DSI has partnered for this engagement with ZED Digital, a State of Ohio MBE cer4fied business with over 17 years of website design and sonware development experience. ZED helps organiza4ons successfully implement digital marke4ng strategies to grow online revenues. To this end, ZED employs a user centered design methodology to rapidly determine the unique content and end-‐user needs of websites. One of the objec4ves of the OOD project is to deliver accurate relevant and 4mely content to the new website. Although the above sites have a lot of informa4on, the content is not tailored to the task the visitor is trying to accomplish in a user friendly manner. Rather, the visitor has to adapt the content to their tasks by “drilling down” into menus. We believe there is a need for content to support the end user task in an intui4ve manner.
Therefore, Adap4ve our approach would enable us to take such as the one by Washington (BEFORE) and apply our adapted content approach. This would result in a much more user friendly design such as one shown below (AFTER)

Self-Assessment Tool This allow users to take a test that will best gather and interpret skills that will suit them in the professional world. Job suggestions will be generated upon completion of the test.
Self-Sufficiency Calculator This allows users to input household information and number of household occupants to determine the best method for budgeting in order to become/remain self-sufficient, no matter what the disability.
Voter Information This feature will give disabled individuals the best options for voting from home or locating the nearest poll spots. It will encourage disabled individuals the importance that their vote plays in determining future issues pertaining to their living.
Flat Site Designs We noticed that all of the competitor websites mentioned were flat, one-size-fits-all designs. While the layouts are nice and lead generation is higher, OOD could stand above the rest with adaptive content strategy. It would allow for sites to be tailored to each user according to their needs and desires, thus decreasing search time on the site.
The current cases identified by OOD seem to deliver the same content to all users unless they do specific searches tailored to their needs. We propose incorporating some intelligence into the website to automatically detect and deliver content based on end-user’s past or current needs and site usageIn order to achieve your goals, we propose additional usability analysis to map out the missing use-cases that are needed to deliver this personalized experience.

PREFERENCE-BASED DESIGN
OUR APPROACH
Our goal in this project is to understand you and your customer’s needs well enough so that we can build an engaging experience for your visitors.
The site below demonstrates a preference-‐based design, which automa4cally determines the appropriate needs of the user. An ini4al screen detects the zip code of the user and presents a selec4on list of user types so that the website may provide a personalized view of the home page based on specific types of content that interest the end-‐user in their par4cular geographical locaTon. The site also gives end-‐users a preferences screen where they can define the types of ac4vi4es, job offers and entertainment that interest them. The home page that is
delivered is customized on-‐the-‐fly based on these preferences. The shots you see below are of the current Columbus City site which we took and adapted using preference-‐based design. The aner effect displays content tailored to the needs of a current columbus resident who might use the site for traffic updates.

The risk in Digital Marke4ng is that we onen find that the website and Search Engine Ini4a4ves may be disjointed from other online marke4ng ini4a4ves. This RFP asks for help with Search Engine Op4miza4on as a strategy for growth. The figure to the right illustrates a disjointed marke4ng strategy that doesn’t focus effec4vely on SEO, thereby leading to reduced online influence score.
ZED is equipped with unique technology called Closerlook Search technology that aggregates content from databases that underlie public Internet or Intranet websites, aka the Invisible Web. These are dynamic web pages that are generated by content delivered from databases that underlie websites.
The model we recommend uses patent pending Deep Web Search Engine Op4miza4on Strategy. As part of this strategy, we will recommend an integrated content distribu4on strategy such as shown to the len.
To ensure a higher domain authority scoring and to build on the exis4ng online presence, we will implement a website

• Redundant text links shall be provided for a server-‐side image map.
• Client-‐side image maps will be provided when possible.

• Pages will be designed to avoid screen flicker with a frequency greater than 2 Hz and lower than 55 Hz.

USER-‐FRIENDLY CMS
Adap4ve content strategy works well for users who are ac4vely engaged in the website but it needs to be easily maintained by the OOD in order to keep up with updates. We ensure that the intui4ve interface men4oned above will have a web-‐based, database-‐driven admin tool designed through easy to use Content Management System. This gives the Agency back-‐end access to important informa4on and graphics without the need to know source code.

HELIOS INC. Progressive Medical merged with StoneRiver Pharmacies and became Helios Inc. First, they did not have a cohesive brand. Second, they weren’t represented online. My team developed a new logo concept along with a tagline. A communica4ons plan was developed to build brand awareness of the new brand. The communica4ons plan included internal and external communica4ons. The strategic communica4ons plan included the development of a new website for the company. Using search engine op4miza4on techniques, my team made the site easy-‐to-‐find for customers and poten4al customers. Important white papers and materials for customers where now at their finger4ps , which streamlined much asked for informa4on. In addi4on, a new iden4ty package was created to fit the new brand, including new business cards, signage, office materials, promo4onal items for tradeshows and special events, and much more.
RESULTS The effort was a resounding success. The website was launched in 2012. By June 4,526 people visited our website with 55% of them being unique visitors.

From 2013 – 2014 Diversified Systems, Inc., (DSI) assisted ODOT in the configura4on of ServiceNow in prepara4on for a produc4on release. The team’s responsibili4es included: providing guidance in crea4on of the Project Plan, DSI and ODOT personnel coordina4on, weekly project status management and communica4on to ODOT, as well as tracking and managing to resolu4on any iden4fied project issues & risks. State TaxaTon AccounTng & Revenue System Since September 2009 (currently ongoing) DSI ha s pa r tne red w i th HP to p rov ide development, maintenance and support services to the State TaxaTon AccounTng and Revenue System (STARS) which will simplify and streamline tax services to Ohio’s ci4zens and collect state taxes more efficiently. MITS Project Since July 2007 (currently ongoing), DSI has partnered with HP to provide development, maintenance and support services to the State of Ohio MITS Project. MITS is a strategic project to develop and implement an IT system to support the business needs of Ohio’s Medicaid health plans. OHP has been selected as an early adopter of the Center o f Medicare and Medica id Services’ (CMS) new Medicaid Informa4on Technology Architecture (MITA). Ohio MITS will be based on a transfer system, which will be designed and modified to meet the MITS system requirements for each of the business func4ons.
Thompson Reuters
In 2015 ZED Digital has assisted Thompson Reuters with a pilot project to develop an online data aggregaLon search soMware to help their legal research team conduct due diligence searches across over 50+ online databases from one single soMware interface.
CBC Innovis From 2006 to 2009 ZED developed for the CBC Innovis, (Credit Bureau of Columbus): A Web-‐based portal for aggregaTng property valuaTon informaTon from the 80+ county auditor websites in the State of Ohio. This large scale content aggrega4on system provided real estate property informa4on to power CBC data repositories. Our goal is to ensure Ohio’s disabled residents con4nue to view it as a valuable community asset worthy of their support.
The following scope of work follows our highly successful User Centered Design methodology. Each phase builds upon the previous to deliver a successful, sustainable approach to assist OOD in developing and launching a new and beau4ful website.
Discovery -‐ First, the team engages in ge~ng immersed in the current state experience, understanding what is known, and iden4fying any knowledge gaps. During this 4me, prior research is reviewed, Subject Ma`er Experts (SME’s) are interviewed, and current state processes, including any known pain points, are documented. At the close of this phase the UE team will recommend a specific approach for the next phases, based on what is discovered.
Research -‐ Primary research is then conducted to gather customer input on the topic, including be`er understanding the desired end-‐to-‐end experience and customer needs during important interac4ons that take place on the website. The ul4mate goal is to get a detailed contextual understanding of customer needs that can be used to discover opportuni4es and design meaningful future state experiences.

With the Framework in place, we begin to build. We will create design op4ons that speak to the brand and meet your goals. During this process, we will also be organizing your content to create a clear hierarchy that allows users to easily find the informa4on they need, while also seeing your story unfold. 2.2 Site Development Front End Coding: standards compliant templates are programmed using the latest technologies and frameworks which improve compa4bility across devices as scalability for future ini4a4ves. Specific templates created will be based on the layouts created in the Design phase of this engagement, and include all pages listed above. -‐ Web Templates are built using the latest standards. -‐ We develop to W3C standards (h`p://www.w3.org/standards/). The website will be programmed on the MVC framework for responsive web design. -‐ Responsive web design ensures that your website will scale itself appropriately for your site visitors no ma`er the size of the device. Note: We specifically design for iPhone and iPad sized devices.
Content Management IntegraTon: we recommend .NET based system using MVC framework with an open source CMS such as DotnetNuke,Ken4co or Umbraco. As an open-‐ source solu4on, it fits with your budget, and also — simple to use and scalable. We specialize in crea4ng custom .NET based sites and portal for clients.

To ensure the above we will have a source code repository and tracking process that will be used to capture all changes and modifica4on of the en4re sonware, providing a means to compare any version to see the exact code changes and informs about the developer who checked in changes and new developments.
Aner coding and an op4onal unit test, each code (package) has to be checked by the Sta4c Code Analysis tool. Only checked packages are allowed to be published into the source code repository. All those packages which have been reviewed are then allowed to be merged into a new build version.
Aner merging the packages, an automa4c unit test will be performed in parallel to crea4ng the new version. For each published package, the developer will open a code review task. When opening a review task, the previously executed code checking output (ex. LINT) must be a`ached.
When ac4va4ng the task the reviewer will be informed. This review has to be performed in a peer-‐to-‐peer review a`ending at least two persons. Everyone is men4oned in the a`endee list. The reviewer will follow the coding rules and an addi4onal check list for the code. Each item must be marked OK (+), not fulfilled (-‐) or not applicable (o). The checklist will become part of the mee4ng minutes. If at least one item is marked (-‐), the task will be kept ‘Ac4ve’ with further informa4on and sent back to the developer. In this case the review process is not successful and the published packages will not be merged into the next version.
Unit tests will be performed and will consist of a start sequence, the actual test and a shutdown sequence. All tests should be installed to be executable from scratch, means, that the environment should be setup during the start sequence. Developers will implement unit tests to a large extent, e.g. for all bugs and new implementa4ons. Unit tests can be triggered manually by invoking the test on a par4cular method dedicated to a bug or module.

REGRESSION TESTING
Regression tes4ng is an essen4al part of our quality assurance process. It is the process of retes4ng pages or sec4ons of a site to make sure that a recent bug fix hasn’t broken some other aspect of the site, or reinstated bugs that were fixed previously. Conduc4ng and documen4ng regression tests will allow you to iden4fy any parts of the site that break, document the causes of those errors and how to resolve them. If a bug resurfaces at some point, it will be spo`ed immediately and resolved quickly.
LOAD, PERFORMANCE & STRESS TESTS
Performance tes4ng ensures that the programming technologies and the capaci4es of the server hardware, can cater to the levels of traffic expected on the site. Taking this approach will help ensure that your site remains online and fully func4onal at all 4mes. Our extensive load tes4ng procedures will include trial runs – tests that involve the use of automated scripts that emulate mul4ple simultaneous user sessions. The trial runs will reveal how the programming technologies and server hardware used will cope with traffic spikes.
MULTI-‐BROWSER, MULTI-‐PLATFORM COMPATIBILITY TESTING
The fact that your web site looks good and works well in one browser doesn’t mean it will look as good or func4on as well on other browsers and/or plalorms. Even within the same organiza4on, the hardware and sonware used can and will vary. Therefore we develop websites on the basis of W3C recommenda4ons, followed by extensive cross-‐browser, cross-‐plalorm tes4ng for smart phones, tablets and other mobile devices. We constantly stay informed of the release of new or updated browsers and opera4ng systems so that we can keep your cross-‐browser, cross-‐plalorm tests current.
On an ongoing basis, we check website stats (Google Analy4cs) on browser sta4s4cs, opera4ng systems, and emerging Web use trends, so that we know which browsers, versions, and opera4ng systems your web site visitors use now, and are likely to use in future. We use this to guide the monthly website tes4ng to ensure the website works on all of these browsers and devices that visitors use on an ongoing basis.

Project management will be done using Microso] Project Plan (MPP) during the development phase. Per the Agile methodology, schedule and effort variance will be measured regularly along with quality KPIs such as bug severity, priority and classifica4on; bug closures, reac4va4on rates and ac4ve life4me; all of which will be used to determine short-‐term planning and execu4on strategy.
Our project management process will include weekly touch points with the project manager at OOD as well as bi-‐weekly Steering commi`ee mee4ngs to ensure customer sa4sfac4on providing for early and con4nuous delivery. This will enable delivery of, and feedback gathered from, working sonware to review specifica4ons on a regular progress.
These mee4ngs will also ensure sustainable development at a constant pace. Overall, project execu4on will be monitored by a steering commi`ee comprised of all the appropriate stake holders which will meet every 2 weeks. We value face to face conversa4ons. Therefore the bi-‐weekly Steering commikee meeTngs will be held at the OOD offices with all the stake holders present both from DSI as well as OOD. Being a local team will greatly facilitate this.
There will also be a technical reference team which includes appropriate stake holders which will evaluate the progress and report back to the project leadership and appropriately presented to the steering commi`ee. The project manager will make sure all risks and constraints are reviewed and updated weekly, mi4ga4on plans evolved and ac4ons taken, so that long term goals and milestones are met in line with project planning and scheduling priori4es. The project manager will update a weighted risk matrix using rubrics that provide insight into the severity of the risks and adequate risk mi4ga4on op4ons will be evolved and reviewed in each steering commi`ee mee4ng so that the commi`ee may guide the project evolu4on.
The project will be driven by the project manager and Sonware Architect along with sonware engineering professionals. A change control board will be established which will include the appropriate representa4ves from the stake holders.
