Speaker John McGinness John McGinness spent more than 31 years with the Sheriff's Department and has served in every service area of the Department. He is a highly decorated veteran with a background in many high profile assignments. McGinness served for many years as a member of the elite Sheriff's Motorcycle Detail where he was a training officer and team leader. He also served as a CSI investigator, homicide detective and department spokesman. McGinness was promoted through the ranks and ultimately commanded the Centralized Investigation Division until he was appointed under-sheriff in March of 2001. McGinness served as under-sheriff until elected sheriff in 2006. McGinness is an adjunct professor of criminal justice, communications, leadership and professional studies with the California State University. McGinness hosts his own show on Sacramento's top rated NewsRadio KFBK on AM 1530 and FM 93.1. McGinness holds a Bachelor of Arts Degree in Criminal Justice with a minor in Public Administration and a Master of Science Degree in Emergency Services Administration from the California State University, Long Beach, and is a graduate of the prestigious West Point Leadership Institute. We had a really nice January meeting but many of our members were very ill and hope they are all feeling better and we will be able to see them at our next monthly meeting. Gaylon Kastner, who is the CFRW Vice President North, presided over our installation of 2019 officers during our January general meeting. We really appreciated her traveling with a Couple of her good friends to install our officers. We had an added bonus by having Anne Lynch, who is a senior project manager with Jacobs Engineering in Sacramento, present a program on her and May Ruth Lynch’s recent trip to France for the 2018 World War I Centennial Celebration. We have more conferences coming up soon. One is the CFRW Northern Division Conference and Leadership Forum at the Sacramento Marriott in Ranch Cordova on January 25-26, 2019. The CAGOP Convention will be held at the Sacramento Hyatt on February 22-24, 2019. The CFRW 2019 Winter BOD/Advocacy Meeting and Conference will be held on March 8-10, 2019 at the Sacramento Marriott in Ranch Cordova. The focus will be educating our members empowering our clubs. There will be workshops and great speakers. Contact me if you want to register for our Republican Women Federated events. Please make sure you read the Capitol Update article in our newsletter by Allison Olson our CFRW Advocate. With the super majority in both houses, the Legislative Democrats and Governor Newsom have unbridled power. He has plans for universal healthcare, affordable housing, universal pre-kindergarten, free community college, social programs on top of Social programs. Allison will also explain SB 10, Bail Reform Bill, which we need to educate voters to defeat this terrible bill. I want to thank all of you who have supported our Opportunity Drawing in the past and I hope more of you can help contribute to our major fundraiser for our club. Some of the items preferred are gift cards, gift baskets and plants. Thanks to all the members and guests for attending our general meetings and supporting our club.

The Legislative Agenda This is about the time the new governor and new legislature set their agenda for the new session. Gavin Newsom laid out some of his priorities in his inaugural address, and now the legislature has begun rolling out bills. The legislature has until Friday, January 25th to send bill requests to the Legislative Counsel and until February 22nd to introduce bills. With a super majority in both houses, the Legislative Democrats and Governor Newsom have unbridled power. What's at the top of their list? Universal healthcare. Affordable housing. Universal Pre-Kindergarten. Free Community College. Social programs on social programs on social programs. And the very liberal legislative Democrats are chomping at the bit. Assembly Speaker Anthony Rendon (D, Paramount) said, "You're going to see a shift in power. The legislature is going to have more power than ever before." We will need our members educated and informed about what is happening in Sacramento. Government programs cost money, taxpayer money. To keep the electorate engaged and informed will take work and our members must be engaged as well!

Bail Reform On The Ballot

As you may recall last year, Senator Bob Hertzberg (D,Van Nuys ) successfully abolished cash bail, effec-tively outlawing the work of 3,000 bail bondsmen in our state. Not to mention abolishing any incentive for bad guys to appear in court. Instead, SB 10 created "risk-assessment based" bail program which calls for a pretrial to determine low, medium, or high risk. Luckily, a ballot measure is headed for the 2020 to repeal the brand new law. In 90 days 575,000 signatures were collected to repeal cashless bail when only 365,000 were needed. Because the referendum qualified, SB 10 will not go into effect until the voters de-cide in 2020. Once again, we will need to work in educating voters to defeat this terrible bill.

Lord, we ask that you will direct our paths and renew us as we endeavor to correct mistakes in our own lives. Guide us also in our efforts to change the direction our elected officials are taking us. If we are to turn back the tide of liberalism, we must be unified and vigilant supporting those who are providing the light of hope in these challenging times. We are so fortunate to be members of this group, dedicated to working for good government and holding the line against the attempted transformation of our beloved America. Father, please bless the newly elected officers of our club and those who will work with them in the year ahead. Happy New Year Ladies! This is going to be a very energetic year as we travel the path to our September NFRW Convention in Indianapolis. The journey will take a renewed effort from each of us to con-tinue building and expanding our membership in preparation for the crucial 2020 presidential election. As we gear up our forces for the upcoming season, I ask you to please continue to call and write your Senators and Congressional representatives in support of President Trump and his work to keep our country safe. The voices and messages they receive are instrumental to how they vote on this matter. Let’s make sure the voices they hear belong to Republicans. We are working on our upcoming NFRW Board of Directors meeting in Alexandria, VA, on March 29-30 and invite you to attend (the Official Call will go out at the end of February). We have information and speakers lined up that we know you will be excited about, as well as planning a Back to Basics Reboot that will help you plan for 2019 and beyond. Please be aware of the Achievement Awards deadlines for convention, which are posted on the NFRW website under the Members tab. What Are Donald Trump’s Chances For Re-Election In 2020?

If history is any guide, pretty good. In early 1994, Bill Clinton’s approval rating after two years in office hovered around a dismal 40 percent. The first midterm elections of the Clinton presidency were an utter disaster. A new generation of younger, more conservative Republicans led by firebrand Newt Gingrich and his “Contract with America” gave Republicans a majority in the House of Representatives for the first time in 40 years. Republicans also picked up eight Senate seats in 1994 to take majority control of both houses of Congress. It was no wonder that Republicans thought the 1996 presidential election would be a Republican shoo-in. But Republicans nominated 73-year-old Senate leader Bob Dole, a sober but otherwise uninspired Washington fixture. By September of 1996, “comeback kid” Clinton had a Gallup approval rating of 60 percent. Dole was crushed in an Electoral College landslide. Barack Obama was given a similarly dismal prognosis after the 2010 midterms, when Democrats lost 63 House seats and six Senate seats. Republicans regained majority control of the House, though Democrats clung to a narrow majority in the Senate. At the time, Obama had an approval rating in the mid-40s. Republicans once again figured Obama would be a one-term president. Yet they nominated a Dole-like candidate in the 2012 election. Republican nominee Mitt Romney had little appeal to Republicans’ conservative base and was easily caricatured by the left as an out-of-touch elite. By late 2012, Obama’s approval rating was consistently at or above 50 percent, and he wound up easily beating Romney. What is the significance of these rebound stories for Trump, who had a better first midterm result than either Clinton or Obama and similarly low approval ratings? People, not polls, elect presidents. Presidents run for re-election against real opponents, not public perceptions. For all the media hype, voters often pick the lesser of two evils, not their ideals of a perfect candidate. We have no idea what the economy or the world abroad will be like in 2020. And no one knows what the country will think of the newly Democrat-controlled Congress in two years. The public has been hearing a lot from radical new House representatives such as Alexandria Ocasio-Cortez (D-N.Y.) and Rashida Tlaib (D-Mich.). Their pledges to deliver “Medicare for All,” to phase out fossil fuels and to abolish the Immigration and Customs Enforcement Service are occasionally delivered with snark. Tlaib recently used profanity to punctuate her desire to see Trump impeached. But much of the public supports Trump’s agenda of deregulation, increased oil and gas production, getting tough with China on trade, and stopping illegal immigration. What if the Democrats impeach Trump, even knowing that a Republican Senate would never convict him? When Republicans did that to Bill Clinton, his approval rating went up. Some Republican senators even joined the Democrats in the effort to acquit Clinton. As a reward for the drawn-out drama around the impeachment, Republicans lost seats in both the 1998 and 2000 House elections. We still don’t have any idea whom the Democrats will nominate to run against Trump. Will they go the 1996 or 2012 Republican route with a predictable has-been such as Joe Biden, who will turn 78 shortly after the 2020 election? Well-known candidates from the Senate such as Walter Mondale in 1984, Dole in 1996, John Kerry in 2004, John McCain in 2008 and Hillary Clinton in 2016 have a poor recent track record in recent presidential elections. They are usually nominated only by process of elimination and the calling in of political chits rather than due to grassroots zeal. Democrats can continue their hard-left drift and nominate socialist Bernie Sanders, or they can try again to elect the first female president, either Kamala Harris or Elizabeth Warren, both of whom represent the far left. But going to extremes did not work well in 1972, when leftist Democratic Sen. George McGovern was crushed by incumbent Richard Nixon. The Republicans learned that lesson earlier when they nominated Sen. Barry Goldwater in 1964 and were wiped out. Whether or not they like Trump, millions of voters still think the president is all that stands between them and socialism, radical cultural transformation and social chaos. Many would prefer Trump’s sometimes-over-the-top tweets and hard bark to the circus they saw at the Brett Kavanaugh nomination hearings, the rantings of Ocasio-Cortez, or the endless attempts to remove Trump from office. What usually ensure one-term presidencies are unpopular wars (Lyndon Johnson) or tough economic times (Jimmy Carter, George H.W. Bush). If Trump avoids both, perhaps a majority of voters will see him as political chemotherapy -- occasionally nausea- inducing but still necessary and largely effective -- to stop a toxic and metastasizing political cancer. (Editor’s note: Last week’s Victor Davis Hanson column stated that there are an estimated 11 million to 13 million Mexican citizens living in the United States illegally. The latest estimate from the Pew Research Center put that number at 10.7 million in 2016, and Mexican citizens comprise a little more than half of that total. Hanson, however, cites a more recent 2018 Yale-MIT study that esti-mated a much larger pool of 22 million foreign nationals living illegally in the United States, or about 12 million Mexican citizens.)
