JULY 4TH SPIRIT! The 2016 Boat Parade was a huge success with approximately 16 boats participating. Thanks to everyone that decorated their boat and showed such creative spirit and zest for the 4th of July!! A special thank you to all the military presence on the boats with their enthusiasm and patriotism.

HUGE ANNUAL MEETING RESPONSEThe Association held its annual meeting on Saturday, July 23rd. If you weren’t able to attend you missed a great meeting. It was encouraging to see so many new residents eager to help out around the lake. We also welcomed back the long-time residents still inspiring us to plow on wth our mission.
The major portion of the meeting included a review of the Watershed Restoration Plan. If you want to know how Pleasant Lake is faring today and how the continued growth in the watershed will impact the water quality, look at the FBE presentation now on our web site. There are also a number of reports available on the web site that go into a lot of the detail behind the FBE presentation. 2016 NH LOON CENSUS RESULTS
from the Loon Preservation Committee in Moultonborough, NH
This year, 526 observers covered 121 of New Hampshire’s lakes during the annual count on July 16th, about one third of the lakes that LPC surveys and monitors annually. The census turned up a few surprises this year including a late nest on Ossipee Lake. Horn Pond in Wakefield was added to our list of census lakes, and participants on Streeter Pond celebrated the first-ever count of loon chicks there (in at least 40 years)! A total of 445 adult loons were tallied, 3 immature loons and 74 loon chicks. Better weather this year probably contributed to a greater turnout and a slightly higher number of adult loons observed this year than last.
The census happened 8-9 AM on July 16th on all the lakes. Pleasant Lake participated and our observers counted 5 adult loons + 1 chick that morning.
Canoe / Kayak Launch at Veasey Beach Park.
The canoe/kayak launch at Veasey Beach Park has been permitted by the DES.! Our PLPA president, John Duffy, attended the VBP commissioners meeting in July to discuss the launch.! The BOS would like for them to be ready to open the launch by the end of July.! They were very open to the PLPA’s comments/concerns about education and training of invasive species getting into the lake. They were provided access to NHLakes Lake Host web site and given Andrea's contact information.! The commission shares our concerns about maintaining the quality of the lake. Holly Martin will also be checking with Andrea to see what we can do together to help the VBP commission.!The VBP commission is equally concerned about having (or not having in this case) an attendant for the launch and parking area.! This has not yet been funded.!The VBP commission is trying to do the right thing for the residents of Deerfield and again share our concerns about water quality.! More information from the town itself is needed about how they plan to fund it to make sure no invasive weeds or animals piggyback on kayaks and canoes into the lake.

WATERSHED RESTORATION PLAN by Ann Scholz
The Steering Committee for the Watershed Restoration Plan is currently reviewing the final draft. Thank you all for attending the annual meeting to hear the presentation by FB Environmental. In addition, a special thanks to those who were able to stay and participate in one of the four focus groups. Your comments and suggestions is what will make this plan valuable for years to come. The final plan is expected shortly after comments are received and will be available on our PLPA website for your interest.
The Grant Agreement and affiliated paper work is in place for our Governor and Executive Council approval for receipt of the Watershed Assistance Grant (WAG). As previously mentioned, the PLPA will receive $90,000 to be used to reconstruct Gulf Road from NH RT 107 to just past the dam. Construction is currently planned for August 2017. The NH Fish and Game Department and the NHDES Dam Bureau will work with us to address this stormwater runoff issue. A team effort will provide results beneficial to all users of the lake. Although $90,000 sounds like a lot of money, in roadway construction, it doesn’t go far. We’ll need to find a way to minimize cost on materials (e.g. subbase and base course aggregate, drainage structures and pipe), landscaping (e.g. plants, stone, turf establishment), and potential tree removal and stone wall restoration. The next round of EPA Section 319 funding is now being offered by NHDES. We will be working with FB Environmental to submit a preproposal for additional grant money. This will be used to address identified shorefront residential properties that are a significant threat to Pleasant Lake water quality. Direct shoreline areas are typically among the highest for pollutant loading given their proximity to lakes and desirability for development. The 2015 shoreline survey of Pleasant Lake found that 74% of the shoreline parcels received high disturbance scores (! 10, which indicates shoreline conditions that may be detrimental to lake water quality). Your future cooperation for improving the shoreline will be important.

2016 FINS ’N FUN FISHING EVENT IS HISTORY! The Labor Day Weekend saw the 8th Annual PLPA Fins ’n Fun Fishing Event come to a close with 13 participants submitting 18 entries into three categories for trophies, ribbons and certificates. Whether it be a 6” Sunfish, an 8 3/4” Large Mouth Bass, a 20 3/4” Small Mouth Bass, or a 20” Large Mouth Bass, every participant is guaranteed an award! A complete list of participants/entries can be found on our website.
Needless to say, a good time was had by everyone from the anglers themselves to the sponsoring grandparents! Pleasant Lake has the water, it has the fish! Not sure why we don’t have more participation. Details regaring the 2017 event will be posted in a future Ponderings.

Mooring Permit Petition Update

The mooring petition for Pleasant Lake was sent to the Commissioner at the Breau of Safety in Concord, NH in late August. The Commissioner accepted the petition and posted notification of a hearing in The Manchester Union Leader as well as the state website. The hearing was held on October 6, 2016 at Deerfield Community Church at 2:30 p.m. Christopher Casko from the Bureau of Safety for the State of NH, presided over the hearing which lasted approximately two hours. The turnout for the hearing averaged about 50-60 attendees.
Mr. Casko conducted the hearing, listening and recording testimony from both the pro and con side of the issue. A power-point presentation focusing on safety issues with the mooring field was given by the committee of the PLPA who initiated the petition in July 2016. Other testimonies focused on the growth of the mooring field, the conditions on Gulf Road, the boat launch, parking enforcement, swimming, boat traffic and moorings that fail.
Those that opposed the petition, gave testimony of the history of the mooring field and their belief that the factors that are affecting overall safety are not mooring field related. At the conclusion of the hearing, Mr. Casko stated that the commissioner would review these findings as well as testimony that has been sent to the state by other interested parties that many not have attended.
Once his review is complete, he will issue a decision in the latter half of November. PLPA will keep you posted as to that decision.

2016 LAKE HOST FINAL FIGURES 2D(=*11D(I'&%9+(
We have successfully completed the 2016 Lake Host Program. We were extremely fortunate to have had the support of NH Fish & Game this summer which controlled the parking lot at the boat launch on weekends. They were there every weekend & the holiday. This was a very difficult year for them since they had to be consistent and break the bad parking habits of boaters. Many tickets were given out. The Deerfield Police Department has also been tremendously supportive of the Lake Host Program and assisted with the parking issues on Gulf Road. All of this support made the job of the Lake Hosts (conducting boat inspections and educating the boaters of issues regarding Aquatic Invasive Species) much easier.
• Thankfully we qualified for $2,300 in grants through the NH Lakes Association.
• We collected and sent to the DES 16 hitchhiking weeds. One of those collectioned was Variable Milfoil.
• We logged 839.5 volunteer hours compared to 763.25 in 2015. That is 76.25 hours more, so a big THANK YOU TO ALL THE WONDERFUL VOLUNTEERS. These volunteers give up some of their time to protect everyone’s investment on this lake.
• The Paid Lake Hosts cost was $4,434 in 2016. This total includes our grant money.
• We inspected 2942 boats compared to 2667 boats in 2015. This is very important since our grant money s based on the # of boats we inspect each year.

Supplemental Paid Lake Host Funding The PLPA has filed a petition with the Towns of Deerfield and Northwood to add to the funding for paid Lake Hosts. Each town is being asked to provide $2,500 to the fund which should double the number of paid host hours. We will be meeting with the Select Boards to present our case in October and hope to have the funding request added as a warrant article at the town meetings in the spring.
