Dear Mr. Howard,

At your request, WSP has undertaken a preliminary aeronautical assessment of the proposed development located at 1905-2251 8th Street East, in the City of Owen Sound. The purpose of the assessment is to determine if the proposed development will have an impact on the flight paths established for the heliport located at Grey-Bruce Health Services, and what the maximum allowable building elevation is at the site in question.

A. EXISTING CONDITIONS

The site in question is located at 1905-2251 8th Street East, which is situated south of Grey-Bruce Health Services, halfway between 9th Avenue East and 28 Avenue East. The site is currently undeveloped.

B. PROPOSED DEVELOPMENT

The development in question is, as shown on Crozier and Associates drawing 003 dated May 22, 2014, proposed to include a multi-residential development featuring 9m residential buildings and 18m tall apartment buildings. Based on the provided drawings, the buildings under the flight path have a proposed height of 9m above ground elevation. In relation to the heliport, the closest edge of the proposed development site is approximately 170m southeast of the GBHS Heliport, with the site continuing on a downward slope away from the heliport. C. GREY-BRUCE HEALTH SERVICES OWEN SOUND SITE

The Grey-Bruce Health Services, Owen Sound Heliport (CNK6) is a surface level heliport located in the northeast corner of 8th Street and 16th Avenue. Table 1 describes the characteristics of the heliport.

The heliport has four (4) flight paths, two fanned flight paths to the north and two fanned flight paths to the south. The fanned flight paths mean aircraft can approach/depart anywhere within the flight path centrelines. The flight paths associated with the GBHS Owen Sound heliport are outlined below in Tables 2 and 3 for North and South respectively, and are illustrated on SP 1.

As illustrated in SP1, the proposed development site is located to the southeast of the heliport and falls under the 161°M portion of the southern flight paths.

D. AERONAUTICAL IMPACT

The following analysis has been completed to identify any aeronautical impact associated with the development at 1905-2251 8th Street East.

Maximum Allowable Elevations

The elevation of the proposed development varies throughout the site, so a maximum allowable height has been indicated for the northwestern corner of the site, and the nearest 9m tall residential building. Since the site slopes downward away from the heliport, and the Apartment buildings are outside of the approach path, it has been determined that if the 9m building does not penetrate then none of the buildings will. Refer to SP 1 for a visual depiction of this analysis.

Based on the analysis, the following maximum allowable elevations have been concluded:

The maximum allowable height at the north western corner of the site is approximately 13m, and the closest 9m building to the flight path has a maximum allowable height of just less than 14m.

E. MARKING AND LIGHTING

As per the Canadian Aviation Regulations (CARs), the marking and lighting of obstacles in the vicinity of the heliport is intended to reduce hazards to aircraft by indicating their presence. A fixed obstacle located within the Obstacle marking/lighting area should be marked and, if the heliport is used at night, lighted. This area extends 150m from the centre of the heliport at 360°, and along the flight path, 30m on either side, for a distance of 1,000m. Based on the locations and heights of the buildings in relation to the flight paths and obstacle marking area, the following table outlines the analysis for obstruction lighting requirements.

256.78m ASL -0.22m 17.78m AGL Based on the foregoing, red obstruction lights will be required on the northwestern corner of most northwestern 9m tall building, as well as on the northwestern side of the 18m tall townhouses. Refer to” Inset A” on SP1 for a visual depiction of the lighting location. As this development is still in the design phase, should the top building elevation be revised to not fall within the obstruction marking/lighting area, obstruction lighting would no longer be required. Should any changes be made to the proposed development, re-analysis of the obstruction marking/lighting area should be done.

F. CONCLUSIONS AND RECOMMENDATIONS

Based on the foregoing, it has been determined that the proposed development at 1905-2251 8th Street East, in the City of Owen Sound will not impact the GBHS Owen Sound Heliport, but will require red obstruction lighting to be placed on two (2) buildings. To mitigate the obstruction lighting requirement, the proposed designs could be modified to ensure the buildings do not penetrate the marking/lighting area. This would ensure the development, as proposed, remains clear of the obstruction lighting/marking area.

It is recommended that any changes made to the proposed development be reviewed by WSP to ensure the heliport flight path remains un-impacted by the development.
