Kiwanis Club ‘pirates’ up forannual Boardman Hallowe’en party

After eleven years, theBoardman Kiwanis Club has thekinks worked out of putting on aHallowe’en party for 650 to 800kids. The 24 club members all pitchin to help co-chairs Diane Wolf andPam Docken make it happen. TheRiverside High School Key Clubstudents decorate the 27 doors atthe high school and assist with theevent also. Kathie Goad is the ad-visor of the Riverside Key Club.Morrow County Unified Recre-ation District provides a grant of$1610 so the Kiwanis can purchasecandy through Boardman SelectMarket at preferable rates.

The Kiwanis members andother community volunteers dressup in costumes and hand out apiece of candy to each child at eachof the 27 doors from 6:00 to 7:30pm Hallowe’en evening. Even theBoardman Chief of Police partici-pates! Children from babiesthrough age 12 are welcome to par-ticipate.

A favorite this year will be a fake“graveyard” complete with soundeffects. This will be sure to raisethe hair on the back of anyone’sneck!

This year, the theme is “Piratesof the Columbia”. The children(and parents, too!) can purchase ahot dog, bag of chips and a Pepsifor $1 at the event.

The Kiwanis Club of Boardmanhas been active for eleven years.Their motto is “To serve childrenof the world”. Some of theirprojects include providing dictio-naries to each third grade studentin Irrigon and Boardman each year,scholarships for college-boundRiverside graduates; Easter EggHunt, Rollin on the River, woodbundling for Boardman MarinaPark, Christmas with Santa, recog-nizing Windy River Elementarystudents who have achieved a 4.0

gpa or have perfectattendance with asmall gift, and pro-viding blankets forout-of-home placedchildren.

For the eighth year, BoardmanQuilt Club is holding their QuiltShow at the Port of Morrow onOctober 12th & 13th, from 10 am to4 pm.

A featured quilter displays someof her quilting projects; this yearthe featured quilter is Boardmanresident Pam Sandlin. She startedquilting with the Boardman groupin 2008. She grew up sewing buthad never quilted until she joinedthe Boardman ladies. Pam will bedisplaying a dozen quilts that shehas made for her grandchildren andfamily. “I enjoy quilting as a hobby,it’s fun to see it become some-thing,” says Pam. She likes the clas-

sic quilts; she tries to personalizeeach quilt for whomever she is giv-ing the quilt to.

Anyone wishing to display aquilt at the show can bring theirquilt on Thursday, October 11th at1:00 pm to the Port of Morrow. Aregistration needs to be filled out.

The chair of the quilt show thisyear is Katherine Sparks, who looksforward to more vendors at theshow. “We’ve designed a Coun-try Store with all kinds of sewingitems, material etc. to purchase forquilting,” she says. A display willbe set up of antique sewing ma-chines, tools, buttons and otherartifacts for viewing pleasure.

There is a $3.00 admissioncharge; lunch is $5.00, with pie andcoffee extra. A raffle for severalquilts is available and many doorprizes.

The Boardman Quilting Clubconsists of members from Prosser,Irrigon, Stanfield and Boardman.They meet each Monday from 9:00am to 1:00 pm at the Boardman Se-nior Center. Each member bringstheir own sewing machine, projectand sack lunch. Ten to 15 mem-bers meet each Monday. For themost part, each member works on

her own project, but occasionallythey work on a group project orhave instructional classes.

The group has donated quiltsto the Columbia River Ranch,Martha’s House (Hermiston) andMorrow County Sheriff’s Office

for kids in distress.The group likes to travel to other

quilt shows, particularly in theirquilted Suburban vehicle! The cardisplays an ad for this year’s QuiltShow. Recently they had a retreatat the Prosser Bed & Breakfast and

quilt shop, called The Sewing Bas-ket. They stayed overnight andworked on wall hanging projects.They had so much fun, they’vealready booked their reservationfor next year in May.

CAREER DAY-2012Riverside High School and the Boardman

Chamber of Commerce are coordinating Ca-reer Day on Wednesday, October 17. Werecently asked local businesses to partnerwith an RHS senior for a job shadow experi-ence. This will introduce students to a vari-ety of career and job opportunities.

The students will spend the morning withtheir selected business observing daily busi-ness operations and activities. Unlike a fieldtrip, where the student would simply visitthe business, job shadows are structuredso that the students play an active role withhands on learning.

The sponsoring businesses and stu-dents will then meet at the Port of Morrowfor the monthly Chamber luncheon and theemployer will introduce their students andeach student will share their job shadowingexperience. Lunch will be prepared by JudyScott’s Chuckwagon and the cost is $10.00per person.

The Chamber has sent out post cards in-viting businesses to participate. If youhaven’t already, please send in your post-card so that we have ample time to schedulestudents to job shadow your businesses. SAGE STORE- Call for artistsCalling all local artists!

The Boardman Chamber of Commerce isproud to announce we will be opening up aretail space in the highly anticipated SAGECenter coming in March 2013. The Store atthe SAGE Center will offer a variety of prod-ucts ranging from souvenirs, artwork andgifts. The Chamber hopes the store willexpand the SAGE Center experience, con-tinue education and enhance the knowledge,appreciation and enjoyment of Boardmanand the Port of Morrow.

To enhance the visitor’s shopping expe-

rience, the Chamber would like to sell origi-nal and handcrafted, local art work, not lim-ited to pottery, photography, jewelry etc. Wewill be contacting local artists to submit theirartwork for consideration to be sold in TheStore at SAGE Center and would like as manyoptions as possible.

the forum on Oct 22nd and met the candi-dates in person!

As election season is in full swing, wewant you to be involved in selecting theright person to represent our community.Therefore, the Boardman Chamber of Com-merce will be hosting the Candidate Forumon Monday, October 22 at 7:00 p.m. at thePort of Morrow Riverfront Center.

We will begin the forum with a threeminute opening statement by each candi-date followed by a brief question and an-swer period. Each attendee will have the op-portunity to write their questions and sub-mit them to a committee that will organizethe questions, ensuring that duplicate ques-tions are not asked and that they pertain tothe office the candidate is running for. Eachcandidate will be allowed two minutes toanswer the questions.

At 8:00 p.m., audience members will havethe opportunity to visit one-on-one witheach candidate.

The Chamber has invited the MorrowCounty Commissioner candidates, theBoardman Mayor candidates and the City

We will bepicking up trash along Front Street andBoardman Avenue and hopefully moreplaces depending on the number of peoplevolunteering that day. The organization thatbrings the most volunteers and working themost hours will receive $100 for their organi-zation, 2nd place will receive $75 and 3rd place$50. We supply the garbage bags, you bringyour gloves.

The Morrow County office of USDA/NRCS has been approved for a Russian Olive Control projectwith funding provided by the Environmental Quality Incentives Program (EQIP). EQIP is a voluntaryprogram that provides technical and financial assistance to growers and landowners who want toinstall measures to protect the soil, water, air, and other natural resources on their working land. The project area includes farmland and pasture land between Bombing Range Road on the east,Bombing Range on the south, I-84 on the north and the western boundary of sections 14 and 23;land in the Boardman City limits is excluded. Program sign-up and eligibility must be completedby October 31.

A brief informational program will be held Tuesday, October 2 at the Port of Morrow beginning at7:00 pm for interested landowners. The presentation will give an overview of the project area,suggested control actions and eligibility requirements for the EQIP program. Where were you born and raised?

I was born in Portland, Oregon and raised in Lebanon. After high school graduation, I

went on to study Business Administration/Accounting in college. My family instilled in

me the importance of community service and participation in local government.

What made you re-locate to Boardman?

My husband, Kevin Toms, and I moved here to be closer to my in-laws, Stan and Linda

Toms. We love this community !

What made you decide to run for Mayor of Boardman?

I missed serving in local government and was approached by several citizens to run for

mayor. I previously served as Mayor of Metolius, Oregon for seven (7) years and I have

a very solid background in city government. After attending several Boardman City

Council meetings, I felt that I had something to offer to the citizens of Boardman as far

as my experience and knowledge of city government.

What type of City Government Experience do you have?

Metolius City Clerk - Served on the Metolius Budget Committee - Member of the

Metolius Planning Commission - Metolius City Councilor - Mayor of Metolius for 7

years - Member of the Oregon Mayors Association Board - President of the Oregon

Who is Sandy Toms?

Morrow County Ambulance Serviceis in need of additional volunteer driv-ers in all areas of the county, EmergencyMedical Services (EMS) Director RustyEstes has announced.

“Our volunteer drivers are essentialto the District’s Ambulance Service,”says CEO Mike Blauer. “We would notbe able to operate around the clock with-out them.”

Ambulance drivers take call from 6p.m. to 6 a.m. on the days they sign upto cover. “The volunteers set their ownschedule,” Estes said. During the timethey’re on call they must be able to ar-rive at the ambulance station and be enroute within six minutes. Volunteer driv-ers are paid $2.40 per hour for the timethey are on call, and receive a small sti-pend each time they respond. Becom-ing an ambulance driver involves com-

pleting a one-day training class (heldon Saturdays and Sundays), passing abackground and fit-for-duty test, andriding along on five ambulance runs asan observer.

“It’s a simple and great way to helpfill a needed service for the community,”says Herman Winter of Heppner, who’sbeen a volunteer driver since 1981.

Wayne Huwe, of Irrigon, also a vol-unteer driver for more than 20 years,echoes that statement and says he en-joys driving the ambulance, and adds,“It’s giving back to the community andknowing you’re helping people.”

The Boardman Urban RenewalAgency voted Tuesday, Septem-ber 4th to explore adding an UrbanRenewal District and to make lan-guage changes to the existing Cen-tral Urban Renewal District. Theplan is to get costs from consult-ants to conduct a feasibility studyfor including property in the south-west portion of the City into a newWest Urban Renewal District. Ad-ditionally, the Urban RenewalAgency will get costs for makinglanguage changes to the existingCentral Urban Renewal plan.These changes would include in-frastructure improvements onproperty in which development isbeing proposed.

In just two years Oregon’s PaintRecycling Program reaches overone million gallons!

Portland, OR – PaintCare’sAnnual Report for Oregon’s PaintStewardship Program boasts a30% increase in the paint recy-cling program’s second year. Morethan 600,000 gallons of leftoverswere collected during the secondyear. The program has collected1,079,136 gallons of leftoverpaint throughout Oregon sincethe program began in July 2010. The report reveals that the Or-egon pilot program, the first of itskind in the U.S., has shown signifi-cant increases in both the collec-tion of latex and alkyd (oil-based)paint as well as the public’s gen-eral awareness of the program.

In the second year, PaintCareset up 11 new drop-off sites to im-

prove the convenience for bothresidents and businesses whohave paint to recycle. There arenow a total of 102 drop-off sites inOregon, and 94% of all Oregonianslive within 15 miles of a PaintCaredrop-off site, an increase from 65%at the start of the PaintCare pro-gram. Paint retailers make up 70%of the drop-off sites; the other 30%are government-run householdhazardous waste facilities, solidwaste facilities, and ReStores.

“We attribute the second year’soutstanding results to Oregonianswho take pride in their community– this includes the residents, re-tailers and those involved in theadministration of the program,”said Marjaneh Zarrehparvar, the

executive director of PaintCare.“We look forward to even moreprogress in the upcoming years.”

PaintCare will soon have simi-lar paint stewardship programs inthree other states: California inOctober, Connecticut in 2013, andRhode Island in 2014.

Fall Term is off to a good startat Blue Mountain Community Col-lege with a good selection ofclasses running at BMCCBoardman most nights of theweek. This is the second term un-der a major policy change at BMCCwhere no late adds will be allowedso students wanting to go toschool should be looking forwardand preparing for Winter Term, setto start January 7, 2013. Late addsto classes, where students sign upfor classes after the term has com-menced were eliminated after care-ful study of available research. Itwas shown that students whoadded classes late were more likelyto have a bad outcome for theclass. This new policy is aimingfor better student success.

A special session of the AARPDriver Safety Program has been setfor Wednesday, November 7 atBMCC Boardman from 9 am to 4pm. In celebration of those whohave given so much and continueto do so, AARP is offering theDriver Safety class free to any cur-rent or past military person andtheir spouse during the month ofNovember. (Proof of status will berequired on the day of the class.) The course is six hours long andwill cover safe driving tips, copingwith health issues, vehicle mainte-nance and updates on drivinglaws. Participants who completethe course may also qualify for adiscount on their personal vehicleinsurance.

Students interested in takingthe class are urged to pre-registereither online at www.bluecc.edu orby contacting Anne Morter, Mor-row County Coordinator at 541-481-2099. As the instructors willbe traveling in from a distance, theymust know if there are adequatestudents to warrant their trip. Thecost for non veterans is $14 perperson, $12 for AARP members.

Board Meeting at the Port of Morrowon October 2 beginning at 4pm. Agendaitems include Weed Supervisor report;approval of the September meeting min-utes, treasurer’s report, status of pay-ment requests, staff reports, USDAlease update and partner reports. Meet-ings of the district are open to the pub-lic.

A Russian Olive control presenta-tion will begin at 7:00 pm at the samelocation. The Morrow County officeof USDA/NRCS has been approved fora Russian Olive Control project withfunding provided by the Environmen-tal Quality Improvement Program(EQIP). EQIP is a voluntary programthat provides technical and financialassistance to growers and landownerswho want to install measures to pro-tect the soil, water, air, and other natu-ral resources on their working land.

The project area includes farmlandand pasture land between BombingRange Road on the east, BombingRange on the south, I-84 on the northand the western boundary of sections14 and 23; land in the Boardman Citylimits is excluded. Program sign-up andeligibility must be completed by Octo-ber 31.

A brief informational program willbe held Tuesday, October 2 at the Portof Morrow beginning at 7:00 pm for in-terested landowners. The presentationwill give an overview of the project area,suggested control actions and explaineligibility requirements for the EQIPprogram.

The Navy and Oregon NationalGuard are seeking public in-volvement and input on the Na-

val Weapons Systems Training Facil-ity (NWSTF) Boardman Draft Environ-mental Impact Statement (EIS), whichevaluates the potential environmentaleffects related to ongoing and proposedmilitary readiness activities associatedwith NWSTF Boardman. As part of thepublic involvement process, the Navyand Oregon National Guard will holdtwo public meetings in Oregon to in-form the public about the ProposedAction and alternatives under consid-eration, and provide an opportunity forthe public to comment on the Draft EIS.The public comment period is now openand ends on Nov. 6. More informationabout the NWSTF Boardman EIS, in-cluding the Draft EIS and online com-ment form, can be found atwww.NWSTFBoardmanEIS.com.
