ASPE has been making changes to

programs. Some of the changes are

ASPE Connect, webinars, and a

new website. ASPE Connect is a

forum to ask questions about the

plumbing industry where answers

are posted to the question very

quickly. Webinars are hosted by

ASPE at no cost or discounted cost

to members about a variety of top-

ics. In addition, the website is being revamped to

make finding things easier. I

As you may already know, ASPE is having the Sym-

posium in Pittsburgh this year, October 24 to 27. The

Symposium has (40) technical sessions. Investigate

the technical sessions and make plans to attend the

topics that interest you. The technical sessions are in

five tracks, Code& Standards, System Design &

Equipment Exploration, Sustainability/Construction,

Legionella/Water Quality, and Fire Protection & Life

Safety.

The chapter currently has three ambassadors to help

get new members acquainted with chapter events.

The ambassadors help new member joining our chap-

ter to learn about our organization, where/when meet-

ings are held, whom to contact for assistance, and

what our chapter has to offer. If you are interested in

being an ambassador, contact a board member.

The chapter is looking for volunteers who want to

give back to the ASPE. This can be as a member of

the golf committee, product show committee, AYP

committee, WOA committee, and board positions. If

you want to volunteer, we have a position you can

help with.

I look forward to seeing you at our Product Show and

Symposium on October 17 at the Clarion in Essing-

ton, PA.

LEGISLATIVE NEWS NJ adopted the 2018 National Standard Plumbing Code with state specific amendments on September

3rd. A grace period of six months applies from the adoption date where you can submit projects under

the 2015 version. Check out the code here: http://epubs.iapmo.org/NSPC/2018/ and see here for

amendments: https://www.state.nj.us/dca/divisions/codes/codreg/pdf_regs/njac_5_23_3.pdf Refer to my

Summer 2019 newsletter article for a list of notable changes. The code can be purchased through IAP-

MO.org/NSPC in digital or print formats.

The new Philadelphia Plumbing Code was adopted on October 1, 2019 and will allow a six month grace

period to submit projects under the old code until March 31, 2020. The new code is based on the 2018

International Plumbing Code, with some provisions from the 2004 Philadelphia Plumbing Code re-

tained to address existing infrastructure (i.e. single stack drainage design).

Major changes include: expanded use of non-metallic pipe, energy efficiency and water conservation, use of pipe bursting meth-

odology and materials, separation of sanitary and stormwater drainage lines, updated minimum plumbing facilities calculations,

elimination of building traps on storm only drains. For further details on each of these items, plus additional items of note, please

It’s October and my favorite time of the year. Weather starts to cool off.

Leaves change color. Eagles are on the TV. What else can be better after the

hot summer!

Halloween is around the corner and in my opinion, one of the most fun days of

the year. Candy, dressing up in costumes, spending time with friends and fami-

ly. What beats that?!?

Though the origins of Halloween go back millennium as the day marked the end

of summer and the harvest and the beginning of the dark, cold winter, a time of

year that was often associated with human death. It was believed that on the

night before the new year, the boundary between the worlds of the living and the dead became blurred. That

night was October 31 and it was believed that the ghosts of the dead returned to earth… The ancient Celtic fes-

tival of Samhain came to be where people would light bonfires and wear costumes to ward off ghosts. In the

eighth century, Pope Gregory III designated November 1 as a time to honor all saints (as many other Catholic

holidays were aligned with other religions); soon, All Saints Day incorporated some of the traditions of Sam-

hain. The evening before was known as All Hallows Eve, and later Halloween. Over time (some would say

due to commercialism), Halloween evolved into a day of activities like trick-or-treating, carving jack-o-

lanterns, festive gatherings, donning costumes and eating sweet treats.

Now most of us are used to the jack-o-lanterns and spooky aspect of Halloween. We’ve all probably sat and eaten a tub of

popcorn while watching horror flicks like Halloween, Friday the 13t or Psycho in our basements. They are pretty scary and

they most certainly get our hearts racing and sometimes leave a lasting impression.

Somehow, I always am reminded of all the scary movies I’ve seen when I am at my most vulnerable. That’s usually when

I am in the basement or crawl space of some old building doing a survey when no-one is around and could hear me

scream!!! Am I alone in all this?

Most recently, I recall being in the basement of an old mansion in Wilmington doing my survey thing. I had to go through

a labyrinth of stairs and doorways into a crawl space area to survey a kitchen above. I didn’t have good plans of the

basement, so I had to keep going back and forth, upstairs and downstairs to get my survey notes right. There was one

section of the basement near where I was working where there was a tunnel that went to an exit hatch hundreds of

feet away. My flashlight didn’t reach the end. I started imagining something, anything coming my way. (I bet you

are laughing right now!) It just felt wrong and the air felt colder than it should have been, so I finished my work and

boogied on out of there. I

quickly wrapped up what I

was doing and swiftly ven-

tured back to daylight to

meet the team upstairs who

later told me that the build-

ing was reported to be haunt-

ed. Nothing happened while I

was there that day… BUT I

tell you what, I am not sure I

would go back down into

that basement again without

back up.

Signing Ceremony for New Philadelphia Plumbing Code

September 17, 2019

My comments today will be those of thanks. There were many that felt we would never at

his point in our City's history and I would like to thank some of the people who make this

historic code change possible.

Mayor Kenny, I would like to thank Mayor Kenny for having the vision to establish this

Board and recognize the value it could bring to the citizens of this great City. That this Board

can protect the health and economic well being of all Philadelphians.

Deputy Mayor Lazer, for working to assemble the Board, carefully exploring the correct

cross section of Members.

Councilperson Sanchez, for never taking this goal off of her radar screen and keeping a

watchful eye on the process to ensure everyone's interest were protected.

Commissioner Perri, Commissioner Perri will go down in this City's history as the

first Commissioner to make the decision not to kick the can down the road and not

take the easy way out and meet this challenge head on. Without Commissioner

Perri's guidance and leadership we would not be here today.

John Kane and Plumbers Local #690, John Kane is without question one of the most

progressive and forward thinking Labor Leaders that I have ever known. I am grate-

ful to John and Local 690 for their unwavering and ongoing back up and support.

Chief Code Official Elizabeth Baldwin, for bringing this task across the finish line and

for always seeking the opinions of the Plumbing Industry and continuing to try make

L&I as user friendly to the Plumbers and the entire construction community as possi-

ble.

Retired Deputy Commissioner Fink, Mike and I have worked together for many years although some of those years may not have been the

smoothest, Mike's professionalism and resolve certainly helped us to get to this point in the City's history.

The Staff of License & Inspection, The Water Department Staff, The Streets Department Staff,

Who all played a big role in this process and never stopped offering their resources and support.

A whole host of Groups and Associations, Groups such as Jim Maransky and the Building Industry Association of Philadelphia,

The Philadelphia Chapter of The American Society of Plumbing Engineers and The International Code Council just to name a

few. I would like to extend our appreciation in particular to Shawn Strausbaugh from the International Code Council.

Shawn's assistance coupled his knowledge and background proved to be an invaluable asset.

The Plumbing Industry, Thanks to all of the Plumbing Industry Groups and individuals who had the confidence in me to make me

their spokesperson and alloy me to represent them and for their continuing and ongoing support.

The Plumbing Advisory Board, I would like to thank each and every one of the Board Members for their dedication and contribu-

tions of time and expertise to build a Code that we are all proud of. I would like to thank the Board for putting up with me for

over fifty meetings and countless emails and phone call for almost two years. It has been mentioned that I have not always been

the easiest person to deal with.

Finally to my Family, I am truly blessed to have a loving and supportive family. Thank to my two sons, and it should come as no sur-

prise that they are Plumbers just like their Grandfather before them and their Father. It is not true what they say about teaching an old dog

new trick as I continue to learn from them everyday. Last, but certainly not least, thanks to my lovely wife, Debbie, who has bearded the

brunt of my frustrations and exhilarations through this process.
