Smoky Lake County had 14 new casesof COVID-19 reported last week whileSturgeon County had 10 new reportedcases.

According to the Alberta governmentwebsite, as of Sept. 18 the number ofreported cases in Smoky Lake Countyspiked with 14 new cases bringing the totalnumber of active cases to 19. Of its 31reported cases, 12 are recovered.

The new school to be built in Smoky Lakeas a replacement for the existing H.A. Kostash(HAK) School will be located north of the cur-rent school building, down the hill where a run-ning track is presently located.

Trustee Tom Mykytiuk said, “The northlocation offers a less complicated utility struc-ture, as well as a safer bus lane entrance off54th Avenue, a residential street, rather than855, a secondary highway. As well, construc-tion in the north location will minimize theimpact on school operations in the currentHAK, which will remain in use during the con-struction period for the new school. Our select-ed site will align the school closer to the arena,spray park, museum and town walking trails.”

During the Sept. 10 Aspen View PublicSchool (AVPS) board of trustees meetingsuperintendent Neil O’Shea reported thedesign committee has been working with Stan-tec, the architect for the project, with the focusup to this time on options for the school build-ing placement on the property. The initialapproval was for the new building to be east ofthe current school.

Although it has a number of preferredaspects, the cost of installing sewer and waterat the north site is just over $1 million. At thesite east of the current school, sewer and waterinstallation would be $849,000. O’Shea said

the Town of Smoky Lake and Smoky LakeCounty are willing to discuss off-setting thecost of utilities for thenorth location.

No decision hasbeen made at this timeregarding whether tokeep the small gym

area and newer portion of the existing schoolbuilding.

Thorhild County council set reserve bids onthe five properties going to public auction attheir lowest estimated values.

This year the county requested property val-ues from both the county assessor and two local

realtors. In past years only the assessor valueswere used.

“We want to be as absolutely competitive aswe possibly can,” said reeve Kevin Grumetza.“We would much, much rather have this go tothe private sector and have them develop it orlive there than have it come back to the county.It’s better to have somebody living in there andcontributing to the community.”

He said the real estate market has droppedeverywhere.

“It’s a buyer’s market right now,” Grumetzasaid. “That’s why we thought we’d check withrealtors. There was a big variance in those num-bers.”

CAO Paul Hanlan noted that the local real-tors were familiar with the properties and hadlocal knowledge of their conditions that theassessor would not have.

The values provided by the assessor arebased on the previous year’s market. The realtorvaluations were all lower than the assessor val-uations. The following reserve bids wereapproved by council.

In Thorhild values were set at $120,000 and$55,000 for two properties. In Radway a reservebid of $5,000 was set for one property. A 13 acrerural property was set at $45,000 while a threeacre property has a reserve bid of $40,000.

A couple more for sale signs went up on commercial properties inRedwater last week. On the downtown main street (49 Street) nearlyhalf the commercial properties are vacant or up for sale.

Despite that, Redwater mayor Mel Smith said there are businesspeople interested in locating in Redwater. He also noted that in orderto keep existing businesses here shoppers need to support them.

“There’s very few weeks go by that I don’t get a call from someonewanting to put a business on the highway,” he said. As for the down-town properties, he said they have to be looked at individually.

“It’s unfortunate that most of them are old and not very attractive,”said Smith. “It’s the owner’s responsibility to make them attractive

and rentable.”He also sees an interest in the empty spaces. Smith said,

“I know of many people who have inquired abut it,”regarding the newest building downtown.

That doesn’t mean all is well and good in the town’scommercial sector.

“Industry is hurting,” said Smith. “In the energy sectorthere’s no budget, no growth. Some is caused by federalpolicies. Absolutely.”

Other problems he attributes to the COVID-19 pan-demic.

“There’s businesses in town that are hurting,” he said.“We know that. And it’s mostly out of their control. A lotof it now has to do with COVID because there are peo-ple unemployed and there’s uncertainty of when it’sgoing to end. It’s up to consumers and local residents tosupport them as much as they can.”

Redwater & District Chamber of Commerce presidentNicole Krill said businesses are coping with a triple hitthis year. “Local businesses never expected to be in thissituation, a trifecta of an oil price crash, a pandemic andworld economies turned upside down all within a veryshort amount of time,” she said. “When the COVID-19pandemic was announced, businesses were anxiouslywaiting to hear what government programs were avail-able to them and their employees.”

Many businesses that had to close in March took thetime to regroup and re-structure their businesses. Mostthat were able to reopen have done so. Krill said some ofthe essential businesses that remained open looked to theCanada Emergency Wage Subsidy or other governmentprograms to stay open and keep their employees work-ing.

As for businesses that closed temporarily or perma-nently or are for sale, she said the Chamber has been incontact with many.

“The biggest contributing factor would be the combi-nation of both the oil crash and the economic downturndue to COVID 19,” said Krill. “When oil prices decreasesubstantially like they did (at one point they were in thenegative), cash flow slows to a trickle or stops. Manyoilfield businesses just couldn’t remain cash positive tomeet their current financial obligations and had todeclare bankruptcy.”

She said businesses also encountered challenges cre-ating safety protocols to protect both customers andemployees while securing the proper personal protective

equipment to ensure that their employees were safe while remainingopen. On top of that are the the mental health problems that arosebecause of the pandemic and the uncertainty that surrounds it on per-sonal and professional levels.

As a Chamber, having so many building vacancies is of concern. “This was a concern long before the pandemic,” Krill said. “It

makes you question whether it is because of oil prices, economicdownturn, taxation, cost of development or cost of leased space.” Shefeels more research would be needed to determine why it is happen-ing.

“On the flip side,” said Krill, “we’ve had new businesses that haveopened, including a new dog groomer, a construction company, apharmacy and a second-hand store that has expanded into a new loca-tion, in addition to a local restaurant and hairdresser that took the timeduring the closure to renovate. This is great news for our local econo-my. Moving forward we hope to work more closely with the Econom-ic Development to develop a marketing strategy to continue to attractmore investors to our community.”

It is with great sadness that we say goodbye to Elsie Hicks(Letersky) who passed away September 10th, 2020 at theage of 87. Elsie was the glue that held together a largefamily of 6 girls, 14 grandkids, 15 great grandkids and aloving husband. The passion she had for her family wasundeniable and allowed for each of us to truly grasp thepowerful relationship between a husband and wife. Terryand Elsie went through good times and bad, never losingsight of what was important – their family.

Her perfect sassy attitude and love for her family will liveon in each family member and the many wonderfulmemories of Elsie Hicks will be forever cherished by all.

The Newbrook Historical Society’s Super-Schmidt Meteor Camera was placed inside therestored Newbrook observatory building Sept. 14.

“While the project is not complete as of yet, thecontractor was able to get the roof mechanism oper-ational on the observatory building, so the NewbrookHistorical Society could have the camera set inplace,” said Thorhild County Community Servicesmanager Carolyn Sedlowsky. “Once the whole proj-ect is complete an unveiling of the property will takeplace.”

While the restoration project is nearly complete,she anticipates the unveiling will not take place untilspring of 2021.

The camera move and placement was done byThorhild County Public Works staff Mike Sekersky,Michael Moffitt, Ivan Osberg and Quinton Warfordand CERA Contracting Ltd’s Rod Ollikka and BrianLupashuk.

“We have to thank Carolyn of the county for allher patience and skills in making all the arrange-ments,” said Newbrook Historical Society volunteerBrian Barnes. “Rod Ollikka and his crew memberBrian Lupashuk of Cera Contracting Ltd of Thorhildvolunteered to undertake the lifting and installationof the camera. This task was completed through thesliding observatory roof and placing the camera ontothe precast concrete pad inside the observatory build-ing. Mike Sekersky and crew were inside the build-ing and assisted with placement onto the four heavy-duty threaded bolts embedded in the concrete as wellas bolting the camera in place.”

Barnes said this could not have been accomplishedwithout the help from the county and Cera.

“We from the Newbrook Historical Society couldnot have undertaken this task; the items were just tooheavy,” Barnes explained. “Two brothers, Blake andDenver Dobey of Newbrook, also assisted with run-ning around and many tasks during the unloadingand placement of the equipment.”

The Newbrook Historical Society located a Super-Schmidt Meteor Camera and its accompanyingequipment identical to what the observatory hadwhen it captured the first North American photo ofSputnik in 1957 and brought it from Ontario in May2019. It was stored at the county Public Works yardin Thorhild since then.

Barnes said for the move on Sept. 14 the crew firstloaded the camera (weighs about 6,500 lbs) with theassistance of a heavy duty fork lift truck providedand operated by Country Steel of Thorhild. The otherobservatory equipment was loaded onto a truck usingcounty equipment and transported from the countyyard to the Newbrook Observatory. Once at the sitecounty staff unloaded the other equipment from thetruck.

“Most of the equipment is very heavy, and Mikeand staff maneuvered the items through the singledoor at the observatory, down a step and placed theitems in the storage area,” said Barnes. He com-mended “Thorhild County for storing the camera andequipment at the county yard since the arrival fromeast of Oshawa, Ontario, and the renovation workcompleted under Alberta Heritage guidelines toreturn the buildings to their original condition.” Heestimated the restoration will be complete by the endof September.

Restoration of the observatory site was done thissummer by Thorhild County, which owns the site.The project budget was $193,000. The Alberta His-torical Resources Foundation (AHRF) approved agrant to cover 50 percent of eligible expenses up to amaximum of $88,180. Any items replaced at the sitehad to match or be made as close as possible to theoriginal in order to meet Alberta HistoricalResources requirements.

The approximately one acre of land for the New-brook Observatory was purchased by the federalgovernment for $65 from Newbrook area farmerAdolph Meyn in 1947. The observatory was con-structed in 1951. In 1957 Arthur Griffin took the firstphoto in North America of the Russian Sputnik satel-lite. The observatory was declared a provincial his-toric resource in February 1995.

Four Smoky Lake County councillors intendto run in the next election, one has not decided.

Veteran councillor Randy Orichowski hasnot yet made a decision regarding the 2021election. “I have not thought about it in detail,”he said. “It’s still a ways off. We will see clos-er to January.” Orichowski was first elected inan October 2009 byelection and has servedcontinuously since then.

Smoky Lake’s three first-term council-lors all plan to run for council again.Johnny Cherniwchan, Lorne Halisky andDan Gawalko were all elected to theirfirst terms on council in 2017.

“I intend to run for councillor in2021,” said Cherniwchan. “Being electedin 2017, I have enjoyed being a council-lor and public servant for Smoky LakeCounty. These past three years have beena learning curve for myself, and I’m sureit’s that way for any new councillor ontheir first term. Working for the better-

ment of Smoky Lake County is very reward-ing.”
