Certified Government Financial Manager: Certified by the National Association of Government Accountants to meet national education and training standards as a Government Financial Manager.

III. Current Position and Relevant University Experience

Professor – Graduate Faculty, Troy University 2006 - Present. Member of the Public Administration Graduate Faculty, teach graduate courses in the TROY MPA program, including Governmental Budgeting, Ethics, Administrative Law as well as the Foundations and Capstone Courses. Occasionally teach graduate and undergraduate Criminal Justice courses as requested. Selected as TROY 2011 Wallace D. Malone Distinguished Faculty.

Adjunct Faculty, 1980 – 1994, City University of New York; University of Maryland; Central Texas College, Columbia College; Troy University.

Regional Director and Professor, Troy University Florida Region, August 1999 - 2007. Chief Academic and Administrative Officer for Troy University’s Regional Campuses at sixteen sites in eight states with over 30,000 annual enrollments and a student population over four thousand. Responsible for over 350 full- and part-time employees, including over 100 faculty members and the delivery of multiple graduate and undergraduate programs. Responsible for developing and managing a multimillion-dollar annual budgets exceeding $12 million. Established new campuses in the Seattle, Washington area and in Jacksonville, Florida and successfully developed numerous corporate and government graduate cohorts. Led the development of the University’s most successful and rapidly expanding distance education delivery system. Resigned in 2007 to return to full time teaching. As full Professor, teach graduate courses noted above.

Chair, Department of Public Administration, Troy University, September 1997 to August 1999. Chaired Public Administration programs and faculty throughout Troy University. Negotiated agreements to provide several graduate management cohorts to health care facilities in Tacoma, Washington, 2001- 2005.

Submitted successful contract proposal to the U.S. Army to deliver graduate programs in the Seattle, Washington area, which led to the establishment of a permanent TROY site at Fort Lewis, Washington, 2001.

Led successful negotiations in obtaining a multimillion dollar contract with Price Waterhouse Cooper to provide distance education programs to the United States Army, 2000.

Negotiated agreements with eight major corporations in submitting a bid for a $700,000,000 contract to provide distance education services to the United States Army, September - October 2000.

Successfully competed for an open-ended three-year educational contract with the United States Navy to provide eight distance education programs for over 1,100 Navy personnel per year, September 2000. (renewed in 2003)

Negotiated $400,000 per year contract with the Okaloosa County School District, Florida for the delivery of dual enrollment programs in 2000 through 2002. First out-of-state University so accepted.

Conducted original research studying the relationship between ethics training and education and ethical behavior on the part of Virginia police departments based on $150,000 Federal grant request through the National Institute of Justice. Due to lack of funding, initiated research at own expense, 1998.

Managed an approved federal grant for Troy University on Tropical Cyclone studies 1996-98.

Supervised program managers responsible for policy and oversight of major felony investigations, drug interdiction programs, crime prevention and economic crime programs, technical equipment, and forensic investigation for the largest region of the Department of the Army's


Criminal Investigation Division spanning the United States west of the Mississippi. Managed the compliance inspection program of subordinate offices. 1986 - 1991.

Chief of Investigative Operations. Directed a large criminal investigation district, supervising over sixty investigative personnel including a major procurement fraud investigation and prevention team, a covert international narcotics interdiction unit, and four sub-offices in Germany and Italy. 1984 - 1986.

Personnel Manager. Managed the assignments and career development of over 700 special agents for the Department of the Army. Selected special agents for appointment, made world-wide assignments, planned career development paths, and managed manpower for investigative offices throughout the world. 1982 - 1984.

Training Consultant, National Center for Public Productivity, New York, New York, 1981 - 1984. Developed fraud investigation, child abuse investigation, and absent parent location training manuals and seminars for social service investigative agencies. Conducted numerous three-day seminars throughout New York and New Jersey.

Special Agent in Charge. Managed independent investigative units in Germany and at the United States Military Academy, West Point, New York. Directed the conduct of serious felony investigations and crime prevention activities. Supervised security efforts for the returning Iran Hostages at West Point. 1971 - 1975; 1978 - 1982.

Personal Security Supervisor for the Secretary of Defense of the United States. Planned, supervised, and conducted personal security operations for visits throughout the World. 1976 - 1978.

General Law Enforcement Operations. Progressed through police patrol duties, traffic investigation, patrol supervision, shift management, and plain clothes detail supervision to criminal investigative duties. 1962 - 1971.
