venue: Dom Forum, Sala Rzeszów 17.20h panel discussion: Unconventional Gas as a Chance for Europe’s Energy Safety

Unconventional gas launched the energy revolution in the United States. It may also change the EU gas market too, diminishing gas prices and changing previous relations with EU gas exporters. 2 years ago, leading IOC’s have started shale gas exploration in Poland and in other EU member states. The aim of the panel is to determine what benefits the unconventional gas can bring to economy and energy security, taking into account the necessity to reduce CO2 emissions.

13.30h panel discussion:

Gas – a Bridge to Low Carbon Future for the EU and Neighbours? The 20/20/20 goals will be a milestone in the European efforts toward a low carbon society. Yet, enthusiasm for a tomorrow based on renewable energy must not be a distract attention from the battle of today: meeting the needs of European consumers until alternative sources of energy are ready to step in. Satisfying consumer needs today means only one thing: developing a sustained and coherent policy for the development of gas infrastructure. Natural gas is a clean, safe and reliable source. It has offered Europe a natural bridge toward her long-term goals, but it is only through a consistent gas transportation policy that Europe will be able to cross it. > Vladimir Feygin - President, Foundation Institute of Energy and Finance, Russia (host) > Maciej Kaliski - Undersecretary of State , Ministry of Economic Affairs, Poland

> Justin Dargin - Research Fellow, Harvard University, USA

> Marat Terterov - Chairman, European Geopolitical Forum, Belgium

14.55h panel discussion: Managing the Energy of Tomorrow Poland is bound to reduce its CO2 emission. At the same time, the need for energy is growing, accompanying the economic development. Poland needs to develop its renewable energy sources. The Polish transmission system has to be expanded, involving smart energy grids. The construction of smart grids shall make the building of a whole economic value chain possible. It shall become a huge innovation spur. Solutions permitting to build management systems based on telecommunication networks and smart energy grids shall be discussed during the panel. > Marcin Piasecki - Deputy Editor-in-chief, Gazeta Prawna Daily, Poland (host) > Stewart Stevenson - Minister for Environment and Climate Change, The Government of Scotland,

Windpower – the Endless Energy? Wind power represents an enormous potential insofar as it is undepletable and generally accessible. However, its use involves considerable costs and poses technological challenges, but once these are tackled, unlimited possibilities will open wide both in terms of generating and stocking energy. Surplus energy can be used to fuel CO2-free vehicles, as well as household appliances. Not only can we reduce dependence on current suppliers and preserve fossil fuels for future generations. 12.05h panel discussion:

The EU Energy Tax Directive - Time for Revision? In April 2011, the European Commission published an ambitious proposal for the revision of the 2003 Energy Tax Directive. The Commission suggests introducing a carbon and an energy element to minimum energy tax rates in the EU. It also proposes the phase-in by 2023 of fuel neutral energy taxation, i.e. consistent fuel tax rates that reflect the energy and carbon content of energy products – meaning that diesel must be taxed at a higher rate than petrol, to reflect its proportionately higher energy and carbon content. The automatic indexation of tax rates, so that rates do not lose value as a result of inflation, and the adjustment of the carbon tax rate in line with the carbon price in the EU Emission Trading Scheme have been suggested in this revision as well. > Andrzej Czerwinski - Member,

Parliament, Poland (host) > Andras Lukacs - President, Clean Air

Action Group (CAAG), Hungary

> Hans Larsen - Head of Division, Ministry of Taxation, Denmark

panel discussion: CEE in 2020 – the Long Road to Energy Diversification The panel will discuss the potential of Central and Eastern Europe to develop a proactive role in EU energy security through increased pipeline integration with the rest of the EU, and serving as a entry point for Gulf LNG. The potential development of shale gas to play a significant role in EU energy security will also be considered as well as the future of atomic energy in CEE and the renewable energy resources like biomass, wind, and solar energy. > Justin Dargin - Research Fellow, Harvard

University, USA (host) > Matthias Jochem - Vice-President, Hitachi

Power Europe, Germany

> Oleksandr Narbut - Independent Expert, International Energy Club Q-Club, Ukraine

13.30h panel discussion: Does Central Europe Face a Risk of "Peripherisation"? What are the roots of the crisis in Ireland, Greece and Portugal? Is there a risk of a spill-over to other southern member states of the eurozone? Are the rescue mechanisms (EFSF, ESM) that are being installed likely to deliver? Why is the restructuring of the Greek debt hanging in the air? What can explain the reluctance to solidarity in some member states of the euro area? What differences and similarities exist between these two groups of countries? What lessons stem from the crisis in the periphery of the euro area for economic policies in the EU member states that have not adopted the euro? > Marek Belka - President, National Bank of Poland, Poland (host) > Stanisław Gomulka - Chief Economist, Business Centre Club, Poland
