2016 Reverse Tradeshow Was held on October 6, 2016 at the
Wyndham Garden Exton Valley Forge 815 Pottstown Pike
Exton, PA 19341
PAPPA hosted another great Reverse Tradeshow this year. There were a total of 146 vendors registered and 53 agency representatives. The day began with breakfast and moved into the tradeshow. We then ended the day with a plated lunch and the raffle drawings. We had several generous companies provide raffle prizes. Colonial Electric donated an Apple TV, Bay Automotive donated four large boxes of Faller’s Pretzels, and Boyle Construction donated a variety basket filled with wine, dining gift cards, thumb drives, etc. The raffle concluded with the drawing for the 50/50 prize. The winner received $149! Congratulations to all the winners and thank you to all our donors! We also had several generous sponsorships including our bag sponsor Ultura/Avaya; conference guide sponsor Best Line Equipment; all day beverage station sponsor Provident Energy and several ad sponsors including Periscope, Quest Diagnostics, Bay Automotive, Integrity Protection Systems, Equinox and eHomecare. Thank to our sponsors! In conjunction with our event, PAPPA also supported Cuddle My Kids. This organization is a local organization who provides support to children and their families when a parent is diagnosed with cancer. This is a very worthy charity. Thanks to your charitable donations, we raised $464 for this charity. If you haven’t yet donated, but would like to donate, you can do so through their website at www.cuddlemykids.org. Surveys were sent out, so if you haven’t yet responded, there is still time. Please provide your feedback through this survey so that we can continue to find ways to make this event even better in future years. Thank you to all who participated. I hope that you found benefit in attending and I hope that you made some new connections! See you next time!

2016 Scholarship Applications

Applications are due no later than October 31, 2016. Further information on specific application pro-
cess can be found on the PAPPA website (www.pappaing.org). Qualifications include:
Active PAPPA members (active is defined as a paid PAPPA member who has attended at least one (1)
chapter-related function in the last 12-month period) may apply for a scholarship. No member of the
Awards and Scholarship Committee may be considered for a scholarship during that member’s term of
service on the Committee.
Scholarship(s) must be used for future Professional Development at the following:
PAPPA Sponsored Seminar or Conference
NIGP Annual Forum
NIGP Sponsored Seminar or Conference
Professional Procurement Certification/Recertification Fees
Tuition for an accredited college or university course in Man-
agement, Economics, Accounting, Personnel Management,
Business Law, Public Administration, or any course in which
the major subject content is centered on procurement, or mate-
rials and supplies management.
Training Materials or Books specifically related to an accredit-
ed college, university or NIGP course, as listed above, that are
not included in the registration fee for that course.
Accommodations, Travel-related expenses (airfare and mileage), and Meals associated with the
seminar, conference or Forum listed above. Only those meals associated with the cost of registra-
tion shall be provided for the applicant. All other expenses related to food/meals are not covered
under the scholarship funds. Alcohol will not be paid for out of PAPPA funds.
Scholarship funds will only be used for expenses that are not covered by other reimbursements, from the
employer or other granting sources. Applicant must note on the application form all other payments or
reimbursements received from any other sources for the events listed above. Failure to disclose this infor-
mation will result in non-approval or repayment of scholarship funds. A scholarship may not be applied
toward the cost of a past event.

PAPPA has many opportunities for the members to volunteer their leadership,
expertise and talent in working together to develop, support and promote the
Public Procurement Profession. There are several ways to volunteer your time
from serving on the board, being on a committee, helping at an event or working
on a special project. While volunteering your time you can get re-certification
points for UPPCC certifications. PAPPA also provides volunteers serving on
PAPPA committees with a $200.00 education voucher and $400.00 for serving as
the Chairperson on any PAPPA standing committee.

“13” Fascinating Halloween Facts
1. Orange and black are Halloween colors because orange is associated with the Fall harvest and black is associated
with darkness and death.
2. Jack o’ Lanterns originated in Ireland where people placed candles in hol-
lowed-out turnips to keep away spirits and ghosts on the Samhain holiday.
3. Pumpkins also come in white, blue and green. Great for unique monster
carvings!
4. Halloween was brought to North America by immigrants from Europe who
would celebrate the harvest around a bonfire, share ghost stories, sing, dance
and tell fortunes.
5. Tootsie Rolls were the first wrapped penny candy in America.
6. The ancient Celts thought that spirits and ghosts roamed the countryside on
Halloween night. They began wearing masks and costumes to avoid being
recognized as human.
7. Halloween candy sales average about 2 billion dollars annually in the United
States.
8. Chocolate candy bars top the list as the most popular candy for trick-or-treaters with Snickers candy bar being #1.
9. Halloween is the 2nd most commercially successful holiday, with Christmas being the first.
10. Bobbing for apples is thought to have originated from the roman harvest festival that honors Pamona, the goddess of
fruit trees.
11. Black cats were once believed to be witch's familiars who protected their powers.
12. The fear of Halloween is known as Samhainopobia.
13. Halloween is on October 31st, the last day of the Celtic calendar. It was originally a pagan holiday, honoring the
dead. Halloween was referred to as All Hallows Eve dates over 2000 years ago.

SEPTEMBER MEETING
The September PAPPA meeting was hosted by West Whiteland Township and opened with the Gen-
eral Meeting. PAPPA members were urged to sign up to attend the upcoming Reverse Tradeshow if they
had not done so yet. The membership was also encouraged to attend the upcoming Area II conference held
in Virginia in mid-October. Maureen McIlvaine announced the newest incentive PAPPA has rolled out for
the Large Agencies hosting NIGP Seminars through PAPPA. Further information on this new incentive
can be found within the Operations Guide on the PAPPA website. Kim Roth also reminded the member-
ship of the October 31 deadline for scholarship applications. The General Meeting ended with the educa-
tional drawing, of which Peter Navarro was the winner. Congratulations Pete!
Once the General Meeting had concluded, Mr. Joseph Cirafesi of Cirafesi Consulting provided an ed-
ucation session on Process Improvements. Some of the highlights from the session were: Where are we
going and why are we going there? Everyone in the agency needs to know—What's needed; When it's
needed; In the shortest time; With the least work; At the lower cost. Also Plan, Do, Check, Act - W. Ed-
wards Deming; and Value is defined by the Customer.
The PAPPA Meeting concluded with a discussion on Performance Metrics which was moderated by
Joe Coco. There was a ton of great discussion regarding this topic and the educational session led into this
discussion very well.
If you missed the September PAPPA Meeting, don’t
worry, you will have another chance to join the next PAPPA
meeting in November. We hope to see you there!

The beautiful Commonwealth of Pennsylvania is so large that we don’t always shave a chance to take in all it’s beauty.
The “Where in PA is This?” section of the newsletter, we will focus in on one particular area in this beautiful state and
provide you with some information about that particular area.
The Liberty Bell is an iconic symbol of American independence, located in Philadelphia, Pennsylvania. Formerly
placed in the steeple of the Pennsylvania State House (now renamed Independence Hall), the bell today is located in the
Liberty Bell Center in Independence National Historical Park. The bell was commis-
sioned from the London firm of Lester and Pack (today the Whitechapel Bell Foundry) in
1752, and was cast with the lettering "Proclaim LIBERTY throughout all the land unto all
the inhabitants thereof," a Biblical reference from the Book of Leviticus (25:10). The bell
first cracked when rung after its arrival in Philadelphia, and was twice recast by local
workmen John Pass and John Stow, whose last names appear on the bell. In its early
years, the Liberty Bell was used to summon lawmakers to legislative sessions and to alert
citizens to public meetings and proclamations.

Holiday Door Decorating Contest
Theme: “Procurement Winter
Wonderland”
Participating Rules: Follow the Risk & Safety and Facilities rules of your agency, such as no damage to the
doors and surrounding wall areas, do not obstruct or block the doorway, do not create a fire hazard (do not cover the window or the handle).
Doors should not be decorated during working hours, unless allowable by your agency. Each team can spend no more than $25 on items used to decorate the door. We recommend
the use of recycled/recyclable materials. Each team can bring items from home to use as part of your decorations for the door. This
can help you stretch your $25 expenditure limit. Remember this is about fun and creativity. A picture of your door(s) and a separate picture of your team(s) must be submitted to Kelly
Okken ([email protected]) by December 16. Pictures of the doors will be included in the December/January newsletter. Membership
will choose their favorite as instructed within the December/January Newsletter. Winning team will be announced In the very next newsletter. Winner will be awarded a $50 gift card to a restaurant of their choice.
They can celebrate by ordering lunch for their team on a cold winter afternoon!
