    RESOLUTION NO. NYP-09-12-14Series 2012

    A RESOLUTION URGING THE NATIONAL YOUTH COMMISSION (NYC) AND YOUTHORGANIZATIONS SPECIALLY THE NYC-ACCREDITED YOUTH ORGANIZATIONS TOREPRESENT THE YOUTH IN THE IMPLEMENTATION OF THE GOOD GOVERNANCE AND ANTI-CORRUPTION CLUSTER PLAN 2012-2016

    WHEREAS,RA 8044 also known as Youth in Nation-Building Act further mandates the recognition of theFilipino Youth in nation-building through the National Youth Commission (NYC);

    WHEREAS, as mandated by RA 8044, the National Comprehensive and Coordinated Program on YouthDevelopment was established to create the structures to implement the same and appropriates adequate

    funds to provide support for the program and implementing structures on a continuing sustained bases,which is also referred to as the Development Program;

    WHEREAS, National Comprehensive and Coordinated Program on Youth Development, is implementedthrough a 6-year Philippine Youth Development Program 2011-2016 (PYDP);

    WHEREAS,as youth, we are certain to achieve the governments national development goals by seeingreforms translation in the Governments budget and by ensuring that budget are efficiently and effectivelyutilized by the national government agencies and other sectors;

    WHEREAS,the youth must establish common interest or realization of importance to ensure developmentoutcomes from the issues identified such as corruption, active participation of civil society, demand foraccountability, mobilization in monitoring procurement process, information dissemination, transparency andaccountability, and participatory governance;

    WHEREAS, the Good Governance and Anti-Corruption Cluster Plan 2012-2016 comprises the plan of theCabinet Cluster which was approved by the President on January 3, 2011 that includes the commitments ofthe Philippine government to the Open Government Partnership;

    WHEREAS, the Open Government Partnership is a new multilateral initiative that aims to secure concretecommitments from governments to promote transparency, empower citizens, fight corruption, and harnessnew technologies to strengthen governance;

    WHEREAS, the Department of Budget and Management (DBM) through the Memorandum no. 109 of 2011(February 17, 2011) institutionalize citizen participation as component of the National Governments budget

    process, anchored on transparency and accountability in the allocation and utilization of public funds;

    WHEREAS, Section 13 of the Government Procurement Reform Act RA 9184 instructs all Bids andAwards Committees to invite observers from duly recognized private groups and non-governmentorganizations to sit in its proceedings;

    NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson and members

    of the 9th

    NYP to approve the resolution urging the National Youth Commission (NYC), and NYC-accredited youth organizations to represent the youth in the implementation of the Good Governanceand Anti-corruption Cluster Plan 2012-2016.

    RESOLVED FURTHER that the through this effort, the following action may be made:

    1. The youth be allowed to take active participation in the Good Governance and Anti-CorruptionCluster Plan (GGAC) 2012-2016 under the Open Government Partnership Program.

    2. The NYC will act as the representative of the youth in the Open Government Partnership withagencies at the national level through the DBM-Budget Advocacy Group among others.

    3. The NYC recommends a local level implementation through youth organizations especially those thatare NYC-accredited through youth representation in the Local Bids and Awards Committee (BAC) asobservers among others.

    4. And for sustainability of the program, this should be measured by evaluating and assessing theireffectivity and efficiency.

    RESOLVED FINALLY that copies of this resolution be distributed to government agencies concerned.
