Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:
A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.
As of 2015/10/15, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property.
As of 2015/10/15, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses.
I am a qualified person and have the qualifications required by section 5 of the regulation.
I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.
I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.
The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.

PHASE 1 CONCEPTUAL SITE MODEL
The subject site study area for the phase 1 ESA is shown in Figure CSM-1. The subject site is a
lakefront property on Lake Temiskaming and is located in a residential area of the City of
Temiskaming Shores. A phase 1 conceptual site model is shown in Figure CSM-2. This shows the
following aspects of the subject property:
C Existing buildings and structures. The building on the subject property was removed in
June, 2015. The surrounding buildings to the north, south and west are all single family
residences;
C Water bodies. The only water body within the subject study area is Lake Temiskaming, a
large recreational and navigable lake straddling the border between Ontario and Quebec.
The subject site is located on the western shore of this lake;
C Areas of natural significance. Lake Temiskaming sits on the east boundary of the site;
C There are no drinking water wells within the subject study area and all the surrounding
residences are supplied with municipal drinking water from the municipal wells;
C Lakeshore Road runs N-S along the western boundary of the property;
C The Ontario Northland Railway runs N-S 90 m west of the subject site but is separated from
it by a row of houses abutting the railway right of way and a major roadway (Lakeshore Rd)
carrying water and sewer mains at depths between 2.5 and 3 m bgs. There are no records
of spills along this length of track and the vegetation along the track is healthy so this does
not create an APEC at the subject site.
No APEC related to the subject site exist and there are no contaminants of potential concern on
the subject property.
Given that the groundwater flow through the site is almost certainly down the steep slope from
western boundary at Lakeshore Rd to the shore of Lake Temiskaming on the east, the site could
be vulnerable to any spills occurring on Lakeshore Road but the storm sewer running N-S along the
east side of Lakeshore Rd would act to prevent any such spill from reaching the subject site and
anyway, no spills have been recorded. Also, the public utility conduits can form preferential
pathways for the flow of contaminants on to the subject property. These lines run N-S along the
east side of Lakeshore Rd with take-offs running eastwards on to the residential properties, so any
industrial activity immediately north or south of the subject site becomes significant. However,
once again, there is no such activity.
Regional and Site Specific Topographical, Geological and Hydrogeological Information
The local topography is sloped downwards from west to east to the shore of Lake Temiskaming.
The subject site is steeply sloped from the entrance to Lakeshore Rd to the water’s edge of Lake
Temiskaming. A topographic map is shown in Figure CSM-3 which confirms the area topography
as sloped.
A map of the surficial geology is shown in Figure CSM-4 and reveals that the subject site is located
in an area of glaciolacustrine deposits comprising silt and clay, minor sand, basin and quiet water
deposits of the Pleistocene. The bedrock geology map is shown in Figure CSM-5 and shows the
bedrock in the area to be limestone/dolostone. The depth to bedrock in the area, as established
from the MOECC WWIS drilling records, is 12 m bgs.
Defining the groundwater flow through the site is beyond the scope of this investigation but based
on the sloped local topography it almost certain that the groundwater flow through the site will
be from west to east towards the Lake.

Uncertainty and Absence of Information
The lack of any fire insurance plans and City Directory for the community of New Liskeard
somewhat limits the ability to research the early history of the site. However, this is partly
compensated by this author’s 37-year history of living in the area from 1970 until 2007 and
working as an environmental consultant in the area from 1989 until the present. The exact time
period that a commercial confectionary store operated from the residence on site has not been
established but it is known that there is no history of fuel tanks on site or environmentally
sensitive activities.
