• Bureau of Mines Inspection formed with Calcutta as

headquarter  1904

• Name of the organisation changed to Department of Mines

• Head Quarters of the organisation shifted toDhanbad

undertaking legislation for inspection of mines in general and coalmines in particular

1894• Preliminary study of mining conditions in India by one Inspector of

Mines by name Mr. James Grundy.• Committee appointed by the Govt. of India to

Frame suitable legislation to afford full protection to personsworking in mines in such matters in which they have a reasonableclaim on the State for protection

First Indian Mines Act enacted Bureau of Mines Inspection formed on Jan 7, 1902

ROLE AND FUNCTIONS OF DGM

ENFORCEMENTAL- inspections-Investigation into accidents -

dangerous occurrences – complaints. 

REGULATORY- Development of safety legislation & standards -

scrutinising and dealing with Statutory permissions, exemptions, -

standardising and, approving of mines safety equipment/material.

DEVELOPMENTAL - Conduct of examinations - the In-house

tech. Support, on the development work includes, DMSIS, SOMA, S&T

SUPPORT, Development of Mines Rescue Services, Human resource

Management, Occupational Health, Mine Information Database, and ,Interactions for development of safety equipment/ work practices. 

PROMOTIONAL - National conference on safety in mines,- Workers’

Workers Participation in Safety Management is a an important

tool to develop awareness and self initiatives in eliminating the risk of 

accidents and dangers to health and hygiene of workers.

With this objective in view the provisions of Safety Committees and

Workmen's Inspectors were made in the Mines Rules.

The functioning of such institutions are being activated by DGMS

during the course of their inspections. Meetings and workshops are

being organised at unit level, area level and company level.

Tripartite Safety Committees are functional at company level.

National Conference on Safety in Mines are being organised from

time to time. Xth Conference on Safety in Mines was held in

November 2007.

National Safety Awards (Mines) are being organised every year in

which safe mines are being given recognition at national level.

National Mines Rescue Competitions and First Aid Competitions are

also organised every year.

National Seminar, Conferences and Workshops are organised on

important topics to implement the best system and practices in themines.

  DGMS EXPERTISE 

DGMS Collaborated and exchangedprogrammes, expertise with many countriesacross the world like USA, Australia, Japan,China, UK, West Germany in the field of

occupational safety & health in mines. DGMS being more than 100 years old

organization in the field of occupational safety &health provided expertise to many organizations

within the country and abroad. Action may be initiated to frame MOU in between

the countries -India & Japan in the filed ofoccupational safety & health.

Amendments in Safety Legislation

In view of recent development in the mining industryvarious amendments in Mines Act, 1952, Coal MinesRegulations, 1957, Metalliferous Mines Regulations,

1961 and Oil Mines Regulations, 1984 are underprocess. It is expected to complete the amendment jobshortly.

The likely mining scenario in under sea and deeper seamining of minerals, oil & natural gas are underobservation and the legislation is likely to follow andincorporate such changing trends.

The amendments are proposed by repealing of the existing Coal

Mines regulations, 1957 by new Coal Mines Regulations,2010;

Modern Tools like Risk Assessment and Safety Management Plan,

Strata Control & Management have been proposed to beincorporated to reduce accidents;

Opencast Provisions have been proposed to be separately dealt with;

Extraction of Coal Bed Methane (CBM), Coal Mine Methane(CMM) and Abandoned Mine Methane (AMM) have been

incorporated separately;

1. At Present 565 Coal Mines are existing in the country. Morethan 206 Coal Blocks have been allotted to PSUs and PrivateSectors for Captive and Merchant mining by Ministry of Coal.

2. All these coal blocks are likely to come in production during12th Plan Period.

2. The Mining is likely to be conducted by MDOs andOutsourcing through National as well as Multinational

Operators.

1. Opencast Mining:

OC Mines are being planned from existing depth of 200 to500m and at Stripping Ratio upto 1 in 15 which will increase in

dump heights upto 400m.

Larger Capacity Machines such as 40m3 shovels and 80m3 Draglines with 370 to 420m capacities Rear Dump Trucks arebeing planned in larger capacities mines of 15 to 20 Million

Tonnes Per Annum Production with 80 Million m3

OB removalper annum.Surface Miners and In-Pit Crushers, Stacker- Spreaders etc arebeing planned for OC Mines.

2. Underground Mining:

Coal Reserves up to 300m are depleting in near future.

Coal mining is being extended to 1000 to 1200m depth.

Continuous Miner-Shuttle Car Technology will be predominant.

Longwall Mining will be another major options for greater

depths.

3. Coal Bed Methane (CBM), Underground Gasification of Coaland Coal to Liquid Projects are being planned and the coalblocks have been allocated.

The use of large capacity machines involve exposure to highend technologies i.e. electric supply into the mine

belowground @ 11KV and use thereof at the face @ 3.3KV

1. More than 550 mining Leases of Iron Ore, Limestone,

Dolomite, Manganese and other minerals have been grantedwhich are also to be started during 12th Five Year Plan.Notification has also been issued by the Ministry of Mines,

Govt. of India to grant PL in Offshore Areas.

2. Oil and Natural Gas Projects are also being planned and underexecution in On-land and Offshore in deep Sea areas.

Occupational Safety & Health requirements are accordingly expected to change during the coming years.

This needs Strategic Planning and Execution.
