Past Congresses have been held in Reykjavik (1996), Amsterdam (1998), Dubai (2000), Cape Town (2002), Bremen (2004), Malta (2006), St Petersburg (2008), Perth (2010), Cork (2012) and Bruges (2014). The Association continues to unite Harbour Masters around the world and now boasts over 200 members from 40 countries. As we

Dear Friends and Colleagues,

As President of the IHMA, I’m delighted to welcome you here to the Port of Vancouver to deliver our 10th biennial congress in this wonderful Canadian setting. We are delighted to be here and my sincere thanks to the Port of Vancouver for agreeing to host the 2016 Congress, our first in North America.

The 2016 Congress will focus on port expansion and the many challenges it brings for today’s port industry, in particular the harbour master. It is therefore very appropriate that our congress will take place in one of the fastest growing, most diverse and dynamic ports on the North American Pacific Rim. The sheer volume and diversity of trades and shipping in Vancouver is truly impressive with containers, break bulk, bulk, oil and gas plus one of the busiest cruise terminals in the world.

The 2016 Papers’ Committee under the guidance of Capt. Yoss Leclerc, Harbour Master of Port of Québec, has developed a stimulating and thought provoking programme of papers that will address the main themes and sub themes of this congress marking our 20th anniversary. My thanks to Captain Leclerc and the members of his committee who have worked tirelessly to produce a superb programme which I hope all delegates will enjoy.

The congress programme will examine local and international case studies on the challenges port expansion projects bring and indeed how these challenges are being met by harbour masters today. The pressures of the harbour master's role have never been greater as their responsibilities expand along with the port. More traditional updates in marine operations, security, environment and technology are also on the agenda.

In addition to an excellent programme of papers we have an action packed social calendar to look forward to. One of the most important and effective parts of Congress is the opportunity to meet up and network on a face to face basis with colleagues from around the globe. The city of Vancouver provides a stunning setting to do so.

I would also like to welcome our many industry supporters who play such an important role at our Congress. Developments in the marine commercial world are always progressive and harbour masters need to keep up to date with these exciting new products and services if they are to deal effectively and efficiently with day to day port operations. Without the support of our exhibitors and suppliers our congress would simply not survive so please do take this opportunity to meet with them and discuss their products and services on a face to face basis.

Finally my thanks to the team at Informa who have worked closely with our host port to develop another fabulous congress event and social programme, which includes the official Congress Welcome Reception, Congress Dinner and Technical Site Tour. The latter, a trip not to be missed around this magnificent harbour.

Dear Colleagues and Guests,

Welcome to the 10th biennial Congress of the International Harbour Masters’ Association in Vancouver, British Columbia. It is our distinct honour to be the first port city in North America to host the IHMA Congress.

Vancouver is consistently ranked as one of the world’s most liveable cities. Bounded by snow-capped mountains, lush forests, river valleys and the sea – the natural setting is beautiful. The economy is grounded by diverse and strong sectors. And the surrounding community is vibrant and growing.

The Port of Vancouver, Canada’s largest and most diverse port and North America’s third largest by tonnage, connects Canadians with over 170 global economies. Automobiles, breakbulk and bulk cargo, containers and cruise passengers flow through 27 major marine terminals, three national railroads, and a full range of supporting facilities and services.

The port is seeing unprecedented growth. Increasing trade in recent years has resulted in billions of dollars invested from all levels of government and industry partners to increase efficiency and capacity of port facilities. Container traffic alone is forecast to double over the next 10 to 15 years. Added volumes and larger vessels will require us to maximize our navigation channel capacities. And new infrastructure will be needed to meet demand for future generations of Canadians.

The theme of the Congress, “Port Expansion - The Challenges”, is especially relevant to us here in Vancouver. With increased economic growth and prosperity comes environmental and social concerns about the potential impacts of port expansion. Our role as the port authority is challenging, and success requires a careful and constant balance of multiple priorities and interests.

For the Harbour Master’s department we must maintain supply chain performance, all while terminals are expanding, new terminals are being developed, and vessel sizes are increasing. The Congress is an opportunity to share best practice and consider how we, as harbour masters, can contribute to success in the face of these challenges.

The IHMA Papers’ Committee has put together a comprehensive program which offers solutions and ideas to address the theme. In addition, Congress organizers have arranged a variety of programs that will offer delegates an opportunity to enjoy social and cultural events in and around our beautiful port city.

On behalf of the conference organizers and the Papers’ Committee I would like to thank you for your support and interest. We are honoured to be the first North American “port of call” for the IHMA Congress.

TECHNICAL SITE TOUR OF PORT OF VANCOUVER

Breakfast: A breakfast hosted by the Port of Vancouver will be held in the Habourfront Ballroom at 8.30am on Thursday 2nd June. Duncan Wilson, Port of Vancouver's Vice President of Corporate Social Responsibility, will give attendees a welcome address, outline how the port is charting a course towards social acceptance and will share their mission for a sustainable future. Following this introduction everyone will be invited to enjoy a guided water-borne tour of Port of Vancouver and experience the day to day operations of the port in its beautiful natural environment.

Meeting Point: Following breakfast and Mr Wilson's introduction, site tour attendees will walk to Coal Harbour Dock (approximately 5 minutes) to board the vessel.

Dress Code: Please wear clothing and footwear appropriate for a marine environment and potentially inclement weather, including comfortable closed shoes and a rain jacket.

If you have been registered to attend the site tour there will be a green ticket inserted at the back of your conference name badge.

non-profit making professional body that unites Harbour Masters around the world.

Not only have we managed to put together a compelling and engaging technical programme but we have some extra special surprises at the networking functions to mark the occasion and celebrate this anniversary year in style. Working with the IHMA Papers' Committee across different time zones and competing work schedules could have presented some challenges but we managed the preparation process with cohesion and ease. Yoss, Paul, John and Kevin – thank you for being so generous with your time, advice and commitment in putting together such an inspiring and thought provoking programme. An extra thanks to Yoss, Chair of the Papers’ Committee, for answering emails on a range of issues throughout the past months and always having a positive solution to offer!

From there we will be able to enjoy a guided water-borne tour of the busiest and most diverse port in Canada - Port of Vancouver.
