NZ GOVERNMENT REQUIREMENTS

Code of Practice

Rotorua Lakes High School has agreed to observe and be bound by the Code of Practice for the Pastoral Care of International Students published by the New Zealand Minister of Education. Copies of the Code are available on request from this institution or from www.education.govt.nz

Immigration

Full details of Visa and Permit requirements, advice on rights to employment in New Zealand while studying and reporting requirements are available through the New Zealand Immigration Service,

and can be viewed on their website at www.immigration.govt.nz

Medical and Travel Insurance

Most international students are not entitled to publicly funded health services while in New Zealand. If you receive medical treatment during your visit, you may be liable for the full costs of that treatment. Full details on entitlements to publicly funded health services are available through the Ministry of Health and can be viewed on their website at http://moh.govt.nz

It is compulsory for International Students at Rotorua Lakes High School to have Medical Insurance. The Company we recommend is Uni-Care Travel and Medical Insurance www.uni-care.org Premier Cover for 12 months is approx. $600

Accident Insurance

The accident Compensation Corporation provides Accident Insurance for all New Zealand citizens, residents and temporary visitors to New Zealand, but you may still be liable for all other medical and related costs. Further information can be viewed on the ACC website at http://www.acc.co.nz

Recommendation

We strongly advise that parents/legal guardians seek the help of an educational consultant or agent for help in understanding the contents of this booklet.

INTRODUCTION

Rotorua is

situated in the central North Island of New Zealand

a small, safe, multicultural city where you will meet friendly and welcoming people

a unique and famous tourist destination in the South Pacific that has wonderful scenic and cultural attractions.

Rotorua Lakes High School is

a co-educational school with a roll of 650 – 700 Year 9 to Year 13 students. It is situated on a picturesque site above the eastern shores of Lake Rotorua within a 10 minute drive of the city of Rotorua.

Rotorua Lakes High School is

a caring and disciplined place offering high quality learning with a commitment to the individual needs of its students. Academic excellence is a major goal and our school has a reputation for achieving success with National Examinations.

Rotorua Lakes High School offers

a wide range of co-curricular activities catering for the cultural and sporting development of its students. These include approximately 36 sporting codes and cultural activities which include Music, Drama, Debating, Public Speaking, etc.

English Language Requirements

There are no English language proficiency requirements for admission to Rotorua Lakes High School. Students will be placed on an English for Speakers of Other Languages (ESOL) Course determined by results of assessment testing taken during orientation.

Esol Courses

ESOL courses range from Basic to an Advanced Level of English using external internationally recognised IELTS Examinations and New Zealand Certificate in Educational Achievement (NCEA) qualifications.

Preparation for the IELTS Examination (or equivalent NCEA credits) for entry into a New Zealand University is offered to those students who have achieved a 1st Class Pass in the ESOL Rotorua Lakes High School Intermediate Examination. TOEFL and TOIEC resource materials are available for students for self-study.

FEES

Successful applications will have their place at the school reviewed every 3 months and parents will be informed of their progress at this time. The school reserves the right to withdraw a student should his/her conduct or progress contravene standards set by the school. In cases such as these, NO refund of fees will be given. School fees need to be paid in advance. $(NZ) a) School Fees Tuition fees $14,000.00 Subject fees 400.00 NCEA Exam fees (if applicable) 400.00

f) Extra Costs - These are estimates only and can vary from year to year and are the responsibility of the student. Compulsory:

g) Continuation Of Place - In October each year the student’s place in the school will be reviewed to assess whether the student has met the standards expected. The student will then be issued with a Continuation of Place letter plus an account for the following year’s fees, which MUST be paid by 1 December to retain a place at the school.

ESTIMATED ALL INCLUSIVE COST

A conservative, all-inclusive estimate of the cost for a foreign fee paying student to live and study in New Zealand for a year would be approximately:

This is allowing a little extra for personal daily expenses and pocket money.

REFUND CONDITIONS

The following is the standard refund policy of Rotorua Lakes High School.

No negotiations will be entered into once the conditions have been accepted and the application for enrolment has been signed by the student and/or their parent/ guardian/ designated caregiver.

1. Should the student cancel an enrolment before commencing studies at the school, a minimum of 14 days’ notice is required. A refund will be made of all fees paid, less administration fee.

2. Should a student cancel an enrolment within 14 days of his arrival in New Zealand and prior to the course commencement date, refunds are at the discretion of Rotorua Lakes High School. Refunds under these conditions are usually given on compassionate grounds with supporting documentation.

3. Once a student has commenced a course of study at Rotorua Lakes High School no refunds will be given (except on compassionate grounds).

4. Should a student’s place in the school or Homestay be withdrawn due to unacceptable behaviour, there is no obligation for the school to refund either School fees or Homestay fees. Refunds are at the discretion of the school.

5. If a student withdraws from a Homestay at the end of his course, or with the approval of Rotorua Lakes High School a full refund of remaining Homestay fees will be made, providing the student has complied with the Homestay requirements of giving one week’s notice. If not, one week’s Homestay fee will be retained in lieu of notice.

A full Statement of Account plus refund of any remaining Homestay Fee, will be made when students have completed their studies at Rotorua Lakes High School.

6. Refunds will be made if there is a change of the Residential Status of the student, after discussion with the school.

7. All refund requests must be made directly to Rotorua Lakes High School in writing accompanied by the originals of all relevant documentation, e.g. Receipts, Offers of Place, etc.

8. Refunds, if approved, will usually be made within a 30-day period. All refunds are made in New Zealand dollars only.

PROCEDURE FOR APPLICATION

To be considered for enrolment at Rotorua Lakes High School, the following information needs to be provided: Application/Pre-Enrolment Form (completed)

Supplementary Information for Host Families. This is a questionnaire for the student to complete (in English) giving details about themselves, their interests and career plans

Proof of student’s identity (Photocopy of Passport)

A copy of student’s most recent school report

Offer of Place

Upon receipt of the completed documents listed above, the application will be considered for approval by Rotorua Lakes High School. If accepted, the student will be sent an Offer of Place.

Confirmation of Place

Upon receipt of the full tuition and homestay fees, an official school receipt and a Confirmation of Place will be sent. Payment of fees is a requirement for New Zealand Immigration Service Student Visa purposes.

CONDITIONS OF ENROLMENT

The following terms and conditions of enrolment must be read, understood and accepted prior to the International Student Application for Enrolment form being completed and signed. Should you have any questions or require further details, please contact the Dean of International Students directly. Rotorua Lakes High School provides their International Students with support and encouragement to ensure their continued academic and social development. We expect high standards of behaviour both at school and in the homestay situation.

Applications for enrolment will be considered after the student’s acceptance of all terms, including fees payable and refund policy. Applicants will be contacted with our decision as soon as possible. The completion and signing of the International Student Application for Enrolment constitutes acceptance of all terms and conditions laid down by Rotorua Lakes High School by the student and/or the parent/guardian/designated caregiver. All students applying for enrolment must have the International Student Application for Enrolment form counter-signed by his parents/guardian/ designated caregiver.

Agent/Guardian/Designated Caregiver: All students must have a Rotorua

Lakes High School approved Agent or Guardian/Caregiver, nominated on the Application Form, who can be contacted at all times for their period of study at Rotorua Lakes High School. If a student does not have an appointed guardian/caregiver, the school will arrange for a suitable person/company to fulfil this role after consultation with the parents. The Dean of International Students and support staff are always available for students experiencing problems either at school or in their homestay.

Tuition Fees: Students must pay all fees associated with the year in which they enrol in

advance before commencing at the school.

Final school course and level selection is at the discretion of the school in consultation with the student.

In October each year, the student’s place in the school will be reviewed by staff at Rotorua Lakes High School, to assess whether the student has met the standards expected. The student will then be issued with a Continuation of Place letter plus an account for the following year’s fees, which MUST be paid by 1 December to retain a place at the school.

All students are required to abide by New Zealand law during their stay. This includes all terms of their New Zealand Immigration Service Visa.

Rotorua Lakes High School reserves the right to charge for any additional costs incurred should extenuating circumstances arise concerning each student’s welfare. Before incurring such expenses every endeavour will be made to discuss these costs with the parents.

Students are required to pay promptly for any loss, damage or other cost which they incur.

Work Visa: At Year 12 level a student who has established a good work ethic and is

achieving good grades in his/her chosen subjects, is able to apply for a Work Visa (20 hours per week). This is in line with the conditions of a Student Visa. To apply for this the student will need written permission from his/her parents and the school.

Cars/Motor Cycles: Rotorua Lakes High School Policy on Car/Motor Cycle Ownership

is as follows:

Discussion with the Principal and Dean of International Students regarding the terms of the Official Rotorua Lakes High School Car Pass must take place if a student would like to be considered for a Car Pass.

A student must have written permission from his/her parents

A student must have gained a New Zealand Restricted Licence and undertaken a Defensive Driving Course.

A student must be studying at Year 12/13 level.

A student must have attended Rotorua Lakes High School for a minimum of 12 months.

A student must have a proven academic school record.

Rotorua Lakes High School will support International Students to obtain their New Zealand Drivers’ Licence and have access to driving tuition. Ownership or use of a car for transport to school is a privilege for all students at Rotorua Lakes High School. An official Rotorua Lakes High School Car Pass is issued to students with cars and the school reserves the right to withdraw the pass if conditions of this pass are not observed.

Rotorua Lakes High School will not be liable for any situation, accident or injury involving or affecting the students.

Homestay: All students must live in a Rotorua Lakes High School approved Homestay

for the time they are studying at Rotorua Lakes High School. Rotorua Lakes High School has agreed to observe and be bound by the Ministry of Education Code of Practice for the Pastoral Care of International Students. Homestay families, and the conditions under which the Homestay has been arranged, are to be respected at all times by the enrolled student. Students must have the approval of their Homestay parents if they wish to be away overnight or to be late home after school. Homestay parents need to know where the student is at all times out of school hours. If for some reason a change of homestay is necessary, homestay families need one week’s notice or one week’s Homestay Fee in lieu of. Please refer to Homestay Guidelines pages 14 – 18.

Every effort has been made to ensure that all information supplied by Rotorua Lakes High School and contained within these terms and conditions, is correct at the time of compilation. Rotorua Lakes High School retains the right to change, alter, amend or delete any of the information or terms included at any time without prior notice.

Rotorua Lakes High School does not accept any responsibility for any misinformation or failure on the part of agents or representatives retained by or on behalf of the student.

This agreement becomes null and void immediately upon any of the terms and conditions contained within being breached.

Grievance Procedure: Complaints should in the first instance be discussed with the

Director of International Students. If the problem is not resolved, the Principal and/or Board of Trustees of Rotorua Lakes High School should be contacted. Complaints can also be referred to the International Education Appeal Authority, P O Box 1666, Wellington, New Zealand.

School Holidays

The dates for the school holidays change slightly each year. The student will be notified of all school holidays prior to their arrival. The New Zealand school year is at the present time, broken into four terms. If a student is going to be absent from his / her Homestay during the term holidays, a retainer fee of $50 per week must be paid to the family. If students wish to travel home during the term holidays, it is important that they complete this during the holidays and not during term time.

HOMESTAY GUIDELINES

Please ensure that you go over the guidelines in this booklet with your student so that they understand the contents.

In line with the Ministry of Education Code of Practice for the Pastoral Care of International Students, education.govt.nz, (effective March 2002) it is now a pre-requisite that all Homestay Carers provide a New Zealand Police clearance for all persons aged 18 or over residing in the household, excluding other International students. The Police Vetting process has to be updated every three years.

It is important that the school and the homestay are working together to support the student in fulfilling the requirements of their Student Visa and in realising their study goals.

Payments: The Homestay Fee will be paid through Rotorua Lakes High School by direct credit to the Homestay Family two weeks in advance, commencing the first day. The fee will be in line with the school Policy for foreign fee paying students, which is reviewed annually. If there is any additional cost involved, this will be negotiated through discussion with Rotorua Lakes High School.

In the event of a student leaving with one week’s notice, the Homestay Family may need to refund one week of the homestay fees.

If a student intends to return to the same homestay following the summer vacation, a holding fee of $50 per week is paid to the homestay.

Home and Family Life

Room: Provide the student with a separate bedroom which has a table, desk, chair, good lighting. Ensure there is a heated area in the house where your student can study. Provide clean towels and bed linen on a regular basis. Provide extra bed covers, hot water bottle/electric blanket, if required.

Meals: Provide breakfast, lunch and dinner seven days a week, weekends and public holidays included, unless otherwise arranged with the school and student. Although the students, in general are expected to eat New Zealand food it is really important to be aware that particularly in the case of Asian students their diet is entirely different from our own. It is a good idea to take your student supermarket shopping, or to an Asian dairy, to buy food that they may be familiar with. Purchasing a rice cooker is a plus as it enables the student to always have rice prepared if that is their choice. Meals will normally be ready at standard times. During the week students should be encouraged to take responsibility for preparing their own breakfast and lunch - food should be made available. If the student wishes to buy lunch from the canteen, that is their own responsibility.

Key: Homestay Families should give the student a key to their home and show the student how to get in and to secure the home.

Family Involvement: Invite the student to join in family activities and outings. Sensitively encourage students to interact with the host family. Spend some time every day communicating and encouraging the student to speak English.

Adjustment Period: A visit will be made to the Homestay Family by the Homestay Co-ordinator within the first month of the student’s arrival and, twice a year thereafter, to determine compatibility between the student and homestay family. The settling in period is often a difficult one, particularly for the student, as he/she adjusts to an entirely different family, cultural and educational environment. Should problems occur during this period a Counsellor, fluent in the student’s native tongue, is available if necessary.

An effort is made to resolve these initial and inevitable “teething problems” such as home-sickness, culture shock, loneliness etc. However, after consultation with both parties, if it is decided a change of homestay is the best option, the change will be made, giving the homestay family at least a week’s notice. If this does occur, the homestay family should in no way feel they are a ‘failure’. It is usually the result of ‘chronic culture shock’ and quite common when the student is initially adapting to their new way of life.

Care and Supervision: Never leave the student alone overnight in the home if the family are away, unless special arrangements are made with the school. Do not leave a female in the house alone overnight if the host mother is away.

The Homestay Hosts agree to exercise the same care and supervision of any student under the age of 18 years as they would with their own children. It is important to be aware that many of our students, particularly in the case of those from Asian cultures, are used to a more structured/protected environment and their parents may have a more conservative approach to personal, boy/girl, relationships. We need to respect and support this. Assist the student with any personal problems to the best of your ability and notify Rotorua Lakes High School should any problems be other than minor ones.

Your student is in New Zealand on a Student Visa issued to study at Rotorua Lakes High School and their studies need to be their first priority. Unless there is a special occasion or there are special circumstances it is reasonable to expect your student to be a home after school during the week. On the weekends, Friday to Sunday, the students often meet up with friends to socialise and we encourage this. They need time to relax and we want them to enjoy their New Zealand experience.

You need to set very clear expectations as to the time they are expected home. Obviously, this will also be dependent on the age of the student. It is important to know where your students are, and who they are socialising with – as you would if they were your own children.

Sickness and Accidents: Notify the school immediately in the event of any accident involving the student. Ensure the school is advised before 8.45am should the student become ill and need to miss school. When the student returns to school he/she should have a written note explaining the absence.

Money: For the protection of the Homestay Hosts and student, the following rules should be adhered to: Members of a Homestay family should –

Not lend money to a student

Not act as a guarantor on a loan

Not allow the student to use the telephone for personal toll calls without prior arrangement. Most students now us personal smart phones or laptops to keep contact with their families.

Please check that your student has opened a Bank Account and is not holding large sums of cash. The school can arrange for this, if not already organised by the Agent. It is unwise for students to carry large sums of money (over $20) at school. If necessary they should give any larger sums of money to the teacher for safe keeping.

Holidays / Week End Away: The school must be notified in plenty of time if the Homestay Families are intending to be away and arrangements they are making to ensure the duty of care of their student.

If your student is planning to leave Rotorua to travel during the weekend/school holidays, the school needs to be notified (we have a Form – Travel Arrangements to be filled out and signed). You need to know where your student is travelling to, who they are travelling with and where they are staying. Ensure you have all relevant contact details in case of emergencies to ensure the safety and well-being of your student.

The student may need to get their parents’ permission. This is done through the school who has an agreement with the student’s Agent to liaise with the parents on such matters.

If the homestay family is going on holiday / weekends away it is the responsibility of the homestay family to find alternative accommodation for their student. The school is not responsible for holiday arrangements.

Change of Circumstances: Notify the school should the situation of the family or conditions of the home be changed from that reported at the inspection. Such a situation may include the following:

Your house is for sale

Change of address

Disruptive remodelling or alterations to the home

Absence of an integral member, e.g. holiday or separation

Change of people in the home, e.g. long stay friends, new baby, etc.

Family emotional crisis which may impact on the student

Intention to accept the other homestays or boarders

Acquisition of new pets which may alter the environment

Computers: Set very clear guidelines about the use of the computers e.g. time allowance, what it is being used for, etc. This also applies to a student’s personal lap top/smart phone.

Problems can occur when students are on these devices late into the night/early in the morning. This can seriously impact on their studies.

Transport, Work & Insurance

Transporting your student to school: Most host families live within walking or biking distance from school. The school and town bus service caters for those living further afield, or you may need to arrange alternative transport to and from school.

Vehicle Ownership by Students (Cars/Motor Cycles): Rotorua Lakes High School Policy on Car/Motor Cycle Ownership by students is as follows:

A student must have attended Rotorua Lakes High School for a minimum of 12 months.

A student must have a proven academic school record.

If your student is accepting a lift in friends’ cars, they need to be aware of the rules for a Restricted Licence and you need to be watchful that they are not placing themselves at risk.

Work Visa: Students at Year 12 are permitted to apply for a Work Visa – up to 20 hours, in line with their Student Visa. This is dependent on:

Written permission (via their Agent) from their parents

A proven academic school record

A meeting with the Principal, and International Student Director

NB: Permission to work will be withdrawn if a student is not fulfilling school work commitments.

Insurance/Liabilities: Homestay Families are not responsible for the insurance of the student’s belongings during the homestay. It is now school policy for all students to have personal/medical insurance on enrolment and students will need to provide evidence of this. The school will organise insurance where agents have not done so.

Homestay Families may not hold the student responsible for any accidental breakages or damage to their residence or property, unless the student is not abiding by clearly defined homestay rules. All families should take out insurance to protect their property.

Miscellaneous

Termination of Agreement: The Homestay Agreement may be terminated by either party on one week’s notice or less if Rotorua Lakes High School for any reason, considers that the student should be moved. But in that event, fees for a full week shall be paid to the Homestay Family. Rotorua Lakes High School will endeavour to provide homestay accommodation but in the event of a student being asked to leave the current homestay it is at the discretion of Rotorua Lakes High School to place the student in an alternative homestay. At which point the contract of education at the school will be terminated.

Contractual Arrangements: should not be made directly between the student and/or their families. All arrangements must be made through Rotorua Lakes High School. Our Agents have a Contractual Agreement with the school to liaise with students’ parents The Homestay Families acknowledge that Rotorua Lakes High School is representing the student only for the purpose of arranging this Agreement and will not be legally responsible for the defaults or actions of the student.

Other Students: The Homestay Families will not accept other students whose first language is not English at the same time as they have a Rotorua Lakes High School Homestay student, without gaining prior approval from the school.
