Antioch Arts & Cultural Foundation News Art4Schools: Lone Tree & Mno Grant Exhibit Students from two of AUSD's Elementary Schools will showcase their original artwork at the Lynn House Gallery from April 6th - April 23rd, with a reception on April 6th from 4-5:30 PM for the students, parents and the public. Somersville Towne Center Carnival - Happening Now! Last week, more than 133 pre-school aged children started spring pre-school classes. They are happy and excited as they skip through the community center to see teachers and friends! Waiting lists have been created for those who were unable to get into the program of their choice.

Day Camp registration begins soon and a variety of promotional materials were created for distribution to the school district.

Recreation staff participated in a webinar on 12 Parks and Recreation processes that can hurt your Return on Investment (ROI) a measurement designed to show the dollars invested into processes/technology. Measuring ROI has proven to help organizations reach goals by showing what can drain resources.

On Saturday, more than 55 youth finished the winter basketball clinic program. The spring basketball clinics begin on Saturday, April 9 th and all 1st through 6th graders are invited to register now. March Madness meets Recreation!

On Monday, spring adult softball leagues opened the season at Worth Shaw Sports Complex. Exercise, social gathering, and the love for baseball bring hundreds of residents together each season.

On Tuesday and Wednesday, Costco (Antioch) utilized the Nick Rodriguez Community Center for some all-staff training sessions.

Last week, the new class of lifeguards completed their first aid and CPR training.

Annual passes and water park buy outs are still selling – BE COOL BY THE POOL in 2016!

On Saturday, spring swimming lessons and family swim sessions began. Spring swimming gives youth and families a safe start to the summer season and provides training opportunities for new lifeguards.

Last week, staff completed the new Emergency Action Plan for the Antioch Water Park, which addresses comprehensive emergency response procedures and ensures a safe experience for all water park guests.

On Friday, the Community Based Instruction Class at Deer Valley High School began a work learning program at the Antioch Community Center and Antioch Water Park. Students will work two days each week performing light housekeeping duties and assisting staff.

Last week, the 2016 Summer Recreation Guide was submitted to the printer for printing and distribution. Guides will be in resident mailboxes the week of April 11th.

Senior Center Services

Last week, 384 affordable healthy meals were served through the C.C. Café. Lunch and socialization help prevent heart attacks, depression, asthma and congestive heart failure. No membership or income requirements are required to eat at the C.C. Cafe. All supplies are provided by the County for participating cafes. Staff collects the daily nutrition deposits and submits them to finance.

On Monday, staff met with Leo Fontana and Club V.P. John Fredrickson to begin preliminary planning for the 34th Annual Senior Picnic that will take place on Friday, May 20.

Last week, staff assisted Senior Club members with the set-up of a new router for the Club’s wifi. The new router will assist in speeding up wireless connections for all members.

On Tuesday, staff attended the Board Meeting of the Antioch Senior Citizen’s Club.

On Wednesday, more than 20 seniors stayed after lunch and enjoyed the movie “The Intern.”

Staff completed the 3rd quarter CDBG numbers and presented them to the Community Development Department for review.

On Thursday, AARP was on site to work with seniors on their 2015 tax returns. All available appointments were filled.

Last week, staff continued drafting the May/June Antioch Senior Center Newsletter.

To date the Senior Club has received new and renewal membership applications from 756 seniors. Membership is only $20 for the year; sign up friends and family who enjoy meeting new friends and staying active and healthy.

Eco-Happenings:

The City of Antioch is now hiring for 3 summer interns in our Used Oil Recycling Grant- Do you want to make a difference in your community? The cities of Antioch, Pittsburg and Brentwood are looking for a team of passionate and determined student interns to help run a local campaign to increase used motor oil and filter recycling rates within your community. This internship is an excellent opportunity to develop your leadership, marketing, web design, and communications skills while making a positive impact within your community and the environment at large. Interns will be required to complete a one month training period during the month of May with the internship’s official start date of June 1, 2016 through September 1, 2016. This is a part-time internship, with approximately 10 hours of work per week. The total amount of hours worked cannot exceed 300 hours. Compensation will be paid at the hourly rate of $10/hour. The majority of work will be completed remotely, with regular in-person meetings and occasional events. Deadline to apply is April 19, 2016. Housing Consultant is entering additional information on each loan to complete all fields of new Housing Loan monitoring system by CDS.

Homeless:

The next General Meeting of the Contra Costa Homeless Continuum of Care is April 15, 2016, and all are invited. We will continue with panel presentations about the criminal justice system and homeless persons. Meetings are held in the ZA room at 30 Muir Road, Martinez from 10 am -12 pm.

Drought Updates: In March, Antioch Water Customers used 35% less than in 2013. Great job everyone! This takes our cumulative total to 30.18% since last summer. Our State mandated

Contra Costa Water District (CCWD) announced that they have signed a settlement agreement with the California Department of Water Resources (DWR), which according to CCWD, will “protect its customers, facilities, and operations if the Bay Delta Conservation Plan/WaterFix (CWF), aka the ‘twin tunnels’, is built.” The CCWD News Release also states, “the agreement is an insurance policy to protect the unique water quality and supply issues raised by CCWD”. As a result of this settlement, CCWD has withdrawn its protest of the DWR Petition to Change Diversion locations proposed as part of the CWF. The documents related to this settlement are posted on the CCWD website http://www.ccwater.com/317/Bay-Delta-Conservation-Plan-Comments. CCWD Board of held a meeting on April 6th to explain the details of the agreement and respond to questions from the public.

February 2016 brought us to the end of the initial water conservation mandate issued by the State of California. The City of Antioch was required to conserve 28% based on 2013 usage through the month of February 2016. Thanks to your outstanding efforts, our total cumulative reduction since July 2015 is 29.78%. At the end of January 2016, the State extended its mandatory conservation order through October 2016. Final guidance is still being worked out as the State monitors the snow pack and reservoir levels through this winter. Please continue to conserve this valuable resource and plan on conserving throughout 2016. Outdoor water conservation will be the primary focus of the City’s program, as well as fines for wasteful practices as identified in the Water Conservation Resolution adopted by the City Council on May 12th, 2015. All Antioch customers were mailed a letter explaining the program and prohibitions, as well as 2013 monthly water usage. Examples of prohibitions are: three day per week residential outdoor watering, no watering between the hours of 9:00 a.m. and 5:00 p.m., shut off nozzles required on all hoses, and drinking water available only upon request at restaurants. Contra Costa Water District has incentives, such as residential high-efficiency clothes washer rebates, water-efficient landscape rebates and smart sprinkler timer rebates. More information on water conservation programs and ideas on how to conserve water can be found at www.ccwater.com or www.antiochwater.com. Customers who are not in compliance with drought restrictions can be reported to the Antioch Drought Hotline at (925) 779-6140.

In response to the predicted El Niño rains, Public Works has procured extra sand bags and sand, as well as ensuring staff is ready for action 24/7. The City website will have additional information about what the City is doing and how the community can better prepare for the possibility of a severe winter.

Engineering & Development Services

Almondridge East Subdivision 8880, an 81-unit single family home development by KB Homes, located between East 18th Street and Oakley Road, east of Phillips Lane and west of the State Highway 160: Staff is reviewing plot plans for ongoing new home construction and provided a punch list for offsite improvements (bond reduction purposes).

Buchanan Crossings Shopping Center, a 103,139 square foot commercial center on a 13.5-acre site located at the northwest corner of Somersville Road and Buchanan Road: CVS and Grocery Outlet stores are open for business and other building pads are in development and planning stages. Environmental clearances and USBR permitting requirements for the Phase 2 development are in progress. Staff is processing a request for reimbursement for Somersville Road widening and bond release for Phase 1 improvements.

City-owned cell sites, various locations: Staff is performing site visits and review of land leases, 100% construction drawings, consent letters, photo-simulations and related technical reports and materials for equipment upgrades and site modifications.

Laurel Ranch, a 186-unit housing development by Richland Communities, located at the eastern terminus of existing Laurel Road and west of Highway 4: Staff is reviewing the final development plan, working out design details of a regional trail, and preparing project conditions of approval.

Nelson Ranch Subdivision 6893, end of Wildhorse Road: Staff performed a site inspection and provided a punch list in response to the developer’s request for warranty bond release.

Olive Groves Subdivision, 263 single-family detached senior housing units with assisted living facility, commercial uses and open space south of Sand Creek, east of Deer Valley Road. Residential portion gated with private streets. Staff is reviewing PDP-16-01 for preliminary comments.

Park Ridge Phase I, a 123-unit housing development by Davidon Homes, located west of Canada Valley Road and east of Highway 4: The subdivision plan and map checks have been completed. A benefit district is being reviewed by staff.

SR4 (Segment 2) Contra Loma Blvd. Interchange/‘G’ Street Overcrossing Project: The project has been accepted by the State. The eastbound Contra Loma Blvd. on-ramp will remain closed temporarily for SR4 mainline construction.

SR4 (Segment 3A) ‘A’ Street/Lone Tree Way Interchange, Cavallo Road/Garrow Drive Undercrossing Project: Work continues on the ‘A’ St./Lone Tree Way and Cavallo Road Overcrossings and the new Sunset Drive from Bryan Avenue to “A” Street extension. Slope paving and sidewalk reconstruction is underway. Pedestrians and motorists are advised to exercise caution while travelling through these areas. The Roosevelt PUC (pedestrian undercrossing) was cleared of a homeless encampment last month. Staff is working with Caltrans to clear a similar encampment at the foot of the A Street westbound off-ramp. There will be a permanent left turn closure from westbound Bryan Ave. to southbound A St. on Monday, April 11. The Resident Engineer for Caltrans/ CCTA estimates a mid-June completion date.

SR4 (Segment 3B) Hillcrest Avenue Interchange and BART Tunnel Project: Work continues on the Hillcrest Avenue Bridge widening, the Pedestrian Overcrossing (POC) and the Maintenance of Works (MOW) Tunnel. The new Slatten Ranch Road westbound (WB) Loop on-ramp is open to traffic and the Hillcrest WB on-ramp is temporarily closed. Pedestrians and motorists are advised to exercise

BART Parking Lot and Maintenance Facility: Staff approved the design for a proposed 12” sanitary sewer main from the new Maintenance Facility, north of the S.P.R.R. railroad line to the southerly extension of Willow Avenue and is reviewing grant deeds for public easement dedications. Staff returned comments to BART’s Ownership and Maintenance of Utilities Agreement for storm drainage improvements.

Aviano, an approved 533 unit housing development located west of the current terminus of Hillcrest Avenue, east and north of Dozier-Libby Medical High School: Staff is working with developer on the Chaparral Park extension. Construction documents and maps for the first phase of the project have been resubmitted to the City for 2nd plan check. Staff is working with consultant on finalizing the sewer study for the South Antioch Area (Sand Creek Focus Area plus some additional properties).

Capital Improvements Division

Country Hills Drive and Vista Grande Drive Water Main Replacement: A-S Pipelines, Inc. is scheduled to commence the installation of new domestic water facilities on Vista Grande Drive from Lone Tree Way to Country Hills Drive on April 18th.

Water Main Replacement at Various Locations: D&D Pipelines has completed all work associated with this project. The work is scheduled to be considered for acceptance at the April 12th City Council meeting.

West Antioch Creek Channel Improvements: Purchase agreement documents are being executed between the City and the Twenty-Third District Agricultural Association for right of way and easements within the footprint of the Contra Costa Fairgrounds. Contra Costa Real Property Division continues to negotiate the purchase property and easements located at 1400 and 1420 West 10th Street. U.S. Fish and Wildlife is continuing to review the project’s Biological Assessment.

Water Treatment Plant Electrical Upgrades: TJC and Associates is developing additional improvement recommendations and a Master Plan level report. An arc flash study of the facility is expected to be finalized next month.

Urban Water Management Plan: Staff is reviewing the Administrative Draft of the Urban Water Management Plan prepared by West Yost and Associates.

Brackish Water Desalinization Plant: A loan application meeting between Staff and the State Water Resources Control Board pertaining to a State Revolving Fund loan has been scheduled for April 12th. A meeting between Staff and Carollo Engineers is scheduled for April 8th to discuss this phase of project analysis.

Transportation Impact Fee Study: Staff is working with the consultant, EPS, to finalize the land use forecasts and the transportation improvement list and network to be used in the traffic model. The final draft Fee Study will be presented to the City Council for public review and comments in May 2016.

Prewett Water Park Improvements: A pre-construction meeting with Sierra Valley Construction for the construction of the spray ground and the playground was held on April 7th. The contractor is submitting documentation required prior to construction. Both projects are expected to be completed in September 2016.

Pavement Management Technical Assistance Program (P-TAP) Grant: The City was awarded $95,000 in grant funding from MTC for AMS Consulting services to assist the City in implementing and maintaining the annual Pavement Management Program System by inspecting the pavement conditions of arterial, collector and residential streets and provide us with design recommendations for pavement rehabilitation projects. AMS Consulting will start the pavement survey and inspection work this month.

2016 CalRecycle Rubberized Pavement Grant: The City was awarded $250,000 of grant funding for the 2016 Pavement Management Program, which will include potential streets recommended to receive Rubberized Cape Seal treatments.

2016 Transportation Development Act (TDA) Grant: The City received $70,000 of TDA grant funding for Pedestrian and Bicyclist improvement projects for the installation of a new sidewalks and bike lanes along Carpinteria Drive from Graphite Court to Garrow Bridge. Staff is preparing plans and specifications for the project.

Water Treatment Plant

Cleaned Solar Bees out on the municipal reservoir. Solar Bees circulate the water in the reservoir; cleaning the Solar Bees prevents weeds from restricting the circulation.

Installed a new fabricated vandal cage around the river pump flow meter.

Installed a new flow meter on the discharge line of the river pump.

Installed a new wireless cabinet for the river pump and pulled the communication wire to the new cabinet.

Shut down the water plant and isolated the raw water line entering the WTP so that the distribution crews could repair the pipe line.

Public Works Utilities – Collections Division

Calls for Sewer Service: Received and responded to six calls for service from the public. Responding crews televised 455 linear feet of public sewer laterals connecting to the City’s sewer system.

Sewer Mains: Daily preventative maintenance performed on over 40,243 linear feet of sewer main lines.

Quarterly Sewer Main Cleaning: The route schedule is under review to increase inspection frequency of identified ‘hot spots’ and integrate a proactive preventative cleaning schedule for the ‘hot spots.’

Sewer Lateral Maintenance Program (SLMP): Repaired two laterals that were severely damaged requiring immediate repair. Crews also televised 13 laterals.

Manhole Inspection Program: Crews inspected 162 manholes. Manholes are inspected for loose lids, debris, locking mechanisms, and status of infrastructure for future maintenance and rehabilitation. We are updating the program and processes for integration in our computerized maintenance management system.

Sanitary Sewer Overflow (SSO) Reduction Program: Staff is working on formal inspection criteria to inspect manholes in rural areas. The use of “SMART Manholes” in strategic areas will be utilized that will alert leadership staff within the division of potential SSOs. This program will also address the need for locking mechanisms.

Closed Caption Televising (CCTV): Crews televised 235 feet of sewer main lines. The CCTV Preventative Maintenance crew inspects sewer mains to identify the condition and causes of blockages and SSOs.

National Pollutant Discharge Elimination System (NPDES): Crews removed 10.5 yards of trash and debris and from designated trash capture devices. Sprayed 0.1 acres and weed abated 6.5 acres of entry way access to channels. These activities ensure the City meets the Federal Clean Water Act requirements of municipalities discharging storm water into waterways. Proactive preventative maintenance is restricted to the months of April through October.

Public Works Operations – Fleet Division

Preventative Maintenance: 13 services on City vehicles as scheduled.

Unscheduled Repairs: 47 unscheduled, necessary repairs to City vehicles.

Public Works Operations – Municipal Marina

Marina staff received one permanent berthing application, responded to three enquiries, and gave one facility tour.

Marina staff attended annual fuel spill report training and turn-in vessel program training conducted by California Parks Division of Boating and Waterways in Stockton.

Maintenance: Removed logs and debris from the marina basin, replaced plywood decking on the main walkway on B dock and painted it with non-skid marine paint.

On 4/6/16 at 2:54 am, officers responded to the report of a vehicle collision on Hillcrest Avenue near Sterling Hills Dr. On arrival, a silver Chrysler Concorde was found to have collided with a tree in the center median at a high rate of speed. The solo occupant and driver was removed from the vehicle by citizens attempting to help render aide. The driver succumbed to his injuries just as medical personnel arrived. Traffic officers were called out and took over the investigation. The roadway was cleared in both directions at approximately 8:00 am.

On 4/6/16 at 2:16 am, an officer stopped 34 year old Deangelo Boone for traffic violations. Boone fled in a U-Haul truck as the officer approached on foot. A short pursuit ensued down the Lemontree Way and Peppertree Way alley. Boone jumped from the vehicle and fled on foot. The U-haul truck came to rest against a fixed metal pole causing minor damage to the pole and truck. Boone was apprehended by police K9 and taken into custody. Boone had a felony warrant for his arrest on top of the new charges. He was medically cleared at a local hospital and then booked into county jail.

On 4/6/16 at 12:30 am, officers were dispatched to a suspicious vehicle at B St and W 5th St. 40 year old Jose Luna was contacted in the vehicle and found to have a

no-cite warrant for his arrest. Luna was taken into custody and booked at county jail.

On 4/5/16 at 1:50 pm, Wal-Mart loss prevention observed 43 year old Eduardo Munguia taking various items including alcohol and attempt to leave the store. They made a stop on the Munguia and took him in the loss prevention office where he became upset. He pulled out a fixed blade knife and brandished it at the employees. Officers arrived a short time later and Mungiua had already secured his knife. He refused to obey commands and told the officers to shoot him while hitting his chest. Munguia eventually complied and was taken into custody. He had the knife stuffed in his waistband which was retrieved by officers. He was later transported to county jail and booked.

On 4/5/16 at 8:41 am, a subject called APD dispatch and advised he was engaged in an argument with 67 year old Oscar Martinez while in the parking lot of Hilltop Christian School located at 2200 Country Hills Dr. During the argument, the victim claimed Martinez intentionally hit him with his vehicle and fled the parking lot. The victim was not injured in the incident and his story seemed unrealistic. Officers followed up and eventually met with Martinez in the PD lobby. He gave a statement and was cited for misdemeanor battery.

On 4/5/16 at 8:30 am, officers responded to 514 W. 16th St regarding a felony assault with a skateboard. Officers learned the victim was in a dispute with 26 year old Charnell Bouchard over a bag of recyclables. During the argument, Charnell attempted to strike the victim in the head five times with a skateboard. The victim blocked the strikes with her arm and had defensive wounds. After the argument, Charnell fled and could not be located. The victim declined medical care.

On 4/5/16 at 1:41 am, APD dispatch received a silent hold up alarm from 7-11 located at 2301 Buchanan Rd. While officers were responding, the clerks called 911 stating they were robbed at gun point. When officers arrived, the suspect had already fled. Per the clerks, the suspect entered the business and pointed a black semi automatic hand gun with a laser sight at them demanding money. The clerks complied and gave the suspect the money from the register. The suspect fled the store on foot south on Gentrytown Dr. No one was injured and video was obtained from the business.

On 4/4/16 at 10:28 pm, 31 year old Huber Mesa-Gonzalez was contacted during a traffic stop at Auto Center Dr and Century Blvd for a vehicle code violation. He consented to a search of his person and 2.2 grams of suspected methamphetamine was located along with a switchblade knife. Mesa-Gonzalez was on misdemeanor probation for reckless driving and was transported to county jail.

On 4/4/16 at 10:25 pm, 26 year old Curtis Brown was contacted in the area of W 9th St and J St during a pedestrian stop. Brown was found to have an outstanding felony warrant for his arrest. He was arrested without incident and transported to county jail.

On 4/4/16 at 9:14 am, a Pittsburg PD detective called dispatch stating he was driving by a house on Matsqui Rd to see if the suspect vehicle in a residential burglary was parked at the house. He located the vehicle and requested we assist while he towed the vehicle for evidence. We stood by while the detective made

contact and arrested his suspect, 19 year old Elihu Renderos as he walked out of the house to see what was going on. Stolen property was recovered and Renderos was transported by Pittsburg PD.

On 4/4/16 at 4:06 am, officers responded to 715 Fulton Shipyard Rd for an audible alarm. The building was secure; however, 24 year old Leah Wallace was contacted in the area. A name check revealed she had warrants for several narcotics charges. Wallace was arrested without incident and transported to county jail.

On 4/3/16 at 11:03 pm, APD dispatch received a 911 call at Speed Clean Laundry locate at 317 E 18th St. The caller stated a male was shot in the head and was last seen running toward Romi's Liquors. A male was contacted at Romi’s and was bleeding from the side of his head. It was quickly determined he was shot in the head with a BB or pellet gun. The victim was in the area of the Speed Clean Laundry on his bicycle when a compact vehicle drove past him and shot at him with a BB or pellet gun striking him in the head. The victim was alert and cooperative with police. He was transported to a local area hospital as a precaution and was due to be released soon. There is little information or leads on this case.

On 4/3/16 at 9:50 pm, an officer conducted a traffic stop at Quickstop located at 1108 Sycamore Dr and contacted 25 year old Wesley Martin in the passenger seat. A name check revealed he had an outstanding felony warrant out of Walnut Creek. Martin was arrested without incident and transported to county jail.

On 4/3/16 at 7:46 pm, an officer observed 34 year old Robert Starnes run a red light on north bound Lone Tree Wy @ Hwy 4 and then proceed west bound on Hwy 4 at a very high rate of speed. Starnes exited on "L" St, where a traffic stop was conducted. Starnes was found to be under the influence of alcohol and taken into custody. He consented to a blood draw and was later booked at county jail.

On 4/3/16 at 4:23 pm, officers responded to the area of CVS on Buchanan Rd regarding a suspicious subject a caller believed stole items in the past. Officers responded and saw a male riding a bike in the area that matched the description. They caught up to the male near 7-11 on Contra Loma. During the contact, the officers believed 33 year old John Foster looked very similar to a bulletin put out by the graveyard shift on Saturday morning regarding an auto theft. Based on Foster's lengthy stolen car history and probation status, he was detained until officers were able to view the surveillance footage from the car theft. Foster matched the person in the video, including the shoes he was wearing. He was arrested and sent to county jail. It should be noted, Foster had an extremely long history of auto theft where he is suspected of taking stolen cars back and forth between Stockton and Antioch. Additionally, the victim's vehicle was recovered in Ripon, CA. The investigation is still in progress and Foster's information was passed on to San Joaquin County Regional Auto Theft Task Force to attempt to link Foster to more stolen vehicles.

On 4/3/16 at 1:28 am, 31 year old Jose Andrade was driving east on W 9th St approaching J St when he fell asleep at the wheel and collided with a parked vehicle occupied by three people. One occupant of the parked vehicle was transported to a local hospital for a complaint of pain. After Andrade collided with the parked vehicle as described above, he was assaulted and robbed of his wallet

by a group of unknown males. A group of approximately 15 people were standing by the accident scene and Andrade was unable to identify anyone responsible for the robbery. His property was not located and he could not provide any further description of the responsibles. Andrade was ultimately determined to be DUI and arrested. He sustained minor injuries and was transported to a local hospital and later released pending further investigation.

On 4/2/16 at 11:59 pm, a citizen called 911 reporting a male was lying on the ground near the AMTRAK train station bleeding from the head. When officers arrived, they contacted an adult male victim lying on the sidewalk with a significant head injury. The victim told officers he was walking near the train station on W 1st St when he was approached by two unknown males in a white Mercedes sedan. One of the suspect males was armed with a handgun and the other possibly with a metal chain. The victim was struck in the head with the metal chain and robbed of his cash which he stated at first was approximately $20 but later increased to $3000 which he kept in his shoe. The victim named someone who they claimed had something to do with the robbery. The victim was transported to a local area hospital and was in stable condition. Investigation is ongoing.

On 4/2/16 at 6:21 pm, loss prevention employees from Fallas observed two females shoplifting and attempted to detain them outside the store. The females refused to stop and a struggle ensued. One employee was punched in the face and the other was bitten on his arm. The females were able to get away with stolen property and run to their car. Loss prevention was able to photograph the responsible vehicle and its license plate as it fled. The license plate on the rear of the responsible vehicle was stolen from a similar vehicle on Sunny Ln earlier in the day.

On 4/2/16 at 6:05 pm, officers responded to JC Penney on Slatten Ranch Rd for 22 year old Garrich Roth who concealed approximately $730 dollars worth of miscellaneous clothing, perfumes, and makeup inside his backpack. Roth exited the store without paying for any of the merchandise and was detained by loss prevention employees. Roth was placed under citizen’s arrest and released with a citation at the scene.

On 4/2/16 at 1:49 pm, Target Loss Prevention called APD to report 53 year old Michael Jiles was being detained for shoplifting. Jiles was upset and attempting to knock over registers and through himself against the counter. Officers arrived and detained Jiles. He was found to be in possession of 8 grams of methamphetamine and a small amount of marijuana. He was arrested and booked at APD where he was later site released.

On 4/2/16 at 5:00 am, an officer received information that 32 year old Anthony Grande was staying in a motor home on Verne Roberts Cir. Grande currently has a night serviceable felony warrant for his arrest and is on probation. Officers went to the location and knocked on the door of the motor home. 47 year old Richard Williams is the owner of the motor home and answered the door. He invited officers inside after confirming Grande was there in the back. As they entered, two large clear zip lock baggies were found in plain view on the dining room table that contained a large amount (over a half pound) of methamphetamine. Grande was contacted in the back of the motor home with his girlfriend, 21 year old Kelly Glaze.

Grande tried to give a false name, but officers had reviewed his photo prior to contact and took him into custody without incident. Williams consented to a search of his Motor home and person. A loaded pistol was found in a front cabinet and Williams had methamphetamine in his pocket. The gun belonged to Williams, but was accessible to everyone. Williams stated they all had been smoking methamphetamine from the bags on the table tonight and forgot it had been left out prior to letting officers in. Glaze refused any statements and is currently on probation. All subjects were arrested and booked at APD. Grande and Glaze were later booked into county jail. Williams was released pending further investigation.

On 4/2/16 at 1:37 am, officers responded to Quikstop located at 2760 W. Tregallas Rd for a subject said to be breaking out the store windows with an axe. 25 year old Jonathan Craig was contacted in front of the business holding a large axe. He complied with officers orders to drop the axe and was taken into custody without incident. The front glass door of the business was smashed out and damaged. Craig was agitated and yelling that he was there to teach the clerk a lesson. Craig continued to make several statements in front of officers that he was going to "teach" the clerk a lesson and will be back to “handle this” when he gets out of jail. Craig had to be cleared medically at a local hospital due to several large lacerations he suffered to both hands from smashing the glass door. He was later transported to county jail. Officers were at this location earlier when the clerk called regarding Craig causing a disturbance over customer service. Craig left at the clerk’s request and was told not to return.

On 4/1/16 at 4:00 pm, officers were called to Kevin’s Prop Shop located at 2504 Devpar Cir to investigate a grand theft. The victim provided surveillance video of two males on his property loading an air compressor onto a trailer. The two males got the compressor from behind a locked gate on the victim's property and took it into the parking lot in front of the business. While the subjects were loading the compressor into their trailer, it fell over and they were unable to pick it up again. The subjects left the compressor and fled the scene in their vehicle. The victim heard from a friend the likely responsible was 54 year old Bradford Durham, who drives a truck and trailer that matched that of the surveillance camera footage. Officer's contacted Durham at his residence to investigate the grand theft. Durham admitted to taking the air compressor, which had an approximate value of $3,000. He was sent to county jail.

On 4/1/16 at 1:37 am, County Fire reported a female slumped over the wheel of a car in the middle of the road at the intersection of Country Hills Dr and Hillcrest Av. 20 year old Tamara Bomogat was contacted passed out in her car in the middle of the road. She was found to be intoxicated with the car in drive and her foot on the brake. Her vehicle was secured and she was taken into custody without incident. She was booked into county jail.

On 3/31/16 at 9:31 pm, the 18 year old victim was walking home on Asilomar Dr and had just arrived to the front of his house, when an unknown male drove up in a 2-door black Lexus. The male exited the Lexus, approached the victim on foot and demanded his property. The responsible pistol whipped the victim on the face, took

his iphone and fled the scene. Officers attempted to ping the victim’s phone, however it had been turned off. Officers researched their data from the license plate reader police vehicle and located a black2-door Lexus from earlier in the shift. Officers made a six-pack photo line-up with the registered owner, but the victim did not identify this vehicle owner as the responsible. The investigation is ongoing.

On 3/31/16 at 9:30 pm, 26 year old Brett Kroh and 27 year old Merci Fitzpatrick were contacted at Marie Av and Nash Av. Kroh was found to have a warrant for his arrest. Fitzpatrick admitted she had a syringe loaded with heroin in her purse when asked. Both were arrested and Kroh was booked into county jail with Fitzpatrick released pending further investigation.

On 3/31/16 at 8:35 am, 21 year old Ryan Nicaragua was contacted on a car stop on West Lake Dr. During a search of his vehicle, officers located marijuana, packaging and a scale. Nicaragua was arrested and later admitted to selling marijuana for about a month. Nicaragua was later released pending further investigation.

CITY MANAGER’S NOTES Thursday, I met with the Contra Costa Transportation Authority and the City of Martinez regarding future ferry service strategies and costs. Thursday evening, Mayor Harper and I attended the monthly Mayors Conference, which was held in Moraga. The main presentation was on the BART capital investment plan.
