November already, where has the year gone!

November is the voting month, so get out there and let your voice be heard. My 17 year old daughter is already registered to vote; even though she can’t vote until next year. I love the fact that the younger generation is involved much more than back in the 1970’s. Maybe I should leave the last part out, it sure dates me! Just remember it is your right and responsibility to vote. Alan Carpenter, my husband (1st Dude as we call him) says,” If you don’t take the time to vote, then you don’t have the right to complain about the outcome later”.

RHA Oregon has sent a letter to the Portland City Council, stating our opinion against the Portland street tax as it stands now. In short RHA Oregon feels this tax will affect low income families via rent increases. The street tax in most cases will be passed down to the renter/lessee through increased rents. Lower income families may even be double taxed. The city of Portland will not only tax each household, but they will tax multifamily properties as a business. It is not yet clear as to how individuals, multifamily and commercial properties will be taxed or how much. See the letter we sent on page 18 of this issue of the Rental Alliance Update. I am personally disturbed that the citizens of Portland will not get to vote on this street tax as it is before the city council for vote.

If you haven’t already phoned in your reservations for our November dinner party, please do so now. This is one of the most important dinner meetings of the year and includes pivotal decisions like seating our new board of directors. For the first time in several years we have more nominees than positions avail-able. Your vote is important! Jill Smith from Home Forward (Section 8) will be the speaker. This is the time to get some of those questions answered about Home Forward. Please see more information in the RHA Oregon Update. We will also raffle the red ticket cash from the last 11 months, this cash is half of the red ticket sales from each meeting.

I would like to mention the annual Holiday Party will be held at the Riverside Country Club this year. This is a great time to have that Holiday Party for your employees or Family members. Each year we collect toys and teenage gifts for our soldiers’ families. For many years our Community Relations Chair, Tony Kavanagh, has taken the trip to Salem to deliver the gifts you bring for these kids. We ask each year for you to remember the teenagers. There is always an abundance of toys for those 12 and under, but not for the teenagers. I know teenagers are so much harder to buy for, (2 in my household). May we suggest gift cards from stores located thoughout Oregon? Because our soldiers are not able to be with their families, we give these gifts in the hope that they will bring some joy to the families.

Dear Maintenance Men,It won’t be long before we need to change our clocks for Daylight Saving. I’m a bit concerned about the lights at my apartment building. I have various fixtures, sensors and timers, not one of which turns on the lights at the same time. Some don’t turn off or on at all. Any suggestions? Burt

Dear Burt: There are two ways to effectively control exterior lighting: 1: A timer clock. 2: A photocell for detecting light and dark

Both time clocks and photocells have been around forever. We prefer to activate landscape lighting with a photocell as it is virtually maintenance free. A photocell will ensure the property has light only when it is needed and turn off automatically with the approach of daylight. Be sure the photocell located where it can “see” ambient light and not near an artificial light source.

A time clock needs constant attention in order to keep up with the changing seasons and adjustments for longer or shorter nights. There is nothing more frustrating than seeing the property all lit up at 5pm and it only gets dark at 7pm or even worse; the lights turn on at 7pm and it has been dark since 5pm. Remember: the safety of your residents is at its greatest risk when it is dark and the lights are out.

Dear Maintenance Men:I’m getting ready to have one of my rental units painted and the painter typically sprays the walls and ceiling as opposed to rolling on the paint. I’m a bit worried about my smoke and CO Detectors. Am I being overly cautious? George

Dear George: Overly cautious? No! We think you are right to worry. The paint and construction dust can

contaminate the smoke/CO detectors and lessen their sensitivity. It is important to either cover the detectors in a protective plastic bag or remove them during the painting and construction work. While you are there, check the batteries and dates of installation. If you remove the detectors during painting, don’t forget to reinstall them before the next resident moves in.

Dear Maintenance Men: Garbage diposals are getting me down! I am forever getting calls to unblock them or replace rusted ones. They seem to be a source of constant problems. Are there any alternatives?John

Dear John: The first issue may be education. When a new resident moves into a unit; explain how to use the garbage disposal, what should and should not be put through the unit. Show them what to do if the disposal jams and where and how to use the un-jam key. (The un-jam key should be attached to the side of the disposer.) The same information should be distributed to all existing residents as well.

To answer your question about an alternative to a garbage disposal: We recently met with a small Southern California company that makes an item to eliminate the garbage disposal unit altogether. The product is called SemperScreen and it looks just like a standard sink drain strainer. The difference is in the strainer itself. The strainer is a fine stainless steel mesh permanently attached which will only allow water to drain and keep debris from going down the drain and into the pipes. In other words, the new drain strainer is used to replace the garbage disposal unit. Because it is permanently installed, the residents cannot remove it. The garbage disposer is removed the SemperScreen replaces it. This product can be found at: www.semperscreen.com .

ARE YOUR PROPERTIES WINTER READY? By Lynne Whitney, Real Estate Roofing Srvs

It’s that lovely time of year; Rain, heavy winds, sleet, and snow are heading our way! Are your properties winter ready? Moss, debris, and overflowing gutters can cause leaks, flooding, and frustration for both the landlord and the tenant. We encourage you to be proactive this year and have the inspections done now, prior to an emergency! Even just a visual inspection can help, look to see if anything looks out of place; missing shingles, roof debris, overhanging tree limbs (and dogs), can all pose potential problems in the winter. Ongoing preventative maintenance will save you time and money, and increase your roof life.

Emergency repairs are just that…an urgent call to your vendor for service. As you might imagine, you won’t be the only client calling, and even if it’s a vendor you consistently use, they will need to deal with every request as quickly as possible.

As winter approaches, we tend to button everything down; Close the windows, vents, and snuggle in. While this sounds cozy, our properties have a greater threat of mold growth due to the lack of air flow and ventilation. While roof leaks can indeed lead to mold growth in the attic, a lot of mold is also caused by improper venting and high humidity. Since mold can grow in 24-48 hours, it is important to inspect your properties at this time of year for proper ventilation. Bathroom fans are one of the leading causes of mold, as quite often they are not hooked up properly and are blowing hot, moist air into the attic and not venting directly outside.

Winter fires cause more than $2,000,000,000 (that’s 2 BILLION) in property losses every year. The loss of life is considerable—more than 900 people die in winter home fires. As a rental owner it’s important to know what the hazards are and to communicate that information to your tenants.

Fire prevention in general is important for any landlord or homeowner to address. In fact, I’ve written about fire prevention for landlords and property managers before. However, a fire

is more likely to happen during the winter for three reasons: we heat our food more, we heat our homes more, and many of us decorate our houses with flammable materials and candles. That combination doesn’t have to end in tragedy.

Here is some important information to communicate to your tenants so you can reduce the likelihood that your rental property will catch fire. Most fires start in the kitchen, often from food left unattended on the cook top.

Remind your tenants to:

• Never leave their stove unattended when they are using it. • Keep their ovens and cook tops clean, as grease and other debris can ignite easily. • Keep papers, plastic bags, and other materials at least 3 feet away from the stove.

I write this having watched a tea towel in my kitchen catch fire just last week. It happened quickly. Fortunately, we reacted quickly and the damage was limited.

Heaters are the second leading cause of winter home fires.

Remind your tenants that they should:

• Never put anything close to their heat sources. • Avoid using extension cords on a portable heater. • Always turn off portable heaters when leaving the rental home or going to bed. • Always follow manufacturer instructions.

Winter home fires peak in December and January, during the holidays.

Remind your tenants that they should:

• Make sure their Christmas trees are well watered and placed away from heat sources.

• Always turn off their Christmas tree lights when they aren’t at home or when they go to bed.

• Avoid using real candles, instead opting for battery operated candles.

• If candles must be used, NEVER leave them unattended if they are lit, place them in a stable location far away from anything

that could catch fire, and always put them out when leaving the room or going to bed.

• NEVER deep-fry turkeys or other foods indoors, in a garage, or on a balcony or deck. Deep fried turkey is delicious, but do it away from any structures in an uncovered location.

Finally, there are some things that you as the rental owner should be doing at least once a year, and also before a new tenant moves in: • Regularly inspect your rental property, have all of your heat sources checked, and change

filters, check gas lines. • Check smoke detectors and carbon monoxide detectors to make sure they are working. Consider having your tenants sign an agreement that they will not disable or remove them. • Make sure fire extinguishers are in working order and comply with state and local regulations. • Now is a good time to check that you have a rental owner’s insurance policy on your property. Also consider requiring your tenants to carry renter’s insurance.

A property manager returned from a trip in September and found a letter on her desk from a brand new tenant accusing her of fraud and misrepresentation. He was complaining that the garage in the house he had leased "sight unseen" did not have a double car garage "big enough" for his large vehicles. Within months, the

property manager was in eviction court after the tenant moved to a nearby apartment complex with no garage facilities for residents.

As more rental residents switch jobs; move across country; sell their homes earlier than expected, they will no longer have the luxury of frequent visits to an area to organize their relocation efforts. Often, they have less than a week to secure jobs, enroll children in schools and find suitable housing. Of these three tasks, the first two seem to take precedence in their schedule trip so they are renting to their new residences through the eyes of surrogates, on Realtor recommendations or "sight unseen".

For the last year, between residents, I have been taking interior photos of my properties and posting then on the web. Prospects calling on upcoming rental availabilities can access these interior photos from my web site at their leisure. For my postings on large sites like YAHOO

Classifieds and RentConnection, I have posted a composite of the exterior and 3 interior photos so that prospects can get a better understanding of the size and quality of the property in addition to accessing area amenities, schools and neighborhood profiles.

This summer I showed country rental properties to a prospect relocating to the area with his girlfriend for her new job. He walked through my vacant country property, cell phone in hand and guided his girlfriend to the interior property photos on the web as she sat in their home in Florida. After a 10 minute conversation, he said they wanted to rent the house.

Another pitfall is renting to prospects through surrogates, family or "their friendly Realtor". When dealing with these situations, it is best to control the information provided to the distant rental prospect - either via website listing information with photos; e-mail or fax correspondence. With this procedure, written documentation is available as to the information provided to the prospect prior to their lease signing. Keeping copies of the web listings, promotional flyers and MLS listing data in your property file will make it easier to document the information provided should this be questioned in the future.

As in the case of the tenant with the "vintage cars", the ultimate outcome rested on the wording of the lease signed by the tenant whereby he agreed to take the property and there was no stipulation as to the length or size of the property's garage space.

With these situations in mind, some "caveat emptor" wording for these situations might be in order. One

NARPM member has a "Sight Unseen" Addendum that the Residents sign in addition to the lease document.

The TENANTS acknowledge and agree that it is their own decision to lease the subject property without first previewing the premises. Should the TENANTS fail to take occupancy of the property, TENANTS understand that they may forfeit their security deposit and they will be held responsible for the terms of the lease and payment of the rent until the occupancy of a new tenant. It is further understood that the LEASE is not conditioned on any repairs or improvements other than what the OWNER/AGENT is required to do per said lease agreement.

Prior to utilizing such wording, it is recommended that you verify that your state statutes allow for the forfeiture of all or a portion of the tenant's deposit to cover your advertising and re-renting costs as well as your re-leasing fees.

With a little bit of advance planning on our part, we should be able to facilitate

prospects' busy schedules and eliminate some of the risk involved with renting properties...."sight unseen".

Residents are on the prowl again looking for the most attractive rental units for their money. At the same time there is a growing group of former homeowners who are back in the rental market.

The monthly rent these groups are willing to pay will partially depend on the condition of the rental properties. If they have a choice, they’ll go with the property that impresses them the most.

This is especially true with the baby boomer generation, those born between 1946 and 1964. This demographic is looking for places to live that feel secure, feel like home and appeals to aesthetics.

So to compete effectively and economically, property managers are “turning up their imaginations” to make their properties more desirable. Here are four economical ideas to consider:

1. First impressions mean a lot. Remove old or tattered window coverings and replace them with inexpensive Venetian-style blinds. Choose neutral colors and models that are easy to replace.While you’re at it make sure the windows are clean, with sills that are

sparkling.

2. Replace the knobs and handles in the kitchen cabinets if possible. Any qualitative touches you can add to your kitchens including sufficient lighting will make your rental feel more like home.

3. Install portable “odor-eating” air purifiers. If your rental units smell clean, prospective residents will notice. You can also buy some inexpensive plug-in room deodorizers which create the ambiance you think pleases the

nose. Stage the kitchen counters with flowers for a decorative touch.

4. While we’re on the olfactory topic, make sure the inside of the refrigerator is extra clean and smells great. You can add to the appeal by placing some fresh-baked cookies inside the refrigerator. Offer one to your prospect so they will remember how kind and considerate you were.

As I’ve stressed in past articles on this subject, colorful landscaping strategically placed around your building speaks volumes to exceptionally attractive prospects. Often folks who appreciate beauty make reliable residents.

Property managers would be wise to leave a lasting impression on everyone who comes to look at a vacant property. One way is to have an attractive, color sheet with a list of all the advantages of being a resident at the property you manage.

Don’t be afraid to add creative touches. Something as inexpensive as replacing the shower curtains, cleaning the counters so they sparkle, or adding different light bulbs may brighten the interior and indirectly remind the prospective resident that your property is livable and cozy.

As property managers, we have to be imaginative when reaching out to potential residents. If we also remember to be friendly and courteous, we will brighten their day and leave a positive memory about your property.

The 1,800+ members making up the Rental Housing Alliance of Oregon have analyzed and discussed the transportation funding schematics under consideration including the pros, cons and outcomes that could benefit all. Based on our basic values system and founding principles, we have no option but to oppose your proposed Transportation User Fee.

Since 1927, quality affordable housing options for Oregonians has been our organization’s primary goal. The proposed fee undermines those efforts. We believe that the City’s stated goals for affordable housing are also in conflict with the fee.

To be totally forthright, the transportation user fee has the potential to have a doubly negative impact on rental housing tenants. For the same structure, landlords will pay the business assessment and our tenants will pay the residential assessment. Some would say that in the end renters will end up paying significantly more of the transportation fee than homeowners because they pay the City directly and the reality is that the landlord’s cost of doing business is always reflected in rent rates.

In the third year, the user fee rate directly assessed on the renter by the City via the utility bill would be at the very least just under $5 (approved multi-family low-income) and up to $12 per month. Does it not seem like much? Take a look at fiverr.com and the $5challenge.com to see just what that amount can mean for a family living on the edges of homelessness.

According to the City of Portland website, “We believe that rather than shuffling homeless people from service to service and back to the street, the aim of our efforts must be to first get homeless people into permanent housing.” Furthermore, your Housing Bureau states: “Our goal is to increase housing options for low-income people, and we work to address the largest gaps in affordable housing“…the transportation user fee actually makes that gap larger. Additionally, Portland’s affordable housing plan makes available multiple types of tax exemptions to encourage affordable housing efforts, yet this fee simply takes the dollars out of another pocket in the housing system (likely from the less-able person).

Not only do we agree with Portland’s stated vision and the need to end homelessness – we embody it. RHA Oregon recently raised enough money to provide for JOIN, to move a homeless family off the streets and into a home.

Clearly, the City of Portland’s proposed Transportation User Fee conflicts with both the City and RHA Oregon’s affordable housing goals. We ask that you reconsider your support.
