As you know, this column often mentions the weather in its first paragraph. So, what do we say about the “storm of the year” on Monday, September 8th? The magnitude of damage from the storm that lasted less than three hours was unbelievable. How and why that storm decided to “park” over Washington Street, we’ll never know. What we do know is that many homes in the PDCC community had extensive water damage, and the Association common area did also. Since our common area is at the intersection of California and Michigan, and since there was a huge amount of water streaming down both streets, there was nowhere for the water to go but inside the recreation hall, office, north wing, courtyard, and pool/spa area. The damage was severe in the pool area; both pools and spa were closed from Monday the 8th through Thursday the 11th, to allow time for cleanup and replacement of pool pumps; the pumps were shorted out by the rising water. Officials in the City of La Quinta called this storm a “700 year storm”. Let’s hope they are right on the timeframe.

Construction work is continuing on the Carlos Ortega Villas, a senior housing project to be built on Avenue of the States, and managed by the City of Palm Desert. Look for the feature article about the groundbreaking ceremony in this edition. We welcome the Villas to our neighborhood.

We hope that you will attend our October 16th Meet the Candidates night for the Palm Desert Council election. Several candidates have confirmed their attendance. This is your opportunity to address your City concerns to them. The Association board is hosting desserts and beverages, so please join us that evening.

The City of Palm Desert celebrated the start of construction on a new affordable housing project with an August 12th groundbreaking ceremony that included elected officials, housing authority representatives, city staff and representatives of the development community.

Carlos Ortega Villas is a 72-unit affordable senior housing project that is being built on approximately four acres located just west of the intersection of Avenue of the States and Washington Street. Earlier this year, the Palm Desert City Council approved a $15.4 million contract with Optimus Construction Inc. for construction of the development, which is scheduled to be completed in fall 2015.

The project is named for former Palm Desert City Manager Carlos Ortega, a respected and beloved community leader who served Palm Desert for more than 30 years before his untimely death in 2009.

Speaking at the groundbreaking ceremony, longtime Palm Desert City Council Member Jean Benson described the event as a proud day for the City of Palm Desert. She said the project, and the much needed affordable senior housing that it will provide, will add to Ortega’s already impressive legacy. That legacy includes the critical roles that Ortega played in the establishment of Palm Desert’s former Redevelopment Agency, the development of the City-owned Desert Willow Golf Resort, the creation of the Palm Desert campuses of Cal State San Bernardino and the University of California, Riverside, and the generation of more than 1,800 affordable housing units in Palm Desert.

City Manager John Wohlmuth told attendees at the groundbreaking ceremony that Carlos Ortega Villas would be a flagship project for Palm Desert, adding that the project’s unparalleled commitment to energy efficiency, conservation, and sustainability will set it apart from the City’s previous affordable housing developments.

Wohlmuth said Carlos Ortega Villas has been designed and is being built with the intention of creating a “net zero” development, which means that the energy used by the buildings will be roughly equal to the amount of renewable energy created onsite.

The buildings have been designed to reduce energy usage, including orienting the buildings with minimal east/west exposures to take advantage of passive heating and cooling. Remaining energy needs are handled by renewable energy sources, including solar panels that generate electricity and solar thermal panels that produce hot water.

Wohlmuth said other special features include covered porches, carports, and water conserving desert landscaping.

“Carlos was one of a kind and I believe this unique project will serve as a fitting tribute to him and his memory,” Wohlmuth said.

As the owner of a local insurance agency and a resi-dent of one of our many golf-oriented communities, I make it a habit to ask my new clients if they own a golf cart. I ask because experience has taught me that the majority have never given golf cart insurance a second thought. Let me address some common questions I’ve heard repeatedly from my clients:

• Will my home or auto insurance cover me with its liability and personal property coverage? A golf cart is not covered as personal property and is only covered for liability (i.e. injury or loss to someone you have harmed) while you are playing golf. This is a good benefit as many people don’t own their own golf cart but use one provided by the golf course. This is very limiting though for those of us who drive our own carts to the golf course and for transportation around our neighborhood.

Our cities here in the Coachella Valley are somewhat unique in that they allow us to drive on many of the streets without any special requirements, putting us in the mix of pedestrians, bicyclists, and motorists, so it is imperative to be prepared for this risk.

• Why should I spend money on a policy the State doesn’t require? Many people will

obtain only what is mandatory, but this will not make the negative impacts of an accident or theft go away. Someone will pay the price whether it’s the responsible party, the harmed party who can’t collect from the person responsible, or an insurance company. The good news is that even a golf cart policy that is loaded with all the types of available coverage (e.g. liability, medical payments, comprehensive, collision, uninsured motorist bodily injury and property damage) is very inexpensive! For example, the premiums my clients pay range from $12 to $100 per year depending on the coverage selected, and the value of the golf cart. A small expenditure equal to about one round of golf can provide peace of mind, and will make a huge difference if there is ever serious injury, damage or theft.

• Shouldn’t I just buy liability coverage since I don’t want to be sued if I injure someone or damage their property? While liability coverage is essential, it is also important to insure for yourself as you would have others insure for you. We would all like to think that if someone damages our golf cart and possibly injures us, they will pay for our losses. Unfortunately, many don’t have insurance coverage, leaving you to either pay for your own losses or go to the effort to sue the individual. It is advisable to obtain a large amount of bodily injury liability insurance (e.g. 250/500 thousand) so you can have the same amount of uninsured/underinsured bodily injury coverage to protect yourself from the person who injures you but who doesn’t have insurance or very little of it, such as the State minimum requirement.

In my opinion, the uninsured/underinsured bodily in-jury coverage is the most important coverage to have on the policy. You will then have coverage for not only medical bills but pain and suffering, lost wages and long-term care services. Let’s face it; if you and a car get tangled up on the street; you will be the one going to the emergency room – not the driver of the car!

While you cannot be assured of not being in an ac-cident; you can ensure your golf cart accident is in-sured!

Community Emergency Response Team (CERT) training is a positive and realistic approach to handling emergency and disaster situations. CERT promotes readiness, self-sufficiency,

teamwork, rescuer safety, and doing the greatest good for the greatest number of

people. Students learn basic disaster medical care, light search and rescue, how to organize themselves during a disaster, manage utilities,

and extinguish small fires.

CERT is a FREE 20-hour class, delivered over the course of five days. Certification

and a free CERT Kit are awarded to those who complete the 20-hour course. Class size

is limited to 40 people and is available on a first come, first served basis. If the class is full,

California voters will consider a $7.545 billion water bond this November, following bipartisan action by the Legislature and Gov. Jerry Brown in August.

I encourage you to learn about the compromise mea-sure, which will appear as Proposition 1 on the November ballot.

The current drought has underscored the fact that we need a comprehensive, statewide water plan to create a more resilient water system and meet the coequal goals of improved water supply reliability and ecosys-tem health. The supporters of Proposition 1 believe it will advance such a plan by funding programs and projects throughout the state to help secure our water future.

The proposition was five years in the making and rep-resents a downsized replacement for the $11.14 bil-lion water bond previously set for the ballot. The larger bond, widely viewed as too large to be approved and postponed twice by the Legislature, was repealed with passage of legislation putting Proposition 1 on the bal-lot.

Titled the Water Quality, Supply and Infrastructure Improvement Act of 2014, the new bond measure provides funding for new surface and groundwater storage projects, regional water reliability, sustain-

able groundwater management and cleanup, water recycling, water conservation, watershed protection and safe drinking water, particularly for disadvantaged communities. Gov. Brown, lawmakers and supporters of the bond view it as a critical funding component for a comprehensive, statewide water plan for California.

At its September 9th board meeting, the Coachella Valley Water District Board of Directors passed a resolution in support of Proposition 1. The resolution notes that California’s severe, multi-year drought shows the need for improvements to the state’s water system.

The bond is supported by a diverse array of interest groups, including organizations representing water, agriculture, the conservation community, labor and business. The measure also was unanimously sup-ported by the Association of California Water Agencies (ACWA) Board of Directors on Aug. 19.

I have to chuckle when I hear or read that someone has “perfected” a comput-er system which can think. Oh, it can “react” as it is taught, it can gather data and in a sense, that is learning. It can even store huge banks of information, and draw on those so fast it seems magical, but when it is all said and done, a computer can only do EXACTLY what it was programmed to do, or caused to do from our immediate input... which is a product of our amazing minds. So what’s my point? Ummm, let me think about that. -fhs

The human mind is an amazing thing. It starts out as a cell in the soup from which we develop. In a very short period of time it blossoms. It becomes a Memory and Instinct device capable of understanding ever advancing tech-nology, ever illusive love, ever confusing opposite sex logic. Any Mom will tell you the kids are born with talents, attitudes and personality which cannot be denied. The human mind and its mechanism, the electro-chemical brain, is astounding. One thing at which our brains seem to be very good is associat-ing words, phrases and sounds to images. Let me list some phrases and if you read each by itself, slowly, say it out loud, you will have a slide show of seemingly disconnected images, which mosaic into a mystically telling image of our individual lives. No two of us will see the same things! Yet all of us can identify! Here, try these phrases, words, groups;

Honey, look and see if I remembered to turn on the coffee pot, please. Honey, wait! We can’t leave. I have to go back in and see if I remembered to turn off the coffee pot.The theme from Dragnet. (Did you hear that?)Situations which utilize these words: Subcutaneously, Daily Units, Policy, I.C.U., Ciprofloxacin, Medicare, Meniscus, Catheter, patho gens.What did I come out here for? I needed to do something…I remember when I could do that / I don’t remember when I could do that.All this food and nothing to eat / All these channels and nothing to watch.That cop was just a baby. You think he was a real cop? A wee boy!Hey!!!! I may just have figured out how to “text” our grandson.Oh, look! It’s that girl… that used to be on… oh, you know, that show… with the guy…I know you know, she used to be married to that guy … oh, what’s his name, you know, he was the big guy in that movie with the other guy… you know… tall and I just watched the news. Hospital, Eisenhower Medical, Medicare Hotline, Dr. Oz…The Law and Order “Boink Boink” (Hear that?)Where are my glasses?Let me tell you a story… back in my day…This anchor girl dresses so unprofessionally… just look at her. Where is John Cameron Swayze when you need him. (Wait ‘till you see the weather girl!)I’ve come out here three times to take my meds, and I’ve cleaned the kitchen counters, wiped down the windows, re-arranged the refrigerator, made a shopping list, eaten twice, but I still haven’t taken my pills. I’m not in my second childhood, what-do-ya-mean? Oh, careful there, you’re gonna knock all my Hotwheel cars in your Teddy Bear collection.

I am sure by now you can add a hundred more to this list. The images flash quickly from one to the next, like a ten-frame-each-image compilation at the end of a movie.
