Improving Public Access to Pollution Prevention, Toxic Chemical Safety, and

Greener Products

Beginning from Data to Results

11/8/2011

1

• EPA is interested in identifying and capitalizing on opportunities for leveraging the wealth of available Toxic Substances Control Act (TSCA) health and safety data (HASD) and Pollution Prevention (P2) Program data to help reduce the emission of greenhouse gasses; the use of hazardous materials; and the use of natural resources, while contributing to a greener and more sustainable economy.

• The broad mission of the Pollution Prevention (P2) Program is to prevent pollution at the source and conserve natural resources, which are critical steps towards achieving a sustainable society.

• Authority of the P2 Program comes from the Pollution Prevention Act of 1990 (PPA) and a series of Executive Orders since 1993.  Both promote intra-agency and inter-agency collaboration.

Background Information

How to improve public access to the overload of World Wide Web data related to pollution prevention, toxic chemical safety, and availability of green products with:

• Independent programs with…• Independent websites with…

• Independent technical capabilities with…• Independent data elements…

Current Challenge

Current Challenge - example

4

• Assess and normalize publicly available and other potential sources of chemical and chemical product information for industry and public use

 • Broaden access to green standards and certification programs  • Provide convenient and intuitive means for industry and the public

to search and use chemical and chemical product information

Potential Solutions

Identify the most likely data sources and produce rapid web or mobile device application prototypes that demonstrate the integration of chemical health and safety data, green products and pollution prevention information, and build following blocks for future use:

• Data – gathering sources• Data Standard – creating guideline of data organization• Data Registry - keeping data all together• Data Services - feeding the world• Linked Data - data getting social with data• Social Networks - data getting social with people• Tools/Apps - usage and outreach in one• Outreach – connecting users and tools
