OverviewAll Carriers responding to USPS solicitation 7GBTNS-11-A-0003 are required to use this web site (http://icair.core-tt.com) to perform the following:

1. Register organization and supplemental users on line;2. View and/or download the ICAIR RFP and documents associated with the RFP;3. View Phase 1 award details;4. Submit bid route details online. Phase 2 route submissions includes point-to-point rates;

If you have not submitted a registration request, you must do so before you can access this site. Once your registration has been approved, you can log in using the login name and password you created during the registration process. There is a registration user’s guide for Phase 2 posted on the login screen.

Explorer, go to http:// icair.core-tt.com and log on using your user name and password.

User guides can be accessed from the log in page.

Lane Requirement SearchOVERVIEWThe Phase 2 lane requirement search screen gives you the ability to view the Phase 2 Lane Requirements from USPS in a searchable manner through the user interface.

1 Go to Phase 2 Mail Solicitation>Lane Requirement Search

2 Use the filters to fine tune your criteria.Click SEARCH to produce results.

3 The search results will be displayed. Each column can be sorted ascending or descending by clicking on the under lined column heading.

4 Click on DETAILS to see lane details.

Route Submission

Overview Phase 2 is open for all foreign flag carriers and certificated US flag carriers bidding on Point-to-Point lanes.

CERTIFICATED US FLAG CARRIERS:

1. If a certificated US flag carrier did not receive an award for a particular region, that carrier is eligible to offer any bids within said region. In doing so, the US carrier would be in the same competitive arena as the foreign flag carrier and if awarded, would a Phase 2 ranking.

2. If a certificated US flag carrier is awarded a lane within a region containing fair and reasonable pricing for all product types, it can increase its awarded capacity but cannot change its rates. In this case, the capacity will be added to its Phase 1 award and its ranking will not change.

3. If a certificated US flag carrier is awarded part of a lane within a region, i.e., preferred and deferred is fair and but expedited is above fair and reasonable, it can bid whatever it wants for expedited, but only increase its capacity for preferred and deferred and is not able to change its preferred and deferred rates. Its preferred and deferred capacity increase will be added to its Phase 1 award.

4. If a certificated US carrier is awarded a region but not awarded a specific lane within that region in Phase 1, then in Phase 2 it can:

a. Offer capacity for said lane under its regional rates and would qualify for a Phase 1 ranking; orb. Offer capacity for said lane and provide new rates. In this case, the carrier will be in the same

competitive arena as the foreign flag carriers and would qualify for a Phase 2 ranking.

CARRIERS LISTED AS PHASE 1 SUBCONTRACTORS/CODE SHARE PARTNERS:

“Point-to-Point" is defined as the entire lane and not the individual segments therein. If a prime carrier wins a bid from JFK-SVO where the lane segments are JFK-CDG (prime carrier) and CDG-SVO (subcontractor), then the subcontractor may not bid JFK-SVO in Phase 2. Any additional capacity the subcontractor may wish to offer must be offered through the prime contractor and this can be done in Phase 2. However, the subcontractor may bid on segments within this route that were not awarded in Phase 1. In this example, the subcontractor may bid CDG-SVO in Phase 2.

NOTE: In the example provided, the exception to this rule would be in the case of co-terminus airports. Since JFK and EWR are co-terminus, the subcontractor in this case would not be permitted to bid on the EWR-SVO lane in Phase 2.

Route details can be submitted 2 ways:

Manually through the online route submission; By downloading the template, completing the route details and then importing the completed template. Validation rules will be applied to either method so all route submissions are valid and correct.

Route Submission New – Manual Submission1 Go to Phase 2 Mail

Solicitation>Route Submission>New

2 In the top section, enter route summary details and daily capacities for peak and non-peak periods.

As soon the route origin and destination is entered, the page will refresh and details of the route will appear.

4 In the bottom section, enter individual leg details. (You can have up to 5 legs.) After the Arrive Time for the route destination has been entered, the Service Requirement will be calculated.

5 A check mark means the offering meets the service requirement. An “X” means the offering does not meet service requirement.

6 If a code share partner or subcontracted carrier operates any leg, enter the 2-letter IATA code in the code share/ subcontractor field.

7 Click SAVE NEW and receive confirmation, OR if any fields fail validation, an error message will be displayed suggesting a reason for the error.

8 In the case of an error, correct the problem then press Save New. Errors must be corrected before the save will update.

Edit or copy an existing route1 To edit a route

submission, go to Phase 2 Mail Solicitation>Route Submission>Search

2 Locate the route you wish to edit or copy and click on the solicitation ID drilling down into the route details.

3 To Edit, make your changes and click Update Existing. (This will overwrite the record and save your changes.)

4 The version number will increment by 1.

5 To create a new route using the details of an existing route, edit as needed and click Save New. (This will create a new record leaving the existing one in tack.)

6 You will receive confirmation OR if any field fails validation, an error message will be displayed suggesting a reason

Route Submission Import - Template Download1 The Carrier Data

Template download link can be found under the Phase 2 Mail Solicitation> Import menu.

2 Download the Phase 2 Route Submission Import Template, (Attachment B), complete the form and save the spreadsheet on your computer.

NOTE: In order for the data to successfully import, you must use the template provided.

3 Template contains validation

The Attachment B template contains hints and validation on certain columns. For example, Route Freq (Col. B) must contain frequency in a specified format. You can select from the drop down or type in manually. The validation will also prevent users from adding unwanted spaces or special characters which would ultimately return an error at import.

Template does not contain validation

Users may not want the spread-sheet to validate data as it is being entered. You can opt to download the Attachment B template without validation.

NOTE: Data must be in the correct format before a successful import can occur. Template validation can assist with a successful import.

Route Submission Import1 To import the data,

go to Phase 2 Mail Solicitation>Route Submission> Import

2 Click on the

BROWSE button which will display your computer’s directory.Select the saved file.

3 Click IMPORT

A message will tell you the imported will overwrite any existing routes.

Click OK to continue.

4 You will receive confirmation OR if any fields fail validation, an error message will be displayed suggesting a reason for the error.

Code Share/Subcontractor Routes Overview

A Prime Contractor can use their code share partners or subcontractor routes to transport mail. The prime contractor enters routes in the same way they currently enter them in their CGR’s. This is different from what was advised at the Solicitation Conference. This change was made to ensure that the solicitation rules and the block CGR rules are the same thus alleviating further confusion.

This section shows how a carrier would enter their routes under the following conditions:

Where the carrier does NOT have a codes share or subcontractor Where the carrier uses a subcontractor Where the carrier uses a code share partner

It is important to note that a subcontractor or a code share partner may NOT be awarded their own contract in Phase 2 for any route that was awarded to a prime contractor in Phase 1.

Prime Carrier Operating AloneWhen a carrier does not use a code share or subcontractor on a route, they complete the route with their carrier code and leave the code share field blank.
