November came in fast and furious with Hurricane Sandy. She hascertainly left devastation. The Guard was on call immediately anddid what they always do best. Veterans Day needs to be
celebrated every day of the year. We need to work extra hard withthe Legislative Issues to ensure the benefits are not taken awaythat are so deserved. Many of you will have loved ones deployedover the holidays and it will be a difficult time but know you haveyour guard family praying for you. We are stronger as a team, sowe must continue to build our membership.
I want to remind all the state auxiliaries that Dec 31st is the deadlineto turn in your membership transmittal information to Cora Sower.If you have not received this information or need assistance contactus. We have several states that were late this past year and wewant to help you get it in on time.
The updated Scholarship information and forms are included in thisedition. Please review and get this out in your state and areanewsletters.
The Deadline to get news to me for the December Signal will be Dec. 10th, to give us time to getthe information together and out prior to Christmas.

status, and Member profiles), refineyour results, quickly see the statusof a bill on a timeline, and view thenew Member pages with legislationsponsored and cosponsored. It isalso designed to dynamically fit thesize screen you are using, which isvery helpful if you are like me andwill look at Congress.gov on amonitor, tablet, and phone.

EANGUS AUXILIARYSTANDARD OPERATING PROCEDURE
LEGISLATIVE COMMITTEE
The Legislative Committee of the Auxiliary of the Enlisted Association of the National Guard ofthe United States will consist of a chairperson and one member from each Area (Area POC)who will be appointed by the Auxiliary President or the Legislative Chairperson.
EANGUS Auxiliary Legislative Chairperson (Chair) will contact Area POCs serving on thelegislative committee. The Area POC will contact each state in their area and establish a StateLegislative Point of Contact (SLPOC); this person can be the state president or their designee.When THE CALL or pertinent information is received, the Chair will immediately sendinformation out via e-mail or hardcopy to the Area POC; who in turn will send out the informationto their SLPOC. It is then the responsibility of SLPOC to disperse the information in a way theyfind the most effective in their respective state.
Semi-Annual reports are to be made by each SLPOC to their Area POC. The information forthis report will be obtained from a list kept by each SLPOC. The list should include the state,members name, e-mails, letters, phone contacts, visits and responses. In the event the lettersare obtained at an event, such as a state conference, briefings, Family Program functions, etc.,simply list the event rather than an individuals name. This information will be compiled fromthe SLPOCs Semi-Annual Report by the Area POC and forwarded either by e-mail or hardcopyto the Chair, who will in turn compile all information and forward to EANGUS and the AuxiliaryPresident.
Semi-Annual Report timelines for states may be established by the Area POC so as to arrive tothe Chair on time to meet the following timelines.

The EANGUS Auxiliary Budget authorizes a line item for the Committee. The Chairman willsubmit an expense voucher for all expenses within the current budget. The voucher, with
supporting receipts will be mailed to the EANGUS Auxiliary President. The final voucher for theyear should be sent to the President no later than July 15th.
ASAP THE CALLOccasionally THE CALL will require immediate action; therefore, it is recommended that eachstate establish a THE CALL phone tree, unless they have established an effective statewide e-mail list.

EANGUS Auxiliary Legislative Award Program
In the June report to the Area POC, each state SLPOC may nominate an individual whom theyfeel merits national recognition for their legislative activities during the previous year. Thesenominations will be compiled and forwarded by the Area POC to the Chair. The Chair willchoose one winner from each area. The winners will receive a certificate during the annualconference for their contribution to the legislative process. Hard copies of this information willnot be necessary. We work on an honor system. Each SLPOC may document their statesinformation in whatever way works best for each state. The high cost of mail makes it
prohibitive to send hardcopies to the Chair there is no need for the Chair to maintain hardcopyrecords.

It is strongly recommended that the e-mail system be used as much as possible as this will getthe information straight to the EANGUS office. In the event that e-mail cannot be used, it wouldbe beneficial for the member to make a copy of the letter and mail it to the EANGUS office atthe same time the member mails the letter to the congressman. NOTE: It is not necessary tosend hardcopies to the Chair, send directly to EANGUS.
Note: Letters to congressmen should not be sent on recycled paper as recycled paper
disintegrates when put through the security processes necessary for the congressmen.

EANGUS Immediate Past President Roger Hagan (CMSgt, Ret)was elected to the Montana State Legislature last night, earning
56.3% of the vote in House District 19 (Cascade County). Rogerhas been a tireless advocate of National Guard issues in theMontana House for more than 30 years. He is well known andrespected by the other legislators in Montana, and he knows his wayaround the State Capitol in Helena quite well. Unlike most freshmenlegislators, he will enter the legislative arena with a fullunderstanding of rules and processes. The EANGUS ExecutiveCouncil and National Office Staff wish Roger Hagan well as he now enters directly intothe political fray.

Grass has updated NGB policy on Safe Havenevacuation entitlements: Family of The National Guard members serving in Titles 10, 32 or 5duty status may be entitled to evacuation allowances if told to evacuate from their primaryresidence and should complete a TDY request. The Tomb of theUnknowns has been guarded continuously, 24 hours a day, 7 daysa week, since that time. Inclement weather, terrorist attacks, etcetera, do not cause the watch to cease. Soldiers of the 3rdInfantry Regiment continue to stand guard at the Tomb of theUnknown Soldier. The tomb has been guarded continuously since1948.
EANGUS We Care for America Foundation
The EANGUS "We Care For America" Foundation, provides Scholarships,Awards, Patriotism Awareness, Veterans Against Drugs Program andEmergency Relief for National Guard Members and families. One part of theWCFA Foundation Inc. is the National Guard Soldier and Airmen EmergencyRelief Fund. It is intended for Members of the National Guard, and applicantsto the fund must be members of EANGUS for eligibility in this program.
EANGUS's We Care for America Foundation is in need of donations due tothe amount of money being dispersed. WCFA will offer an emergency grantto any member Active or Retired of the Army or Air National Guard who hasexperienced a catastrophic financial hardship and/or personal property loss.In 2011, we assisted 203 Guard families with $500 emergency aid grants.
The emergency grant will be disbursed on a first come, first served basisbased on funds availability. Only one grant will be awarded to an eligiblemember or dual- service family household annually (12 month period afterthe date of previous awarded grant). A grant will not exceed $500 per award.

Reference: Scholarship Rules
The Scholarship Committee of EANGUS Auxiliary is accepting applications for the school year 2013-2014. If fundsare available, one scholarship in the amount of $1250.00 will be awarded to the number one ranked applicant andthree scholarships in the amount of $1,000.00 each will be awarded, one being the scholarship donated by USAA.
1. Please read materials carefully before giving any applications to candidates. Be prepared to give assistance ifneeded. No previous recipients are allowed to apply again.
2. In order for each application to be considered, it MUST contain the following documentation NOEXCEPTIONS.
a. Official High School/College Transcripts.
b. Three signed Letters of Recommendation
c. Letter from Applicant containing future goals and need for assistance. The letter must not be less thanthree hundred fifty (350) words and not to exceed five hundred (500) words.
d. A Letter of Recommendation and Transmittal from the State Auxiliary President, Scholarship Chairperson or
Designee.
3. EANGUS Auxiliary sponsor must have dues paid to National Auxiliary no later than December 31, 2012.
4. For applicants to be eligible, sponsors State Auxiliary must make a donation to the EANGUS AuxiliaryScholarship Fund for the current and prior year. (Suggested donation is $2.00 per member annually payable byDecember 31.)
It will be the responsibility of each State to make the information available to their membership. You may copy theapplication, however, DO NOT reduce it. Each State is to designate a Scholarship Chairperson and the applicationsreturned to that person by a specific date. The application should then be reviewed to ensure all requirements havebeen met. Any incorrect applications received by the National Committee will be considered ineligible.
Each scholarship application to be considered by the National Committee must be mailed to Marie Brabham, 3329Aspen Forest Drive, Middleburg, Florida 32068-4253. The Enlisted Association of the National Guard of the United States Auxiliary Scholarship Awards Program is asfollows:

Scholarships will be awarded on the basis of scholastic achievement, character, leadership and need.

Scholarships will be awarded on the basis of funds availability for the current year and the number of applicants.
