    sirens. Poor Jammites will now feel and

    Promotion is a great soothing cause to cel-

    ebrate. Previously tribals and now sub-

    them, the citizens have been given peakhour time to celebrate. Between 9 and 10

    roads and crossings for long time. They

    will be made to guess and play Kaun

    him. The government has given been gra-

    cious and those who miss the morning

    show have been given another prime time

    slot in the evening. They can indulge in all

    fancies and look to the sky and thank God

    about real democracy and arrival of

    Darbaris and listen to their peculiar Raag

    Darbari. The show will continue for six

    months so, Jammuites are fortunate

    enough to thank their stars. Great gover-

    nance and the lucky Jammu citizen whatelse he wanted than this valuable bargain.

    The Darbar has opened yesterday

    and as per tradition, the Chief

    Minister was presented with a Guard

    of Honour. It reminds one ofAlexanders entry into Persia---

    pomp, show, mil itary drill and th en

    the overreaching statement ---All

    that is not Greek is ugly. Omar

    uttered the same style statement

    about Narendra Modi, the BJPs PM

    candidate--- I can dislike him but

    not ignore, he can galvanise the

    BJP. Days earlier, in order to set

    the political stage for his grand entry

    into the Jammu Secretariat, he laidout his vision about the political

    future of Kashmir. He evinced inter-

    est in the North Ireland formula or

    Scotland pattern relationship for

    Kashmir with India. When ques-

    tioned about this statement, he

    resorted to his usual parroting;Kashmir is an integral part of India

    and shall always remain so.

    This was one scene, set for the peo-

    ple by Omars Nat ional Conf erence.While he was receiving the Maharaja

    style Guard of Honour, PDP, his

    main political opponent in his home

    turf took out a large rally to oppose

    Omars war mongering on

    Kashmir. PDP rally led by

    Mehbooba Mufti sensing the prover-

    bial iron is hot strike now op portuni-

    ty, hit hard on the Chief Ministers

    stance on Pakistan when he said

    India should hit hard at Pakistan.

    PDP in true testimony to its versionof another faade of political haze

    a decent entry there.

    Darbar move is an administrative

    exercise and not an ideal stage for a

    political fight. Omars statement s,

    PDPs protest and BJPs loud

    demonstration are not needed on

    such occasion. Instead all the politi-

    cal parties should have released their

    policy principles in order to make

    administration corruption free andresponsive to the aspirations of the

    people. In a spir it of coo rdination it

    was one moment when there should

    have been some unanimity on mak-

    ing governance effective. As Darbar

    move and opening of Secretariat in

    Jammu means after six months it is

    now time for this region to taste the

    fruits of good and effective gover-

    nance. That spirit is miles away and

    not in sight at all given the oppor-

    tunism and political slug-fest, all

    parties ar e indulging in to. In the bar-gain Jammu will continue to suffer

    on many counts.

    ted these tickets for claims

    but no money was ever

    transferred to his account.

    The MP has claimed that

    he had brought this matter

    to the notice of concerned

    authorities and even sub-

    mitted that complaint let-

    ter to CBI when it

    searched his premises

    here.

    The tour operator and Air

    India did not offer any

    comments.

    CBI has alleged that Mr.

    Sahani made false claimsof approximately Rs. 9.5

    lakh for seven business

    class return air tickets

    costing nearly Rs. 1.34

    lakh each to Port Blair in

    December 2012 using

    fake air tickets and board-

    ing passes for himself and

    six associates, the sources

    said.

    CBI sources said the

    agency has registered a

    case of cheating and for-

    gery among other charges

    under Indian Penal Code

    (IPC) and relevant provi-

    sions of the Prevention of

    Corruption Act.

    CBI has alleged that the

    MP purchased seven

    return e-tickets in con-

    nivance with the tour

    operator and the Air India

    employee. He also

    allegedly used online

    service to get boarding

    passes using web check-in

    basis.

    The sources said just

    before the boarding time,

    these boarding passes and

    tickets were allegedly can-

    celled using the sign-in

    code of Akhtar, the Air

    India customer service

    agent, and money was

    refunded with little deduc-

    tion.

    Meanwhile, the e-tickets

    and boarding passes

    which were earlier issued

    were allegedly presented

    to claim the travel expens-

    es by the MP.

    The sources said even

    though no expenses were

    incurred by the MP, he

    allegedly claimed the

    amount using these e-tick-

    ets and boarding passes

    which were cancelled.

    tively, are facing trial in

    Italy for alleged corrup-

    tion. Mr. Orsi was heading

    AgustaWestland when the

    deal was signed in 2010

    and is now the Chief

    Executive Officer of par-

    ent company

    Finmeccanica.

    The statements of both

    these top executives are

    important for CBI for

    finalising its charges

    which would be levelled

    in the charge sheet, the

    agency sources said.

    India has become a civil

    party in the ongoing trial

    in Italy which helped it in

    getting court documents

    submitted by Italian pros-

    ecutors in connection with

    the case.The CBI needs statements

    and answers to its queriesfocusing on its probe so

    far in the case. The agency

    will have to corroborateallegations levelled in its

    FIR, besides piecing

    together the entire

    sequence of events in its

    charge sheet.

    It has named both the

    firms in its FIR in which11 others including Mr.

    Tyagi and three alleged

    European middlemenhave also been named for

    "tilting" the deal inAgustaWestland's favour

    in lieu of 51 million euro

    This is thefirst time Ihave sat in a

    plane, hereveals with asmile, I wasmore worriedabout checkingin and bucklingmy seatbeltthan the actualtalk. Sunil,one of threechildren from afarming familyin Mahiravani,near Nashik,says that he isthe first in hisfamily to havereceived com-

    plete formale d u c a t i o n .My parentswere not finan-cially well off,

    but they weredetermined to educate us. Ioriginally wanted to become a

    painter but because I got goodgrades I was sent to an engi-neering college to studyinstrumentation, he says. ForSunil, who had studied inMarathi medium till then, theGovernment Polytechnic ofAhmednagar was a chal-

    fices my parents had made toeducate me and I could notgive up on them. When Iapproached a professor withmy problem, he suggested Iget a dictionary. I found it to

    be a strange word and did notknow what to do about it,Sunil says. Sunil did eventu-ally learn its meaning and

    procured a dictionary, spend-ing hours making notes andlearning new words. By thetime his course ended, Sunilwas surprised to learn that hewas among the few who had

    of 14 vital departments."Under 13th FinanceCommission, 1800Panchayat Ghars are sup-

    posed to be completed, out ofwhich a considerable numberhave been taken up and com-

    pleted, the need is to com-plete the remaining ones assoon as possible", the

    Minister added."The officers should work inclose coordination to ensurethe speedy completion of theremaining Panchayat Ghars

    as the requisite funds havealready been placed at theirdisposal. The bottlenecks, ifany, should be removed byholding regular meetings sothat the pace of work is expe-dited", the Minister said andmaintained that there should

    be no deviation from thealready approved plan.

    ments and vague responses, the UnitedStates has tied itself up in knots in trying todeal with its still-unravelling Snoopgate.It is more than five months since whistle-blower Edward Snowden left the Americanshores for Hong Kong, the first port of callin his agonising quest for political asylum and three months since the Russians didgrant him a temporary asylum for a year.But there is still no stopping the copiousflow of sensational disclosures onAmericas far-reaching surveillance opera-tions, all based ontop-secret documents leaked by the one-time CIA staffer and National Security

    Agency contractor to select media outlets.For President Barack Obama, the last twoweeks have been a particularly testingtime. The new disclosures have been acute-ly embarrassing as never before, relating asthey do to some of Americas closeEuropean allies: France, Germany, Spainand Italy. A Guardian report that the NSAhas been monitoring the telephone conver-sations of as many as 35 world leaders hasbeen followed by the stunning dispatch inGerman weekly Der Spiegel thatChancellor Angela Merkels mobile phonehas been tapped by NSA right since 2002.An outraged Ms Merkel wasted little time

    in picking up the phone and confronting MrObama, who sought to assure her that theUS was not eavesdropping on her.The German chancellor is apparently farfrom convinced. For the better part of thepast week, a team of German officials anda delegation from European Parliamenthave pitched themselves in Washington,complaining of breach of trust anddemanding that the Obama administrationmake amends forthwith. Their hurried tripfollowed another set of damning disclo-sures: That the NSA tracked more than 70million phone calls in France, some 60 mil-lion in Spain and 46 million in Italy. It ledto the incredulous spectacle of these alliessummoning the respective US Ambassadorand giving an earful over what Washingtonhas been up to. France and Germany havedemanded a no-spying pact, like the onethe US has with Britain, Canada, Australiaand New Zealand.So horrified have German diplomats beenthat they teamed up with their counterpartsfrom Brazil in an effort to draft a resolutionfor consideration and adoption by the UNGeneral Assembly. Brazils PresidentDilma Rousseff, after all, is one of the firstreported victims of American snooping, somuch so that she cancelled a scheduledState visit to Washington in September. Theproposed UN resolution may well be aimedat America, but the draft being deliberatedupon by some 20-odd countries, includingIndia, does not name the United States assuch. Instead, it simply calls upon all Statesto uphold the right to privacy and reviewtheir extra-territorial surveillance of pri-vate communications and interception ofpersonal data of citizens in foreign jurisdic-tions.With one report or another popping upevery passing day, the Obama administra-tion is still to get its act together on how todeal with what willy-nilly has become acredibility crisis for it among its own alliesand other friendly nations. As in the caseinvolving Chancellor Merkel, the questionbeing asked is whether President Obamawas really unaware of what has been goingon for years. US officials insist Mr Obamahad no knowledge of the reported tappingof Ms Merkels phone till she raised thematter with him, but the German newspa-per, B ild am Sonntag, quoted US intelli-gence sources as saying that NSA chiefGen. Keith Alexander had briefed Obamaon this specific matter back in 2010. Yet,Mr Obama did not halt the operation but

    rather let it continue, the paper said. NSAspokeswoman Vanee Vines, however,refuted the assertion.US intelligence chief James Clapper, how-ever, came up with an altogether differenttake during a Congressional hearing, sur-prising everyone by stoutly defendingAmericas spying on world leaders, includ-

    ing close allies. His rationale? The othernations, including allies, were doing muchthe same. For Mr Clapper, it is a basictenet to collect, whether by spying oncommunications or through other sources,confidential information about foreign

    leaders to find out if what theyre sayinggels with whats actually going on. Theembattled Gen. Alexander was quick toconcur with him at the same hearing, com-menting that one of the first things helearned in intelligence school was that howvaluable it would be to learn about theintentions of foreign leaders.But the Senate Intelligence Committeeschairperson Dianne Feinstein appeared todisagree with the Obama administrationsintelligence brass. With respect to NSAcollection of intelligence on leaders of USallies including France, Spain, Mexicoand Germany let me state unequivocal-ly: I am totally opposed, said the seniorCalifornia Democrat, who was particularlycritical of NSAs monitoring of the calls ofsuch friendly leaders as Chancellor Merkel.Senator Feinstein mooted a total review ofall intelligence programmes. She spoke ofindications from the White House thatintelligence collection on USs allies wouldbe done away with. But there has been noformal communication from the WhiteHouse on this score. Spokesman JayCarney, however, acknowledged: Werecognise there needs to be additional con-straints on how we gather and use intelli-

    gence.All these assertions notwithstanding, notedAmerican scholars are skeptical if theallied nations would put an end to theirspying on one another, given that it hasbeen going on for centuries. As ex-CIAveteran Peter Earnest, citing a famousquote by 19th century British statesmanHenry Temple, told CNN: We have noeternal allies and we have no perpetual ene-mies. Our interests are eternal and perpetu-al, and those interests it is our duty to fol-low. One of the strong defenders of thefar-reaching American surveillance is for-mer Vice President Dick Cheney.The fact is, we do collect a lot of intelli-gence, he says, noting: That intelligencecapability is enormously important to theUnited States, to our conduct of foreignpolicy, to defence matters, to economicmatters.For President Obama, however, the world-wide American surveillance and the back-lash from its allies and friends have onlyadded to his other recent woes, notably thepoor handling of events leading to theGovernment shutdown that lasted 16 days,and the ongoing problems with the rolloutof his signature healthcare initiative.
