I have the honor to report as follows upon ,the business of this Department for the year ending 3 rst December I 870.

DEBENTURE. CAPITAL.

2. The whole oL the. debentures authorized under the Act 3~ Vict. 33 I were Return No. 3· issued before the close of the past year, and the funds realised under this and .fonner.: Railway loans amount with net premiums to £10,952;872 ss. Id.- Of this total there. has been expended to 3Ist·December I87o'the sum of £9,093,969 x6s. 8d., leaving a, bhlance of £ t,86 5,902 8s. 5d .. available for works of construction. :

3· 'rhe·expenditure upon the line to ERsendon and Albur.y is.about £uz,ooo, and as no portion of this line was regularly open. for traffic in I 87o, the cost in debenture capital of the lines under traffic for that year is £8,7 5o,ooo, in round .. numbers. The net revenue is £3 ro,4o8 I 3s. zd., or. 3' 55 per cent. upon the debenture capital.

4· The fluctuations in this rate have been very considerable during the six. years ending 3ISt December I87o, and as the~cost in debenture capital'0f the 254 miles open during that. period has progressively increased and may be assumed to have reached its maximum at, the close of the past year, a review of the financial position of these works appears desirable. The salient features of the returns bearing. upon this. subject are here given. ' - · ·

7 .J As regards the present system of lines it may be inferred from these tables that, apar:t from the gradual improvement of the traffic, no such speedy or permanent increase bf business can be anticipated as will enable the net revenue to equal the yearly chhge for interest; but the extension of railways under more favorable con­ditions as! to cost than were previously attainable would secure this result at a much earlier period th!tn can otherwise be looked for. In this view it is satisfactory to report that the qonstruction of the North·Eastern line now in progress w:ill cause improve­ment in this direction.

s.l A contract for the construction of tlie permanent way and works on. the first, portion of the North-Eastern line, in length 56 miles 63 chains, was gazetted on the 8th July l187o, for a sum of £305,5 58 os. 6d. being an average cost of £5,400 per mile, exdnsive of stations, rolling-stock, land, rails, chairs, and fastenings. The cost of the wHole distance from the Essendon Junction to Albury, I 86 miles, is estimated not to e'xceed £9,300 per mile, including stations, rolling-stock, and all works necessary1

for the accommodation of the traffic. . 9· The cost of the 2 54 miles open has been previously shown as £34,500 per

mile in round numbers, but on the completion of the North-Eastern line there will be 440 miles open, constructed at a cost in debenture capital of £10,725 1Ioo, or £24,375 per mile. I ·

the moneys arising from the sale and alienation of Crown lands, such appropriation being matle applicable to " the re-purchase of any debentures heretofore or hereafter to be issued I to provide for the construction of State railways ;" also to ''the making of any railways, the construction of which shall hereafter be authorized by any Act of Parliametltt."

In connection with tbe high cost of handling goods at Melbourne, which has been hoticed in previous Reports, I have to inform your Lordship that a contract for the erection of a substantial goods shea at Melbourne was gazetted on the 5th Septembdr I8Jo. The contract amount is .f:47,572 2s. Sd., and when complete there will be atfnple accommodation for the traffic of the present system of lines, as also the traffic of ~he line to Essendon and Albnry.

CAPITAL AccouNT.

q. The capital account at 3 Ist December I 87o amounted to £I 3,593,4 70 qs. 6d. This includes £2,262,936 I Ss. 2d. for interest on debentures not recouped by the

· net reven1ue of the lines ; also the cost of preliminary and other surveys, and all ex­penditur~ in connection with railways other than the yearly working expenses of the lines. This gives a capital cost upon the 254 miles open of £53,5oo per mile.in round numbers.

I 3. The claims of the contractors for the construction of the Ballarat line, to Capital Account.

which reference has been made in previous Reports, were settled during July of the past year by the payment of £6o,ooo in full of all demands. This sum included the balance of the contractors' cash deposit, amounting to £7,500, so that £52,500 repre-sented the additional expenditure under this contract on the construction of the Bal-larat line.

q. Considerable additions to the rolling-stock were in progress at the close of the past year, more especially of passenger brake-vans, iron hopper coal waggons, and sheep trucks, particulars of which are given in the Appendix. Return No. z.

than the gross revenue of I 86g. The working expenses amount to £256,6o8 48. 2d., or £3,264 IS. 6d. in excess of the working expenses for the previous year. The net revenue is, therefore, £3 I 0,408 I 3s. 2d., or a decrease; as compared with I 86g, of £53,8oo in round numbers. The percentage of expenses to receipts is 45·26 per cent.; in I 869 the percentage was 4I ·oz per cent. The items of revenue and expenses showing this result are here given :-

16. The number of passengers carried in 1870 is I 1 Ig2,474, or I63,977 in excess of the number carried for the previous year, and the decline of £2 z,ooo in the receipts from this traffic is attributable to reductions of the passenger fares and to a considerable falling-off in the average distance travelled by each passenger in 1870 as compared with I 86g.

17. Third class fares on the Murray and Ballarat lines, which were in operation at the close of 1869, were continued to Jgth September I87o. From the 2oth Sep­tember these fares were discontinued, and the mtes for first and second class passengers were reduced fully 20 per cent. Considerable reductions were also made on the passenger fares of the Williamstown line during a portion of the year. The following is a comparative summary of the passenger traffic fbr the two years :-

20. The tonn~ge carried in I 870 is less than that carried in I 869 by 29,350 tons; but of this decrease 1 8,ooo tons must be allowed for the free carri~ge of fuel, sleepers,· and other stores i.uid·material for the use of the-stations; or-for the -repair of the permanent way. Up to 31st December I·869 'this tonnage :was included in the total traffic; -but the··continuance of this practice is not desirable, since it unduly swells the tonnage, and shows the revenue per ton per mile· at ·a lower amount than would result from the· actual· rates charged. On a comparison~' of the ;two years, therefore the falling··off. in paying tonnage may be taken at II,ooo-tons:in round numbers. · '

. ~~· It further appears from the following table· that the receipts have fallen off entirely 1or _through traffic; the revenu<; under 'the ~ead of "all other stations'' being /ully equal m I87o·to that of the previous year, and -the aggregate of outwards and mwards_ tonnage under that head being IO;ooo tons more in 1870 than in I869.

' 2'5· The train mileage for I 870 shows a reduction of 42,609 train miles as compared with I 869, and there ~as consequently been a' decrease of about £2, Ioo on coal, wood, water, and other items· of running expenses. There is also an item of £3,009 for compensation in I869 which does not appear in I87o, so that the total reduction on these heads is £5, 100. From this has to be deducted an increase of abot1t £2, 8oo in the cost of repairs to engines, tools, &c., making the aggregate decrease of £2,279 7s. 6d. previously show-n in the cost of locomotive power.

2 6. The increase of £1144 5 I 6s. on passenger traffic charges is made up chiefly of additional cost of reiJairs to carriages, expenses at Melbourne station, and compensation to officers whose services have ·tJeen dispensed with.

2 7. Notwithstanding the falling-off previously mentioned of I I ,ooo tons in the goods traffic, there is an increase of about £1,3oo in the goods charges, which js accounted for by an additional cost of repairs and working expenses of waggons, and by an increase of expenses at the Melbourne station. In explanation of this increase it should be stated that in I87o.a much larger proportion than in I869 of the total Melbourne tonnage is upon the Williamstown line, and, from want of space, the cost of handling upon this traffic is exceptionally heavy. The Melbourne tonnage also for I 870 does not include so large a proportion as in I 869 of goods carried from one line to another, which tonnage, although properly shown as outwards or inwards at Melbourne, is not reaJly handled there.

0 MuRRAY LINE. Revenue Account.

Murray Line.

28. The gross revenue of the Murray line is £331,933 I Ss. 4d., or an increase Return No. 9·

of £3, I I I 6s. sd. upon the revenue of I 869 ; but the working expenses, which in I 869 were £I34,25o IIS. 7d., or 40·83 per cent. upon the receipts, have advanced in 1870 to £139,745 3s. 4d., or 42·1o per cent. The net revenue is consequently £I92,1 88 I ss., being a decrease of £2,383 ss. 4d. as compared with the net revenue of I 869. 29. The number of passengers carried is 241,6 p, or an increase of 34,290 upon the numbers carried m 1869. The falling-off here shown in the passenger receipts of £3,176 1 I~. 7d., notwithst~nding the ~ncrease of numbers carried, is accounted for by th~ r~ductwn of fares preVIously mentioned. The ~ee1·ease of revenue·has taken place prmCipally at .Melbourne and Sandhurst, as shown m the following return.

30. This table shows that t'1e increase of passengers has taken place chiefly at Revenue Account.

Sandhurst, and it may be inferred from· the reduction of the average distance travelled, Murray Line.

from 58 miles to 43 miles per• passenger, that this increase. was .principally for short journeys. On reference to the .time tables, it is_·.ascertained that there was con-si,derable excursion traffic between Sandhurst, Harcourt, and Ravens1:rood ; but the increase of passengers from th·is and other causes;· although,it ·has t~nded to swell the .receipts, ·was not sufficiently large to compen~ate for the.reductwn of fares on the aggi·egate traffic of .the line; : . . ·. : . . . . -

31. From Ist January to 2oth- September, when third class fares were discon­t_inued, and first and second class fares were reduced 20 per cent., there was an increase in th~ number carried, accompanied by· a decrease of revenue ; but -the rate of this increase ai1d decrease was very much greater a£ter the reductions than before, as is shown by the following table:-· ·

32. As tot neral policy of these changes there can be no doubt that the extended use of thir class carriages would have added greatly to the working expenses, and as similar traffic results could be attained by a large reduction of first and .second ~lass fares, the adoption of this course was decided upon. Although this reduction is .at0nded, in the first instance, with a. conside:r:able falling-off -in tp_e receipts, H must tend to promote the traffic,· and it may be expected that the gradual increase in the numbers carried w'ill bring the revenue up to its.previous amount. ,

33· The receipts on account of the carriage of goods and live stock show an increase of about £8,ooo ; and making allowance for the free tonnage previously mentioned as excluded from the returns of I 87o, the proportion of which on the Murray line is about I 6,ooo tons, this increased revenue represents an additional tonnage carried of about 22,ooo tons. The revenue of the stations for I 869 and I 87o is here given :-·

37· Notwithstanding that these reductions are followed by a decrease of £I,6o8 rcls. in the passenger receipts for the year, the result as shown by th.e increase of passengers is very satisfactory. The passenger revenue on this line is of com­parativelij small amount, but it has not been marked by the fluctuation attending traffic for

1 longer distances; and from the effect of these reductions in swelling the

number of passengers. carried it is only reasonable to conclude that a permanent ,suburban !traffic is being developed which will speedily recoup the temporary loss of revenue consecluent upon the first coming into operation of the low fares.

Although there has been a greater or less decrease of traffic at some of the twelve intermediate stations here mentioned, there has been an increase of revenue at others, as Lal-lal, Lethbridge, Little River, and the W erribee, so that the revenue of the intermediate stations is about the same for the two years. The rate per ton per mile on the aggregate tonnage for the two years has not materially altered, but the mileage per ton has been reduced from 5T99 miles in I869 to 49'5I miles in 1870. This is accounted for by the increase of 9,ooo tons in the outwards traffic of inter­mediate stations taken in connection 1"\-ith the decrease of 2o,ooo tons in the outwards traffic from Mel~ourne, Geelong, and Ballarat, as shown in this return.

4 7. On each of the lines there has been a greater or less decrease in the average Return No. I 5· distance of each journey for I 870 as compared with I 869, and on the aggregate passenger traffic the average distance travelled per passenger is 22'08 miles, or three miles less than in I 869.

48. The proportion of return to single tickets has not materially altered among first class passengers, but among second class passengers on the Murray and Ballarat lines it has increased about I 5 per cent., arising on the MmTay line from a large inter­mediate traffic at Easter, when excursion fares were published between Ravenswood, Harcourt, Sandhurst, and Castlemaine, for the use of various friendly societies. On the Ballarat line also excursion tickets for the use of schools were issued at Christmas between Ballarat and Geelong. ·

49· There is an increase of 8,598 bales in the quantity of wool arriving at Return No. 21.

Williamstown for 1870 as compared with the previous year, but at Melbourne and Geelong there is a decrease of 7,231 bales, so that the increase of revenue is about £400 on the aggregate of the wool traffic.

REPORT OF THE ENGINEER-IN-CHIEF UPON WORKS OF CONSTRUCTION, AND UPON THE MAINTENANCE AND REPAIR OF THE PERMANENT WAY.

I have the honor to report that the way and works of the Victorian Railways were maintained in efficient condition during the year 1870.

The total cost of maintenance in 1869 was £5o,791 os. 5d., and in 1870 the total cost was £53,552 IfS. 8d., being an increase on the cost of maintenance in 1869 of £z,761 14s. 3d. This increase is made up.of two items, namely, wages £z,o83 17s. 4d., and stores £677 16s. IId. The increase of wages was caused partly by a very wet season, and partly by the adoption of the eight hours' rule.

The number of sleepers replaced in 187o was 39,810, and in 1869 the'number was 31,768. . I .

The number of train miles run in 187o was I,II6,zl8, against 1,158,8z7 in 1869, showing a reduction in the number of train miles run in 187o, as compared with the previous year, of 4z,6o9 miles.

The works of the North-Eastern. Railway and of repairs to the Eseendon line were much delayed by the very wet weather which prevailed last year. The progress made however ·was, under the circumstances, satisfactory.
