Hallett Community and Sports Association Inc Update 09/03/13 The Hallett Community and Sports Association Inc is one of the Community Management Committees within the Regional Council of Goyder. Prior to the Council amalgamations in the mid 1990s, most townships in the region had their own Councils and the District Council of Hallett (comprising the Hallett and Terowie areas) had been managing community infrastructure since 1935. Following the 1997 amalgamations of the smaller councils (Hallett, Burra Burra, Robertstown and Eudunda) as the Regional Council of Goyder, community management committees were established as incorporated bodies to coordinate community infrastructure and advise Council about priorities for allocation of and Funds. Hallett shares ward funds with Terowie and Whyte Yarcowie. Originally called the Hallett Town Management Committee, the (HCSA) was renamed in 2009 and continues to perform the Community Management Committee function. The HCSC has a very small fund-raising base and any moneys it does raise are earmarked for maintaining town infrastructure and town development. Because there is always more demand for funds than available money, the HCSA developed its original Strategic Plan in 2010 to identify the priorities of the District. The Strategic Plan is reviewed following the HCSA AGM each year, and this 2013-2014 Plan is the second major review. Updates to the Plan can happen at any stage, and each version is dated. Previous Plans had a lot of detail about the history and activities of Hallett and the HCSA, however this Plan concentrates on activities and direction. There are links to earlier plans on the HCSA website (www.hallettmidnorth.com). The HCSA is the leaseholder for Council-owned assets in Hallett, including the Hall, Recreation Ground, Swimming Pool and Tourism Precinct and community land. It is also the group that helps to generate economic development, and organises social events that bring people together as well as raising funds for town projects. Hallett has a number of other groups (CFS/SES, Hallett Historical Society, the Do Drop In Op Shop, and golf, bowling and tennis clubs) that liaise with, but are not directly affiliated with the HCSA. The main activities of the HCSA are: Managing the town assets under a lease to Council Managing the Hallett Community Swimming Pool Producing the Hallett Community Newsletter Organising community events such as the Quiz night and Christmas party Generating new economic opportunity The focus of the HCSA over the next two years is the redevelopment of the Tourism Precinct with a picnic area for locals and tourists. The Hallett Community and Sports Association Inc is one of the Community Management Committees within the Regional Council of Goyder. Goyder Tourism Strategic Plan 2009/2014

The Goyder region falls within the State Government’s where the strategic focus (relevant to

featuring unique activities/trails

Goyder’s Tourism Strategy identifies the need to:

1. Link the different services and products to allow tourists tomore fully experience the region

2. Improve promotion and marketing of Goyder as an authentictourism experience destination, and that towns are linked butretain their identities

3. Improve signage across the region

4. Work with volunteers, businesses and products to maintain ahigh standard of tourism

5. Develop new tourism products, services, access andinfrastructure to deliver world-class tourism

Strategies should integrate what’s happening within the town with what’shappening ‘out there’ in the wider world. There are some significantdevelopments in the region that need to be addressed in the HCSA Plan.

The State Government is planning for a big increase inpopulation over the next 20 years. The majority of thegrowth will occur north of Adelaide, with an extra150,000 people expected to live in the area betweenMunno Para and Kapunda.

This expansion will place Burra within an hour of thecity, and make Hallett an ideal place to live that’s stillwithin easy travel to the city. The Port RiverExpressway, South Road Superway, NorthernExpressway and the planned Northern Connector(which will link the existing expressways) mean thateventually there will be only one set of traffic lightsbetween Hallett and Port Adelaide. Now that’s anopportunity!

Our campaign aims to put the town onthe ‘front foot’ of this expansion, attracting people withenergy, good ideas, money to invest, and anappreciation of our lifestyle.

Population growthThe ideal stop on the wayto the Flinders Ranges and Outback

400,000 people visit the Flinders Ranges each year -many from overseas. Hallett is on one of the mostpicturesque routes to the Flinders and Outback, but wearen’t taking advantage of it. We are the perfect 2 Hourrest stop from Adelaide, we have the Dares Hill TouristDrive and the Mawson and Heysen Trails.

Let’s get tourism on the map in Hallett.

The BraemarIron Formation

The Braemar Iron Formation, locatedbetween Peterborough and Broken Hill,is thought to be Australia’s next big ironore (magnetite) province. There ispotential for five large open cut mineswith a mining life of 100 years.

The Barrier Highway will be a majorroute to Braemar operations andpermanent staff will want to live in lovelysurroundings within a reasonabledistance. Hallett is the perfect homebase for Braemar families.

The Mid North Knowledge PartnershipThe purpose of the Mid North Knowledge Partnership is to create closer connections between theuniversity sector and government agencies, non-government organisations, businesses andcommunity groups in the Mid North.

The Mid North Knowledge Partnership will promote opportunities for research, knowledge transfer,student placements, international researcher and student exchange, community based research andacademic fellowships.

How cool - a branch of Flinders University in Burra! This will allow us to suggest research tohelp us understand and create new opportunities for Hallett, as well as providing

an excellent connection between home and study for our children.

7. We are planning for the upgrade of theRecreation Ground for camping and events

This year’s priorities build on the work of past years,we’re now ready to move forward with bigger ideas...

What have we achieved in 2012?

For a small town, we get a lot done, in 2012 we have:● Received funding from Council to cover the costs of running

the Pool and hired a Pool Manager● Done a lot of planning for the redevelopment of the Swimming

Pool/Tourism Precinct (and applied for funds to make ithappen)

● Applied for grants and been successful in funding for training,an electric BBQ, an emergency siren at the Hall, and Councilhas committed to streetscaping Alfred Street to beautify andreduce truck noise

● Finally, after many years, our new playground has beeninstalled next to the Pool, and gained an immediate fan club inthe under 5s

● Organised events, raffles and ceremonies● Erected a new Heysen Trail sign donated by the Friends of

the Heysen Trail● Arranged delivery and distribution of Trees For Life● Kept the area looking lovely (thanks to the hard workers at

working bees)● Received a lot of interest from the Move to Hallett campaign● Continued our successful relationship with the Regional

Council of Goyder● Upgrade of toilets at Hallett Hall● After endless negotiations with our insurers, our old

‘subcommittees’ have come in under the HCSA, and theHistorical Society has established as a separate organisation

● And apart from the HCSA, the Op Shop is going great guns -having opened a Men’s Shed to provide a meeting space untilthe pub reopens; the Historical Society continues to attractinterest from far and wide; and the Bowling, Club has openedto the public on Friday nights since the pub has closed. Tennisand Golf Clubs give everyone an opportunity to join in.
