Government of Canada’s Intent

Canada stands ready to support the UN in Haiti with a proven whole-of-government approach that combines civilian and military resources and personnel.

…, a Canadian operational headquarters will be established by the Canadian Forces and will reflect our whole-of-government efforts in its personnel and operations.

We will send officials from my department and CIDA to work alongside the military command and ensure that all efforts are coordinated under the leadership of Canada's Ambassador, Gilles Rivard.

Canada’s Response

• The Haiti Earthquake Relief Fund – A matching fund that had as of February 12, raised more than $128 million

• Important cash contributions to facilitate rapid action by trusted and experienced humanitarian agencies:  • $5 million for urgent humanitarian needs• $60 million to the UN appeal • $11.5 million to support critical relief efforts by Canadian NGOs.• $8.5 million to the International Federation of the Red Cross and Red Crescent Societies' (IFRC) appeal

Canada’s Response

• Canadian International Development Agency (CIDA )

• On January 16, a first planeload of relief items taken from CIDA's emergency stockpile left for Haiti. These relief items constitute a component of CIDA's Global Rapid Response Project

• 19 Canadian humanitarian technical experts deployed to support trusted humanitarian agencies on the ground, including 10 Canadian medical staff deployed to support the joint Canadian-Norwegian Red Cross Field Hospital funded by CIDA

• Coordinate the construction of a temporary Haitian government administrative village

• Coordinated with Non-governmental Organizations and International humanitarian organizations

Canada’s Response

• Canada acted swiftly to evacuate 4,602 Canadians citizens and permanent residents on 49 flights from Haiti.

• Operation Stork resulted in the successful union of 203 Haitian children with their families in Canada.

• Some 56 expert personnel deployed from within government including search and rescue technicians, medical and logistics personnel, engineers, and humanitarian and disaster victim identification experts.

• Achieve strategic effect

• Support the whole of government efforts that will be lead by the Department of Foreign Affairs (DFAIT)

• Be responsive to the priorities and responsibilities of the Head of Mission (HOM) Haiti, Ambassador Rivard.

• Establish Joint Task Force Haiti JTF-H.

• The CF commitment will be reduced as other agencies are able to take over the humanitarian tasks.

• The success of this operation will contribute to the CF and governmental objectives as articulated in the Canada First Defence Strategy.
