ILRT REPORT - DUANE ARNOLD ENERGY CENTER

1. INTRODUCTION

The primary containment Integrated Leakage Rate Test (ILRT), (Type A) is performed to demonstrate that leakage through the primary reactor containment and penetrations does not exceed allowable leakage rate values as specified in the Plant Technical Specifications.

--- This-report destribUes the periodic Integrated Leakage Rate Test conducted in July, 1985 at Duane Arnold Energy Center and associated leakage rate testing pursuant to 10 CFR 50, Appendix J.

Containment pressurization was initiated July 4, 1985, at 0852. The ILRT duration was 8.0 hours, followed by a verification test which was completed at 1545 on July 5.

Prior to the test, a general inspection of the accessible interior and exterior surfaces of the containment structures and components was performed in accordance with Section V of 10 CFR 50, Appendix J.

2. SUMMARY

The primary containment Integrated Leakage Rate Test, ILRT, (Type A) was successful in meeting all acceptance criteria set forth in the governing documents. The test results are reported in accordance with the requirements of 10 CFR 50, Appendix J, Section V.B.

The calculated leakage rate was 0.395 wt.%/day using the Mass Point Analysis Technique and 0.403 wt.%/day using the Total Time Analysis Technique.

The 95% upper confidence limits were 0.405 wt.%/day for Mass Point and 0.478 wt.%/day for Total Time Analysis techniques. These results are well below the DAEC acceptance criteria of .75 La or 1.50 wt.%/day as required by Specification 4.7.A.2.a.8.

The results above include a total of 0.018 wt.%/day for sump level increase during the ILRT period and 0.061 wt.%/day penalty for penetrations not vented and drained.

Following the completion of the ILRT, a successful verification test was performed in accordance with Specification 4.7.A.2.a.6. The Mass Point calculated leakage rate during verification was 2.111 wt.%/day with a lower limit of 1.702 wt.%/day and upper limit of 2.702-wt.%/day.--The-Tot-al-T-imecalculated leakage rate during verification was 2.157 wt.%/day with a lower limit of 1.710 wt.%/day and upper limit of 2.710 wt.%/day.

1 Containment Free Air Volume is based on the minimum drywell air volume as stated in the UFSAR. This includes the air volume of the reactor vessel air space and the main steam lines. The torus free air volume is based on the torus volume less that portion of the volume occupied by water at the time of the test.

Therefore a penality of 0.043 wt.%/day was taken for unvented systems as shown in the preceeding list.

Additionally, an adjustment of 0.018 wt.%/day was taken due to an increase in sump level during the ILRT.

Thus, a total of 0.061 wt.%/day was taken for adjustments and penalties and are included in the reported ILRT leakage rates.

4. DISCUSSION

Prior to the ILRT, the containment was visually inspected per Appendix J (10 CFR 50), Paragraph V.A. for cracks, corrosion, and general deterioration. No such indications were found.

The containment cooling and ventilation fans were in operation during pressurization. At the beginning of the stabilization period all fans and coolers were turned off and remained off for the remainder of the test to eliminate the possibility of introducing transients into the containment atmosphere (i.e. fan trips, etc.).

The pressurization system consisted of two electric-driven Atlas Copco centrifugal air compressors. The compressors discharged-through-an-after cooler connected to two (2) refrigerated air dryer/moisture separator units.

5. TEST SEQUENCE

Pressurization was started at 0852 on July 4, 1985. Test pressure was reached at 1808 on the same day with the stabilization period starting at 1815. On three occasions during the stabilization period, the primary containment was vented due to increasing pressure. On each occasion, after an initial drop, temperature returned to its pre-established trend, indicating that temperature stabilization was unaffected by venting. In addition, during stabilization, makeup water was added to the reactor pressure vessel. Again, temperature stabilization was not affected. The temperature stabilization period was completed and the ILRT begun at 0230 on July 5, 1985. At 0820 it was determined that RTD-13 and RTD-15 were electrically reversed and the computer program was modified to correct for the error. The ILRT was completed satisfactorily at 1030 on July 5, 1985. Verification flow was established at 1044 on July 5, 1985. The verification test was started at 1145 and was completed satisfactorily at 1545 on July 5, 1985.

6. INSTRUMENTATION

The ILRT data collection system consisted of drybulb and dewpoint temperature sensors, verification flowmeters, and precision pressure gages. During the stabilization, test, and verification periods, data was recorded at 15 minute intervals.

Significant instrumentation used during the ILRT is listed in Table 1.

The overall Instrumentation Selection Guide (ISG) value is 0.1226 wt.%/day, which is less than .25 La (.5 wt.%/day). The ISG is based upon a test pressure of 68.9 psia, test temperature of 83.50F and test duration of 8 hours.

Drybulb and dewpoint temperature sensor locations and volume fractions are listed in Table 2. The five temperature sensors in the torus were also used as dewpoint sensors, since the torus was assumed to be under saturation conditions. A dewcell was used as as standard in the torus to confirm that saturation conditions existed. This dewcell is not shown on Table 2 and was not used in calculations.

7. TEST METHOD

The containment leakage rate testing method applied was the Absolute method as described in, ANSI N45.4-1972, BN-TOP-1, and ANSI/ANS 56.8-1981. This is a direct application of the ideal gas law, PV=WRT. Two data analysis techniques were used:

1. The Mass Point Analysis (ANSI/ANS 56.8-1981)

This technique calculates the containment air mass during each time interval. A straight line least squares analysis is used, and the slope of the resulting regression line represents the rate of change of air mass with respect to time - the leakage rate.

2. The Total Time Analysis (ANSI N45.4-1972 and BN-TOP-1)

This technique calculates leakage rate based on the most recent data point and the data point taken at the start of the test. The overall leakage rate is determined by applying a linear regression analysis to the leakage rates at each time point. The calculated leakage rate is equal to the linear regression leakage rate at the time corresponding to the last data point.

A 95% upper confidence level was calculated for the leakage rate data as required by ANSI/ANS 56.8-1981 (mass point) and BN-TOP-1 (total time). This ensures a 95% probability that the calculated leakage rate value is within the acceptance limits. All calculations are done with the Bechtel ILRT computer program described in Appendix A.

Graphical representations of the temperature and pressure history and the containment air mass variations are presented in Appendix E.

8. ADDITIONAL INFORMATION

By NRC Inspection Report 85-017, dated October 18, 1985, it was noted that "as-found" Type A test results are required. Since this Type A test was performed near the end of the outage, this would imply that appropriate corrections be applied to the test results based on leakage improvements associated with maintenance of containment isolation valves. Utilizing data contained within this report and minimum pathway flow analysis, the following list of affected penetrations and associated leakage rate adjustments is provided:

Applying a correction of 131,252 sccm (.682 wt.%/day) to the 95% confidence limit leakage rates reported in Section 2, "as-found" Type A values of 1.087 wt.%/day for Mass Point and 1.160 wt.%/day for Total Time analyses result. These results do not exceed the DAEC acceptance criteria of .75 La or 1.5 wt.%/day.

Note that this calculation includes the measured air leakage through penetration 7B, although the actual "as-found" leakage was not quantified for penetration 7B. This is considered insignificant since it is likely this penetration will be a liquid pathway (post-accident), as opposed to air which was the test medium, and there is a margin of greater than 175,700 sccm and 161,700 sccm for Mass IPoint-and TotalTime, respectively, to the 2.0 wt.%/day limit (La).

The subject NRC Inspection Report also requested a list of containment isolation valves that have consistently failed local leak rate tests. The accompanying "Summary Report-Valve Repairs-Spring, 1985", Appendix J, has been annotated to indicate valves which have not met as-found acceptance criteria in either of the last two reports (1983 and 1985). We will closely monitor these valves during subsequent tests to ensure appropriate corrective action is identified and implemented.

APPENDIX A

DESCRIPTION OF BECHTEL ILRT COMPUTER PROGRAM

A. Program and Report Description

1. The Bechtel ILRT computer program is used to determine the integrated leakage rate of a nuclear primary containment structure.. The program is used to compute leakage rate based on input values of time, free air volume, containment atmosphere total pressure, drybulb temperature, and dewpoint temperature (water vapor pressure). Leakage rate is computed using the Absolute Method as defined in ANSI/ANS 56.8-1981, "Containment System Leakage Testing Requirements" and BN-TOP-1, Rev 1, "Testing Criteria for Integrated Leakage Rate Testing of Primary Containment Structures for Nuclear Power Plants". The program is designed to allow the user to evaluate containment leakage rate test results at the jobsite during containment leakage testing. Current leakage rate values may be obtained at any time during the testing period using one of two computational methods, yielding three different report printouts.

2. In the first printout, the Total Time Report, leakage rate is camputed from initial values of free air volume, containment atmosphere drybulb temperature and partial pressure of dry air, the latest values of the same parameters, and elapsed time. These individually computed leakage rates are statistically averaged using linear regression by the method of least squares. The Total Time Method is the computational technique upon which the short duration test criteria of BN-TOP-1, Rev 1, "Testing Criteria for Integrated Leakage Rate Testing of Primary Containment Structures for Nuclear Power Plant," are based.

3. The second printout is the Mass Point Report and is based on the Mass Point Analysis Technique described in ANSI/ANS 56.8-1981, "Containment System Leakage Testing Requirements." The mass of dry air in the containment is computed at each data point (time) using the Equation of State, from current values of containment atmosphere drybulb temperature and partial pressure of dry air. Contained mass is "plotted" versus time and a regression line is fit to the data using the method of least squares. Leakage rate is determined from the statistically derived slope and intercept of the regression line.

4. The third printout, the Trend Report, is a summary of leakage rate values based on Total time and Mass Point computations presented as a function of number of data points and elapsed time (test duration). The Trend Report provides all leakage rate values required for comparision to the acceptance criteria of BN-TOP-l for conduct of a short duration test.

6. The program is written in a high level language and is designed for use on a micro-computer with direct data input from the data acquisition system. Brief descriptions of program use, formulaeused-for leakage rate .computations, and program logic are provided in the following paragraphs.

B. Explanation of Program

1. The Bechtel ILRT computer program is written, for use by experienced ILRT personnel, to determine containment integrated leakage rates based on the Absolute Method described in ANSI/ANS 56.81981 and BN-TOP-1.

2. Information loaded into the program prior.to or at the start of the test:

a. Number of containment atmosphere drybulb temperature sensors, dewpoint temperature (water vapor pressure) sensors and pressure gages to be used in leakage rate computations for.the specific test

f. Maximum allowable leakage rate at test pressure

3. Data received from the data acquistion system during the test, and used to compute leakage rates:

c. Containment atmosphere pressure(s)

d. Containment atmosphere dewpoint temperatures

e. Containment free air volume.

4. After all data at a given time are received , a Summary of Measured Data report (refer to "Program Logic," Paragraph D, "Data" option command) is printed.

D. Program Logic

1. The Bechtel ILRT computer program logic flow is controlled by a set of user options. The user options and a brief description of their

associated function are presented below.

OPTION COMMAND FUNCTION

After tarting the program execution, the user either enters the name of the file containing previously entered data or initializes a new data file.

DATA Enables user to enter raw data. When the system requests values of time, volume, temperature, pressure and vapor pressure, the user enters the appropriate data. After completing the data entry, a summary is printed out.. The user then verifies that the data were entered correctly. If errors are detected, the user will then be given the opportunity to correct the errors. After the user verifies that the data were entered correctly, a Corrected Data Summary Report of time, data, average temperature, partial pressure of dry air, and water vapor pressure is printed.

TREND A Trend Report is printed.

TOTAL A Total Time Report is printed.

MASS . A Mass Point Report is printed.

TERM Enables user to sign-off temporarily or permanently. All data is saved on a file for restarting.

CORR Enables user to correct previously entered data.

LIST A Summary Data Report is printed.

PLOT Enables user to plot summary data, individual sensor data or air mass versus time.

The "Contairment Air Mass" values are the masses of dry air in the containment (lbm). These air masses, determined from the Equation of State, are used in the regression analysis.

TOTAL TIME REPORT

The Total Time Report presents data leakage rate (wt%/day) as determined by the Total Time Method. The "Calculated Leakage Rate" is the value determined from the regression analysis. The "Measured Leakage Rates" are the leakage rate values determined using Total Time calculations. These values of leakage rate are used in the regression analysis.

TREND REPORT

The Trend Report presents leakage rates as determined by the Mass Point and Total Time methods in percent of the initial contained mass of dry air per day (wt%/day), versus-elapsed time (hours) and number of data points.

PREDICTOR REPORT

The predictor reports presents a predicted upper bound on the change in calculated mass point leakage rate over the next four hours.

SUMMARY DATA REPORT

The Summary Data report presents the actual data used to calculate leakage rates by the various methods described in the "Computer Program" section of this report. The six column headings are TIME, DATE, TEMP, PRESSURE, VPRS, and VOLUME and contain data defined as follows:

1. TEMP 1 through TEMP N are the drybulb temperatures, where N - No. of RTD's. The values in the right-hand column are temperatures (OF), multiplied by 100, as read from the data acquisition system (DAS). The values in the left-hand column are the corrected temperatures expressed in absolute units (OR).

2. PRES 1 through PRES N are the total pressures, absolute, whereN - No. of pressure sensors. The right-hand value, in parentheses, is a number in counts as read from the DAS. This count value is converted to a value in psia by the computer via the instrument's calibration table, counts versus psia. The left-hand column is the absolute total pressure, psia.

3. VPRS 1 through VPRS N are the dewpoint temperatures (water vapor pressures), where N = No. of dewpoint sensors. The values in the right-hand column are temperatures (oF), multiplied by 100 as read from the DAS. The values in the lefthand column are the water vapor pressures (psia) from the steam tables for saturated steam corresponding to the dewpoint (saturation) temperatures in the center column.

The Summary of Corrected Data presents corrected temperature and pressure values and calculated air mass determined as follows:

SUMMARY ANALYSIS:

LOCAL LEAKAGE RATE TESTS

APRIL 18, 1983 THRU JULY 4, 1985

1.0 SUMMARY

1.1 -SCOPE

As required by 1OCFR5O, Appendix J, Paragraph V.A.3 and Section 4.7 of the Duane Arnold Energy Center (DAEC) Technical Specifications, local leakage rate testing (LLRT) of primary containment isolation valves and penetrations was conducted during the period April 18, 1983 thru July 4, 1985. A summary of the LLRT results fron periodic and post-maintenance testing is provided herein.

Individual test results are presented in Sections 5.1 and 5.2 of this report.

1.2 TEST METHODS

1.2.1 Pressurized-Flowmeter Method - This method uses plant instrument air or nitrogen to pressurize the test volume. The quantity of makeup air or nitrogen needed to maintain the required test pressure is measured to determine the leakage rate.

1.2.2 Vented-Flowmeter Method - This method places the flowmeter on the vented side of the isolation valve under test. The leakage past the valve is directed through the flowmeter and thus measured. The downstream portion of the affected piping is pressurized with water or air to ensure all leakage .is directed through the flowmeter(s) on the LLRT Rig.

1.2.3 Pressure-Decay Method - The drywell personnel airlock is leak-tested by using the pressure decay method. The test volume is pressurized to Pa with air then the pressure drop is recorded over a time interval. From this, a decay rate is determined and the leakage rate calculated.

To maintain consistancy, all testing, except for the main steam isolation valves, was conducted at a test pressure greater than or equal to 54 psig; although in March, 1985, Revision 115 to the DAEC Technical Specifications redefined Pa as 43 psig.

1.2.4 Combined leakage rates from the individual LLRT results are derived as follows:

a. For containment isolation valves in series, tested individually, the reported leakage for that penetration is equal to the measured leakage of the isolation valve with the higher leak rate.

b. For containment isolation valves in series, tested simultaneously (pressurizing between valves), the reported leakage for that penetration is equal to the total leakage measured.

c. Containment isolation valves tested individually and which are in parallel trains, the leakage reported for that penetration is the sum of the individually measured leakages.

Results obtained in this manner are conservative for the following reasons.

a. The criteria assumes that only one of two isolation valves in series will closed during an accident and that the functional (closed) valve has the higher leak rate. More realistically, most if not all isolation valves will close during an accident; consequently, the leakage rate past series-oriented valves would be limited by the valve with the lowest leakage rate. .

b. The criteria considers that for containment isolation valves tested simultaneously (pressurizing between valves), the leakage for that penetration is the total leakage measured. A realistic leakage would be one-half the total leakage measured -- the leakage for that penetration would be controlled by the valve with the leakage rate less than one-half the measured value.

2.0 DEFINITIONS

2.1 La (percent/24 hour): The design basis accident leakage rate at the calculated peak containment internal pressure defined in the technical specifications ( La equals 2 weight-percent per day or 367,553 sccm @ 54 psig (308,701 sccm @ 43 psig).

3.0 ACCEPTANCE CRITERIA

3.1 The combined leakage rate for all penetrations and valves subject to Type B and C test shall be less than 0.60 La. (220,532 sccm @ 54 psig).

3.2 The leakage from any one MSIV shall not exceed 11.5 scfh (5,428 sccm) at an initial test pressure of 24 psig. (Tech Spec 4.7.A.2.c.13.)

3.3 When practical, individual valve allowable leakage rates (in addition to MSIV's) have been established in accordance with the requirements of the DAEC Inservice Test Program. (ASME B&PV Code, Section XI)

4.0 TEST EQUIPMENT

4.1 LOCAL LEAKAGE RATE TESTING RIG

The Local Leakage Rate Test (LLRT) rig is a portable unit provided with a pressure regulator, pressure gage, flow instruments, and a bubbler. Four (4) flowmeters are used to provide a full range of measurement from 0 to approximately 100,000 sccm. Figures 1 and 2 are diagrams of a typical LLRT Rig.

4.2 INSTRUMENT CALIBRATION AND ACCURACY

The LLRT units are designed to provide measurement--f test -vol-ume-leakage at-a-high level of accuracy. Instruments are calibrated prior to the commencement of the tests.

4.2.1 Pressure Gages

4.2.2 Flow Indicators

Range and calibration data for the flowmeters are provided in Table 1. The accuracy of the flowmeters is + 1% of full scale over the range of 100 to 10% of full scale.

4.3 TEST MEDIUM

4.3.1 Type B testing of testable gaskets and flange o-rings was performed using plant service air. Bottled nitrogen was used for testing electrical penetration canisters and piping expansion bellows.

4.3.2 Type C testing was performed using plant service air or bottled nitrogen. Water tests were performed using demineralized water to fill the test volume consistent with system service.

Leakage was found on only five penetrations.

* Two stabilizer access ports (testable gaskets) penetrations 58F and 58G had leakages of 3700 sccm and 3900 sccm, respectively.

* The torus vacuum breakers, CV-4304 and CV-4305, (flange "O"-rings, penetration 231) had leakages of 142 sccm and 235 sccm respectively, and

- the RPV Head Spray line expansion bellows (penetration 17) had a leakage of 250 sccm.

No maintenance action was performed on any of these penetrations.

5.2 TYPE C TESTING

Periodic Type C leak testing was performed during the period January 23, 1985 through July 10, 1985. The tests in this category are subdivided into two groups based on the test medium, air or water.

In the interval between the last Type A test performed on April 17, 1983 and commencement of the Deriodic Type 8 and C testing in conjunction with the 1985 refueling outage, several tests were conducted.

A detailed tabulation of the tests performed and results is presented in Appendix C to this analysis.

SUMMARY REPORT: VALVE REPAIRS

SPRING, 1985

During the Spring, 1985 Refueling Outage, several Type-C tested valves required repair. Many of these repairs were a result of excessive leakage discovered during Local Leakrate Testing. The following is a summary of the valve conditions and corrective action taken in each case in accordance with 1OCFR5O, Appendix 3, Paragraph V.B.3 reporting requirements. Where a failure reflects a recurring problem, comments are provided to expand on significance and corrective actions.

a) CV-4412 - "A" Inboard Main Steam Isolation Valve 0 0

No significant indications of valve deterioration were found other than seat wear and normal wear of valve body and disc guides.

Valve was completely refurbished with new (modified) internals and other general maintenance (ie. seat machining, etc.) was performed.

COMMENT: Due to past poor performance, all eight (8) MISV's have been modified with new internals that are expected to improve valve performance.

b) CV-4415 - "B" Inboard Main Steam Isolation Valve 50,753 0

The valve seat was not concentric to the centerline of the valve and showed evidence of hammering at the lower portion of the seat. There was considerable wear near the top of the valve body guide area.

Valve was completely refurbished with new (modified) internals and other general maintenance (ie. seat machining, etc.) was performed.

COMMENT: See CV-4412 Comment

c) CV-4418 - "C" Inboard Main Steam Isolation Valve 0 0

No significant indications of valve deterioration were found other than seat wear and normal wear of valve body and disc guides.

Valve was completely refurbished with new (modified) internals and other general maintenance (ie. seat machining, etc.) was performed.

f) CV-4416 - "B" Outboard Main Steam Isolation Valve 0 0

No significant indications of valve deterioration were found other than seat wear and normal wear of valve body and disc guides.

Valve was completely refurbished with new (modified) internals and other general maintenance (ie. seat machining, etc.) was performed.

g) CV-4419 - "C" Outboard Main Steam Isolation Valve 44,349 0

The main disc contact line on the seat appeared to be partial or very light in some areas and the main disc was slightly loose from the piston. There was radial wear in the lower guide area and gall marks on the guides extending the length of the bore. Valve body erosion was discovered above the seat in the transition weld area between the stellite and the base metal.

Valve was completely refurbished with new (modified) internals, eroded areas were repaired and other general maintenance (ie. seat machining, etc.) was performed.

The main disc contact line on the seat appeared to be partial or very light in some areas and the main disc was slightly loose from the piston. There was some radial wear in the upper and lower guide areas and gall marks on the guides extending the length of the bore.

Valve was completely refurbished with new (modified) internals and other general maintenance (ie. seat machining, etc.) was performed.

i) MO-4423 - Inboard Main Steamline Drain 28,500 116

The disc and seat showed evidence of steam cutting.

A new disc was installed and valve seats were repaired, machined and lapped.

COMMENT: In 1983, this valve failed and was reworked and tested with a combined leakage rate (MO-4423 and MO-4424) of 6,200 sccm. The recent test (1985) was performed in a different manner than earlier tests in that the leakage was measured through the valve from the reactor side vice by pressuring between the inboard and outboard valves. This could account for the increased leakage encountered. No further action is planned unless warrented by future results of periodic testing.

j) V-14-3 - Reactor Feedwater Check Valve > 176,166 1,400

The disc was out of adjustment as a result of wear of the disc-hinge pin bushings.

Disc bushings were replaced and the disc was cleaned and adjusted.

COMMENT: Recurring failures of this valve are under evaluation and valve modifications will be considered pending results of leakage tests to be performed during the next refueling outage.

k) V-14-1 - Reactor Feedwater Check Valve

The disc was out of adjustment as a result of wear of the disc-hinge pin bushings.

Disc bushings were replaced and the disc was cleaned and adjusted.

COMMENT: Recurring failures of this valve are under evaluation and valve modifications wil be considered pending result o5fi leakage tests to be performed during the next refueling outage.

1) MO-2740 - Reactor Water Cleanup Effluent

Seat was cracked.

Machined disc and replaced valve seat.

m) MO-2512 - RCIC Pump Discharge

The disc and seat showed evidence of steam cutting.

A new disc was installed and valve seats were repaired, machined and lapped.

n) CV-2410 - RCIC Drain to Condenser

The disc and seat showed evidence of steam cutting.

Replaced valve.

o) CV-2411 - RCIC Drain to Condenser

The disc and seat showed evidence of steam cutting.

Replaced valve.

p) CV-5719A - "A" Well Water Supply

s) CV-4302 - Drywell Purge Outlet Valve

No significant indications identified.

Replaced rubber T-ring.

t)- CV-4311 -- Drywell and Torus Makeup-Valve

Seats and disc were galled.

Repaired disc and lapped seats.

u) V-17-83 - "B" Recirculation Pump Seal Water Supply

No indications of degradation except for improper rubber 0-ring installed at body to bonnet joint.

Removed 0-ring and seal welded body to bonnet joint.

v) V-26-8 - Standby Liquid Control Injection

Valve seat nicked.

Lapped Valve.

COMMENT: This valve has repeatedly failed the LLRT with air used as the test medium. There is currently a pending change to the DAEC Technical Specification to permit testing this valve with water. There is no doubt that the valve will satisfactorily pass a water test.

w) V-26-9 - Standby Liquid Control Injection

Valve seat nicked.

Lapped valve.

COMMENT: This valve has repeatedly failed the LLRT with air used as the test medium. There is currently a pending change to the DAEC Technical Specification to permit testing this valve with water. There is no doubt that the valve will satisfactorily pass a water test.
