Overview

Lehane Environmental has been established over 45 years and provides a range of environmental site

services to all sectors of Irish Industry including Petrochemical, Chemical, Pharmaceutical, Food

Processing, Electronic, Local Authorities, Health Boards etc. We have an extensive inhouse fleet with highly

trained personnel in a wide range of competencies.

Emergencies such as fire, spillages, injuries, explosions, etc can require the services of Lehane

Environmental – whether it is a spillage of a Flammable Substance, Cleanup of a contaminated

site after a fire or transfer/storage of bulk products/wastes due to tank overflows/failures.

Lehane Environmental has probably the most comprehensive range of specialist equipment and personnel

available to handle the variety of incidents that are encountered. These are provided under our

Comprehensive 24 Hour Emergency Service to all registered Clients.

Our Tanker Fleet can provide for the emergency on-site storage of in excess of 1,000,000 litres or for the

bulk transfer of waste to disposal facilities. We maintain a range of pollution abatement equipment for use

on both land and water including skimmers, harbour booms, skirted booms, absorbents, rapid response

boat, all-terrain suction units, truck mounted road washing units, mobile Ex Rated Transfer Pump and

compressor unit etc.

Spill Responder

Lehane Environmental is an accredited Spill Control Contractor to the standards of the UK Spill

Accreditation Scheme. We are arguably the most equipped Company in Ireland which has the inhouse

capabilities to handle almost all spillages on land and inshore. We can also cover harbour spillages and

provide shore assistance for off shore spillages. Lehane Environmental provides contractual spill response

services on a retainer basis to Clients who do not avail of our ancillary services. Our Spill Response Clients

include off-shore services, IPPC Licensed Sites, Seveso Sites, Fire Services and Local Authorities.

Lehane Environmental have responded to most if not all high profile incidents which have occurred in the

Munster Region.

The following sections provide additional detail to the surrender documents including the required attachements.

B1 Consultant Details

Lehane Environmental Industrial Services (LEIS) have been asked to provide environmental consulting services to assist Ossian Limited with the surrender of their Industrial Emissions (IE) Licence (Ref No: PO272-2) to the Environmental Protection Agency (EPA).

The following key personnel have been assigned to the project;

Martin Lehane, EHSQ Director – Roles & Duties; Martin will have overall director responsibility for the management of this project. Martin is responsible

Darragh Musgrave, Lead Consultant Assigned to Project

Roles & Duties; Darragh is the lead consultant for this project. He will be responsible for carrying out the Desktop Study,

site investigation and preparing and issuing the final report. He will co-ordinate with site services in

relation to mobilising to site and our environmental analyst in relation to shipping samples to the

accredited laboratory. The Final Report will be Q.C’d by the EHSQ Director, Martin Lehane prior to issuing

to Client.

Summary Description of Consulting Experience

Darragh has over 18 years experience as a geological, geotechnical and environmental consultant who has

worked on a large range of contaminated land and brown field site assessment projects. He has worked on

projects throughout Ireland and overseas in Australia, in a wide variety of environmental settings using

numerous different assessment techniques. Experience includes project management, site investigation

design and supervision, site sampling, data processing and reporting - delivering geological, geotechnical,

hydrogeological, contaminated land assessment, risk assessment and remediation elements of projects.

Darragh worked as an engineering geologist with BMA in Dublin, as an exploration and geotechnical

geologist with Wootmac Coal in NSW and environmental geologist with ARUP in Western Australia. He

established the KT Cullen/WYG Cork office in November 2001 and managed all aspects of the WYG Cork

Contaminated Land and Environmental Business, which comprised of 15 staff from 2006 to 2009, up to the

end of August 2012.

Darragh’s specialist skills relate to geological, contaminated land & groundwater site assessments, especially

the scoping and supervising environmental site investigation work for brown field and industrial sites,

unauthorised landfills, quarries, windfarm’s and groundwater resource developments. Completed projects

involve experience of working within multi-disciplined project teams, dealing with clients, contractors,

regulators and the public in planning, EIA site assessment and construction phases of projects.
