• Develop interim “benchmarks” by sector

• Address equity effects

• Track and “upload” technology (e.g., energy storage)

• Reduce in all sectors; begin with “Cars and Coal”

• Leverage federal GHG initiatives: CAFE + CPP

• Develop consumption-based goals and actions
