Delivered an exceponal two and half day Instute with dynamic speakers, presenters and exhibitors in Norfolk, VA Hosted our first ever pre-Instute workshops prior to the start of the Annual Instute in Norfolk, VA Awarded scholarships to two students pursuing degrees at the University of the District of Columbia as well as celebrated our 64th Annual Disnguished Service Awards Program recognizing outstanding talent development professionals. As always, we will offer our monthly professional development programs, webinars, and a wonderful Annual Instute with a focus on the ECQs. The TOC Annual Instute (AI) will be held in Ocean City, MD, April 19-22, 2020. It will begin with pre-Instute workshops followed by two and half days of concurrent professional development workshops. Register NowThis year, TOC was proud to award North Atlantic Treaty Organization (NATO) for its work on its development of the Protec-tion of Civilians Virtual Reality Simulator. Its innovative development and design won the 2019 TOC’s award for Training Design and Development. In this webinar, join Tony Icaya, a NATO subject matter expert who helped build the tool, in a discussion about the tool itself and how it is helping to protect civilians around the world today. As you may recall from the awards ceremony in June of 2019, NATO won the award for their innovative approach to train civilians who are being de-ployed. The NATO’s policy on the Protection of Civilians (PoC) Virtual Reality (VR) Simulation immerses NATO decision mak-ers into encountering the humanitarian impacts of war and to emphasize NATO’s PoC policy during the conduct of military operations. This is an immersive VR application to place the learner into a wartime environment and allow them to encoun-ter scenarios and interact with the 3D virtual environment.

In this interactive and engaging webinar, Tony will: discuss how NATO developed the tool, including the storyboard and the close cooperation with C2 Technologies; show us the tool itself and how it works; and, describe what this means for the path of training at NATO in the future.

This program covers topics in the Innovation track. Executive Core Qualifications (ECQs) covered in this session: Leading People (Developing Others, Team Building) and Building Coalitions (Influencing/Negotiating, Partnering, Political Savvy).

All programs will begin at 11:30am unless otherwise noted.

2019 awards ceremonyhighlights

On June 11th we came together to honor members of our TOC community, recognize best practices and introduce the 2019-2020 scholarship recipients at the 64th Distinguished Service Awards.

Spencer Logan Award Our longtime registrant, board member and friend, Al Tyree, was honored with the Spencer Logan Award for his extensive and impactful contributions to the TOC community. Tragically, Al passed away just weeks before the ceremony. His lovely wife, Sharon, was able to attend and accepted the award on his behalf. You can read more about Al and his achievements in the June 2019 TOC Newsletter.

Distinguished Service Awards Each year we accept nominations for programs and practices that have made significant contributions to the Federal training community in the field of human resource development (training, education, and career development). This year we received 16 incredible nominations and were proud to recognize 7 programs in 5 different categories. Please take a moment to read about their amazing efforts on our 2019 Award Winners page on the TOC website.

Special Recognition Awards We take this opportunity to show appreciation for individuals who have gone above and beyond to make TOC programs and events such a success. Our Annual Institute Chair, Bob Stacy, and Vice Chair, Claire Gudewich, orchestrated a fantastic 80th anniversary institute. Jeanette Passons received a token of appreciation for designing our 80th anniversary logo and Bob Stacy was recognized for serving 19 years on the TOC Board (see more about Bob on pages 4-5).

2019-2020 Scholarship Gift Each year the Training Officers Consortium presents a scholarship gift to the University of the District of Columbia (UDC) Foundation. This gift provides financial assistance to two outstanding incoming freshmen who have graduated from a Washington, DC public high school, and are interested in earning a degree at UDC. Dianne Sutton, a longtime registrant and prior board member, was in attendance to present the gift to Edna King and John Smith from the University of the District of Columbia Foundation, Inc.

2018-2019 Scholars Nyshey-Alexis Rayside and Danielle S. Watson-Brown were each awarded with scholarships to further their education at UDC. Each of them took a few minutes to address the attendees with remarks of how impactful the funds will be for them. Nyshey was accompanied by her mother, Danielle Rayside and bother, Jacob Adams. Danielle shared this experience with her mother Fema Watson-Brown.

Installation of 2019-2020 TOC Officers Rhonda Carter, Ellen Roderick and Stephanie Campbell took an oath to uphold the offices of Chair, Secretary and Treasurer of the Training Officers Consortium for the upcoming 2019-2020 program year. Check them out on page 6.

The ceremony was well attended by registrants, awardees and guests who enjoyed a wonderful surf and turf meal!

Honoring Bob Stacy

On May 31, 2019, Bob Stacy “retired” from the TOC Executive Board after 19 years of dedicated service to the TOC community. He was honored during the June 2019 TOC Awards Luncheon at the City Club in Washington, DC. Bob served with distinction for 32 years in the Federal government, working for the Defense Intelligence Agency and the Office of the Secretary of Defense in Washington, DC. Bob has been a program manager, HR manager, mentor, facilitator, coach, faculty member and trainer. He provided leadership in a broad range of DoD programs. In retirement, he works as a DoD contractor, teaching leadership/supervisory development and retirement planning. Listed below are key programs Bob managed:

• Training Coordinator: Defense Intelligence Senior Executive Service/Defense Intelligence Senior Leader Program

• Training Manager: DoD National Security Personnel System

• Program Manager: DIA’s Training & Education Committee

• Assistant Director: Learning & Development, Washington HQ Services, Office of the Secretary of Defense, DoD--planning, implementing and evaluating programs supporting the education, training and development of the DoD workforce.

Bob’s dedication to the Washington, DC training community has been steadfast. His role in TOC has been extensive and of enormous value to the Consortium:

• Registrant, 1994-2019 (25 years)

• Executive Board Member, 2000-2019 (19 years)

• Program Chair, 2000-2001 & 2008-2009

• TOC Chair, 2001-2004

• Administrator, 2006-2008, 2016-2017; Assistant, 2004-2006

• TOC Treasurer, 2009-2014; Assistant Treasurer, 2014-2017

• Institute Co-Presenter: 2009, 2017

• Site Selection Co-Chair: 2017-2019

• Institute Chair: 2019 (Norfolk, VA)

Bob has served the training and development profession, the Federal government and TOC with a “can do” attitude. To quote Bob: “I want to help TOC in any way I can. My love for TOC is never-ending; family is what we are.” Bob is most likely the only Board member who has served in eight different Board positions. Sports and travel are two of Bob’s passions. He is the consummate sports fan/booster for the UMD and James Madison U. He has traveled worldwide and adores our 50th state. Bob was the 2017 recipient of TOC’s most prestigious Spencer Logan Award. He plans to continue as a TOC registrant in the years ahead. All TOC registrants, past and present, thank you for your long-standing as well as outstanding service to our community.

Welcome to our newest board member, Eugene de Ribeaux! You may also know him as the President of PTG International, Inc. He and his team work closely with another great registrant, Greg Alexander of Turning Technologies, to provide us with the feed-back tools to collect and analyze information on our programs and services. Eugene or other members of PTG’s staff have been active TOC registrants for 15 years. Since he has been helping us measure our progress with data analysis, it is only fitting that Euguene will be joining the board as the Metrics/Evaluations & Strategic Partnerships/Vendor Relations Chair.
