What we do

• Contribute to policy and legislative development as the single voice of the European oil refi ning and marketing industry.

• Provide competent input and expert advice to the EU Institutions in a constructive and pro-active way.

• Promote cost-effective measures aimed towards competitiveness, security of supply and sustainability of the European energy policy.

Energy: security of supply and competitiveness• We actively contribute to EU policy proposals, advocating that the impact of the proposed legislation should achieve a balanced approach to the three pillars of energy policy: competitiveness, sustainability and security of supply.

• European refi ners operate between two fully open, transparent and global commodity markets: crude oil and refi ned products.

• A strong and competitive refi ning industry is vital for secure supply of oil products to industrial and individual consumers in Europe. In this context, ensuring that EU refi ning is not subject to unequal burden not present outside of the EU is essential to retain a level-playing fi eld and to enable continuous investments in existing EU refi ning operations.

Operations with high standards in health, safety and environment• We particularly focus on environmental legislation governing our operations with regard to air quality (pollutant emissions), waste management, as well as water and soil protection.

• Our members consider it as part of industry’s responsibility to self-initiate actions and programmes to provide protection of health and safety of individuals and of the environment.

• Every year, our members invest signifi cantly in health, safety and environmental measures to improve the standards of their operations.

Safe and cleaner products• In cooperation with the car industry, we develop the quality fuel products which enable the development and operation of tomorrow’s engines.

• Since 1995, EU refi ning has substantially improved the quality of its products by reducing or nearly eliminating pollutants. By 2010, road transport fuels will be close to sulphur free and the level of other pollutants, such as nitrogen oxides, benzene, carbon monoxide or volatile organic compounds will be reduced by at least 80% compared to 1995 levels.

• Fuels standards developed in Europe and replicated worldwide refl ect the leadership of the European oil refi ning and marketing industry.

Climate change and energy effi ciency• We support actions to combat climate change and contribute continuously to the debate focusing particularly on the EU emissions trading scheme (ETS) and carbon capture and storage. The EU refi ning with a 7% share of the overall EU greenhouse gas emissions is subject to EU ETS.

• Production: our operations have become 13% more energy effi cient over the last 15 years as a result of energy effi ciency measures introduced in our operations.

• Consumption: we have contributed to raising awareness among consumers of our products by promoting energy-effi cient behaviour through our pan-European “Save more than fuel” Campaign.
