• The German Government supports the full implementation of the TFA in all
WTO Member States
• The German Development Cooperation assists partner countries in the
implementation of the Agreement‘s provisions
• The Federal Ministry for Economic Cooperation and Development (BMZ) has a
variety of instruments for trade facilitation at its disposal that are already
implemented in bilateral and regional projects and in a variety of countries.
• Germany considers the TFA an opportunity for new forms of cooperation –
involving all relevant stakeholders from public to private actors in the
implementation of Trade Facilitation reforms (as stipulated in TFA)

Pilot Project: Cooperation between Germany, DHL Express and
the Montenegrin Customs Authority
Objective: Expeditious release of express consignments through
electronic risk-based pre-arrival processing
65% of all express consignments are released within one
hour upon their arrival at the border
Approach:
1. establishing the legal and regulatory framework
2. optimizing procedures and develop technical capacities
3. training programs and study strips for customs officials
4. knowledge-transfer to the region and peer-to-peer exchange
Result: Pre-arrival processing has been implemented.
The number of express consignments released within one
hour upon their arrival at the border has increased from 25%
to currently 53% (Oct., 2017)

• Open for all developing countries and emerging economies
• Demand-led approach in the selection of projects:
Companies bring up specific bottlenecks they face in a country
Governments and customs authorities may as well suggest reform
projects they wish to implement in collaboration with the private sector
• Project focus is on resolving specific issues reducing time and cost of trade
• In the selected country, a project working group is formed between the
customs authority, trade-related government agencies, local businesses and
the German public and private actors
• The project partners co-create a solution - they plan and implement all
activities together (~18 month implementation time)
• Project progress is reported back to working groups and meetings of the
Alliance for TF (Global and German networks)
