ERRG was awarded this fi rm, fi xed-price delivery order under the Southern California 8(a) EMAC contract to implement the Remedial Action (RA) for landfi lls at sites 2 and 17 at the El Toro Marine Corps Air Station. Th e RA involved construction of four one-foot thick evapotranspirative (ET) covers at the two sites. Th e RA construction work had special schedule constraints due to sensitive wildlife (Gnat Catcher) present at the sites. Th e project included generation of all applicable work plans, site preparation, clearing and grubbing, construction of the subgrade (including waste consolidation), import and mixing of more than

200,000 bank cubic yards of ET cover soils, construction of the foundation layer, construction of the ET cover, and revegetation with native plants to establish suitable habitat for the sensitive species.As part of the project, ERRG also provided constructability review and design support to the Navy by testing various cover soil mixing techniques,

performing additional borrow source testing and evaluations, and evaluating suitable vegetation for the ET cover. ERRG worked closely with the Navy and its design contractor to defi ne the appropriate soil specifi cations to meet the Regional Water Quality Control Board )(RWQCB) infi ltration requirements and the biological habitat growth criteria stipulated under the U.S. Fish and Wildlife Service (FWS) biological order. ERRG had collected over 200 samples representing several borrow sources and blended mixes for analysis of multiple geotechnical parameters to develop multiple options for the ET cover. ERRG also consulted with third-party landfi ll engineering specialists to assist in performing value engineering services directed at providing additional design and construction alternatives.

ERRG was contracted by CH2M HILL to excavate, remove, and dispose of debris and waste from the Landfi ll LF24 site. Th e site is part of Bellows Field Beach Park, used by the public on weekends and holidays for recreation and during the week used by the military for training. Th e one-acre site is a former waste disposal site, named “Pier Dump” because of its proximity to the old refueling pier extending into Waimanalo Bay in the 1940s. Contaminants of concern at the site included arsenic in surface soils above the Preliminary Remediation Goals and arsenic, lead and benzo(a)pyrene in subsurface soils.

Prior to mobilization, local community members were approached to join ERRG’s team to help stimulate the Waimanalo economy. ERRG attended Residential Advisory Board meetings beginning in April 2008 and coordinated with Waimanalo Community Board leaders and vendors to create a local-based crew.

ERRG setup perimeter 12-foot tall dust screen and silt fence surrounding the site during mobilization in accordance with best management practices. Test pits were conducted to determine need to excavate all cells and determine vertical extent of debris layer. Excavation was reviewed by both an Unexploded Ordnance Technician and an archaeologist. Over the course of 56 days, ERRG removed 8,615 tons of debris and waste and transported the waste to PVT Landfi ll in Nanakuli. Some transite pipe and concrete were also hauled to the landfi ll (approximately 16 tons). A total of approximately 6,000 cubic yards of on-Base backfi ll material and windblown sand was excavated, processed (vegetation or other large debris removed), and place and compacted in the excavation to restore grade.Marine Corps Base Hawaii Explosive Ordnance Division personnel took custody of approximately 4 tons of munitions debris (5 practice torpedoes, practice bombs, and artillery cartridge casings). Th e torpedoes were demilitarized by being cut into smaller pieces so that all interior surfaces could be inspected, and they no longer looked like torpedoes. Practice bombs and casings were crushed or fl attened. Th e demilitarized debris will be recycled along with other scrap metal. Approximately 14 tons of scrap metal (including the 4 tons of demilitarized munitions debris) is anticipated for on-island recycling.

ERRG provided personnel for the removal, sampling and disposal of approximately 2,400 drums of unknown hazardous waste from the Grant County Landfi ll in Ephrata, Washington. Th e Landfi ll received an unknown number of drums of hazardous waste in the mid 1970s. Th e drums were disposed of in the open cell of the landfi ll; however, documentation was incomplete regarding the types of liquid and solid wastes, exact location of the drums and methods used to place the drums in the cell. ERRG performed a limited site investigation at the landfi ll to determine the exact footprint of the drum cache, depth to the top of the drums, condition of the drums, and sampled a small amount of drum contents. Data resulting from this fi eld eff ort helped to establish the sampling approach and protocols for the removal action.

ERRG was responsible for the drum inventory, sampling of each drum, laboratory management and for the Health and Safety of the drum storage area and throughout the site. In addition, ERRG was involved in regulatory discussions with the Washington State Department of Ecology and other members of the Potentially Liable Parties group and their attorneys charged with the site’s cleanup.

Before the removal of drums, ERRG developed a bar coding system to locate and track each individual drum as it was removed from the cache. Th is identifi cation system was used as an inventory and drum management procedure. Th e original drum, inside and outside of the over-pack drum, and each lab sample had the same bar coded identifi cation number. Th e work involved piercing each drum and collecting samples while wearing Level B supplied air personal protective equipment. A copper brass alloy tip (Drum Penetrator) was designed and constructed to mount on an excavator and was developed to safely and effi ciently pierce each drum.

ERRG completed this design/build of Landfi ll No. 2 Southern Expansion at the Marine Corps Air Ground Combat Center (MCAGCC) locataed near Twentynine Palms, California. Th e project created an 8.5 acre Class III landfi ll facility for handling the disposal of organic and inorganic waste generated at the base.Design criteria for this project included the Joint Technical Document (JTD), Title 27 of the Code of Federal Regulations (CFR), Title 40 of the CFR, Section 258 (Subtitle D), Solid Waste Association of North America Requirements, and numerous UFC regulations.

Th e new Class III landfi ll included a double composite Geosynthetic Clay Liner, 60-mil High-Density Polyethylene (HDPE), and several Geotextile layers with leachate collection, access roads, storm drainage, and a new 400 square foot landfi ll operations offi ce. ERRG provided an environmentally sound

expansion cell to the existing landfi ll, designed and constructed a new cell liner, leachate collection system, and stormwater collection system. ERRG obtained and complied with all necessary permits for the expansion. Planning ahead, ERRG provided for additional expansions in the design and construction of the liner. In addition, ERRG designed and installed a new Fats, Oils, and Grease (FOG) dewatering area, and provided a Wet Waste Study to demonstrate the feasibility of placing wet waste in the lined section.

ERRG performed a liner integrity and stability study and a leachate collection and removal system (LCAR) performance evaluation for the Las Pulgas Landfi ll in Camp Pendleton, California.ERRG engineers conducted a fi eld investigation and performed soil and geosynthetic sampling and testing in response to suspected defi ciencies in the liner subgrade preparation. ERRG investigated construction documentation and existing conditions beneath the geosynthetic clay liner (GCL). A summary of fi ndings and an evaluation of existing

side slope landfi ll liner system integrity was submitted to the Regional Water Quality Control Board (RWQCB).ERRG prepared a fi nal Construction Quality Assurance (CQA) report for submittal to the RWQCB. Th e fi nal CQA report included a summary of the CQA program, as well as test results, analyses, and copies of the Inspector’s original fi eld notes.

ERRG completed remediation and restoration eff orts at Landfi ll 4 and Fill Site 5, two former landfi ll sites undergoing accelerated cleanup, at the Presidio. Th e landfi ll sites were reportedly used by the Army for disposal of debris and some chemical and municipal wastes. ERRG prepared the work plan and associated documentation, including a health and safety plan, transportation plan, and storm water pollution prevention plan in preparation for the remediation activities. Th e project involved installing erosion controls at both sites; establishing and maintaining: work zones, staging areas, fencing, stockpile areas, and decontamination facilities; conducting baseline and as-built

topographic surveys; clearing and grubbing of surface vegetation and tree removal; potholing, sample collection and analyses to characterize wastes for disposal/recycling; excavation, segregation, and stockpiling; waste loading, transport and disposal; grading and backfi lling; and installation of surface drainage and erosion control measures. ERRG segregated recyclable materials

where possible during the project including most construction debris, some municipal waste, as well as vegetative material. Stringent engineering controls and an air surveillance program were employed at both sites to minimize impacts to the surrounding public during project execution. Additional asbestos dust mitigation measures were implemented during excavation activities at Fill Site 5 due to the presence of serpentinite beneath the fi ll material. Approximately 25,000 cubic yards of lead-contaminated soil and debris was shipped off -site for disposal during the project. During the course of the project, an operational underground fuel tank was discovered in Fill Site 5. As a result, ERRG conducted investigation and remediation eff orts to remove the impacted soil beneath the landfi ll. ERRG successfully met the objective of removing all refuse/fi ll material and impacted underlying soil and restoring the site contours as they existed prior to the landfi ll in these areas. ERRG prepared and submitted the required closure documentation to support the landfi ll remediation eff orts for the project.

In November 2004, ERRG entered into an agreement with the DTSC to operate the BKK Corporation Class I Hazardous Waste Landfi ll in West Covina, California. Th e facility consists of a closed Class I hazardous waste landfi ll and an inactive Class III municipal solid waste landfi ll. Between November 2004 and March 2007, ERRG operated and maintained the following critical facility systems:

• Landfi ll gas collection/migration control systems.• Landfi ll gas combustion system.• Landfi ll cover and irrigation systems.

• Groundwater and leachate extraction systems.

• On-site leachate treatment plant (LTP) Air, soil gas, and groundwater monitoring network.

• Site infrastructure and security.

Th e O&M involved 25 ERRG staff working at

the facility. Th e ERRG team successfully integrated with the existing operations staff to ensure a smooth transition in system operation. In conjunction with the operation and maintenance of critical systems, ERRG evaluated the performance of the existing control systems and worked with DTSC personnel to optimize and/or redesign components of the systems. System optimization and redesign tasks performed included:

• Redesign of stormwater collection and discharge system.• LTP system effl uent discharge alternatives.• Redesign of the LTP system to increase treatment fl ow rates.• Rejuvenation of closed collection wells to increase capture of

landfi ll leachate.• Reliability assessment of telemetry components associated with

landfi ll gas combustion system.• Alternate design for aboveground conveyance piping for

improved reliability.• Analyses and design of alternatives to evaluate and control

ambient concentrations of vinyl chloride emissions from the landfi ll.

ERRG was retained by West Contra Costa Sanitary Landfi ll to provide construction oversight and construction of certain components of a layered cap over a Class I landfi ll in Richmond, California. Th e entire cap encompasses an area of approximately 19 acres. Half of the structure was planned for completion in one construction season, with the remaining half to be completed the following year. Cap layers (from bottom to top) consisted of the following: 18 inches of foundation material; gas collection blanket (over half of cap); 24 inches of low permeability native clay (placed and compacted in 6-inch lifts); low density polyethylene membrane; geocomposite for drainage control;

6-inch layer of pea gravel, geotextile separation layer; and fi nally 18-inch vegetative support layer.ERRG constructed gas collection trenches in either the foundation layer or in municipal sanitary waste, depending on location. Th e gas collection system included trenches ranging from 12 to 45 inches deep, geotextile liner, 4-inch ID perforated, corrugated polyethylene drainage

pipe, with 1-inch crushed drain rock for pipe bedding. A total of four manifold structures were constructed using PVC risers. In several instances, it was necessary to regrade portions of the site to assure that trenches were constructed to the designed grade.ERRG performed construction oversight for the placement of 32,000 cubic yards of foundation soils and 33,000 cubic yards of compacted native clay to meet a maximum permeability of 10-7 cm/sec. Site construction also included preparation of 500 cubic yards of a soil-bentonite admixture, which was used for a tie in connection between the slurry wall and clay cap.

ERRG was awarded this fi rm-fi xed price contract to provide design integration services and implement a time-critical removal action (TCRA) at a former construction debris landfi ll located at the Naval Security Group Activity (NSGA) Skaggs Island in Sonoma County, California. Th e project involved excavation and off site disposal of pesticide and leadcontaminated soil and associated construction debris from Site 2. Prior to the fi eld implementation, ERRG reviewed and refi ned the removal action design with the Navy and their architecture/ engineering contractor to ensure the constructability of the TCRA.

Th e Site 2 landfi ll is situated in an environmentally sensitive coastal salt marsh area and the TCRA was performed under strict guidelines mandated by the U.S. Fish and Wildlife service (FWS) to minimize impact to two endangered species in the area. Th e initial excavation areas, resulting in about 200 cubic yards of material at four hot spots, were delineated based on

previous geophysical surveys and soil investigations. Residual pesticide and lead concentrations were screened in the fi eld using immunoassay kits and x-ray fl uorescent devices. ERRG worked closely with the project team to evaluate the screening results and determine the appropriate course of action. Based on the fi eld screening results, the excavation increased by over 300 cubic yards and resulted in the fi eld activities continuing through January 2005. Even though the site was fl ooded by storm and high tide events with increasing frequency, by using lumber crane mats for all heavy equipment and altering the work schedule based on the weather and tides, ERRG eff ectively performed the additional excavation. ERRG managed all of the project constraints and successfully completed the excavation work within the prescribed schedule.

ERRG was contracted by the National Guard to conduct landfi ll improvements at Camp Roberts, California. Th is project included construction of a low-permeability fi nal cover over the former landfi ll. ERRG constructed 4-foot-thick fi nal cover system. Th e fi nal cover system included the existing 12-inch-thick interim cover layer, of which the entire 12 inches were moisture conditioned and recompacted to form the foundation layer of the fi nal cover system. A 3-foot-thick fi nal cover layer composed of compacted onsite borrow material was placed over the interim cover soil layer to form a total

minimum 4-foot-thick total cover layer. ERRG also constructed a concrete-lined surface runoff collection system at the perimeter of the landfi ll, various culverts, and a stormwater management basin. Construction also included surcharge stockpile to consolidate waste placed previously in an adjacent landfi ll

area; paved access roads; regrading of soil borrow areas; and installation of vegetation over disturbed areas by hydroseeding. Approximately 250,000 cy of soil was moved using a combination of excavators, off -road haul trucks, and scrapers. Because the client needed the surcharge completed in order to commence with follow-on phases of additional landfi ll construction and operation, ERRG’s work was done in the winter over a period of approximately 5 months.
