MARK YOUR CALENDARS O ur next General Membership Meeting is scheduled for Wednesday October 27, 2010, at Sangster Elementary School from 7-9 p.m. In addition to the election of Directors, the membership will be voting on an amendment to the Articles of Incorporation, an amendment to the Bylaws and an increase in annual assessments. For more information on these items, please read the articles contained in this edition of the Tallyho. PROPOSAL TO INCREASE ANNUAL ASSESSMENTS The Board of Directors completed a study determining the necessity and amount of reserve funds needed to repair, replace and restore capital components of the Association. For the purpose of this study, the Board determined that the capital components consisted of the roads/parking spaces, sidewalks/curbs, playground equipment, mailbox housing structure, the bus stop shelter and the entrance signs. The results of the study show that, at current assessment rates, the Association is not fully funding the reserves. In order to comply with Virginia law, the Board must either address this issue by properly funding the reserves or disclose to potential buyers that the reserves are not fully funded and special assessments may be necessary. Fall 2010 To correct this issue the Board is proposing to the membership that it approve, at the general meeting on October 27, to set the annual assessment at $ 828.00 per year beginning in 2011. This would break down to $69 per month (a monthly increase of$11.25). an effort to eliminate this confusion, the Boardis bringing to the membership. to be voted on at 'the annual meeting on October 27. the 'following amendment to the Articles ofIncorporation:

That Article VII, Board of Directors, paragraph2, be rewritten to read: The Directors shall beelected by the membership, as specified in theBylaws, and shall serve a term of one (1) year.Any vacancy occurring in the Board ofDirectors shall be filled by the affirmative voteof a majority of the remaining Directors,though less than a quorum of the Board ofDirectors. There shall be no ex-officioDirectors.

PROPOSAL TO AMEND THE BYLAWS

At our last annual meeting, the membershipdecided that the Association should maintainthe requirement for two signatures on eachcheck issued. In order to comply with thedesires of the membership but eliminateproblems associated issuing a check when thePresident or Treasurer is on vacation or has anunavoidable absence, the Board is bringing tothe membership, to be voted on at the annualmeeting on October 27, the following proposedamendment to the Bylaws:

Article 8, Section 8 Duties, Subsection (a)President, last sentence be amended byremoving the words "all checks and"andArticle 8, Section 8 Duties, Subsection (d)Treasurer, first sentence be amended byremoving the words "all checks and"andArticle XIV, Miscellaneous, be amended byadding:Section 2: Check Signature Requirements: Allchecks issued by the Association shall he

signed by two (2) officers of the Association.

NOMINATIONS SOUGHT

Nominations are being requested for the201012011 Board of Directors. If you wish tovolunteer to serve please contact a member ofthe nomination committee or any boardmember. Not sure if you want to volunteer?Nominations are allowed from the floor at ourannual meeting on October 27.

To be effective as a Director and Officer of theAssociation. a nominee should be able tocommit 2-3 hours a month for meetings andhave basic computer skills such as e-mail andusing Microsoft Word. However, the mostimportant quality a prospective candidate canpossess is a genuine desire to serve andimprove our community.

RESULTS OF POLL

A poll was conducted in July to assist the Boardin determining the preferences of themembership concerning decks and porches.Less then 57% of the membership (74 out of130) responded to the poll. Results to thequestion about allowing all homes to havedecks is 35% of the membership said yes, 20%said no and 45% provided no opinion. Resultsfor the question to allow porches: 24% said yes,31% said no and 45% provided no opinion.Detailed results along with comments from themembership are available as part of the August2010 minutes of the Board. PRESIDENTS MESSAGE

Your Board of Directors consists of twoindividuals who have served as Directors in thepast and two individuals who were serving as aDirector for the first time. All are volunteers.For anyone who volunteers their time andenergy you are aware that many things areaccomplished and are important to theorganization but not necessarily noticed. Thereare also things that are both important andnoticed but not necessarily remembered. Iwould like reflect on the accomplishments ofthe Board of Directors:

The Blizzard of200912010: Residents andBoard members were thrown into the thick ofthings quickly due to the record snow stormsover the past year. Many residents assistedothers in the community and the Board tookaction to minimize the cost by negotiating newguidelines with the contractor for the plowingservice. These actions .limited the cost of snowremoval this season to $20,000.

Guideline Review: This process was started in2007, and continued in 2008 and 2009. Workwas done by residents, ArchitecturalCommittee members and various Boards. In2010 the Board completed the review,published the draft guidelines, and held ageneral membership meeting to discuss them,performed a poll of the membership throughthe mail, further amended the proposedguidelines and adopted them at the AugustBoard meeting. These guidelines will go intoeffect on November 1,2010.

Documents Review: Due to changes in existinglaws, this Board reviewed the governingdocuments of the Association and adoptedchanges to policy resolutions, created a records

policy, created reference binders for eachofficer to assist next officer, adopted changes toour disclosure package (provided at the sale ofa home) and proposed additional changes to thebylaws and Articles which the membership willbe voting on at the general meeting on October27.

Contract Renewals: This year two contractscame up for renewal, snow removal andcommon area maintenance. The Board solicitedbids and will vote on them at our October 14Board meeting.

Reserve Study: In accordance with Virginialaws, a reserve study was completed. This studyincludes the roads, playground equipment,sidewalks/curbs, bus shelter, mailbox housings,tree trimming and entrance signs. Results ofthis study will be available at the annualmeeting on October 27.

As you can see, it has been a busy year for themembers of this Board. Two of the members,Len Kreitzberg and Steve Sergio have decidednot to run for election again. Both have servedon the Board for many years and we aregrateful for their service. Perhaps you willconsider volunteering for positions in theAssociation.

IS TREE PRUNING.INTHENEARFUTURE FORORANGE HUNTSQUARE?

The Board ofDirectors has solicitedbids for trimming thetrees that line ourstreets and sidewalks.Our specification ofwork specifies

perimeter pruning to a height of 14 feet.Expecting that an acceptable bid is receivedand approved, the community can expect to seetree pruning happen sometime over the wintermonths. More information to follow as itbecomes available.

Please remember that ourposted speed limit is 15miles per hour.Exceeding the speed limitincreases the time neededto stop your vehicle.

PARKING RESTRICTIONS

Please be aware that in addition to commercialvehicles, the Association prohibits vehicles thatdo not have a current registration sticker ontheir license plate or a current inspection stickerfrom parking within the Association property.

SECTION 1 PLAYGROUND UPDATE

The Board has contracted to install two springtoys and to replace the swings that are missing

in the playground forsection one. The vender iswaiting for the spring toysto arrive before schedulingthe installation date.

VOLUNTEERS NEEDED

Don't really understand how the ArchitecturalCommittee operates? Do you have a few hoursa month you can donate? That's all it takes toserve on the Architectural Committee. Thecurrent committee members have alreadyvolunteered to serve one more year (will makea total of3 for each of them) but they can useassistance. Please consider volunteering andcontact a member of the Board or sign up at theannual meeting to be held on October 27,2010.

EDITORIAL

I suppose that since I am currently serving as aDirector on the Board, that I am in the positionof having to explain my actions regarding thisBoards proposal to increase annualassessments. Many of you may recall that inJune of 2008 the Board of Directors hadproposed to increase the annual assessmentsby$19 per month. You will also recall that Iwas a major voice opposing that increase.

As a homeowner, I opposed the 2008 proposalbecause I believed that the Association had notdone enough to minimize expenses and failedto perform a better reserve study. When thatincrease was defeated, that same Board, and allBoards since, looked at methods to minimizeexpenses. The single most cost savings measurewas accomplished by changing trash/recyclingcompanies - a savings of around 10,000 peryear (done in 2008). Additional savings wererealized by members volunteering their timeand energy to serve on the ArchitecturalCommittee, painting curbs and trimming trees.More savings were realized by making minorchanges like reducing the size of the couponbook slightly so printing costs were less .:Additionally, in 2010, a reserve study wascompleted that included more capitalcomponents then the 2008 study and reflectedprice savings due to the decrease in the cost ofpetroleum products (gas, asphalt, etc.).

Now the Association is once again asking foran increase in assessments. However instead ofthe $19 per month increase asked for in 2008they are only asking for an increase of $1 1.25

per month. As a homeowner I am supportingthis increase, not because I am on the Boardthat proposed it, but because the Associationlistened to the membership and cut expenses.Unfortunately, these actions just weren'tenough to completely cover the shortage. Asyour neighbor and as a member, I urge you tovote in favor of increasing the annualassessments.
