OBJECTIVES

This course aims to provide participants with:

• Understand the modifications required in the net-

work and IT systems

• Appreciate the legal requirements and the role of

regulatory bodies

• Assess of the key assumptions concerning regula-

tory aspects, traffic routing, interconnection, mar-

keting and project management

• Predict the impact of MNP on CN systems and

available functionalities and solutions for each

case

• Examine how a coherent network-wide solution

can be worked out and optimised

• Plan routing and network configuration issues

• Prepare a demonstration of an MNP solution and

roll-out.

TARGET AUDIENCE

This course is intended for anyone involved in a Mobile

Number Portability project. This includes project manag-

ers and specialists in the areas of core network, VAS, IN,

IT systems, billing, interconnection, provisioning, service

cost modelling, regulatory issues, and marketing.

EXPECTED OUTCOMES

At the end of the training, the successful participant will

have reliably demonstrated the ability to do the

• Details of routing models for voice and SMS and

their realisation options - SRF/MATF based solution

vs. IN based solution; NPDB defining the

requirements and choosing adequate solution

(investigating what functionalities are required in

the network-level MNP database, discussing how to

choose the most adequate NPDB solution in a given

network environment)

• Detailed discussion of modifications required to CN

systems - MSCs, PrePaid, VPN, SMS, MMS, VMS,

LBS, interdependencies with systems surrounding

CN (mediation and billing, provisioning,

interconnect); working out a coherent network-wide

approach

FACULTY

Trainer Profile – V.K. Arya

V.K. Arya is an Indian national with over 30 years of

technical experience in various areas of

telecommunications networks, including fixe and mobile

network planning (GSM/3G), outside plants, local area

networks, fibre optic communications, broadband wireless

access (WiMAX), IP networking (including IPv6), network

security, and mobile number portability. In addition, he

has significant experience in network project management

and telecommunications marketing management. He has

worked with a number of organisations in India, including

the country’s Department of Telecommunications, BSNL,

MTNL, TCIL, ALTTC, and TEC. During his career, he

served in various parts of the country, including Delhi,

Punjab, Jabalpur, Ghaziabad, Ahmadabad and Assam. He

has delivered training programmes abroad in countries

such as Sri Lanka, Kyrgyzstan, Malawi, Ghana, Ethiopia,

and Zimbabwe. He has also visited Kenya, Nigeria and

Chad for projects related to education and

telecommunications training. In 1992, Mr Arya was

awarded a UNDP fellowship for a programme in China

where he topped a group of 26 participants from 21

countries. In 2007, he was awarded a fellowship from the

Asia-Pacific Telecommunity to study Frequency

Management in Seoul, South Korea. In 2011, Mr Arya

was a jury member in Aegis Graham Bell Awards for

Innovation in Telecommunications in India. He is a Fellow

of IETE, a Fellow of The Institution of Engineers, and a

member of NGN Forum India.
