It was established in Busselton in October 2014 and has been successful in working alongside local medical centres, health practioners and private organisations to service the mental health needs of Busselton people. It is a private practice that clients can only attend by prior appointment during office hours (9am to 5pm) Monday to Friday. It is not an emergency service. We are writing to submit a development application form for the proposal of running our private clinical psychology practice from a house that we have put an offer on that is current up for sale in Busselton. The property is located at 359 Bussell Highway, Broadwater. Part of this sale condition is that we receive approval from the Busselton Shire to run a single practioner private clinical psychology practice from this address before the sale can be completed.

We own Ocean Clinical Psychology and it is currently being run out of an office located at 53 Peel Terrace, Busselton. • There are no other employees other than Dr Keith Mowat. Noadministration or additional staff are part of this private small business.There are no plans to extend or grow the business other than servicingsix clients per day.

• No other equipment other than that used for a computer-based office isused in this practice.

• Part of the developmental plan includes a waiting room and the entireproposed home based office dwelling is set to be no larger than 42m2.

• As it proposed to be a private practice run from a residential home,carparking has been included into the developmental plan to cater forup to three cars at any one time without any use of the road kerb. Thisenables parking for 1 x residential, 1 x current client and 1 x nextbooked client if need be. Turning bays have also been included into thedevelopmental plan.

• The plans include Disabled access to a toilet and bathroom if this isever needed for clients.

Please find attached to this letter the following documents to assist our proposal.

SOCIAL IMPACT STATEMENT: PRO-FORMA (for minor development proposals)

As part of Council’s assessment process, a Social Impact Statement is required to be prepared for all Development Proposals that require advertising, pursuant to the District Town Planning Scheme. We are obtaining advice and consultation from Green Construct and various other contractors to assist this project. We are managing the organisation of this development by ourselves.

People's perception of clients attending a Clinical Psychology. It is a private service that provides clinical psychology services that is firstly referral and appointment only based, that occurs within office hours, not in the weekends and is not an emergency service.

Only six clients will be attending this practice only during office hours Monday to Friday and notduring the weekends. It is not an emergency service, so clients cannot just turn up to see Dr Mowat.

At any one time it is only endevoured two car parks will be needed inside driveway of the property.
