Sturgeon County had 27 new reported casesof COVID-19 bringing its total number ofcases to 48 as of Aug. 21.

According to the Alberta government web-site, Sturgeon County west and the smallerurban centers within it had 37 reported cases ofCOVID-19. Eighteen of them were new cases,which made 22 active cases and 15 recoveredcases.

Sturgeon County east had nine new reportedcases, bringing its total to 11 with 10active cases and one recovered.

A tank truck rollover on High-way 63 claimed the life of a Boyleman on Aug. 21.

At approximately 1:30 p.m.,Redwater RCMP received a 911call of a single vehicle rollover onHighway 63 near Township Road622 (North of Newbrook) in

Thorhild County. Emergencymedical services, fire services andRedwater RCMP attended to thescene of the collision.

Preliminary investigation indi-cates a fuel tanker truck was head-ing northbound on Highway 63approximately 1 km south of

Township Road 622where it appears a tireblew on the truck,causing it to lose con-trol and rollover, com-ing to rest on its hoodin the west ditch, stateRCMP.

The driver and loneoccupant, a 28-year-old man from Boylewas pronounceddeceased on scene.

At a Special Council meeting Aug. 20, SturgeonCounty Council passed a temporary mandatory facecovering bylaw for public places in response to arapid increase in COVID-19 cases in the regionresulting in a “watch” designation by Alberta HealthServices.

On August 18, the Sturgeon region moved from anOpen designation (low level of risk; less than 50active cases per 100,000 people) to a Watch designa-tion (provincial monitoring and discussions withlocal governments about the possible need for addi-tional health measures; at least 10 active cases andmore than 50 active cases per 100,000 people).

At the time administration recommended themandatory face covering bylaw there were 16 activecases (57 per 100,000 people) and a day later whenthe special meeting was held there were 21 activecases.

Chief Operating Officer Scott MacDougall notedof the 21 cases, nine were under 40 years of age, eightin the 40-59 range, and four over 60 years of age.

The Sturgeon region for case monitoring includesSturgeon County and the towns of Redwater, Gib-bons, Bon Accord and Legal. The case load data doesnot break out which municipality (town or County)the cases came from as postal codes are used whichinclude rural and urban in the same code.

The mandatory face covering bylaw came intoeffect immediately upon passing third reading at theSpecial Council meeting. and includes a $100 fine fornon-compliance. Council directed administration tohave bylaw enforcement waive the fine and hand outwarning tickets during the next 14 days to allow forpublic education on the new bylaw.

The Temporary Mandatory Face Covering bylawstates, “a person must wear a Face Covering at alltimes while in an indoor, enclosed or substantiallyclosed Public Place or in Public Vehicles.” A list of10 exceptions where the bylaw does not applyincludes persons under age 10; persons who areunable to place, use or remove a Face Covering with-out assistance; those unable to wear due to a mentalor physical concern or limitation as well addressingthose “persons consuming food or drink” and severalmore situations. The bylaw also does not apply toschools and education facilities, and childcare facili-ties.

Director Corporate Services Jesse Sopko said, “Itis important to recognize it is a temporary measure.”The bylaw is slated for repeal as of Dec. 31, 2020 andonly applies to Sturgeon County and not to the Townsincluded in the region.

The towns are their own municipal authorities,although Morinville is expected to follow the lead ofSturgeon County and the City of St. Albert and pass asimilar bylaw.

In County discussions Coun. Wayne Bokenfohradvocated for increasing penalties for subsequentoffences “so it is a true deterrent.” CAO ReganMcCulloch noted given the limited number ofenforcement personnel the focus will be more oneducation than penalties.

Coun. Patrick Tighe questioned why the munici-pality was taking the initiative at all, stating it shouldbe Alberta Health’s directive as they are the ones withthe subject specialists. He said the bylaw should betabled until further clarification from the province onjurisdiction.

Tighe also questioned why the whole County wasrequired to comply if there are only pockets or a spe-cific area for the cases. “I’m tired of being treatedlike a child,” Tighe concluded, stating they neededmore information.

Coun. Neal Comeau also questioned the need forthe bylaw adding “it’s just another nail in the coffinsfor business.” He suggested the reopening plan wastoo fast and questioned “putting kids at risk” with theimpending school re-openings.

With the case count going from 16 to 21 overnightMayor Alanna Hnatiw said “it feels like a bit of a run-away train.”

She added that it was a concern to her to sit and donothing and that waiting for the province to givedirection might mean being told to shut down busi-ness and lock down at home again. “That to mewould be a failure of leadership,” Hnatiw said. Sheconcluded “I have more faith in this Council on whatis best for Sturgeon County.”

Face masks are not mandatory in Redwater,Thorhild or Smoky Lake.

Ron PProdaniuk 1948 to 2020

It was with great sadness, on August 4, 2020, I lost the love of my life after 57 years. Ronstruggled the last 10 years with dementia beforepeacefully passing away in Barrhead Keir Care Centre.

Following the legacy of his father, Peter Prodaniuk, Ronbecame a successful well known auctioneer all overAlberta. Ron was proud to develop the first colored photobrochure of farmers machinery for their sales. Manyspectacular rock and water gardens are the result ofRon’s love of landscaping. His cooking skills were greatlyenjoyed by his family.

The family would like to thank Barrhead Keir Centre forthe excellent care Ron received.
