Germany: European Union supports innovative LNG-fueled hopper bargeThe EU's TEN-T Program will co-finance with over€1.5 million the construction of the first in Europehopper barge powered by LNG, a fuel that couldhelp reduce air pollution caused by barge transportservices. Hopper barges carrying sand dredgedfrom ports are most often using conventional, morepolluting fuel than accepted by the Europeanregulation for future shipping services (2050onwards). The hopper barge will be anchored in theports of Bremerhaven and Bremen in Germany.
The pilot project features the technical design of thenew barge, granting permissions to operate in theinland waterways of the port areas, as well asactual construction and testing of the barge underreal life conditions. It also includesrecommendations and best practice for a larger roll-out of this vessel type.
The action is expected to have a multiplier effectdue to the high demand for dredging in the sandy North Sea and inland ports. Using LNG-powered vessels wouldcontribute to reducing the transport industry’s impact on the environment. Furthermore, the project's findingsand solutions could be replicated on all types of inland navigation vessels.
The project, scheduled to be completed by December 2015, was selected for EU funding with the assistance ofexternal experts under the TEN-T Annual Call 2013, priority 'Decarbonisation (oil substitution or environmentalcost reduction)'. Its implementation will be monitored by INEA, the European Commission's Innovation andNetworks Executive Agency.

Finnish government funds construction of LNG terminal with 28 million euros The Ministry of Employment and the Economy has granted 27,660,000 euros in investment subsidies toHaminan Energia for the construction of a terminal at the Port of HaminaKotka’s oil and gas harbor, which willsell LNG to industry and to maritime and road transportation sectors. The subsidies shall cover at most 30% ofthe project's approved realized costs.
The Haminan Energia facility, expected to be completed in autumn 2018, will feature a 30,000 m3 LNG tankand equipment related to receiving, unloading, storing and delivering LNG. An estimated 118,000 tons of gaswill travel through the terminal each year.
“The ministry has granted investment subsidies to four LNG projects this autumn. This will launch over 300million euros in investments in liquefied natural gas terminals. The objective is to build a comprehensive terminalnetwork on Finland’s coastline, which will generate alternative sourcing options for maritime transport andindustry,” said Minister of Economic Affairs Jan Vapaavuori.
The terminal differs significantly from previously subsidized projects in that it is situated in an existing gasnetwork. This would make it possible to replace gas with LNG, and increase competition in the gas market bycreating an alternative for the gas currently imported from Russia. Moreover, the significance of the project onreliability is significantly greater than that of other subsidized projects.
A sum of 123 million euros has been allocated from this year’s State budget as investment subsidies for LNGterminals. In September, the MEE granted a total of 65.2 million euros in subsidies to three projects; MangaLNG is to build a terminal in Tornio, Skangass is to build one in Pori and Aga is to build one in Rauma.

Lidl to operate Italy's largest natural gas fleet through its 570 sales pointsLC3, a customer of CNHIndustrial's commercial vehiclesbrand Iveco, will providetransport and logistics servicesto multinational supermarketchain Lidl with a fleet of 15Stralis Natural Power heavytrucks powered by LNG engines. This new affiliation furtherreinforces the company'sposition as one of the Europeanleaders in natural gas vehicles.
As a result, starting in 2015,Lidl Italia will operate the largestnatural gas fleet in all of Italythrough its nationwide networkof 570 sales points. The trucksare equipped with Cursor 8 LNGEuro VI engines manufactured byFPT Industrial, CNH Industrial'spowertrain brand.
The implementation of this LNG fleet is managed by LC3, a leading temperature controlled transport logisticsspecialist. The 15 vehicles destined for Lidl Italia are part of a supply of 50 Stralis LNG vehicles which Iveco isdelivering to LC3.
Considered to be one of the cleanest fuels on the market, the advantages of operating a fleet of liquefied naturalgas vehicles are numerous in terms of environmental sustainability and operator profitability. With respect todiesel, natural gas significantly reduces a vehicle's overall impact on its surrounding environment (95% lessparticulate emissions, 35% lower NOX emissions and a 10% reduction in CO2 emissions) and carries muchlower costs, 20% less in comparison.

European Association January Report
Natural Gas Vehicle Association Europe
Gasnam, the Spanish Association of Natural Gas forMobility, has almost doubled its membership sinceJanuary, in a concerted bid to raise awareness amongindustry and societal stakeholders. José Ramón Freire, president of Gasnam, is optimistic about the future fornatural gas in Spain.
“Efforts by our association to contact all relevant players, also in the maritime industry, are paying off”, said Freire, interviewed last month in Madrid. “Our next step is tocontact all of the energy and transport entities in thedifferent national and regional administrations in ourcountry. We cannot yet say that all stakeholders knowwho we are and what we do, but we are sure we willreach this goal by the end of next year”.
What are the main hurdles for gas-powered mobility inSpain?
“Spain already has a good number of heavy-duty trucksand buses running on CNG in the urban environment, and is also the most advanced country in Europe withregard to LNG trucks for long-distance transport, withthe limitation being the lack of more powerful trucks. Themain hurdle is the lack of a medium to long-term visionon taxation of natural gas as a vehicle fuel”.
Is EU Directive on alternative fuel infrastructure goodfor Spain?
“The Directive is going to be of great help to consolidateand develop the different private initiatives regarding LNGand CNG stations. We are in contact with the ministry incharge, in order to give our help for the implementationof the Directive.”
How is Gasnam perceived by the government?“Our advantage is that we represent all activities relatedto natural gas as a fuel in a single organisation. Ourfeeling is that the government is well aware of ouractivities and we already have achieved a high level ofcredibility”.
Association member Gas Natural Fenosa justannounced to significantly expand the refuellinginfrastructure for LNG in Spain. Could you elaborateon these plans?
“It is a brave investment decision given the manychallenges to developing the market that still exist today. The government is a key player in the process and willhave to play an increasingly strong role to develop
natural gas as a transportation fuel. To date no oilcompany in Spain has installed an LNG station yet, whilethere are hundreds for LPG and thousands for diesel andpetrol. We see similar developments across Europe.Alternatives to oil-based fuels definitely need support toovercome the dominance of oil in transport, which hasbeen lasting for the last 100 years”.
What are your expectations for Spain’s market? Whatare the prospects of LNG as a fuel?
“Spain is very well positioned with LNG stations, asalmost half of the country’s territory is already alignedwith the 400 km distance reference between LNGrefuelling points. However, the development of themarket for gas-powered cars is still slow and willprobably stay like that for a while. The Minister ofIndustry has declared that natural gas is going to be thefuel of the future. We expect to see a trend towardsdual-fuel conversions. We are convinced LNG will play anincreasingly important role in both road and maritimetransport”.Source: NGVA Europe

Competitive fuel pricing and theneed to comply with the EU’sstricter emission standards haveestablished natural gas as a realalternative to conventional fuels, says ACER. In particular the useof liquefied natural gas (LNG) forroad transport will gain ground inthe years to come.
ACER complements andcoordinates the work of thenational energy regulators in theEU and works towards thecompletion of a single Europeanenergy market for natural gas andelectricity. The agency, amongother things, monitors marketdevelopment and coordinatesregional and cross-regionalinitiatives which favour competitionand market integration.
In this study ACER focussed inparticular on the regulatoryenvironment of the supply ofnatural gas. ACER states that themarket development of bothcompressed natural gas (CNG)used by cars and other light-dutyvehicles as well as LNG willdepend on EU policies promotingits use.
The European Union has recentlyadopted the Directive onAlternative Fuels Infrastructure, which obliges the development ofa gas-refuelling networkthroughout the EU.
This will help deliver some of theinvestment security that theindustry needs. However, uncertainty regardingthe future taxation of gas isholding back further marketgrowth. Sustained low taxation ongas in comparison to other fuelswill be necessary to supportfurther investment in vehicles andinfrastructure for natural gas,ACER concludes.
ACER evaluates the role of newdevelopments in the gas supply chainand is fairly optimistic about theneeded adaptations to accommodatethe larger use of gas in transport.
For instance, virtual pipelines, thenon-pipelined supply of CNG/LNG viaroad, rail or sea to end users, couldclose the last gaps in theinfrastructure for transport-use inthe short-term due to reducedinvestment costs compared topipelines.
Because of the existing synergieswith the use of gas in transport, further development of virtualpipelines is likely, ACER highlights, asthe combination of both applicationshelps to reach economies of scaleand increases cost effectiveness. This would stimulate consumption
while bridging the period untilstructural infrastructure changeshave been made.ACER notes that the new power-to-gas technology, currently in thepilot phase, will become fullycommercial in the medium-term.
Once the technology is fullymature, by 2022 according toACER’s estimations, Power-to-Gasplants will act as a balancing toolin the electricity market, absorbing curtailed renewableenergy.

The amount of gas used as a fuel for road transport will increase substantially in the coming years, according to a study published by ACER, the European Agency for the Cooperation of EnergyRegulators. In the study’s base scenario, ACER forecasts the amount of gas used for transport onroads and waterways to increase more than tenfold by 2025, with heavy-duty transport expectedto show the largest growth.
EU transport will increasingly use natural gas asa fuel, but investment security needed, study says

“Biomethane Day”, a meeting organized by the ItalianBiogas Consortium (CIB), Assogasmetano and NGVItaly in partnership with CNH Industrial and FiatChrysler Automobiles, was held on December 1st2014 in Isola della Scala (Verona, Italy). ItalianGovernment representatives in attendance at theevent included Barbara Degani, the Undersecretaryfor the Environment, and Giuseppe Castiglione, theUndersecretary for Agriculture. The meeting took place infront of 100 participants, including institutional stakeholders as well asstakeholders from the agricultural, industrial, naturalgas and biomethane transport sectors. It provided anopportunity to explore the event’s setting: La Torre, aZootechnical Agricultural Cooperative in Isola dellaScala. La Torre serves as a real world case study forhow the use of biomethane can improve thecompetitiveness of agricultural enterprises, developinnovation and create new jobs.Mario Guidi (President of Confagricultura), DanieleChiari (Head of Product Planning & InstitutionalRelations at Fiat Chrysler Automobiles), Michele Ziosi(Head of Institutional Relations for Europe, Africa andMiddle East at CNH Industrial) and Piero Gattoni(President of CIB) spoke during the course of the day. Each highlighted the potential of biomethane in termsof reducing CO2 emissions.Biomethane enhances the industrial sector’s expertisein natural gas, a field in which Italy is one of theworld’s leaders. It is obtained by a process of“upgrading” biogas and can be produced from animalwaste, agro-industrial by-products and cropintegration. It possesses similar characteristics tonatural gas and enables similar operation.Furthermore, biomethane can be inserted into thenatural gas network and used as an advanced form ofbiofuel for transport and agricultural machinery. In addition to these attributes, biomethane has ahighly strategic value for both the transport sectorand European environmental policies. It has thepotential to help enforce the Directive 2009/28/ECon Renewable Energy, which requires that by 2020European states achieve at least a 10% share oftotal energy consumption from renewable sources. In 2012, Italy became the world’s third strongestcountry in the field of agricultural biogas, followingChina and Germany. With €4.5 billion in investments, the country has over 1,000 systems at work indifferent agribusinesses with some 900 megawatts ofinstalled capacity – the equivalent of an annualproduction of 1.8 billion cubic metres of natural gas.A genuine chain reaction: biomethane has createdopportunities extending over a range of activities from
the agricultural machinery sector to seed companiesand farms as well as manufacturers of biogas, components, natural gas vehicles and automotiveproducts. In just a few years, nearly 12,000permanent jobs have been created and many morepositions could be generated with the approval of theimplementing rules proposed in the Decree onbiomethane December 5th 2013. The production of biomethane in the agricultural sectorrepresents an important new opportunity to increasethe competitiveness of farms, giving value to wasteand byproducts; in turn this has a significant impacton the revenues of agribusinesses. Carel Snyman (Green Transport, SANEDI – SouthAfrican National Energy Development Institute)introduced the speakers and, in the same sense, expressed: “This is the start of a golden age fornatural gas in South Africa and in the wholeAfrica. This is also the start of a new industry andwe are very excited about this.”The first speaker was Kadri Nassiep (CEO,SANEDI) who highlighted the presence ofworldwide international actors and said: “We aretransforming landscapes and the country. SANEDIis committed to this change. The transformation ispossible not only in transportation but also in jobs’creation. We have very exiting projects ongoingand our role if being a coordinator of them, takingthe best out of South Africa’s potential.”Then, Diego Goldin (Executive Director, NGVGlobal) told the audience that NGV Global is“delighted to support every new country thatcomes into the industry and help it to enjoy thebenefits of this fuel in transportation.” He added:“Natural gas is in not only friendly for theenvironment but also for people, because it allowsthe creation of new jobs, cost reductions andsavings in population s health. We are eager tohelp South Africa with standards and regulationsissues and with the introduction of our membersas suppliers.”Lennart Pilskog (Secretary General, NGVA Europe)stated: “South Africa has amazing opportunities togrow because it has the political ambition toreduce oil imports; it is near to have new oilfindings and its own shale gas reserves and LNGships arrive in Cape Town every day.”“What we have to do now is to work together:politicians, the industry, distributors andconsumers. If we do that, this sector will be asuccess in the coming years,” he concluded. At last, Gabriele Gozzi, (Former president of NGVGlobal and BoD member and responsible ofassociations with NGV Italy) focused on the greatopportunities that South Africa and Africa have formaking natural gas a mass industry and offeredto the country the whole spectrum of services andproducts of NGV Italy’s members -some of thempart of the exhibition-. “Italy is the first country inusing natural gas for vehicles. That is why we’vebeen through all the process of finding and solvingproblems. We will be glad to share with you ourtraining and expertise,” he said. After all, these keynote speakers, together withAlejandro Gardella, director of NGVCommunications Group, organizer of the event, participated in the ribbon-cutting, which wasfollowed by a welcome cocktail.
On November 18th, the first NGV and other clean fuels’ gathering in Africa kicked off. Thespeakers present at the Event Opening Ceremony agreed that this is a true landmark forthe transportation future.

The session included Diego Goldin,NGV Global Executive Director, whopresented “Natural Gas: the Fuel forSustainable Transportation”. Startingwith an overview of the associationto which he belongs, Goldin focusedon the role of sustainabledevelopment and transportation toachieve an environmental, social andeconomic well-being for present andfuture generations.According to Goldin, economicimpacts of NGVs involve creation ofnew jobs, reduced costs, reducedprice volatility, and utilization of wasteand surplus energy products; whileamong environmental impacts areair, water and soil quality, noisereduction, resource integrity, andreduction of environmental liabilities. Finally, social impacts include humanhealth, education, integration andinvolvement. The second speaker was LennartPilskog, NGVA Europe SecretaryGeneral, with his presentation“Overview of NGV Development inEurope”. He stated that methane isthe “only real alternative to oilavailable today,” as it has generatedsignificant reduction/avoidance ofCO2 emissions, significant macro-economic savings, integration ofrenewable natural gas with noblending limitations, substantialreduction of particles and NOx, andreduction in noise levels.Pilskog mentioned that there are1.85 million NGVs in Europe, mainlyin Italy, Russia, Sweden, Germanyand Ukraine. Regarding fuelinginfrastructure, he highlighted therecently published directive of the EC(aimed at the establishment of LNGstations every 400 km and of CNGstations every 150 km) and the BlueCorridors Project (with 27 industrialpartners, 100 new LNG trucks and14 new LNG stations). “We mustwork together to set standards forvehicles, emissions, fuels, stationsand safety, and generate a well-functioning market for supply anddemand of methane,” he added.
Carel Snyman, from SANEDI (SouthAfrican National Energy DevelopmentInstitute) Green Transport presented“Current Status of NGV Developmentin South Africa”. After giving anoverview of the country’s gasdevelopment, resources andproduction, he explained that futuredemand may increase use of naturalgas for transportation. “Due to itsphysical properties, large quantitiesof natural gas are transported byship as LNG. Smaller quantities areused in high pressure containerstypically at 250 bar (CNG). If SouthAfrican resources are exploitable atreasonable cost, part of it could beused as fuel for roadtransportation,” he said. Moreover, Snyman stated thatchallenges facing South African gassector continues to hamper marketdevelopment and that they requiremore infrastructure, diversification ofgas supply sources, production ofbiomethane from landfills and new
government policies to change localenergy culture towards moresustainable practices. The country“should not use natural gas or liquidfuels for electricity generation as apriority. Biogas should replaceimported liquid fuels used fortransportation,” he stressed. Finally, Joao Das Neves, ExecutiveDirector of Mozambique Autogas, presented “Regional Development ofCNG and NGV.” He spoke aboutnatural gas production andavailability in Mozambique, whichcurrently has five natural gasstations, six conversion centers and1,380 NGVs including 153 municipalbuses.Regarding direct impact of NGVs inthe region, he said: “Cheapertransportation will positively benefitthe cost of commodities andcompetitiveness of the small andmedium companies. The region willbenefit of better environment due toless pollution.”
“Worldwide & African NGV Experiences. Past, Current and Future NGV Political Programs”was the first conference of NGV2014 South Africa and took place today with Gabriele Gozzi, former president of NGV Global and BoD member and responsible of associations with NGVItaly – as Moderator.

Lahner, Market Segment Leader,Industry & Energy, at RoyalHaskoningDHV, was the first speakerwith “Small-Packaged LNG: Solutionsfor Stranded Sources and Markets.”He said that despite being slow andexpensive, conventional bulk solutionsare still “necessary and inevitable”for LNG supply chain. However, hesuggested a short-term solution withlong-term benefits through small-scale LNG appliances that includedifferent applications. He explained that conventionalsolutions require massiveinfrastructure, featuring pipelinesand large ship tankers, while small-scale LNG involves smaller, modular,scale-able and movableinfrastructure through LNG containertrucks, with shorter lead-times,smaller capital expenditure, shorterpayback periods and quick access tostranded sources. On behalf of the Swedish GasTechnology Center, MattiasSvensson, Program Manager ofGaseous Transport Fuels, spokeabout “Biomethane, the Renewableand Domestic Automotive Fuel –Technology, Market Dynamics andPotential.” His presentationdescribed biomethane as the biofuelwith the highest potential through itshigh substrate flexibility and itssuperior conversion and surfaceefficiency, including full utilization ofenergy with solutions available nowand promotional fuel value.Biomethane in transportation is onesolution to meet several urbanchallenges, giving waste treatmentan image boost while saving money, and facilitating fulfilment of urbantransport key policy issues, Svenssonsaid. He also stressed that NGVmarket has to face an oil-dependenttransport identified as a majorchallenge, and needs more gas
companies looking for new markets;clients wanting renewable transportproducts; national, regional and localinterest and policy making; andpublic-private partnerships to build abiomethane powered market. The conference also included apresentation from Eddie Cooke, ViceChairman of SABIA (Southern AfricanBiogas Industry Association).“Biomethane: Renewable EnergySource for African Mobility”addressed the slow development oflocal biogas industry with only 200digesters, and the challenges theyhave to face, including lack ofawareness of the energy, environmental and social benefits ofbiogas technologies by allstakeholders; complex administrativeprocesses for project developmentand authorization; no supportivelegal framework; lack of dedicatedfinancing mechanisms; and nostandards for safe use of biogas.Cooke also stated: “Biomethane fromregenerative biomass is a domesticfuel source that saves import of oilproducts; it’s flexible and can bestored, transported, compressed forfuel and fed into gas grids; it’s cost

Notes: The column 'theoretical monthly consumption' is calculating total monthly consumption if cars consume 180, buses 3000, trucks 800, and other vehicles 50 Nm3 per monthThere is, of course, a huge difference between different truck types. A 44 ton truck may consume up to 8000 (not 800) Nm3 per month.
