    WHEREAS,the Local Government Unit of General Santos City encourages thedevelopment and creation of socially responsible office organizations as part of the LGU'sthrust for the promotion of productive government operations;

    WHEREAS,Section 3(b) of Republic Act 7160, otherwise known as the LocalGovernment Code of 1991, states that there shall be established in every localgovernment unit an accountable, efficient, and dynamic organizational structure andoperating mechanism that will meet the priority needs and service requirements of itscommunities, and a continuing mechanism to enhance local autonomy not only bylegislative enabling acts but also by administrative and organizational reforms;

  • WHEREAS, the effectiveness of the various services in the City of General Santosmust be enhanced through a body which will be responsible for coordinating theprograms and activities of existing units, offices, and organizations and provide functionsand services not presently performed or not adequately performed by existing units,offices, and organizations;

    NOW, THEREFORE, on motion of City Councilor Hon. Jose Edmar J. Yumang, dulyseconded by City Councilors Shandee Theresa O. Llldo-Pestefio, Jonathan T. Blando andVivencio E. Dinopol, be it -

    RESOLVED,as it is hereby resolved to enact this Ordinance:

    AN ORDINANCE ADOPTING THE NEW ORGANIZATIONAL STRUCTUREOF THECITY PLANNING AND DEVELOPMENT OFFICE

    Be it ordained by the SangguniangPanlungsod,City of General Santosthat:

    Section 1. Adoption. - The new organizational structure of the City Planning andDevelopment Office is hereby adopted, the details of which are shown in the attachedstructure which shall form part of this ordinance marked as "ANNEX Aft.

    Section 2. Composition. - The new organizational structure of the City Planningand Development Office shall have the following composition:

    Section 3. Function.a. City Planning and Development Coordinator. - The City Planning and

    Development Coordinator shall have the following functions, to wit;

    i. Undertake the mandate of Sections 113, 316 and 476 of the LocalGovernment Code;

    ii. Enforce the land use regulatory policies based on the ZoningOrdinance; and

    iii. Does other duties and responsibilities as may be assigned by theChief Executive for the SangguniangPanlungsodfrom time to time.

    b. Assistant City Planning and Development Coordinator. - The AssistantCity Planningand Development Coordinator shall have the following functions,to wit;

    i. Assist the CPDCin the discharge of official functions;

    ii. Assist in the supervision of the implementation of office plans,programs and activities; and

    iii. Does other duties and responsibilities as may be assigned fromtime to time.

    i. Provide administrative support services to the technical divisions andassist in the office administration thru:

    C. ADMINISTRATIVE DIVISION. - the Administrative Division shall have thefollowing functions, to wit;

    1) Record/Communicationmanagement;

    2) GeneralOffice correspondencepreparation;

    3) Personnel management (monitoring/ implementation of CSC/

    HRMDO/office policies);

    4) Financialmanagement;

    5) Supplies/Propertymanagement; and

    6) General housekeeping;

    d. PLANS AND PROGRAMS DIVISION. - The Plans and Programs Divisionshall have the following functions, to wit;

  • i. Formulate/Coordinate/Integrate sector plans and policies into short,medium and long term macro plans (Executive and LegislativeAgenda, Comprehensive Development Plan, Comprehensive LandUsePian);

    ii. Coordinate/Integrate Public Investment Plansand Programs (LDIP,AlP);

    iii. Prepare and recommend integrated development planning policiesand guidelines;

    iv. Assist in the analysis of the Income and Expenditures pattern andrecommendsfiscal plans and policies;

    v. Act as secretariat to the City Development Council (CDC) andprovide technical assistanceto Sectoral committees;

    vi. Assist special bodies to review targets of LGU/departments insupport to performance management and ensure that sectoralinitiatives are in accordanceto city development plans/programs;

    vii. Build development planning capability of barangays, citydepartments and other stakeholders and provide technicalassistanceto barangays on planning and investment programming;and

    viii.Promote people participation in development planning forsustainabledevelopment,

    e. LAND USE AND ZONING ADMINISTRATION DIVISION. - The Land Useand Zoning Administration Division shall have the following functions, to wit;

    i. Process and evaluate subdivision plans per BP 220 and PD 957and other relevant laws;

    ii. Process and evaluate applications for locational clearances,zoning certifications, business locational clearances andMiscellaneousSaleApplications (MSAs);

    iii. Formulate/Recommend land use policies/guidelines and measuresfor integration in the CLUPand Zoning Ordinance;

    iv. Conduct consultations or assists special bodies to ensure thatsectoral/thematic plans and development projects comply to theland use policies;

    v. Adjudicate complaints and referrals in the implementation of theZoning Ordinance;

    vi. Inspect/Monitor existing land uses, projects and establishmentsfor complianceto Zoning Ordinanceand other relevant laws; and

    vii. Act as secretariat to land use regulatory bodies (DevelopmentControl Committee, Local Zoning Review Committee and CityZoning Board of Appeals) as provided by the Zoning Ordinanceand all other relevant bodies concerning land use.

  • f. RESEARCH, INFORMATION SYSTEM AND STATISTICS DIVISION. -The Research Information System and Statistics Division shall have thefollowing functions, to wit;

    i. Serve as data center of information for the city and itsdevelopment efforts;

    ii. Recommendstatistical models/design and analytical tools for datagathering and utilization;

    iii. Facilitate the conduct of locally-initiated city census to generate acitywide baselinedata;

    iv. Integrate data sets and converts them to useful bits ofinformation for public use and support to LGUdecisionmaking;

    v. Harness current technology such as GIS based computer systemto support planning and decision making; and

    vi. Develop application systems and undertake computer hardwaremaintenance for the office.

    g. PROJECT MONITORING AND EVALUATION DIVISION. - The ProjectMonitoring and Evaluation Division shall have the following functions, to wit;

    i. Undertake regular monitoring and evaluation of all developmentproject in the city;

    ii. Recommend strategies/interventions for more efficient program/project implementation to ensure maximum use of scarcegovernment resources;

    iii. Does regular assessment of major program/projectimplementation in relation to achievement of the goals of theExecutive and Legislative Agenda, Comprehensive DevelopmentPlanand ComprehensiveLand UsePlan;

    iv. Operationalize the City Project Monitoring Committee (PMC) andprovide technical assistance to barangay and regional projectmonitoring activities;

    v. Develop local government unit (LGU) standard formats, indicatorsand timelines in preparation and submission of performancereports; and

    vi. Assist special bodies in monitoring and evaluatingLGU/department performance and facilitates LGU compliance toperformance assessmenttools.

    h. SPECIAL PROJECTS DIVISION. - The Special Projects Division shall havethe following functions, to wit;

    i. Undertake project and fund source identification, pre-feasibilitystudies preparation;

    ii. Conduct public consultations, meetings on frameworkdevelopment, social acceptability of proposed projects/programsand training needs assessments of the beneficiaries of relevantprojects;

    iii. Undertake project development and management during pre-implementation phase of relevant projects;

    iv. Monitor major project implementation status and facilitates turn-over of the project from project implementers to thebeneficiaries/users;

    v. Coordinate with relevant agencies during post implementationstage of the project for the conduct of appraisal activities; and

    vi. Provide technical assistanceto special projects funded by externalsources;

    Section 4. Funding of New Positions. - On top of the existing funded positions, theexecutive department shall include in the budget for approval by the SangguniangPanlungsod the funding for the new positions in the organizational structure of the CityPlanningand Development Office.

    Section 5. Separability Clause. - If, for any reason or reasons, any part or provisionof this ordinance is held to be unconstitutional or invalid, other parts or provisions hereofwhich are not affected thereby shall continue to be in full force and effect.

    Section 6. Repealing Clause. - Ordinances, rules and regulations or parts thereof,which are inconsistent or in conflict with the provisions of this ordinance are herebyrepealed and/or modified accordingly.

    Section 7. Effectivity. - This ordinance shall take effect fifteen days after itspublication in a newspaper of general circulation in General SantosCity.

    Enacted by the 19th Sangguniang Panlungsod, City of General Santos, on its ihRegularSessionheld on September 17, 2019.
