I. PURPOSE

The purpose of this manual is to prescribe procedures for the operation of the Certification Programme for Fan Coil Units (Ducted and non Ducted) of Eurovent Certita Certification. Participation to this programme is open to:

• Original Equipment Manufacturers (OEM)

• Brand Name (BN) Companies selling products already certified by OEM

II. SCOPE

All Fan Coil Units (Ducted and Non Ducted) defined by Eurovent Certita Certification Rating Standards 6/C/002 and 6/C/002A are included in this programme:

• Non ducted units: Fan Coil Units with air flow lower than 0.7m3/s (2520 m3/h) and a published external static duct pressure at 40 Pa maximum.

• Ducted units: Fan Coil Units up to 1m3/s (3600 m3/h) air flow and 300 Pa available pressure (see RS/C/002A for the detailed scope)

Variable speed Fan Coil units are included in this programme.

“Certify-all” requirement: If a Company participates in the certification programme, all production models, within the scope of the programme for ducted and non ducted units, shall be certified in accordance with the relevant Rating Standard.

Units running at 60 Hz and District cooling units can be declared but they are excluded from the above “Certify-all” requirement.

III. BASIC OUTLINE OF THE PROGRAMME

Participation to the Certification Programme for Fan Coil Units consists of the following:

III.1 Application

After signing the Licence Agreement, the Applicant has to:

• Declare all range names

• Declare names and versions of the corresponding selection tools

• Fill in the declaration list, i.e. model references with their characteristics and performances as required by Rating Standard 6/C/002 for non-ducted FCU and 6/C/002A for ducted FCU.

III.2 Qualifying Procedure

Once the application is completed, the qualification procedure is articulated as follows:

• For Original Equipment Manufacturers (OEM) a number of units corresponding to the yearly scheduled test programme shall be selected by Eurovent Certita Certification and tested in the test facilities selected by Eurovent Certita Certification. Selection tool(s) shall be checked (see IV.7).

The certification shall be granted on condition that: - All the tests show conformity with the relevant Rating Standards - The selection tool(s) have been provided to Eurovent Certita Certification - All the payments have been completed

• For Brand Name (BN) Companies only the selection tool(s) checking shall be conducted.

The certification shall be granted on condition that: - All the related OEM are certified - The selection tools have been provided to Eurovent Certita Certification - All the payments have been completed

• For Mixed Companies (both OEM and BN) the certification is granted if all the above conditions required for OEM and BN are met.

III.3 Repetition procedure

Every year, Eurovent Certita Certification will check whether the certified performances of the certified products still fulfil the requirements:

• For Original Equipment Manufacturers (OEM) units selected from regular production shall be tested in the independent laboratory selected by Eurovent Certita Certification.Selection tools shall be checked (see IV.7).

The certification is renewed for another campaign on condition that: - The previous test campaigns have been successfully completed - The products for the current test campaign and the corresponding technical

datasheets have been delivered - The selection tools have been provided to Eurovent Certita Certification - All the payments have been completed

• For Brand Name (BN) Companies only the selection tool(s) checking shall be conducted.

The certification is renewed for another campaign on condition that: - All the related OEM are certified - The selection tools have been provided to Eurovent Certita Certification - All the payments have been completed

• For Mixed Companies (both OEM and BN) the certification is renewed for another campaign if all the above conditions required for OEM and BN are met.

III.4 Failure treatment

When the test results fail to comply with the requirements of the relevant Rating Standard, the failure treatment shall be applied (see IV.4 Failure treatment).

IV. OPERATION OF THE PROGRAMME

IV.1 Declaration of data

a. Rated Performance Data

All characteristics shall be expressed in SI Units. Capacities shall be expressed with 2 decimals, water pressure drops with 1 decimal and control voltages with 2 decimals.Integers shall be used for fan power inputs, sound power levels, air flow rates, external static pressures and rotation speeds. Declared sound power levels (SPL) shall be be equal or higher than 29 dB(A). Lower SPL cannot be measured due to background noise.

b. Certification Forms

The Applicant/Participant shall send Eurovent Certita Certification the declaration by e-mail; the forms shall be attached as .xlsx files, and shall commit that all the declared products are within the scope.

It is optional to fill the performances at application (non-standard) rating conditions in the declaration list whereas it is mandatory in the Technical Data Sheet for the selected units.

Original Equipment Manufacturer (OEM): Form FC-1 for Fan Coil Units shall be used.

Brand Name (BN) Companies: Column “Master product number” in Form FC-1 (see Appendix B) shall be used to identify the corresponding model number of the Original Equipment Manufacturer.

Technical Data Sheet: For each model selected for test, Form FC-2 (see Appendix B) shall be completed with the technical description of all components along with the declared data.

Reporting of test result: For models tested, Form FC-3 (see Appendix B) shall be sent by Eurovent Certita Certification, showing the deviations between claimed and measured data.

Response form after failure: For models which failed the test, Form FC-4 (see Appendix B) shall be sent by Eurovent Certita Certification, showing the list of products affected by the failed test.

c. Reporting of Models

In reporting models for certification and for publication on our website, certified ratings shall be given for all Fan Coil Units which meet the requirements of relevant Rating Standards.

Optional devices or accessories which are employed in obtaining the ratings of the basic unit assembly, and which affect the ratings, shall be included in the certification data. All such components, e.g. plenums, air deflectors, must be specified by the use of the “+” symbol and footnotes on our website and must be identified in forms provided, as applicable.

Systems having coils with both horizontal and vertical orientation, when ratings are different, shall be certified to reflect the capacity and efficiency ratings for both positions.

Besides current models, the Participants shall provide Eurovent Certita Certification with the list of (see Certification Manual):

• models under development,

• new models,

• deleted models,

• obsolete models.

Modifications of values on previously selected units or previously re-rated units or ranges are not allowed. Modifications on not yet tested models have to be justified by the Participant. In this case Eurovent Certita Certification will check the consistency of the new data and is not obliged to accept them. In case of upgrade of performances the concerned units will be selected for test in priority.

Detailed procedure regarding the update of lists is provided in the Certification Manual Appendix D.

d. Basic model group

Each Applicant/Participant's declaration list will be grouped by basic models. The basic models shall be defined by units which are essentially the same in terms of thermal performance and function and the same or comparable in terms of basic components, specifically fans, coils and motors.

Special basic models, called twins, are those which use the same components except the fan motor: one twin uses a multi-speed (fixed) fan motor; the other twin uses a variable speed fan motor.

60 Hz models can be declared as twins of 50 Hz models.

IV.2 Selection of units to be tested

Within the programme, tests may be conducted under the following procedures:

• Scheduled test in qualifying procedure

• Scheduled test in repetition procedure

• Penalty test

• Complaint test

For the penalty tests, Eurovent Certita Certification shall select the additional units from the failed range if applicable. If not, units for penalty tests will be selected from another range. The range is defined as the group of products that Manufacturer is promoting under the same family name.

a. Number of units to be tested

For the qualifying and the repetition procedure, the actual number of units to be tested each year per Manufacturer shall be established on the following basis: the number will be proportional to the number of the declared basic models (including both non-ducted and ducted units), in an amount equal to 17% with a minimum of one unit.

Eq. 1 Number of selected units = Maximum (1 ; Integer part of (17% BMG + 0,5)) The number of non-ducted and ducted units selected for test will be proportional to the number of models listed as non-ducted and ducted respectively. The number of units to be tested can be reduced if the Mean Value of Failure is lower than a threshold (see APPENDIX D).

b. Selection procedure

Eurovent Certita Certification shall select the models to be tested and shall notify the Manufacturer of the intent to test selected models in accordance with the requirements of this programme. This notification shall request the delivery of the units, submittal form FC-3 and the payment order.

The selected models shall be divided in two categories with two different deadlines for the delivery in order to reduce the storage duration in the laboratories.

Before delivering units each Manufacturer shall provide Eurovent Certita Certification the serial number of each selected reference.

The provided serial numbers shall be displayed on the corresponding delivered units to be accepted by the laboratory.

c. Acquisition of unit

Deadlines for delivery of units to the laboratory together with the technical form completed and the order is given in the Certification Schedule (see APPENDIX A).

If units, technical form and payment order are not delivered within the time limitations specified in the notification received from Eurovent Certita Certification, it is considered as non-respect of procedures (see IV.6).

Units shall be delivered DDP (Duty Delivered Paid) to the laboratories.

IV.3 Tests at the Laboratory

a. General

Tests shall be performed at the Independent Laboratory selected by Eurovent Certita Certification. The Laboratory shall have the responsibility of un-crating, handling, testing and re-crating the unit for shipment. The laboratories shall follow as possible the following requirements.

Units shall be installed in the test facility in accordance with the Manufacturer's published installation instructions.

The Manufacturer will provide the laboratory with full information about the installation.

The Independant Laboratory personnel shall install and check out test units. The procedures used shall be in accordance with the Manufacturer's installation start-up and service instructions. No Manufacture's personnel shall be permitted in the Laboratory test facility during the first unit test. Manufactures may review test results after the first unit test and the test set-up prior to the second unit test.

Laboratory personnel shall be allowed to make only the following corrections to the test sample prior to the test:

• Repair leaks

• Repair or replace items damaged by shipping or handling

• Assure correct fan speed(s) where adjustable speed fans are used

If the unit is not repairable, it shall be replaced by the Manufacturer within four weeks from the notification.

If the test establishes a failure of the unit to meet one or more of the requirements of the relevant Rating Standard, the Laboratory shall promptly notify Eurovent Certita Certification and the Manufacturer regarding any further actions decided together by Eurovent Certita Certification and the Manufacturer.

b. Report of Tests Results

Upon completion of the tests on each unit, the Laboratory will render its complete report, as a pdf file to Eurovent Certita Certification who will transmit a copy together with the test result and rerating form to the Manufacturer.

The Manufacturer has to recover his products within four weeks after receiving test report. If the units are not recovered after this delay, the laboratory will destroy the units and invoice the Manufacturer.

IV.4 Failure treatment

a. Component failure

If any functional component is inoperative, or the unit is damaged and cannot be repaired at the Laboratory, then the unit is considered as “component failure". A further unit shall be delivered within four weeks for test.

b. General

If the value found by testing in the independent laboratory differs from the declared value by more than the acceptable tolerance (see relevant Rating Standard), the Manufacturer has four weeks after notification of failure to select one of the following alternatives:

• Re-rate the product in accordance with the re-rating rules.

• Ask for a partial second test on the same unit. In this case, the Manufacturer can choose to re-test either thermal measurements or sound measurements or air flow measurements (if declared).

• Ask for a complete second test on another unit of the same model selected by Eurovent Certita Certification. In this case, all measurements (cooling, heating, sound, air flow (if declared)) are to be re-tested.

c. Re-rating rules

Only the tested product shall be rerated according to the test results.

All declared speeds shall be re-rated with the same measured deviation if there is a failure on one of the following performances (at standard rating or application rating conditions):

• Total cooling capacity

• Sensible cooling capacity

• Heating capacity

• Water pressure drops (heating and cooling)

• Fan power input (cooling and heating)

If the air flow is tested, the declared fan power inputs of low, medium and high speeds at standard rating and application rating conditions shall be compared to the one measured during the air flow test and not the thermal test.

Deviations and rerated values for the water pressure drops have to be corrected using the two following formulas.

With Dp the water pressure drop and Qm the mass water flow rate.

Note: In cooling mode Qm is replaced by (Total cooling capacity + Fan power input) in the above formulas. In heating mode Qm is replaced by (Heating capacity – Fan power input).

Air flow rates and sound power levels shall be rerated according to the test results.

d. High failure treatment: Penalty tests

For each test, one additional unit will be selected for next test campaign in case of high deviation on one or several of the following performances:

• total cooling capacity at standard conditions

• total heating capacity at standard conditions

• sound power level for non-ducted units only

High deviation thresholds are given in the relevant Rating Standards (RS-6C002 and RS-6C002A).

Maximum five additional units can be selected per test campaign.

Additional tests in qualifying procedure need to be validated before the certification is granted.

e. Update of selection tools

In case of rerate the Applicant/Participant shall update his selection tool(s) according to the rerated values within 6 months.

IV.5 Repeated failures along the test campaigns

This section refers to the corresponding section of the Certification Manual.

The rules regarding Mean Value of Failure (MVF) are described in APPENDIX D.

IV.6 Non-respect of procedures

Non-respect of procedures is detailed in section VIII of the Certification Manual.

IV.7 Checking of selection tool(s)

See APPENDIX E.

V. PROMOTION OF THE PROGRAMME

This section refers to chapter ‘Promotion of the Programme’ of the Certification Manual.

V.1 By Eurovent Certita Certification

The certified data of the certified products shall be published on our website: www.eurovent-certification.com.

Eurovent Certita Certification shall supply, on request, to any interested party, the current status of any Participant or of any model (under development, new, deleted or obsolete).

The following information pertaining to each model certified shall be published on our website:

• Name of the Participant

• Diploma number of the Participant

• Trade or brand name of model

• Model reference(s)

• Sensible cooling capacity

• Total cooling capacity

• Heating capacity

• FCEER

• Energy Efficiency Classes in cooling and heating

• Water pressure drops (heating and cooling, where appropriate)

• Available static pressure (for ducted units)

• Fan power input in heating and cooling

• A-weighted sound power level at outlet and (inlet + envelope) for ducted units

• Global A-weighted sound power level for non ducted units

• Air flow (optional for non ducted and mandatory for ducted units)

• Main Power Supply

• Mounting base and optional mounting(s)

• Speed type of the fan (variable speed / non-variable speed)

• Speed designations of the certified speeds (Low, Medium and High).

• Selection tool name, version and format (e.g. software, PDF file, Excel table,…) when the selection tool is certified

Performance data shall be given for each specified fan speed at standard conditions. Thermal performances at application rating conditions (non-standard) are not published on our website.

V.2 By Participants

The Participant shall indicate his participation in the Programme by displaying the appropriate Eurovent Certified Performance Mark on all specification sheets and in other literature carrying ratings, or claiming certification of certified models.

He may further indicate his participation by:

a. Display of Eurovent Certified Performance Mark on Production Units

Each Participant is entitled to display the Eurovent Certified Performance Mark on units of models which have been certified. The Participant may display this Mark on each certified production unit in two ways:

• By using the relevant Eurovent Certified Performance Mark.

• By applying the Mark directly on the nameplate.

1. Regulations regarding the Displaying of the Eurovent Certified Performance Mark

No data or other marking shall be added to the Mark.

The Participant may affix the Mark at any location satisfactory to him.

2. Nameplates

The Eurovent Certified Performance Mark may be applied as part of the nameplate of a certified model, under the following regulations:

The Eurovent Certified Performance Mark applied as part of the nameplate shall conform to the design approved for the symbol (specification for which will be supplied by Eurrovent Certita Certification) in all respects, including design, dimensions, letter size and style, and colour.

The acceptable colour combinations consist of green Pantone No. 341. on white or black on white.

b. Display of Eurovent Certified Performance Mark on Specification Sheets, Literature, Advertising and Selection tool

Display of the Mark is detailed in the Certification Manual.

1. Published Ratings

A published rating is a statement of the values of the certified performance characteristics at the stated rating conditions. As used herein, the term "published rating" includes the rating of all performance characteristics shown on the unit or published in specifications, advertising, or other literature controlled by the Participant, at stated rating conditions.

2. Eurovent Certita Certification standard ratings

The Eurovent Certita Certification standard ratings are based on tests performed at standard rating conditions as specified in the relevant Rating Standards (RS-6C002 and RS-6C002A).

3. Inclusion of standard ratings

Published ratings shall include Eurovent Certita Certification standard ratings. Eurovent Certita Certification standard ratings shall be clearly identified as such. Non Eurovent Certita Certification standard ratings shall be consistent with Eurovent Certita Certification standard ratings. Eurovent Certita Certification is entitled to ask for evidence of consistency if needed.

4. Control of documentation

This section refers to the corresponding section of the Certification Manual. In case of rerating of performances, the deadline to update websites and electronic literature is 6 months. No deadline is set for printed catalogues; however, next versions of printed catalogues have to be updated according to the rerated performances.

APPENDIX A. CERTIFICATION SCHEDULE AND TIMEFRAMES

For each repetition test campaign (year n), the following schedule shall be applied:

1 Eurovent Certita Certification asks for up-date of product list 30/09/n-1

2 Participant confirms up-date of products list and commits that all their declared products are within the scope.

31/10/n-1

3 Eurovent Certita Certification sends selection list for test with the category in which each unit belongs. The difference between the two categories is the deadline of delivery.

30/11/n-1

Rules for the use of Eurovent Certified Performance energy label are given in the Certification Manual.

It is not mandatory to use Eurovent Certified Performance energy labels however it is highly recommended to do so. If an energy label is used by the Participant it is mandatory to use the layout described on our website.

High resolution files of these labels, as well as specifications for the layout are available on the website in the Manufacturer’s restricted area.

When there is a second test on a unit, then the first measurement is not taken into account.

A Manufacturer is suspended from the Programme for one year if the mean value of failure MVF is higher than 30%.

If the MVF is equal or less than 5%, 13% of the BMG instead of 17% will be tested for the next test campaign.

D.II. Implementation

At the end of each following year, Eurovent Certita Certification takes into consideration the last three test campaign data of each Manufacturer.

D.III. New comers and qualifying procedure

Data of new Participants will be first taken into consideration after two test campaigns (including qualifying tests).

The Manufacturer who leaves the programme but then decides to join again will be considered a Newcomer if joining after three years. If he returns to the programme before, all the latest existing test campaign are considered, with minimum two and maximum three. The same rule applies if the Manufacturer has been excluded for one year.

D.IV. Notification of being suspended

A Participant who is going to be suspended will receive a notification from Eurovent Certita Certification.

A Manufacturer who leaves the program because he has been suspended should complete the qualifying procedure within the campaign for which he has been suspended in order to rejoin for the next campaign. He becomes a Newcomer.

APPENDIX E. SELECTION TOOL CHECKING

E.I. General

Selection tool(s) shall be checked during the qualifying procedure and during the repetition procedure. Selection tool checking apply for the Original Equipment Manufacturers (OEM) and Brand Name (BN) Companies. Starting from the 2018 campaign, only software (as defined in the Certification Manual) shall be considered as valid selection tools. Eurovent Certita Certification shall verify that the selection tool(s) follow the general requirements defined in the part E.IV.1 and that the performances calculated or displayed in the selection tool(s) are within the tolerances defined in the part E.IV.2 compared to the declared performances.

E.II. Acquisition of the selection tool(s)

During the qualifying procedure the selection tool checking shall happen at the same time as the qualification tests in the laboratories. During the repetition procedure the selection tool checking shall happen at the same time as the repetition tests in the laboratories. The deadline for the delivery of the selection tool(s) to Eurovent Certita Certification is defined in the APPENDIX A. During 2016 campaign the deadline for the delivery of the selection tool(s) is postponed from 31 May 2016 to 30 June 2016.

E.III. Performances to be checked in the selection tool(s)

E.III.1. For Original Equipment Manufacturers (OEM)

Minimum checked units:

- During the qualification procedure Eurovent Certita Certification shall check at least the certified performances of each unit tested during the qualification campaign.

- During the repetition procedure Eurovent Certita Certification shall check at least the certified performances of each unit tested during the previous test campaign, in particular the rerated performances which should be updated in the selection tool(s). Units with performances rerated less than 6 months ago are excluded from the minimum checked units. Units with a “deleted” status are excluded from the minimum checked units if they are not included in a selection tool.

Minimum checking per unit:

Eurovent Certita Certification shall check at least one selected speed per unit.

Eurovent Certita Certification is entitled to check other speeds and other units.

E.III.2. For Brand Name (BN) Companies

Minimum checked units:

The minimum checked units shall be the same as for the last selection tool checking of the corresponding Original Equipment Manufacturer(s).

Units with a “deleted” status are excluded from the minimum checked units if they are not included in a selection tool.

Minimum checking per unit:

Eurovent Certita Certification shall check the certified performances of each unit for one selected speed.

Eurovent Certita Certification is entitled to check other speeds and other units.

E.III.3. For Mixed Companies (both OEM and BN)

The checked performances and the selection of the units for which the Applicant/Participant is an OEM is defined in the previous part E.III.1 (as for OEM). The checked performances and the selection of the units for which the Applicant/Participant is a BN is defined in the previous part E.III.2 (as for BN).

E.IV. Checking criteria

E.IV.1. General requirements

Scope:

• Each product covered by the Eurovent Certified Performance certificate (except products with a “deleted” status) shall be included in a selection tool. The identification of the product(s) shall be possible without ambiguity. Each selection tool shall have only one name and version on the European market. All the products brands present on the commercial documentation shall be listed on the selection tool(s).

• If units or components are out of the scope of the programme, a clear statement shall be visible on the corresponding printouts.

• All the units of a same range shall be included in the same selection tool.

• The selection tool shall be able to calculate or display all the certified performances under all the standard and application rating conditions defined in the Rating Standard 6/C/002 and 6/C/002A.

Material and functioning:

• The selection tool name and version shall be clearly identifiable for no possible confusion between different releases.

• The selection software shall be available on a website with remote access. Other access facilities are only possible in consultation with Eurovent Certita Certification. The selection software when installable must be usable under a common operating system.

• Structure of rights and rights of access to selection tool associated to a password must be made available to Eurovent Certita Certification. When rights associated to password can be differentiated, the level of rights given to Eurovent Certita Certification should be at least equivalent and cover all level of rights given to any kind and all kinds of customers.

• The selection software shall be operative as an entity with all components integrated in one software. Components in a unit that are selected with different software or any other means of selection cannot be certified.

• It shall be possible to run the software as well as the “How to use” instructions in English. Output shall be delivered at least in English.

• Conditions, characteristics and performances shall be expressed at least in S.I units.

Input data and output data of the software

• The following data shall be mandatory in inputs and outputs of the software (all these mandatory data shall be displayed in the printouts):

Editable printouts (for example .doc or .xls formats) are allowed as long as one non-editable format is available in the software (for example .pdf format).

• After a calculation the software shall be able to give in the same printout the mandatory input and output data defined above.

• The software name and its version number shall be written on each page of the printout.

• Use of the Eurovent Certified Performance mark in the software and in the printout shall be in accordance with the Certification Manual (CM).

• Applicant/Participant shall mention in each page of the printout the following sentence: “The certified performances, conditions and the certification of the software have to be verified in www.eurovent-certification.com”.

E.VI. Failure treatment

Sunset rules up to 2017 campaign only: If at least one of the value found in the selection tool(s) is not compliant with the corresponding value declared to Eurovent Certita Certification or at least one selection tool do not follow all the relevant requirements, the Applicant/Participant shall have the choice between 2 options:

- To have the selection tool(s) not certified: o The software name(s) and version(s) will not be published on Eurovent

Certified Performance website and will not be displayed on the Company’s certificate. The Applicant/Participant shall update his software before the next campaign.

o Selection tool as PDF files, table and abacus will not be available for downloading on our website. Eurovent Certita Certification shall mention in the checking report corrective actions to be implemented by the Applicant/Participant within 3 months.

- To have the selection tool(s) certified: the Applicant/Participant shall update and provide the corrected selection tool(s) for an additional checking within 3 months after the notification of the failure.

Starting from 2018 campaign:

If at least one of the value found in the selection tool(s) is not compliant with the corresponding value declared to Eurovent Certita Certification or at least one selection tool do not follow all the relevant requirements, the Participant shall update and provide the corrected selection tool(s) for an additional checking within 3 months after the notification of the failure. Then an additional selection tool checking shall happen.

If the failure is confirmed, the Participant shall be suspended until an update of the selection tool(s) is validated by checking.

E.VII. Release of selection tool out of the regular schedule

Participant shall send any new release to the checker appointed by Eurovent Certita Certification. He shall also document and make available to the checker and Eurovent Certita Certification a synthesis with all the modifications made on the selection tool (except update on pricing if applicable).

Eurovent Certita Certification shall update the certified version on the Eurovent Certified Performance website without additional cost.

After studing the synthesis with the modifications made on the selection tool, Eurovent Certita Certification shall be entitled to make additional verifications. If non-conformities are found the Participant shall update his selection tool within 3 months, otherwise the selection tool(s) shall be withdrawn from our website until the non-conformities are corrected.
