CCAC President’s Message Election Time CCAC it’s time to vote!! This
year we have our 2015/2016
Officers and the Bylaw Amendment on the ballot, and
it is important that every mem-
be r o f CCAC vo te s .
Remember – the direction of our organization and planning
for the next 40 years of CCAC
will be determined by the
outcome of our collective voice! Be on the lookout for
your ballot in the mail after July
21st, and our Nominating
Committee Chair must receive all voted ballots by the deadline of August 21, 2015.

CCAC Board Report The Board met via conference
call on Tuesday, June 2, 2015
and adopted our 2015/2016
budget along with two policies (Po l i cy 107 – Annual
Conference and Educational
Offerings Policy and Policy 117 – Athenian Dialogue Policy).
Policy 107, Section 4.8 has
been added to clarify our
attendee cancellation and refund policy. Policy 117 was
initiated to provide guidance
to members desiring to host an
Athen ian Dialogue. Both policies and the budget are on
the CCAC website, and I
encourage you to take the
time to read them. Personnel Changes at the League Conference Program Manager
Sarah Cuneo is no longer with the League of California Cities.
She is leaving the League
effective July 1 to pursue a Law
degree this Fall. Meghan
McKelvey will be taking over
the duties related to our City

Upcoming Conferences League Conference
The League of California Cities Annual Conference will be held
September 30, 2015 – October
2, 2015 in San Jose. September
30th at 10:00 a.m. the City Clerk’s Department of the
League and CCAC will hold a
joint meeting for the installation of officers. Following the
meeting at 10:30 a.m., there is a City Clerk’s Workshop “Ballot
Measures 101 – Everything You
Need to Know from Idea
Conception to the Vote” (CM
and MMC education point
value is pending and we will
share that information as soon
as it is available). The cost of
the one-day workshop is $125
and includes lunch. Space is limited and registration will be
based on a first-come, first serve

As I prepared to write my final Division Spotlight article as the Chair of the Southern
Division, I thought it might be helpful to revisit the goals and objectives established for the term. I chose “The Spirit of a Leader” as my theme, recognizing that at the heart of
every City Clerk is the heart of a leader. We lead our communities, we lead our staff, we lead ourselves toward higher and better aspirations. To that end, I established four goals for my term as Chair: 1) Promote the role of the municipal clerk in the administration of
government through continuous education of management, elected officials and the public as to the value of municipal c lerks as
professionals; 2) Provide educa t i on / t ra i n i ng opportunities for municipal clerks that improve the quality of management in t h e g o v e r n m e n t ;
3) Membership Director and Commi t tee wo r k i ng together to contact the members who have not renewed membership; and 4) Provide information on
current legislative changes related to the duties and responsibilities of municipal clerks.
And now, almost a year later, I’m happy to report that the Southern Division has succeeded on all four fronts. First, several of our meeting speakers this past
year have focused on increasing our value as public employees and taking risks that move us
out of our comfort zone and into the leadership zone. Second, the Southern Division has always supported increased funding for training, and we are happy to announce that in Fiscal Year 2014-15, the Division has awarded $17,500 in scholarships to its members, for
Nuts and Bolts, TTC, New Law, and the Annual Conference. Third, to increase participation of non-members, our Membership Director Bobbi Ogan, Dana Point Deputy
City Clerk, reached out to City Clerks in cities adjacent to our Divisional Meeting host cities, and personally invited non-member Clerks to attend the meetings, with the Board agreeing with her idea to offer reduced price incentives to get them there. Finally, with
so many new changes to legislation, the Board made an effort to highlight the report from CCAC Legislative Director Randi Johl (also a Southern Division member) at each of its meetings so that members were aware of what was going on and where to go to help
if they had questions.
As we move into the hot, lazy days of summer in the Southern Division, it is my pleasure to
say “we had a great year!” I can’t thank the Southern Division Board enough for their support and willingness to join me in this leadership journey. In closing, I invite everyone
to embrace The Spirit of a Leader.

This month’s member spotlight focuses on John Paul Maier, Deputy City Clerk,
Pomona, and his role as the Social Media Director for the Southern Division.
John Paul is relatively new to the Clerk profession, having joined the City of
Pomona in 2013, after working in corporate sales and administration. A 2012
graduate of Cal State San Bernardino with a degree in Economics, John Paul
commented that his degree could just as easily have been in Photography, a
“hobby” he greatly enjoys and one that lends itself to Social Media marketing
as well. Many of the photos on our Facebook Page come directly from John
Paul’s camera and you can tell he knows what he’s doing.
In his off hours, John Paul enjoys hiking, swimming, camping, and just about
anything outdoors. He’s also a former competitive runner, and there are
rumors there just might be a Southern Division fundraising run in our future!
John Paul has been instrumental in growing our Facebook following.
You Like Us! You Really Like Us!
How many of you remember that heartfelt Academy Award speech from
Sally Field, after winning her second Oscar in 1984 for her role in Places in the
Heart? Like Sally Field, the Southern Division is “really” hoping you Like us - on
Facebook that is! While we recognize that not everyone is a Facebook user,
many members regularly check the social networking site for information and
updates from groups they belong to and unlike the List Serve, you don’t have
to be a member of the League of California Cities to be our “friend” on
Facebook and share questions, concerns, compliments or kudos with fellow
City Clerks from throughout the State.
We’re taking a cue from the Northern Division, which regularly posts photos,
fun facts, upcoming education and meeting information, as well as
questions and answers from members on their Facebook page. This isn’t
intended to replace the List Serve either, but rather compliment the types of
information we get from the List Serve with more social interaction, photos
from meetings and get togethers, up-to-the-minute information on grant
and scholarship opportunities, as well as fun facts about members. Many
members have commented that their emails are delayed in filters, lost in the
spam section or they were out of the office when important List Serve
information was transmitted. For members with an active Facebook profile,
you will now be able to get updates right from your smart phone or personal
computer at home, before the information can get caught in the cyber
security technology vault often in place at City Hall.
The settings on our page will allow our “friends” to see our postings, and to
post items for everyone else to see. You will be able to tag yourself in our
photos, and post photos from our events. People who are not our friends,
even friends of friends, will not be able to see our postings. We are following
the social network policy adopted by CCAC and believe this technology will
allow the Southern Division to interact with members and non-member City
Clerks more informally, and hopefully develop collegiate relationships that
can help each of us in the performance of our duties. Look for us today by searching “Southern California City Clerks
Association”, and “Like” our page. We can’t wait to start networking.
