CHAPTER – 1

INTRODUCTION India accounts for about 2.4% of world area, but supports 17% of world human population and 15% of world livestock population. Agriculture plays an important role in Indian economy accounting for 14% of total GDP and 11% of its export. About half of population still relies on agriculture to earn their livelihood. Therefore, agriculture is crucial to overall development of the country.

Gujarat state is situated in the western part of India. It covers an area of 196 lakhs ha, which comes out to six per cent of the total geographical area of India. Out of the total area, net cultivated area is 98.01 lakhs ha, and gross cultivated area is 118.07 lakhs ha., with cropping intensity of 120.47 %. The net irrigated area is about 30 lakhs ha., which constitutes 29.13 per cent of total cultivated area.

The state has a long costal line of 1600 km on its western and south-western boundaries. At the northern side, the state shares international boundary with Pakistan. Madhya Pradesh and Rajasthan states are located on the East and North-East side of Gujarat. On the East and South-East side, the state is bounded by Maharashtra.

For administrative purpose, the state is divided into 26 districts with 225 talukas. Out of the total population of more than 600 lakhs people. Nearly 62 per cent resides in rural areas comprising of 18,600 villages. About 48 lakhs families are solely dependent on agriculture.

Out of the total area of the State, around 20 per cent falls under arid region and 9 per cent falls under semi-arid region. Agro-climatic condition is very heterogeneous in Gujarat. The state is divided into 8 agro-climatic zones. Because of this diversified climatic condition, a variety of crops are produced in Gujarat. The state is famous for its mangoes from Gir region and date-palm from Kutch region. Major crops of state include paddy, wheat, pulses, groundnut, castor, cotton, cumin, vegetables etc.

Agriculture in Gujarat is characterized by erratic and irregular rainfall, vast difference in average rainfall in different areas of Gujarat, frequent occurrence of drought, cyclone and floods, depletion of ground quantity and quality, salinity ingress in costal lines, fragmented land holdings. These shortfalls hamper agricultural development in the state.

Reforms in Technology Transfer

Traditionally, top-down approach has been followed in agricultural extension, in which the decision on the technology to be transferred to the farmer’s field is taken at the top level. Many schemes/programmes have been implemented for taking improved agro-technology to the farmer’s fields. These schemes were effective in disseminating agricultural technology in irrigated area with high potential. To increase the productivity in resource scarce area new extension initiatives were required. In addition, there was change in the focus of farmers from subsistence to commercial agriculture and this increased dependency on many players. The demand driven extension & diverse needs of the farmers called for expertise in many sectors. These all factors forced for extension reforms.

Extension Reforms Schmes

The need was felt for revitalization of extension services; improvement in sophistication of technology dissemination methodology and the extension services that can meet the location specific special needs of farmers. With a view to address system problems and constraints, an innovative extension model emerged from the efforts of Govt. of India (GoI), and World Bank in mid-1990s. This innovative new model, “Agricultural Technology Management Agency (ATMA)” implemented under GoI programme ‘Support to State Extension Program for Extension Reforms’, provided for decentralized extension approach, which would focus more on diversification and increasing farm income and rural employment.

ATMA was pilot-tested under the Innovations for Technology Dissemination (ITD) component of World Bank funded National Agricultural Technology Project (NATP) in 28 districts of India. In Gujarat, it was implemented initially in eight districts from 2005-06. All 26 districts of the state were covered from March - 2008.

With the view of increasing the impact of scheme, Government of India modified the

guidelines of the Extension Reforms Scheme in 2010. Under the modified guidelines,

provision of staff upto block level was made. In addition, it also provided for

involvement of farmers in decision making at all levels - block, district, state &

SAMETI level through Farmer Advisory Committees (FACs); provisions for farmers’

friends. Cost norms for certain activities were also updated in modified guidelines.

The approval of Modified Scheme as well as provision for the manpower was cleared

by the DAC, GoI and GoG.

STATE LEVEL There are three state level participatory bodies, set up as under:

1. Inter Departmental Working Group (IDWG)

The IDWG is the highest body at state level. Its function include making policy interventions on inter departmental matters. It also deals with policy related issues in the implementation of the scheme. Issues related to integrated transfer of technology at state, district and taluka level are also addressed by IDWG. It coordinates with development departments related to agriculture, establishing linkages among different development departments, SAUs, KVKs, marketing, input and credit institutions, NGOs, private/corporate sector etc for effective implementation of the scheme. It is also empowered to internalize new concepts and institutional arrangements.

2. State Agricultural Management and Extension Training Institute - Gujarat

(SAMETI-G)

Govt. of Gujarat passed a resolution for establishment of SAMETI-G on 07.08.2006. As

per the provision of this resolution, SAMETI-G was established on 01.01.2007 and was

registered under Public Trusts Act, 1950 on 22.07.2007.

It is an autonomous institution catering to the training needs of extension

functionaries. The institute has greater flexibility in structural and operational aspects.

The SAMETI is headed by Director, SAMETI and is governed by a General Council

(GC). The list of GC members is as under:

3. State Farmers Advisory Committee (SFAC)

One of the salient features of “Modified Extension Reforms Scheme” is the active

participation of farmers in the decision making process at block, district and state

level. Accordingly, Farmers Advisory Committee (FAC) has been constituted at all

three levels viz. State, District and Block level under modified extension reforms

scheme.

The distribution of work of FAC is dependent on their level. FAC gives feedback from

farmer’s side which helps to make action plan and decide the priority base for various

activities. BFAC helps BTT, DFAC helps AGB & AMC and SFAC helps State Nodal Cell

(SNC) to finalize SEWP & helps SAMETI for training need. DFAC is constituted from

members of BFAC and similarly, SFAC is constituted from the members of DFAC.

During the year, State Farmers Advisory Committee (SFAC) of Gujarat met on 18th

August, 2013 at Gandhinagar. Representatives of 19 districts attended the meeting.

ATMA Directorate At state level, the State Nodal Cell, consisting of the State Nodal Officer (SNO) and State-Coordinator is ensuring timely receipt of DAAPs, preparation of SEWP after duly incorporating farmer’s feedback obtained through State Farmers Advisory Committee and its approval by State Level Sanctioning Committee (SLSC).

SNO coordinates with different developmental departments for effective convergence. Allocation of funds to the ATMA districts is also done by SNO. He is also responsible for periodic review of the scheme and reporting the same to GoI. The director, SAMETI is holding additional responsibility of State Nodal Officer.

DISTRICT LEVEL

The Support to State Extension for Extension Reforms scheme is implemented at the district level through ATMA. ATMA is an autonomous institution; registered at district level under trust act, with participation of all the key stakeholders involved in sustainable agricultural development in the districts.

The detail of operational modality of the scheme at district & below level is depicted in Fig. 2.

ATMA Governing Board (AGB) is the apex body at the district level. AGB provides

overall policy direction in the implementation of the scheme in district. District

Development Officer (DDO) acts as the chairman of AGB. ATMA Management

Committee (AMC) is the executing body at the district level. The day to day activities

of the scheme at district level is looked after by the Project Director. The details of the

executing agency and the officers who have shouldered these responsibilities are

given in Annexure 1.

CHAPTER – 3

STATE LEVEL ACTIVITIES

ATMA DIRECTORATE

The ATMA Directorate is responsible for overall implementation of the scheme at the

state and district level. The activities in the state are carried out according to the

approved State Extension Work Plan (SEWP). The SEWP for financial year 2013-14 was

prepared from District Agriculture Action Plans of 26 districts. It was submitted to GoI

for approval.

GoI approved the Gujarat SEWP of Rs. 49.53 crores for year 2013-14. Accordingly, the

approval of activities and annual allocation of funds for FY 2013-2014 was

communicated to the districts, the SNO office and the SAMETI-G.

During the year, ATMA Directorate had liaison with various development

departments, private companies and NGOs for effective execution of the scheme.

Also, Regular review-cum-experience sharing workshops were conducted with district

level officers. Various problems faced in the implementation of the scheme at the

district level were discussed and possible solutions to the problem were suggested.

BEST PERFORMING ATMA DISTRICT AWARD

There is provision for Best Performing ATMA district Award under ATMA scheme. This

award is given to the district which has done excellent work in the implementation of

the scheme during the year. Applications received from the various districts for the

award were evaluated by the committee formulated for the purpose. The

recommendation of the committee was sent to the Chairman, IDWG and on his

approval, the 'Best performing ATMA District Award’ for FY 2012-13 was conferred as

BEST ATMA FARMER AWARD

With the aim of providing encouragement to progressive famers and acknowledge their role in agricultural development, Best ATMA Farmer Awards are given to farmers who have done exemplary work in agriculture and allied field. The awards are given at State, District and Taluka level. The “Central Award Committee” selected a total of 496 farmers for ‘Best ATMA Farmer Award-2012-13’ after three stages of intensive evaluation and review. State level winners were awarded a cash prize of Rs. 50,000. District and Taluka level winners were awarded a cash prize of Rs. 25,000 and Rs. 10,000 respectively. In addition, each awardee farmer was given a certificate and a memento.

SAMETI-G

SAMETI-G is an autonomous institution catering to the training needs of extension

functionaries of Gujarat. It is located at Krishibhavan, Gandhinagar.

Human Resource Development (HRD)

Training

During the year, SAMETI has conducted total 42 on/off campus training programs

against the target of 25. The trainings were imparted on various topics of

agriculture and allied fields. Details of trainings are given on separate page. A total

of 1,239 middle/high level officers of the line departments and SAU scientists were

trained. A total of 3,072 training man days was achieved during the year as against

1,117.

Exposure visit of Extension Functionaries There is provision for exposure visit for Extension Functionaries under “Support to

State Extension Programme for Extension Reforms”. Exposure visit serves an important

function of introducing the participants to new technology and provides them with firsthand

knowledge innovations in agriculture and allied sectors. During the year 2013-14, a total of 6

Post-Graduate Diploma in Agricultural Extension Management (PGDAEM)

MANAGE, Hyderabad has launched a nationwide one-year distance learning course

on Post-Graduate Diploma in Agricultural Extension Management (PGDAEM) with the

aim of bridging the gap in knowledge of extension functionaries. The SAMETI-G has

been recognized as Regional Study Centre by MANAGE, Hyderabad. A total of 26

candidates enrolled for PGDAEM during FY 2012-2013. Regular contact classes were

conducted for these candidates. In addition, they were provided necessary guidance

in the from time to time. Details of contact classes and examinations conducted

during the year are as follows:

CHAPTER – 4

DISTRICT LEVEL ACTIVITIES The implementation of Support to State Extension Programmes for Extension

Reforms at the district level is done through the Agricultural Technology

Management Agency (ATMA). ATMA has been established in all the 26 districts of the

state. Furthermore, the AGBs & AMCs have been formulated in all the 26 districts. At

block level, Block Technology Team (BTT) and Block Farmers Advisory Committee

(BFAC) have been formulated.

BAP (Block Action Plan) is prepared by BTT for their respective block and is approved

in the joint meeting of BTT & BFAC. These approved BAPs were presented in the joint

meeting of AMC & AGB by the BTT chairman. The District Agricultural Action Plan

(DAAP), was compiled by the AMC on the basis of the BAPs, and was approved by the

AGB and forwarded to ATMA Directorate & SAMETI for further approval of GoI.

Various activities were conducted in the districts based on the approved DAAP.

FARMER ORIENTED ACTIVITIES

Many farmer oriented activities like demonstration, training, rabi-shibir, farm school,

exposure visit, formation of FIGs, and their capacity building etc were undertaken as

per the ATMA cafeteria and approved DAAP during the year. The brief presentation

of activities undertaken by ATMA districts during 2013-2014 is depicted under:

Training of Farmers

Training is one of the important farmer centric extension activity under ATMA.

Training helps in capacity building of farmers. Farmers are able to improve

Information, knowledge and skills through such need based training. Inter-State

Training, Within-State Training and Within-District training were conducted during

the period under report as detailed below:

a) Inter-State Training

During the year under report, a total of 85 Inter-state training programs were conducted.

A total of 3,272 farmers benefitted under this component. In all training a total of 16,758

man days were achieved as against the target of 11,250 man days. A district wise detail of

b) Within-State Training

Within-State training were conducted in all twenty-six ATMA districts of the state. In all 13,536 male and 5,554 female farmers benefited through 464 training programs conducted within the state. Technical know-how on various aspects related to agriculture, horticulture and animal husbandry in general were imparted to the farmers through these training.

The training included subjects like soil health management, vegetable cultivation, vegetable marketing, different government schemes, advance technologies of various crops & animal husbandry, clean milk production, value addition for better price gain, marketing strategies for final products, dry farming practices, seed storage technology, soil health management etc.

In all, achievement for this component was 160 % (achievement of 36,146 man days as against the target of 22,500 man days). A brief district wise summary of within-state training is as under:

c) Within-district Training

Within-District training is one of the core farmer oriented activity under ATMA. All twenty-six districts have conducted training at village or district level training institute under this component. In all, 1,835 such training programs were conducted within the districts. A total of 76,331 farm-men and 23,877 farm-women were imparted knowledge and skills on various issues related to agriculture and allied fields. The achievement under this activity was 229 % (achievement of 1,03,208 man days as against the target of 45,000 man days).

Demonstrations

Demonstrations provide farmer an opportunity to practically view new technology and its result. They also help farmer to compare new technology with currently used technology. Demonstrations are effective tool for successful extension of new technology.

A total of 39,284 demonstrations were organized in different villages of all 26 districts of the state. A total of 28,422 farm-men and 10,862 farm-women benefitted from these demonstrations. Under agriculture sector, demonstrations were organized on subjects like improved varieties, seed treatment, SRI technology, integrated nutrient management, integrated pest management, organic farming, soil health management, Vermi-compost, farm waste management, value addition etc.

Under Animal husbandry sector demonstrations were organized on subjects like vaccination against diseases, nutritional management and artificial insemination for improved breed in buffalo.

Under horticultural sector, demonstration were conducted on subjects such as integrated pest management in fruit crops, post harvest management and value addition in fruit crop, nursery development for forest plant etc.

Efforts were also made to conduct demonstrations in other field like fisheries,

apiculture, mushroom cultivation, medicinal plants, use of sprayer-duster & chaff

Farmer to Farmer Technology Dissemination

Farmer to farmer technology dissemination is an important component of extension

activities. Famer to farmer technology dissemination also took place at various

demonstrations sites in the districts. Many farmers visited the demonstration site

and gained technological guidance from the demonstrator farmers. In all 4,32,792

farmers benefitted by visiting the demonstration sites, the district wise details of

Exposure Visit

The farmers can be motivated to take-up new initiatives, if they are exposed to new

places & farms where successful farming practices incorporating new innovations are

followed. There are provisions for such exposure visits for the farmers in ATMA,

where they can visit places in other states, within Gujarat state and within their

district. Exposure visits organized during the reporting period are as detailed below:

a) Inter State Exposure Visit

With a view to provide exposure to the advanced farming situations/practices followed in other states; the inter-state exposure visits were organized by all the 26 districts. In all, 78 such exposure visits were conducted, where in 2,727 farm men and 1,445 farm women participated. As against the target of 11,250 man days 25,972 man days were achieved.

b) Within State Exposure Visit

There are various research stations in Gujarat which conduct farmer centric research

on various crops. Farmers can benefit a great deal from visiting such centers. In

addition, new initiatives in farming are also being taken-up by the progressive

farmers of Gujarat state. There are many fields of progressive farmers in addition to

the research stations of the four SAUs. To interact with these initiators and gain

firsthand knowledge form scientists at the research stations; a total of 331 within

state exposure visits were organized by 26 ATMA districts. In all, 13,046 male farmers

and 6,089 female farmers were provided exposure to improved farming practices

followed in the state beyond their district.

(c) Within District Exposure Visit

During the year, the farmers of all twenty-six districts were taken for exposure visits to the fields of other progressive farmers of the district or to the prominent research institute in the district. As many as 564 such within district exposure visits were conducted, where in a total of 33,397 farm men and 13,560 farm women were benefited. As against the target of 22,500 man days a total of 46,958 man days were achieved. The details of which are as under:

Mobilization of Farmer’s Group Farmer’s group is the key focus of the Extension Reforms Scheme, where emphasis is being given to farmer led extension and demand driven process through these groups (FIGs & CIGs). Group is a very important tool enabling farmers to pave the way for their capacity building collectively by sharing technical know-how, skills, interest and obligation on the basis of group strength. Group forming and organizing the group activities provides the opportunity to have a voice and increase their influence in planning & implementation. This process makes them more powerful to influence the process of their capacity building too. This is vital for improving their social, economic and environmental conditions through useful & constructive lobbying and advocacy that are conducive for development of agricultural & allied activities.

Formation of FIGs/CIG The district ATMA has focused on forming the Farmers Interest Group/ Commodity Interest Group (FIG/CIG). To motivate farmers to form groups is the foremost activity for each district ATMA. The details of district wise FIG/CIG formed during the period under report are as under:

Capacity Building of FIG/CIG

Farmers’ groups are the key vehicles to bring development in agriculture. These groups

are required to build their capacity on various aspects. Various activities including group

behavior, conflict management, account procedures, technological advancements, etc.

were carried out by district ATMA. It was planned to organize monthly meeting of group

representatives at one place in the district to keep them active throughout the year. As

many as 362 such capacity building activities were conducted during the reporting

period at the 26 districts of the state.

Revolving Fund support to FIG/CIG

The FIGs/CIGs were supported with revolving funds so that they can improve their

financial health by carrying economic activities on group basis. In all, 255 FIG/CIG were

Best Organized Group

ATMA also facilitates the Farmer Interest Groups with award to the best performing group. A total of 72 FIGs were awarded with Best Organized Group award during the financial year. In all, these 72 FIGs had a total of 975 member farmers (825 male and 150 female).

Farmer Awards

The systematic procedure as the previous year was adopted for ‘Best ATMA Farmer Award 2012-13’. A well structured printed application form with due instructions was printed in local language and circulated to the farmers of all the twenty six districts. The process of receiving filled up application forms & its scrutiny was done in due course of time. The specific time schedule for whole process was framed-out and communicated to all district ATMA. A total of 342 block level best farmer awards were given. The block level awards were conferred to the recipients during Krishi Mahotsav, 2014.

Information Dissemination through Print Media

The print media has its specific advantage for technology transfer. The district ATMA

has focused on using print media extensively by preparing folders and booklets in

local language for the use of the farmers. Print media was prepared covering various

Farmer-Scientist Interaction at district level The farmers while working in the field and applying new technologies are facing location specific and situation based queries related to the application of the technology. Farmers have many queries related to their day to day farm-operations. A provision is there in the scheme for Farmer-Scientist Interaction at district level so that farmers can directly interact with the concerned scientist. During the period under report, 100 such F-S interactions events were conducted at district level as against the target of 26. Field Day and Kisan Goshthi To disseminate the outcomes of application of new farming technology to a larger mass; field days and kisan goshthi were organized on the demonstration plot, at a critical stage of the crop. The idea behind this is that the farmers can perceive the effect of the new and improved technology by seeing it personally. In kisan goshthi, farmers can interact with scientists to obtain solution of the problems they actually face in the field related to production technology. Here, the experiences of different farmers; extension professionals and scientists are shared to find out the solution on the spot. in 26 districts, where in 67,713 farm men and 14,662 farm women took part in

discussion on important aspects of farming.

ASSESSMENT, REFINEMENT, VALIDATION AND ADOPTION OF FRONTLINE TECHNOLOGIES

There is a provision to undertake assessment of front line technology relevant to the local area under B13 head of ATMA. This Assessment, Refinement, Validation and Adoption of Frontline Technologies is carried out by KVK or other similar research institutes. During the year 2013-14, 15 Districts did work under this component. The technology assessment/refinement carried out by some of them is briefly described below:

1. Bharuch Groundnut is an important crop of Chaswad area in Bharuch. For

summer groundnut, the fertilizer dose recommended by State Agricultural University (SAU) is 25-50-0 Kg N-P-K per hectare. Adoption of INM by farmers in the area is slow. With the aim of refining the existing recommendation of SAU for local region, KVK, Chaswad proposed a technology refinement project entitled “Effect of Nutrient Management on growth and Yield of Summer Groundnut” to ATMA, Bharuch. The project compared 3 different treatments of fertilizer application: 1) T1: Farmers practices 2) T2: SAU Recommended dose of Fertilizer (RDF) and 3) T3: RDF + Seed Treatment with Rhizobium and PSB + Postasium Humate @ 2.5 k/ha + 2 spray of Micronutrients (at 40 and 60 DAS, consisting of 200 g micronutrient mix + 5 g IBA in 100 litre of water). A total of 40 farmers participated in the technology refinement. On an average, highest yield was obtained in treatment T3 (1814 kg/ha) followed by T2 (1667 kg/ha). Treatment T3 also gave highest BC ratio of 1.56, followed by 1.45 for T2. The study concluded that the application of micronutrients, potassium humate and IBA have beneficial effect in Groundnut production in Chaswad area.

2. Dang

In Dang, farmers follow broadcasting method for sowing groundnut.

The SAU recommendation for sowing groundnut is at 30 cm spacing. KVK,

Waghai submitted a proposal for assessing suitable sowing distance for Dang

area. With the aim of finding suitable sowing distance for Dang area,

assessment of 3 different sowing distances was carried out in the project.

These were: 1. T1: Farmers method (Broadcasting) T2: SAU recommendation

(30 cm spacing) and T3: 20 cm of row to row spacing.

The project covered 40 farmers spread over 10 villages. The results

showed that Treatment T2 gave highest average yield of 2152 kg/ha, followed

by T1 (1640 kg/ha).

3. Surendranagar

KVK, Nana-kandhasar in Surendranagar district carried out technology

refinement on “Chelated and area specific mineral mixture for dairy buffalo.

The study compared 3 different treatments: 1) T1: Farmers practice (control) 2)

T2: Recommended practices (Buffalo fed with mineral mixture

supplementation 30g/day) and 3) T3: Buffalo fed with area specific mineral

mixture supplementation 30g/day. The superiority of feed was assessed in

terms of: 1) Milk yield 2) Estrus after calving and 3) No. of insemination per

conception.

Preliminary results suggest that treatment T3 gave highest average yield

of milk (5 liters), followed by treatment T2 (4.5 liters). KVK has proposed to

continue the study for measuring reproductive efficiency.

are organized. The farm schools

are visualized to provide season

long technical backstopping/on

field training to participating

farmers.

Farm Schools were conducted on

various agriculture and allied

subjects. A total of 6 sessions are conducted on the field of progressive farmer in

each farm school.. The farm schools are organized in the farm of progressive farmers

who are leaders and members of Commodity Interest Groups (CIGs) / Farmers’

Interest Groups (FIGs), with the help of ATMA. These progressive farmers conduct the

class under the farm schools at the time of various critical stages of the crop as per

specified schedule.

Sesamum, Onion, French beans, Brinjal, Cauliflower, Tomato, Potato, Chilli, Pigeon

pea, Castor, Groundnut, Wheat, Gram, Garlic, Tobacco, Capsicum, Banana, Ginger,

Turmeric, Funnel, Mustard, date palm, Pomegranate, Sorghum, Mango, vermi-

compost. etc., were conducted as against the target of 675 farm schools. In all 25,768

male and 3,928 female farmers participated in this activity.

ADDITIONAL IMPORTANT ACTIVITIES

In addition to the various mandatory activities in the ATMA guideline, various

additional activities have been carried out by the ATMA Gujarat. The brief details of

them are as follows:

(a) MONITORING OF ACTIVITIES BY STATE OFFICE STAFF

Staff of ATMA Directorate and SAMETI visited the various districts of Gujarat to

monitor the activities and implementation of ATMA scheme in the state. Feedback of

farmers on ATMA scheme and their suggestions were collected during these field

visits. In addition discussions were held with the staff of district office on various

topics such as current status of agriculture in their district/block, problems faced by

them in implementation of scheme and its possible solution. Suggestions were made

(b) Nodal agency for routing funds

During the year under report, the GoG has given responsibility to SAMETI for

routing the funds of various centrally sponsored GoI projects namely NFSM &

other GoG schemes. For these projects SAMETI has been identified as State Level

Autonomous Agency to receive funds from GoI and to disburse it to the

concerned agencies. For NFSM, the funds were routed though district ATMA for

making payments of district activities.

(c) Participation in Vibrant Gujarat

Government of Gujarat has organized Vibrant Gujarat Global Agriculture Summit

from 9th to 12th September, 2013 at Gandhinagar, Gujarat. Various events like

display of best practices by the farmers, exhibition of new innovations by public

and private sector companies, lectures on various important topics of agriculture

and allied field, awards to progressive farmers were organized during the summit.

ATMA Gujarat has played an important role for selection of farmers for Best

Farmers Award from the various nominations/applications received from all over

the country. A total of 546 farmers were selected from various districts of India.

The selected farmers were awarded at the Summit by the Hon. Chief Minister of

Gujarat.

In addition, ATMA Gujarat coordinated Best Agriculture Practices pavilion during

the event, where 100 progressive farmers from all over India displayed their

stories/best practices to other farmers.

(d) Visit of Delegates from Africa

Total 30 delegates from Liberia, Kenya and Malawi along with 2 MANAGE,

Hyderabad faculties visited ATMA-Gujarat on 6/11/2013 as a part of US-India-

Africa triangular international training program on New dimensions in Agriculture

Extension Management for Extension functionaries

A visit to a farm-school in Matapura and visit to the field of progressive farmer of

Chandrala village, in Gandhinagar district were organized for these delegates. A

fruitful interaction of delegates with the farmers of ATMA took place. Various

topics like bio-gas, green house technology, drip irrigation system, advances in

animal husbandry etc. were discussed. MANAGE and delegates appreciated the

work of ATMA in Gujarat.

(e) Registration of Farmers on iKisan portal

In order to organize the information on various agriculture related topics and

schemes of Gujarat state on a single place and facilitate timely, cheap and

transparent delivery of information to the farmers, Dept. of Agri. and Cooperation,

Government of Gujarat has started iKisan portal, under the guidance of Hon.

Principal Secretary (Agri.).

Farmer’s friends working under ATMA Gujarat have been selected to ensure

registration of Gujarat farmers on this portal. The registration of farmers on the

portal is going on.

(f) Participation in Krishi Vasant

GoI organized Krishi Vasant- A national level fair cum Exhibition at Nagpur during 9-13 February, 2014.

ATMA Gujarat has organized visit of more than 2300 farmers representing all the 33 districts of Gujarat to Krishi Vasant. In addition, a Gujarat State Pavilion was also put up at the event by ATMA. ATMA also coordinated selection of Gujarat farmers for Best Agricultural practices and Award to be given during the event. From ATMA-Gujarat, 2 farmers were selected for Award and 3 farmers were selected for best practices pavilion. The contribution of these farmers to agriculture sector was recognized by GoI during the event. The detail of these farmers is as under:

(g) Participation in Progressive Punjab Agriculture Summit at Mohali, Punjab

Govt. of Punjab organized Progressive Punjab Agriculture Summit at Mohali,

Punjab during 16th -19th February, 2014. ATMA Gujarat arranged exposure visit

of farmers to the event. Following farmers were awarded during the event:

(h) Kheti ni vaat Khedut ne Sath- Informative television program for farmers

ATMA Directorate and SAMETI has started broadcast of Agriculture related Live TV Programme “Kheti ni vaat, Khedut ne saath”. The program is being broadcasted every Monday to Friday between 05:00 and 06:00 p.m. on BISAG channel 1. The programme can be watched from every village in Gujarat through 15,600 E-gram centers. The farmers can ask the questions to the expert on phone during the program. During the year 2013-14, a total of 74 live phone-in programs were broadcasted in which many farmers were able to obtain solutions to the problems faced by them from subject matter experts.

(i) Convergence of Development Departments & Public Private Partnership

Government of India, has put a lot of emphasis on convergence between different line department to avoid duplication of work and for better utilization of resources. Due convergence was made with different development department of Agriculture, Animal husbandry, Horticulture, Fisheries, the four SAUs, KVKs, etc. for conduction of district level activities.

The extension reforms scheme also provides ample opportunities for public-private partnership in conducting various extension related activities. It is mandatory to use 10 per cent of the activities and allocation through for the private partners. The scheme has a broader concept of private partner that includes boards and corporations, public and private companies, firms, Para-technicians, farmers' organization and groups, NGOs, agri-entrepreneurs, cooperatives, input dealers and all those who are interested (direct/indirect) and can contribute for the well-being of farms and farmers.
