Reason for the Change:During construction, it is anticipated that centrifuge cascades will bephysically installed in the process buildings prior to the Feed andWithdrawal facility being operational. It is desired to have the option tobegin conditioning these cascades with UF6 using feed and withdrawalcarts. Discussion and evaluation of this activity needed to be added to theIntegrated Safety Analysis Summary since this is an activity that is notcurrently addressed.

Removing events from Appendix G that do not contain any informationother than non-classified information repeated from elsewhere in theIntegrated Safety Analysis Summary is an administrative change and wasdone to eliminate the unnecessary repetition of unclassified information inAppendix G and to avoid having to make revisions to Appendix G that donot involve classified information. The other administrative changescorrect minor errors, provide consistency, or provide clarity.

Reason for the Change:The statement "Follow-on fire may occur" is not relevant to a fire event.The changes in the event description resulted from an NRC request foradditional information (FP-10), which requested information affecting thelikelihood of the sequences, such as the distance between the fuel tanksand buildings, tank sizes, tank protection measures, and expected heateffects on adjacent structures. In developing the response, the IntegratedSafety Analysis Team concluded the events would not be explosive innature because of the use of diesel fuel only, so the major concern wouldactually be a fire event. This was documented in USEC letter to the NRC,AET 05-0007, dated March 5, 2005. The description of events PB6-5 andIP6-5 were changed accordingly, but the deletion of the parentheticalstatement referring to a follow-on fire was not made. Formatting andeditorial changes were made to conform to document control standards.

Additionally, the Security Program and the Operations Security Plan wererevised to remove the requirement to have cognizant security agency finalapproval of the Operations Security Plan.

Reason for the Change:This temporary exclusion would allow isolation of the area for constructionactivities to be performed by uncleared personnel without escorts andwithout the controlled access area access control requirements, which areunnecessary during this time. Additionally, as discussed with NRC andDOE staff on January 8, 2013, two commitments were incorporated intothe Security Program as approved by the NRC on February 8, 2013.

Thekeyboard, video, and mouse switch on the Operator Diagnostic Unit Carts#1 and #2 were also upgraded.
