EXECUTIVE SUMMARY PROJECT GOAL
The goal of this project is to provide third-party performance testing on commercially available omni-directional light-emitting diode (LED) replacement lamps. Test results are intended to help stakeholders make informed decisions regarding the adoption of minimum quality-based standards for this LED product category. Specifically, this report summarizes performance testing results for omni-directional LED A19 and A21 lamps designed to replace traditional 60-watt incandescent lamps sold in the United States and abroad. To accomplish this goal, the California Lighting Technology Center (CLTC), Pacific Gas and Electric Company (PG&E), and the Collaborative Labeling and Appliance Standards Program (CLASP) established a laboratory testing program to provide a benchmark characterization for A19 and A21 LED replacement lamps.
PROJECT DESCRIPTION
The LED replacement lamps included in this test program are a cross-section of commercially available A19 and A21 replacements for traditional 60-watt incandescent lamps. Lamps were selected based on the following criteria, as stated by basic manufacturer claims:
Luminous output: > 600 lumens
Correlated color temperature (CCT): ≤ 3000K
Light distribution: omni-directional
CLTC conducted photometric and electrical testing based on industry-accepted testing protocols. The full methodology and results of this testing can be found in Appendix 7 of this report.
In addition to performance testing of commercial LED replacement lamps, this effort also included the development of new testing protocols for the evaluation of LED replacement lamp performance with regard to dimming and flicker. The lamps included in this test program were evaluated based on these dimming and flicker test protocols, and results are included in Appendix 4 and 5 of this report.
FINDINGS
The 26 omni-directional LED replacement lamps selected for inclusion in this testing program provide a “snapshot” market characterization representative of commercial products available in the year 2013. Test results provided in this report verify or refute manufacturers’ lamp performance claims. Testing also determined which products passed and which products failed performance standards in place at the time of this report, specifically, the ENERGY STAR Lamps Specification Version 1.0 (ENERGY STAR) and the Voluntary California Quality LED Lamp Specification (Quality Specification).

Omni-directional LED lamps were evaluated with respect to power, luminous output and color rendering index (CRI). Test results show the average measured power in all three tested orientations (base-down, base-up and horizontal) is lower than manufacturers’ claims. The average measured luminous output in all three orientations is higher than manufacturers’ claims. The average measured CRI for all three orientations is higher than the CRI claimed by the manufacturers. The complete test summary for each tested product is included in the results section of this report. The complete test report for each tested product is in the Appendix section of this report.
The tables that follow summarize the performance test results for the 26 omni-directional LED lamp products tested, as they compare to ENERGY STAR and the Quality Specification. Manufacturer names and product lines are not reported (products are instead labeled A–Z), to ensure that this testing program remains a blind study.

INTRODUCTION In December 2012, the California Energy Commission approved the Voluntary California Quality Light-Emitting Diode (LED) Lamp Specification, a voluntary performance specification for certain omni-directional and directional LED lamps sold in California. To assist and inform the Commission as to the state of the omni-directional LED lamp market, the California Lighting Technology Center (CLTC) at UC Davis, Pacific Gas and Electric Company (PG&E), and the Collaborative Labeling and Appliance Standards Program (CLASP) initiated a testing program to evaluate omni-directional LED replacement lamps available on the market in 2012 and 2013. Results collected by this testing program are provided to the California Energy Commission and other governing bodies considering quality-based omni-directional LED lamp standards. This report summarizes the results collected through the testing program.
A-LAMP LED MARKET EVALUATION Omni-directional LED replacement lamps constitute a growth area in the lighting industry and technologies and designs are rapidly advancing. Manufacturers frequently update their product offerings, and new manufacturers continue to enter the field. As a result, this market assessment does not represent every lamp currently on the market, and it should only be viewed as a “snapshot” of the overall omni-directional LED replacement lamp market at the time of this report’s publication.
Prior to test program product selection CLTC reviewed a cross-section of commercially available omni-directional LED replacement lamps. The form factors considered included A19 and A21 LED replacement lamps. CLTC identified products with labeled lamp performance characteristics, including power (W), voltage (V), luminous output (lumens), correlated color temperature (CCT), color rendering index (CRI), rated life, and dimmability. The full market assessment can be found in Appendix 1 of this report.
The lamps listed in Tables 1 and 2 were selected for inclusion in the testing program. Manufacturer names and product lines are not reported to ensure that this testing program remains a blind study. The tested products were given individual testing serial numbers to allow for tracking during the testing program. Results are presented in this report with products labeled A–Z.

TEST METHODOLOGY In preparation for the testing program, CLTC conducted a review of standard test procedures and protocols related to the photometric and electrical testing of LED replacement lamps. Measurements have been taken in accordance with Illuminating Engineering Society LM-79-08 Approved Method: Electric and Photometric Measurements of Solid State Lighting Products (IES LM-79).
The measurement of dimming and flicker metrics were tested in accordance to the dimming and flicker methods found in Appendix 7: LED Replacement Lamp Testing Methods.
MEASUREMENT CERTIFICATION The National Institute of Standards and Technology (NIST) offers a Measurement Assurance Program (MAP) for measurement of solid-state lighting (SSL) products. The MAP program allows a testing lab to verify that measurements of SSL products meet NIST standards for accuracy. To ensure that all values reported in this testing program meet this expected level of accuracy, CLTC completed the MAP program in the autumn of 2012. A copy of the Report of Measurement Assurance Program can be found in Appendix 6 of this report.
LAMP TESTING GROUPS Test samples were divided into three distinct testing groups, as follows:
Multiple Orientation Sphere Testing Group: This testing was done in a two-meter integrating sphere per IES LM-79 standards. It compares the baseline operating conditions of the lamps in each of the three most typical base orientations: base-down, base-up and horizontal. Two samples of each lamp type listed in Table 1 were tested in each of the three orientations.
Lamp Consistency Testing Group: This testing was done in a two-meter integrating sphere per IES LM-79 standards. Ten samples of each of the products listed in Table 2 were included in this testing group. Five of the samples were tested in the base-up orientation and five of the samples were tested in the base-down orientation. This testing procedure established consistent results for the baseline operating condition between multiple samples of the same product, allowing for sound analysis of the test results.
Light Distribution Testing Group: This testing was done in a Type C Goniophotometer per CIE-121 standards. One sample of each product listed in Table 1 is included in this testing group. The results of this testing provide light distribution data in the IES LM-63 format.

RESULTS & ANALYSIS The following section is an analysis of the test results for the previously identified products. The full test results can be found in Appendix 2 of this report.
POWER (WATTS) The average power of all products tested was 12.3 watts. The power of the products tested ranged from a low of 9.1 watts to a high of approximately 18.5 watts. Figure 1, below, shows the average power of each of the 26 products tested. The black horizontal line indicates the average power (12.3 W) of all products tested.

CLTC measured the power of the lamps while operating in three orientations: base-up, base-down, and horizontal. Two products maintained a constant power at all orientations. The largest variation in power based on orientation was measured at 4.1 watts. Measured power was consistently lowest when lamps operated in the horizontal orientation, although for five products tested, the power measurement in the horizontal orientation equaled that measured in the base-down or base-up orientation. Figure 2, below, shows the measured power of every product at each of the three tested orientations.

CLTC averaged the power measurements taken for each lamp in each of the three orientations to determine the average power for the product. The measured power by orientation and the average power are reported in Table 3. Table 3 also presents the difference between the lowest and highest power measurement registered by each product when tested in different orientations, and it notes the orientation in which the lamps’ measured power was lowest.

LUMINOUS OUTPUT (LUMENS) The average luminous output of all products tested was 864 lumens (lm). The luminous output of the products tested ranged from 617 lm to 1255 lm. Figure 3, below, shows the average output of each of the 26 products tested. The black horizontal line indicates the average output, 864 lumens, of all products tested.

CLTC measured the luminous output of the lamps while operating in three base orientations: base-down, base-up, and horizontal. The largest variation in a lamp’s lumen output based on operating orientation was 254 lumens; the smallest variation was 6 lumens. The base-up orientation resulted in the lowest measured output most frequently, for 16 of the 26 products tested. Figure 4, below, shows the measured luminous output of every product in each of the three tested orientations.

The average luminous output for each product was determined based on the average luminous output measurements taken for the product in each tested orientation. The measured luminous output by orientation and the average luminous output for each lamp are reported in Table 4, below. Table 4 also presents the difference, in lumens, between the highest and lowest luminous output measurements and notes the orientation in which each of the lamps’ measured power was lowest.

EFFICACY (LUMENS PER WATT) The average efficacy (lm/W) of all products tested is 71.5 lm/W. The efficacy of the products tested ranged from 54.2 lm/W to 103.7 lm/W. Figure 5 shows the average efficacy of each of the 26 products tested. The black horizontal line in Figure 5 indicates the average efficacy of all products tested: 71.5 lm/W.

The largest variation in efficacy measurements based on lamp orientation was 4.8 lm/W. The smallest variation was 0.7 lm/W. Each product’s average efficacy was calculated using the efficacy measurements taken while the lamp operated in different orientations. The measured efficacy by orientation and the average efficacy are reported in Table 5. Table 5 also presents the difference, in lm/W, between the highest and lowest efficacy measurements for each product, as tested across all lamp orientations. The last column in Table 5 notes which orientation is associated with the lowest efficacy measurement for each product.

POWER FACTOR The average power factor (PF) of all products tested is 0.90. The power factor of the products tested ranged from a low of 0.51 to a high of 1.00. Figure 7 shows the average power factor of each of the 26 products tested. The black horizontal line indicates the average power factor, 0.90, of all products tested.

Figure 8 shows the measured power factor for each product tested, according to operating orientation: base-up, base-down, or horizontal. The largest variation in power factor measurement for a product is 0.12; the smallest variation was 0.00. Base-up was most frequently the orientation that resulted in the lowest measured power factor; this was the case for 18 of the 26 products tested.

The average power factor for each product was determined by averaging the PF measurements taken for that product while operating in each of the three base orientations (see Table 6). Table 6 also presents the difference between the maximum power factor orientation and the minimum power factor orientation, as well as the orientation in which the lowest PF was measured.

The lamps’ CRI was measured in each of the three operating orientations subject to testing: base-up, base-down, and horizontal. The largest variation between maximum CRI and minimum CRI, as measured in the different orientations, is 3.4; the smallest variation was 0.1. Of the 26 lamps tested, 16 had the lowest CRI measurements when tested in the base-up orientation. Figure 10 shows the average measured CRI of every product in each of the three tested orientations.

The CRI measurements taken for each lamp in the three operating orientations was averaged to determine the average CRI for the product. The measured CRI by orientation and the average CRI are reported in Table 7. Table 7 also presents the difference between the maximum CRI orientation and the minimum CRI orientation, as well as the orientation in which the lowest CRI measurement was taken.

CORRELATED COLOR TEMPERATURE (CCT) Manufacturers reported a CCT of 2700K to 3000K for the lamps selected for testing. With the exception of one product, measured CCT values for all lamps tested were within this range. When ordering Product X, customers are not presented with the choice to select CCT (see Figure 11). When the Product X samples arrived for testing, the packaging indicated that the product had a CCT of 4500K. Figure 11 shows the average measured CCT for each of the products selected for testing. The average CCT for all lamps tested, 2918K, is indicated by the black line in Figure 11.

CLTC measured the CCT of the lamps while operating in three base orientations: base-down, base-up, and horizontal. The greatest variation between maximum and minimum CCT measurements for a single product, based on operating orientation, is 185 K. The smallest variation was 2 K. The lowest CCT measurements occurred most frequently with lamps operating in the base-down orientation. This was the case for 16 of the 26 products tested. Figure 12 shows the CCT of every product tested, as measured in each of the three orientations.

CHROMATICITY COORDINATES CLTC measured the CIE chromaticity coordinates for every sample tested. The chromaticity coordinates are used to determine the CCT measurements discussed in the above section. Figure 13 shows the chromaticity plots and coordinates for every sample of Product A. Of the 26 products tested, 14 products fall within a 7-step MacAdam ellipse equivalent quadrangle; only 7 products fall within the 4-Step MacAdam ellipse equivalent quadrangle. Equivalent quadrangles are defined by ANSI C.78-377 2011. Table 9 summarizes the 7-step and 4-step results as pass/fail. The remaining product manufacturers did not supply a sufficient number of test samples to meet current specification testing requirements; this is indicated by “N/A” in Table 9.

CLTC measured the distribution patterns of all 26 products tested and compared the results to ENERGY STAR’s lamp specification criteria. FLICKER RESULTS (PROGRAMMABLE POWER SUPPLY) CLTC measured photometric flicker of all products while operated across their dimmed range on a programmable power supply. A description of the dimming and flicker methods utilized for this testing are found in Appendix 7: LED Replacement Lamp Testing Methods.
Figure 15 is a plot of the average percent flicker of all products tested. The x-axis is the filtered frequency and the y-axis is the percent flicker. The plot shows that the percent flicker generally increases as the power level decreases, where the minimum power is defined as the power at which the minimum luminous output is measureable.
The full flicker results can be found in the Appendix 4: LED Replacement A-Lamp – Flicker Results (With Programmable Power Supply). These results are based on testing of one sample of each of the 26 products listed in Table 1.

Like percent flicker, the flicker index also generally increases as the power level decreases; however, the change in flicker index from 75% to 50% and 50% to 25% power are considerably less than the changes between 100% to 75% and 25% to minimum power for filtered frequencies of 120 and 200 hertz (Hz).

FLICKER RESULTS (COMMERCIAL DIMMER SWITCHES) Five products were selected for photometric flicker testing with commercial dimmer switches. Each sample was tested on six commercially available dimmers, per the methodology detailed in Appendix 7: LED Replacement Lamp Testing Methods.
CLTC measured the flicker metrics of all five products while operated on every dimmer at five power levels: 100%, 75%, 50%, 25%, and minimum power. Figure 18 is a plot of the average flicker index of all products tested. The x-axis is the filtered frequency and the y-axis is the percent flicker. The plot shows that flicker index does not increase with the power level. The full power measurements provide the lowest flicker index; however, the highest flicker index is seen at the 50%, 25% and minimum power levels, depending on the filter frequency.
The full flicker results can be found in Appendix 5: LED Replacement A-Lamp – Flicker Results (with Commercially Available Dimmers). Appendix 5 lists flicker results for five products, based on testing of one sample lamp per product.

Figure 21 plots the power (watts) of all 26 products when measured at the five power levels used for testing. The variation in power from minimum power to 100% power is expected. Product T is not dimmable; only the 100% power data point is available.

COMPARISON TO MANUFACTURER CLAIMS
Tables 19–22 compare manufacturers’ claims to the results gathered through this testing program. Manufacturer claims for power, luminous output, CRI, and CCT are compared to measurements taken with lamps in the three base orientations tested, and the average for all orientations. MANUFACTURER CLAIMS - POWER (W) Table 19 summarizes the manufacturer’s claimed power and the lamps’ measured power for all three orientations tested, as well as the average for all orientations. The average measured power for all three orientations is lower than that claimed by the manufacturers. Product H in the base-horizontal orientation measured furthest below the rated power (23.8%), and Product C in the base-up orientation measured furthest above the rated power (8.5%).

FLICKER The ENERGY STAR Lamp Specification includes flicker as a sub-requirement to the dimming lamps section of the specification. The ENERGY STAR specification requires that lamps marked as dimmable report periodic frequency, percent flicker, and flicker index. No maximum limits are set by the ENERGY STAR Specification. The Voluntary California Quality LED Lamp Specification requires that all lamps are flicker free from 10-100 percent luminous output. Table 42 summarizes the pass/fail evaluation of tested products based on a visual assessment of the luminous output at 10% luminous output, as described in Appendix 7.

NEXT STEPS
PG&E has funded this program to continue testing through the end of 2014. This is based on the LED replacement lamp market’s continuing trend of change and growth. Other funding opportunities to broaden the scope of this testing program are being pursued, and interested parties are encouraged to contact CLTC for more information. Results collected through this testing program are intended to be provided to the California Energy Commission and other governing bodies considering quality-based omni-directional LED lamp standards, to assist in developing appropriate standards. As the testing program progresses, updated versions of this report will be made available at the request of funding partners.
