Unique data structure for all SEE countries!
Application able to ‘understand’ different administrative
structures (policy levels) in different countries!
Every policy level can have arbitrary number of policy
plans (SEAPs, County EE programs, …, NEEAP)!
HAS TO BE SIMPLE !!!
Challenges:
Different measures defined in BU methodology!
Different format of reference values (SHD, U-values, …)!
Increased flexibility influence required simplicity!
