Ohio Health Insurance – Impact of Health Care Reform

Ohio’s recently enacted health care

reform is aimed at helping thousands of

Ohioans to buy and benefit from all-

inclusive health insurance. Though all the

reform proposals will take a few years to

come into effect, the state is doing everything to help those without

insurance. Ohio health insurance providers are focusing on complying with

the new law and updating plans to accommodate the changes.

Ohio – Conditions under New Health Care Law

• Limits are placed on the amount insurance companies can charge

people with diabetes, cancer and other pre-existing or chronic

conditions who purchase individual health policies through open

enrollment

• Unmarried children can remain on their parents’ insurance plan up to

age 28

• Section 125 (Cafeteria) Plans: Firms employing ten or more

employees have to provide uninsured employees the option to buy

coverage with their income before tax deduction. This would save

about 40 percent of the cost of premiums.

• Lifetime limits and annual limits on the dollar value of essential

benefits are prohibited, with the exception of “restricted” annual

dollar limits for essential benefits for plans years starting before

January 2014

• Ohio mini-COBRA” program: state continuation coverage has been

extended from 12 months to 15 months so that Ohioans who lose their

jobs can continue to benefit from federal subsidies to maintain Ohio

health insurance coverage.

• Individuals under an employer sponsored health insurance plan now

receive favorable state tax treatment for the coverage of “qualifying

relatives” and members of the tax payer’s household, irrespective of

income and support
