Pacquiao City Vice Mayor & Presiding Officer City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor City Councilor (IPMR) City Councilor (Panlungsod na Pederasyon ng mga Sangguniang Kabataan President) City Councilor (OL) City Councilor (OL) City Councilor (OL) City Councilor (OL) City Councilor (OL) City Councilor (Liga ng mga Barangay President)(OL) WHEREAS,the City of General Santos has linkages to five (5) different international sister cities and five (5) domestic sister cities to promote amity and shape stronger and beneficial friendly ties thru projects and exchangesof mutual interests in a variety of areas of concern based on economic, political, social and cultural arrangements; WHEREAS,one of the City's initiatives to strengthen and value the sisterhood relationship that General Santos City shareswith these sister cities, is the establishment of the Sisterhood Lane and displaying the flags and banners of the different sister cities of GeneralSantosCity; WHEREAS,this is an effort that shows how much the City promotes and gives importance to the alliance of mutual benefits that the City shares between these aforementioned sister cities as well as the ties of friendship, mutual understanding through exchanges in science and technology, culture and the arts, tourism, planning and other fields; WHEREAS,the center island of PioneerAvenue being the most visible and being at the forefront of the city government center is the most appropriate place for the Sisterhood Lane; WHEREAS, the Sisterhood Lane will now be considered as one of the city's points of interest in terms of tourist destination, when the international flags are waving along the PioneerAvenue; Ordinance No. 17, Series of 2019 www.spgensantos.ph Page 1 554.0475

Be it enacted by the SangguniangPanlungsodof City GeneralSantos that:

Section 1. The whole stretch of the Pioneer Avenue Center Island is herebydesignated as the site of the GeneralSantosCity Sisterhood Lane.

Section 2. There shall be twelve (12) flags and banners fixed on individualflagpoles, which represent the hereunder sister cities, to be displayed at the SisterhoodLane:

a. International Sister Citiesi. Shantou City, Chinaii. HadanoCity, Japaniii. Katherine Town, Northern Territory, Australiaiv. Manado, Indonesiav. Jersey City, New Jersey, USA

b. Domestic Sister Citiesi. QuezonCityii. NagaCityiii. BacolodCityiv. Iloilo Cityv. Makati City

c. Brunei, Indonesia, Malaysia, Philippines - East ASEANGrowth Area (BIMP­EAGA)Flag

d. General SantosCity Banner

Section 3. The Protocol Division of the City Mayor's Office shall take fullresponsibility in the efficient implementation of this Ordinance, and as such, this officeshall, but not limited to:

a. Spearheadthe construction of the flagpoles at the Sisterhood Lane;b. Take charge in the procurement and installation of the flags and banners

of the sister cities;c. Monitor the premisesof the Sisterhood Lane;d. Replace the worn-out flags and banners when necessary, from time to

time;e. Beautify/develop the Sisterhood Lane for tourist attraction;

f. Formulate development plans to improve the Sisterhood Lane for approvalof the Local Chief Executive and Sangguniang Panlungsod;

g. Draft policies for the issuance of an Executive Order by the Local ChiefExecutive, to protect and conserve the Sisterhood Lane;

h. Organize and plan programs and activities for the promotion andinformation dissemination about the sisterhood program;

i. Communicate and facilitate the communication to sister cities inpromoting programs and initiatives relative to the sisterhood agreementand invitations during the City's celebrations of special holidays, festivalsand other gatherings of the City.

Section 4. The City Government shall allocate funds, to be charged under theaccount of the City Mayor's Office-Protocol Division for the effective implementation ofthis Ordinance.

Section 5. Separability Clause.- In the event that any part or provision of thisOrdinance shall be held unconstitutional or invalid, the other parts or provisionsherewith which are not affected thereby shall continue to be in full force and effect.

Section 6. Repealing Clause. - Ordinances, rules and regulations or partsthereof, which are inconsistent or in conflict with any of the provisions of thisordinance, are hereby repealedor modified accordingly.

Section 7. Effectivity. - This Ordinance shall take effect immediately upon itsapproval.

Enacted by the 18th Sangguniang Panlungsod, City of General Santos, on its129th RegularSessionheld on June 17, 2019.
