Theexistenceofdevelopablepropertieswithinthedowntown,includingpropertiesthatcanbeutilizedforvaryinglevelsofhousingaffordabilityandmixeduses:Sleepyhollowhasmanyunderutilizedanddistressedproperties in theDRIarea thatare ripe for investment,as indicatedbyamapdonebybuildingdepartmentthat identifiedsignificanttroubled/distressedproperties inthevillage.Forexample:Aneight-buildingmixed-useportfolio of incomeproducing rental propertieswith rezoningpotential in theDRI areawasbrought tomarketlastyearfor$12,500,000.Commercial,officeandmixedusesareconcentratedalongSleepyHollow’sfourmain commercial corridors, all within the DRI area. Beekman Avenue between Broadway and KendallAvenue concentrates most of the mixed uses in one- to four-story buildings, with retail, restaurants orpersonal-service uses on the street level and residential uses above.While Cortlandt andValley Streets arealso mixed-use corridors, both have less continuous retail frontages, and businesses that primarily targetresidentsof the immediately surroundingneighborhood.Mostof the commercialuseson largerparcelsarelocated along Broadway, a more auto-oriented corridor. An area of potential redevelopment is the parcellocated on Beekman between Valley and Pocantico Streets, which represents an opportunity to provide amore continuous streetfrontwhile adding retail space that could host new commercial uses (e.g., a coffeeshop).AtthesouthendofValleyStreet,agroupofsmallvacantparcelsrepresentsanopportunitytoprovideagatewaywelcomingresidentsandvisitorscomingfromTarrytowntrainstation.-ApplicationofSmartGrowthprinciples;continuitywiththeREDC’sarticulatedvisionandconsistencywithrecentplanningeffortsinthearea:TheVillage’sDRIareahasabundantfutureinvestmentpotential.TheDRIvisionandlistoftransformativeopportunitieshavebeenexplicitlysupportedbyWestchesterCounty;embodytheLIVE,WORK,andPLAYprioritiesof theMid-HudsonREDC;andfurthertheState’s2019RegionalCouncilpriorities. The DRI vision offers a placemaking and revitalization opportunity for one of the region’s mosthistoric, waterfront urban centers, fostering smart growth, transit oriented development, downtownrevitalization, and infrastructure improvements, and positioning the region as a premier tourist destinationbased on its scenic beauty, rich history, and recreational assets. It aims to connect the Village’s poorestneighborhoods to new employment opportunities in the Village and the region, to create a strategy forimproving underutilized parcels, and to make infrastructure upgrades and additions that turn recent

Cuomo Bridge, whichwill bemass-transit readywith space for Bus RapidTransitandadesignthatcanaccommodatefuturelightrailorcommuterrail,inadditiontoitsshared-usepathfor pedestrians and cyclists. Sleepy Hollow’s DRI area is served by two Metro North train stations withinwalkingdistance.ApublictrolleyconnectingtheEdgedevelopmentwiththeTarrytownstation(a30-minuteridefromGrandCentral)isforthcoming,withplanstoextendthisservicethroughapublic-privatepartnershipthatwillcreatearoundtriploopconnectingthenorthofSleepyHollow,BeekmanAvenue,andthecommercialdistrictinTarrytown.BeekmanAvenueisservedbytheWestchesterBee-Linebussystem,andRoute9isoneof theState’smajornorth-southroadways,withconnections to I-287andthenewMarioM.CuomoBridge.TheVillage’sexistingandforthcomingpopulation,developmentpattern,compactsize,accesstotransit,andopportunitiesforstrategicinvestmentcreateaDRIareathatisperfectlysuitedtosupportvibrant,year-rounddevelopment and advances the principles of Smart Growth. Containing significant ethnic and economicdiversity, amixofusesat thedensity characteristicofpre-automobile communities,a former industrial siteplannedforredevelopment,recreationalopportunities,historicsites,acommercialcore,andaccesstotransit,therebirthofSleepyHollow’sDRIareawillcontributetoregionalprosperityandachievetheState’sRegionalCouncil2019prioritiesby furtheringeconomicandenvironmental justice, fosteringdowntownrevitalization,advancinganREDC-designatedpriorityproject (theSleepyHollowCommon),and fosteringplacemaking: thenotionthatwhereinvestmentoccursmatters.3) Recentorimpendingjobgrowth.

From 2005 to 2015, Sleepy Hollow’s percentage job growth was 17.9%, which was stronger than itssurroundingmunicipalitiesincludingMountPleasant(-2.1%),Tarrytown(14.9%),andtheVillageofOssining(-12.8%). This job growth has been strongest in the health care sector driven especially by increasedemployment at Phelps Hospital, which is estimated to be the fourth largest employer in the County afterWestchesterMedical Center, Regeneron Pharmaceuticals, andNorthernWestchesterHospital. The Village’slargestconcentrationof firmsby individual industrysector ishealthcareandsocialassistancewith54firms.Othersizeablesectorsincluderetailtrade(34firms);professional,scientificandtechnicalservices(33firms);accommodations and food services (39 firms); and other services, which includes repair/maintenance,personal/laundry services, and religious/grant making/civic/professional organizations (35 firms). Theseclusters of firms create potential for mobility between jobs within the Village and the Village’s existingemployersrepresentawiderangeofsalaryandentrylevels,withmoretocome.

Although the Village’s cluster of health care and social services jobs are concentrated primarily at thePhelpsHospitalcampusonNorthBroadway, themajorityof jobs inallother industrysectorsare locatedonBeekman Avenue and surrounding cross-streets within the DRI area. Workers at the Phelps Hospital andRegeneroncampusesrelyonbusnetworkstotravelfromlocalMetroNorthStations.Demandfortransitandwalkability will continue to increase, especially in the DRI area, as the Edge-on-Hudson project unfolds.According to the Lighthouse Landing Capital’s Draft Environmental Impact Statement, Edgewill bring 1,291temporary construction jobs as well as 584 additional permanent commercial jobs to Sleepy Hollow. Theproject was awarded $3.5 million from Empire State Development’s Capital Fund program to coverinfrastructureexpensesandisrequiredtouseminority-andwomen-ownedbusinessesforuptoone-thirdofgrant-fundedprojectcosts.

SleepyHollowhasidentifiedanumberofeconomicsectorsthattheVillagecan,andinsomecasesmust,support.Allwill experiencemeaningful growthover thenextdecade thatwill eitherbegenerated from theInnerVillageactingasacatalystorasthebeneficiaryoftheanticipatedmultipliereffect.Theyare:restaurantandhospitalityservices;tourism;healthcareandbio-medicalresearch;retailandhotelstaff,maintenanceandlandscaping,officeworkers;downtownconstruction;andexpansion/modernizationofVillageworkforce.

Restaurants and hospitality service is a growing dynamic cluster in the Lower Hudson Valley. In SleepyHollow, this industry is driven by entrepreneurs with assistance from NY State. Sleepy Hollow is alreadyshowingsignsoffinancialmuscle.WiththerenownedBlueHillatStoneBarnsinPocanticoatoneendofthe

One of the great drivers of tourism in the Mid-Hudson region is Historic Hudson Valley (HHV). HHV’sPhilipsburg Manor site, a national historic landmark that draws about 100,000 visitors per year to SleepyHollow, promotes special events throughout the year,most notably in the fall harvest /Halloween season.Marketingsurveysindicatethatvisitorsonaveragespend$92ondining,shoppingandlodgingintheareaaspartoftheirvisittotheSleepyHollowregionforHalloweeneventsalone.30%ofWestchesterCounty’shotelbookings occur inmid- to late-October.Marketing efforts by HHV and Visit Sleepy Hollow using traditionalmethodsandsocialmedia,haveprovenwildlysuccessful.

Job growth anticipated from the priority list of projects for this application includes approximately 155constructionrelatedjobs.4) Attractivenessofphysicalenvironment.

TheVillage’sexistingand forthcomingpopulation,developmentpattern, compact size,access to transit,andopportunities for strategic investment createaDRI areaperfectly suited to support vibrant, year-rounddevelopment.-Housingatdifferent levelsofaffordabilityandtype:Housing intheDRIarea isdominatedbymulti-familybuildings,includingthreeapartmentbuildingswith450unitsofpermanentlyaffordabletoverylow-andlow-income households. One of these buildings is designated senior housing; another is an 85-unit buildingoperatedbytheNorthTarrytownHousingAuthority;and285unitsinaprivatelyownedbuildingthatreceivesproject-basedSection8funds.MostoftheVillage’sbuildingswithsixormoreunitsarerentstabilized.Manyof the buildings are two or three stories with ground level retail and upper floor residential. Others areresidential,themajoritymulti-family.ManyofthehomesofferbeautifulviewsoftheHudsonRiver,retainingthe historic connection of the village to the river. One of the Inner Village’s greatest needs today is forworkforcehousing,whichisapriorityeffortoftheSleepyHollowLocalDevelopmentCorporation.-Commercialandretailmainstreetbusinesses:SleepyHollowhasthreeprimarycommercialareas:BeekmanAvenue,Broadway/Route9,andCortlandtStreet/ValleyStreet—allintheDRIboundary.Afourthcommercialarea is under development along the Hudson River as part of the Edge-on-Hudson project. Each area hasuniquecharacteristicsthatmakeitattractivefordifferentreasons,servingdifferentfunctionsandpopulations.Highlighting these unique characteristics and emphasizing their role as commercial nodes in theVillage canprovide a marketing tool for local business organizations and businesses. Unlike Beekman, the Valley andCortlandStreetBusinessDistrictareahasnotreceivedasmuchattentionwithrespecttocapitalimprovementgrants and assistance for upgrading the streetscape infrastructure. The Village plans to focus additionalstreetscapeinfrastructureenhancementattentioninthisbusinessdistrictarea.Therehashowever,beensomereinvestmentinthisbusinessdistrictareabylocalmerchantsintheformofredevelopmentandenhancement.-Anassortmentoffoodchoices(restaurants,healthyandaffordablefoodmarkets,andfarmers’markets):TheVillagesharesavibrantfarmersmarket—theTarrytownandSleepyHollow(TaSH)FarmersMarket—withitsneighboringcommunity.WiththerenownedBlueHillatStoneBarnsinPocanticoatoneendofthescale,smaller farm-to-table and artisanal restaurants have recently chosen to open here. These spaces reflect anentrepreneurialwayofthinkingandareinkeepingwiththescaleenjoyedbytheVillage.Manyneighborhoodsinsurroundingcommunities(suchasPocanticoHillsandScarborough)relyalreadyonSleepyHollowastheirprimarydowntown—anetthatwillbecastwiderastheurban“BeekmanPlaceDistrict”opens,extendingtheVillage’smaincommercialcorridortothewaterfront,populatedwithshops,cafes,afullservicegrocerystore,andotheropportunitiestoprovideservicesandcreateconnectivity.- Multi-modal transportation to and from employment centers, other downtowns, and/or regionalattractions:TheDRIareaiseasilyaccessiblebycar,bus,train,andbikeand,now,tothenewMarioM.Cuomo

BeekmanAvenue is served by theWestchester Bee-Line bus system, and Route 9 is one of theState’smajornorth-southroadways,withconnectionstoInterstate287andthenewMarioM.CuomoBridge.- Walkability and bikeability, within the downtown and connecting the downtown to surrounding openspacenetworksandregionaldestinations:Buildings intheDRIareawereprimarilyconstructed inthe latterhalfofthe19thcenturyandofferatraditionalpedestrianscale.TheVillage’shistoriccharactercontributestoitscharmandidentity,withavarietyandrichnessinarchitecturalstyle.Sidewalksandstreettreesthroughoutensureitisverywalkable,andthereisanauthenticneighborhoodfeel.- Accessible recreational amenities, waterfront trails, parks and gathering spaces: The “naturalinfrastructure”foundyear-roundinSleepyHollowisextraordinary.TheHudsonRiveritself,mitigatedofmanypollutants and with an extraordinary view of the new Governor Mario M. Cuomo Bridge, is the Village’sgreatest gift and asset. The reimagined Beekman Avenue and its redesign will take full advantage of thisviewshed.DowntownSleepyHollowisbracketedbytwowell-usedpublicparkswithamenities:theRevSykesParkandBarnhartParkofferbasketball,soccer,volleyballandplaygrounds.Itisalsowithinwalkingdistanceofthe Senior Center.On SleepyHollow’s eastern boundary is theRockefeller State Park Preserve and theOldCrotonAqueduct(OCA)trail.Rockwoodpark,partofthePreserveisontheVillage’snorthernboundary.It iswithinwalkingdistanceofanotherareamagnet:TheStoneBarnsCenterforFoodandAgriculture,whichoffersourcommunityachancetoparticipateinCommunitySupportedAgriculture.RockwoodwhichwasthesiteofWilliamRockefeller’scountryestate isanOlmsted-designed landscapewithpanoramicviewsof theHudson.TheOCATrail,alinearstatepark,traversestheRockefellerlandsandisa2.5milesectionofthetrailthatrunsfromVanCortlandtParkintheBronxtotheCrotonDam.TheVillage’splanfortheSleepyHollowCommonwillofferallresidentswithanewrecreationalamenitythatalsoincludesacoveredperformanceanddancearea.-Accesstohealthcarefacilities:SleepyHollowcontainsnumeroushealthcarefacilities—indeed,thehealthcare sector is theVillage’s largestemployment sector,drivenespeciallyby increasedemploymentatPhelpsHospital, which is estimated to be the fourth largest employer in the County. Useofmodernzoningcodesanddevelopmentstandardsthatpromotesmartgrowthprinciples:- TheVillagehasutilizedtheprinciplesofSmartGrowthin itsRiverfrontDevelopmentzone,which—along

withtheResidenceCommercialandCentralCommercialzones—incorporatesavibrantmixofuses.- The Village recently completed an extensive, detailed, multi-year process of reviewing, updating and

modernizing its Building Codes. Shared parking will be used in the Sleepy Hollow Common project, asindicatedintheRiverfrontDevelopmentConceptPlan.

- The Village’s waterfront development is transit oriented to reduce traffic congestion and promote ahealthy lifestyle.Tworecentriverfrontdevelopmentseach includesegmentsof theRiverWalk,providingpedestrianconnectiontotheMetroNorthtrainstation.Edge-on-Hudsonwillclosetheremaininggap,withpedestrian access along the entire length of its Hudson River shoreline so that RiverWalk extends,uninterrupted,fromthePhilipseManortrainstationtotheTarrytownstationandbeyond.Apublictrolleyconnecting the Edge developmentwith the Tarrytown station (a 30-minute ride fromGrand Central) isforthcoming, with plans to extend this service through a public-private partnership that will create aroundtrip loop connecting thenorthof SleepyHollow,BeekmanAvenue, and the commercial district inTarrytown.Thisextension is anticipated inpartnershipwithpartnershipwithPhelpsHospital (NorthwellHealth) andOpenDoorMedical Centers. There are alsonineBee Linebus stops in and around theDRIarea.

elsewhere.- Ourcompletestreetspolicyaimstocreatestreetsforpeopleofallagesandabilitiesand,asmentioned,

the Village isworkingwith Phelps Hospital andOpenDoorMedical Centers on the extension of trolleyservicestothedowntown.Trafficcalmingmeasuresarealsoamajorfocusofthisapplication.

Sleepy Hollow has had the good fortune in recent years to undergo significant planning efforts,includingacomprehensivestudyto identifyzoningchangesto its InnerVillagetodeterminewhatstrategieswould be essential to encourage redevelopment, aswell as the LWRPupdate and Comprehensive Planningprocessthatisconcludingatthistime.Theseopportunitieshavecreatedunityandvision,whichhasgiventheVillageageographicplacethroughwhichequity,opportunity,connections,andcommunitybuildingcanoccur.

This isapoliticallyunitedmoment inSleepyHollow’shistory.TheVillage’selected leadershipenjoysthesupportoftheVillageBoardandhasbeenstableforadecade.Severalyearsago,theseleadersformedanew, non-partisan political committee to eliminate the perceived divisiveness of today’s politics andemphasizeopenness,transparency,andcollaboration.UniteSleepyHollowhasbroughttogetherresidentsandpoliticians to helpmove the village forward. This unity will ensure that a DRI investment in Sleepy Hollowwouldnotbeplaguedbydivisiveness.

SleepyHollow’slocalleaders(suchastheMayor,VillageAdministrator,andmembersoflocalboards),coreinstitutionsandorganizations(suchasthelocalhistoricalsociety,localdevelopmentcorporation,HistoricHudson Valley, Northwell Health, Open Door FamilyMedical Centers), ArtsWestchester and the local artistcommunity, andmanyother stakeholdersareall committed toparticipating in theDRI strategic investmentplanning and implementation process. The Village recently created a new position and hired a bilingualcommunity liaison, who will also participate heavily in the creation and implementation of a strategicinvestmentplan.ThecurrentComprehensivePlanSteeringCommittee isalsopoisedtoserve,asareseveralVillage merchants organized and active through the Chamber of Commerce, which has had great successengaging the business community in SleepyHollow’s push towarddowntown revitalization. Specifically, theSleepy Hollow Tarrytown Chamber of Commerce, through its active and focused Merchants Council andcomprehensive plan involvement, has engaged with local businesses and partnered with the Villageadministration topromotecommunityeventsandprojectswith thesolepurposeof improvingconditions intheVillage’sdowntownbusinessdistrict—fullycontainedwithintheDRIarea.7) Transformativeopportunities.

To successfullybuildupon theopportunityofferedby the substantial recent investmentsby theprivateandpublic sectorand toprepare for the influxofover3,000 residents,publicaction isneeded—action thatgenerates a sustained andwidespreadprivatemarket reaction that builds the local economy and improvesquality of life, making our downtown more attractive and convenient; balancing the public realm; andreclaimingspacesforpeople.Suchactionstakesmartplanning,technicalassistance,andpubliccapitaloftheverykindthattheStatecanprovide.TheVillagehasatleast$80millioninpotentialprojectsinthedesignatedDRIareareadytoprioritize, leverage,and implementuponan infusionofDRImoney.Allprojectsbelowaresupportedbythepublicandarereadyforimplementation.WORKFORCEHOUSING($10,000,000):TheSleepyHollowLDC-ownedformerUnitedAutoWorkersbuildingat193 Beekman Avenue (the heart of the DRI area) is the Village’s ideal location for a workforce housingproject.NorthwellHealth (PhelpsHospital) andOpenDoorMedical Centershave indicatedaneed forworkforcehousingfortheiremployeesandexpressedseriousinterest;theVillagehashelddirectmeetingsonthesubjectwiththePresidentandCEOofPhelpsHospital,whoindicatedtheentity’sinterestinthisinitiativeinhisletterofsupport,attachedtothisproposal.TheLDCisalsoareadyandwillingpartnerinthisendeavor.INNER VILLAGE PIPE RELINING ($3,000,000): The Villagemust deal with the increasing frequency ofwatermain lines breaking due to agedpipes and the tendencyof aweakened line system to not only losewaterthroughseepage,buttoburstwhenvalvesareclosedtorepairbreaks.Sedimentonthepipereducespressureand potentially could affect water quality.Availability of cleanwater is amajor determinant of communityhealthandapriorityfortheenhancementofresidentialandbusinessquality.TheVillagehasbegunworkonpipereliningoutsideoftheDRIarea(theworkhastostartatthehighestelevationsoftheVillage).Withoutadditionalcapital,itwillbenearlyadecadebeforetheVillagecanaffordtocompleteallnecessaryrelining.STATUE ISLAND($250,000):TheVillagereceivedsomegrant fundingtobeautifytheHorsemanStatue Islandandto improvepedestrianaccess.Additional funding isneededto fully restorethispopular touristareaand

Currently-funded efforts would be expanded to include additional traffic-calming,aroaddiet,andadditionalintersectionimprovements.BEEKMAN AVENUE SIDEWALKS AND DECORATIVE LIGHTING ($200,000): The Village is currently all of thestreetlightsandsidewalksalongBeekmanAvenue, theVillage’scentralcorridor leading fromRoute9 to thewaterfront.TheVillagehascompletedthestreetlightinstallationandisinthedesignphaseforthesidewalks.TheVillageneedstoexpandthisworkfurtherdownBeekmanAvenue,however,inordertoenhancenecessarylinkagestothenewwaterfrontdevelopmentandsuccessfullydrawthemarketinwards.SLEEPYHOLLOWCOMMON ($50,000,000): SleepyHollowCommon is the28-acre sitewhere theVillagewillcreate a meaningful civic space in a highly distressed area of the community, with over 21.3% of thepopulationlivingbelowthepovertyline.Theproject’svehicularandpedestrianlinkageswillfosteraccessiblejobcenters,connectingtheinnervillagetoamixed-usedistrictwithalmost600permanentjobs,andmakingthe Village’s downtown accessible to 3,000 new waterfront residents. The project includes a communitycenter, an outdoor amphitheater, recreational facilities, a “great lawn,” and will connect people to theadjacent riverfront development via a new bridge crossing over the railroad tracks, which will create theessential link for theentire community toaccessandenjoy thewaterfront, shops, cafes, grocery store, andother amenities. The project will also include improvements to a currently-closed pedestrian overpassbetweenDevriesParkandKingslandPointPark,alsocreatingtheseimportantlinkagesandimprovingaccesstothePhilipseManorTrainStation.AFinalEnvironmentalImpactStatementfortheEastParcelwascompletedinMarch2017.TheRiverfrontDevelopmentConceptPlanforthisprojecthasbeenapprovedandtheVillagehascommenceda$10millioninitialinfrastructureinvestmentrelatedtoPhasesIandIIoftheproject.Inaddition,the Village has received $1.58 million in ESD Grant Funds toward this effort. Funding is needed for laterphases,especiallytofacilitateconstructionofthevehicularandpedestrianbridge.DPWSITEREDEVELOPMENT(TBD):Asmentioned,theVillage’sDepartmentofPublicWorksfacilitylocatedat38River Street (the lastunderdeveloped spacealongour riverfront)will be relocatedon theSleepyHollowCommon site, making this parcel suitable for redevelopment. Redevelopment of this approximately 2-acreparcel would be a public/private partnership initiative. Improvements to the current conditions to provideadditionalandimprovedsidewalksandbicyclistmobilityalongRiverStreetarealsoneeded,particularlygivenitsimportanceasapedestriancorridortotheTarrytownTrainStation.CONTINENTAL STREET IMPROVEMENTPLAN ($3,000,000): This project has not been fully engineered, but aconcept plan has been created. Continental Street is the gateway to the Village’s Sleepy Hollow CommonprojectanditsreconstructioniscriticaltothesuccessoftheCommon.CORTLANDT STREET SEWER ($2,000,000): The Cortlandt Street sewers are problematic. Inadequate pitchcausesfrequentblockagesandthesystemisrifewithillegalstormwatertie-ins.Constructionofpropertiesinthis section of the Village pre-date stormwater regulations, so stormwater tie-ins to the sewer system arecommon.Significant improvements are needed in order for this area—the original inner village of historicSleepyHollow—toflourish.CLINTONSTREETSTREETSCAPE($1,000,000):ClintonStreetisthemostdistressedareaoftheVillage.ClintonStreet iswithinwalkingdistanceof the trainanddowntownand canbeanopportunity for redevelopment.New sidewalks, street lights, plantings and bencheswill start the process of improving the streetscape andreclaimingandbeautifyingthespaceforpedestrians.BROADWAY(USROUTE9)CORRIDORENHANCEMENTS(TBD):ForanumberofyearsthisstretchofBroadwaywasdominatedbyautomobile-relatedservicebusinesses,suchascardealershipsandgasolineservicestations.Someofthesepropertieshavesincebeenconvertedintoofficespace.TheVillageshouldcontinuetofurthertheconversionofpropertiesalong theBroadwaycorridor tousesmoreconsistentwith thecommercialandtourism-basedeconomythathasemergedthroughouttheyears.MajorintersectionsalongBroadwaycreateachallenge for pedestrians, including residents walking and cycling around the Village, as well as visitors toSleepyHollow’smanyhistoric and tourismattractions. Improvements to these intersectionswould create asafer,morewelcomingenvironmentforresidentsandvisitorsalike.Enhancementsofthestreetscapingwouldcreateamorepedestrianfocusedenvironment.TrafficandpedestrianimprovementsareslatedforBroadway

from the intersectionof Pocantico Street to PiersonAvenue. Theproposed improvementswill enhance thestreetscaping and the pedestrian safety in an area that is highly visited by tourists.Work will include newsidewalks, crosswalks, lighting, and trees andwill receive funding from the New York State Department ofTransportation. Continued focus on the Broadway (Route 9 corridor) should be a long-term priority of theVillage.GatewaysignagetellsvisitorswhentheyareenteringtheVillage.SignscouldbeplacedonBroadwayatboththenorthernandsouthernentrancestotheVillageandalongtheroutefromtheTarrytowntrainstation.RIVERWALKBULKHEAD ($500,000): Thebulkheadalongaportionof theVillage’sRiverwalk is failing.As aresult, sink holes are forming causing unsafe conditions. In some cases, the Village has blocked off unsafeareasuntiltheproblemiscorrected.TheprojectiscurrentlybeingexaminedbytheVillageengineer.RIVERSIDEDRIVERIVERWALK($600,000):ThisdecorativewalkwasconstructedlastyearandconnectstotheRiverwalkandPhilipseManortrainstation,butmoreisneededtoextendthesidewalkandcreatelinkagestoSleepyHollowManorandthePhilipseManortrainstation.WASHINGTON/VALLEY CULVERT PROJECT ($300,000): The stormwater culvert alongWashington and ValleyStreet is collapsing and needs to be replaced.The Village Board has allocated funds for this project andpreliminary engineering has been completed, but additional streetscape improvements and handicappedaccessiblecrosswalksareneededandarenotpossiblewithoutadditionalfunding.EMERGENCYWATERSUPPLYUPGRADES&EXPANSION ($2,000,000):TheVillagehas identified the followingneededprojectsforitsdrinkingwatersupply:DirectconnectiontoaUVTreatmentPlanttosecureasecondarywater source due to the Catskill aqueduct being shut down periodically over the next five year for repairs.(EstimatedProjectCost:$1,000,000.)SleepyHollowwillbeutilizingBriarcliff’snewpumpstationasthemainpump station and the existing Sleepy Hollow pump station will be used as a secondary pump station. Toexecutethisplan,newpipingandupgradesarerequired.(EstimatedProjectCost:$1,000,000.)STREETSCAPE, INTERSECTION & FACADE IMPROVEMENTS (TBD): Sleepy Hollow is a walkable Village, butchallengingpedestrianpathwaysandagingdowntownmakeitlesslikelythatresidentsandvisitorswillwalk.Implementationofstreetscapeandintersectionimprovements(thosenotmentionedintheproposedprojectsabove)topromotemorepedestrianactivityand improveurbandesignwould increasethewalkabilityof thedowntown. Improvementsmay includesidewalkrehabilitation, furniture, treeplanting, landscaping, lighting,andbicycleinfrastructure.Increasedwayfindingsignshelptodirectvisitorstoshops,restaurants,andhistoricsites, as well as arts and cultural resources would also help enliven the environment and pedestrianexperience.Inaddition,upgradestoagingbuildingfacadeswouldimproveurbandesigndowntown,attractingmorevisitorsandbusinesses.INNERVILLAGEGATHERINGSPACES&PUBLICART(TBD):ThecommunityhasidentifiedtheneedforadditionalgatheringspacesinsideandoutaswellaspublicartinstallationswithintheInnerVillagetohelpincreasethenumberofresidentsandvisitors,whichwillinturnincreasethenumberofcustomersforthelocalbusinesses.

With a DRI investment from New York State, Sleepy Hollow will create, enhance, and capitalize on itslinkagestothewaterfrontandmanyotherassetsthatwillensurethisprofoundandlastingchange,enablingtheVillagetoonceagainflourishasaregionallysignificant,mixed-use,urbancentercreatingongoingvalueforthe Mid-Hudson region. These projects will provide an infusion of energy and resources by creatingopportunities for newbusiness, improve the climate for legacy businesses, developworkforce housing, andgenerallyenhancethelivabilityandcongenialityofthevillageatlarge.Downtownwillbeatonceamagnetanda feeder stream, resulting in dynamic placemakingwhere villagers and visitors engage publicly with othersthroughshopping,dining,culturalhappeningsandfestivals.ArevitalizeddowntowndefinesSleepyHollowandtheMid-HudsonRegionasaworld-classdestination;itisamajoringredienttotheregion’scontinuedgrowthby meaningfully strengthening its critical mass of infrastructure development, business opportunities, andlivingopportunitiesforpeopleofallmeans.8) AdministrativeCapacity.

As stated previously, the Village’s elected leadership enjoys thesupportoftheVillageBoardandhasbeenstableforadecade.Severalyearsago,theseleadersformedanew,non-partisanpolitical committee toeliminateperceiveddivisivenessandemphasizeopenness, transparency,andcollaboration.UniteSleepyHollowhasbroughttogetherresidentsandpoliticianstohelpmovethevillageforward.ThisunitywillensurethataDRIinvestmentinSleepyHollowwouldnotbeplaguedbydivisiveness.

ThestaffinVillageHallalsohastremendouslongevity,skills,andexperience.TheVillageAdministratorhasservedinthatpositionforovertenyearsandoverseestheVillage’sworkforceof75employees.TheTreasurerhas served in that position for eight years and oversees the Village’s operating budget of $21M. VillagepaymentsaremadethroughtheVillageFinanceDepartment,whichprovidesregularprogressreports,giventotheMayor andBoardof Trustees in Public sessions. TheVillage’s leadership, institutionalized collaboration,andopenand iterativeprocesswillensurethataDRI investment inSleepyHollowwouldnotbeplaguedbysiloedoperations.

Sleepy Hollow has the demonstrated organizational capacity to manage a Downtown RevitalizationInitiative, includingastrongtrackrecordofcompletinggrantprojectsandofoverseeingmultipleconcurrentcontracts.Forexample,in2016-17,theVillagebuilta$6Mwaterreservoir.Anengineeringfirmwashiredtodesignandprovideconstructionmanagementoversight.TheengineeringfirmreporteddirectlytotheVillageAdministrator,andtheprojectisontimeandonbudget.AtthesametimetheVillagewasengagedina$2.5millionupgradeofitswaterdeliverysystem,acompletelyseparateundertakingfromthereservoir.Again,theVillageengagedanengineeringfirm,whichreportedtotheVillageAdministrator.Thisprojectwasalsoontimeandonbudget.Beyondcontracts,theVillageisadeptatmanagingasignificantinfluxofvisitors.TheVillage’sannualhayrideandblockparty,forexample,attract5,000visitorsinoneafternoon.

The Village’s administrative capacity to successfully manage a DRI investment is expanded by its LocalDevelopmentCorporation,whichiscommittedtoworkingonthiseffort.TheSleepyHollowLDCwascreatedin2014andalsoenjoyssustainedleadership—withthesameboardsincethespringof2015(whichreplacedtheBoard of Trustees as the original board) and with the Village Administrator as its Director. The Board ofTrustees created the SHLDC to manage the Village’s $70-million waterfront project and bolster itsadministrativecapacity.KeytotheSHLDC’smissionisthecreationandretentionofjobsandthepromotionofcommunityandeconomicdevelopmentinitiatives.TheSHLDCboardmeetseverytwoweeksinpublicsessionto reviewprogress on projects and has experience acquiring property;managing, planning, and negotiatingcomplex projects; engaging consultants; completing environmental and site plan reviews; andworkingwithmultipleagenciesandotherstakeholderstoaddressissues.

The responsible leadership, institutionalized collaboration, transparency, and support demonstrated byVillageofficialsandstaff,aswellasorganizationssuchastheSHLDC,indicatethataDRIinvestmentinSleepyHollowwouldsucceedandcouldserveasamodelforothercommunities.9) Other.

One additional consideration is the Village’s strong financial capacity. Sleepy Hollow has recently beenupgradedtoanAa3rating,whichreflectstheVillage’s“strongandimprovingfinancialposition”asdescribedby Moody’s Investors Service. Increases in the Village’s General Fund indicate strong growth as well. TheVillage’s assets continue to exceeded liabilities aswell—a useful indicator of the Village’s financial positionovertime.SleepyHollowalsopromotessharedservices—workingwiththesurroundingvillagesofTarrytown,Briarcliff,Irvington,DobbsFerry,Elmsford,Ardsley,andHastingsintheareasofwaterandsewerinfrastructureimprovements,planning,equipmentsharing, jointbiddingandregionaleconomicdevelopment.TheVillage’sproximity toNewYorkCityhasenabled it todevelopadiverseeconomicbase.Villageofficialshavehelpedcultivatethisenvironmentthroughsmartbudgetingandaneyetowardthefuture.Whilethevillagehastypicalurbanchallenges, SleepyHollowwill remainon solid financial footingas longasVillageofficials continue todeveloprealisticbudgetsandlong-termfinancialplans.ThatSleepyHollowhasbeenabletomaintainitsfiscalhealthwhileinvestinginthecommunity’sfuture(infrastructure,parksandrecreation,planningandeconomicdevelopment,etc.)isatestamenttoVillageleadershipovertime.
