1.0 INTRODUCTION

Spilman Associates Limited have been appointed by Mr Tony Walker to

carry out a ground investigation for a proposed residential development on

land at 57 Northfield Road, Netherton, Dudley, West Midlands, DY2 9JD.

This report should be read in conjunction with Spilman Associates Limited

“Desk Study & Initial Site Assessment” dated July 2015 (Report No

J15092/01) which presents background information on the site.

The current report presents the findings of an intrusive investigation and

associated monitoring and laboratory testing.

The outline scope of the investigation was discussed and agreed with

Dudley MBC (Anita Metelko) in respect of contamination and ground gas

issues.

2.0 GROUND INVESTIGATION

2.1 Site Works

The site works were carried out on 5th April 2017 and comprised the drilling

of four mini-rig boreholes and the excavation of 7 no machine dug trial pits

at locations shown on Figure 1.

The mini-rig boreholes were advanced by percussive techniques in 1m

intervals. All boreholes and trial pits were logged by a Geotechnical

Engineer and detailed records are reproduced at Appendix A (boreholes)

and B (trial pits).

2.2 Insitu Testing

2.2.1 Standard Penetration Tests

Standard Penetration Tests (SPTs) were carried out at variable

intervals in all mini-rig boreholes. The test results are shown in full

at Appendix C, on the borehole records at Appendix A and

graphically on Figure 2 (BH1 and BH2) and Figure 3 (BH3 and

BH4).

2.2.2 Dynamic Probing

Super heavy dynamic probing was carried out adjacent to all

borehole positions and the results are shown graphically on Figures

4, 5, 6 and 7.

2.2.3 Photoionisation Device (PID) Screening

Selected soil samples were screened for volatile organic

compounds (VOCs) using a portable Photoionisation Device (PID)

and the test results are detailed on Appendix D.

2.3 Instrumentation

Combined gas and groundwater monitoring standpipes were installed in all

boreholes. The installation details are shown on the borehole records at

Appendix A and are summarised below:

Gas and groundwater level monitoring was carried out on six occasions at

weekly intervals. Monitoring was carried out with a portable infrared gas

analyser (Gas Data GFM 436). Groundwater depths were determined with

an electronic dipmeter.

The monitoring results are presented at Appendix E.

2.4 Laboratory Testing

2.4.1 Contamination Testing

Fourteen near surface soil samples were tested for the following

determinands:

Former ICRCL Suite

Speciated Polycyclic Aromatic Hydrocarbons (PAH)

Total Petroleum Hydrocarbons (TPH) with an

Aromatic/Aliphatic Split

Asbestos Screen

The test results are reproduced in full at Appendix F and are

summarised on Table 1.

2.4.2 Geotechnical Testing

3.0 GROUND CONDITIONS

3.1 Made Ground

Made ground was encountered in all trial pits and boreholes. In the

northwest part of the site (area to northwest of the retaining wall) the made

ground comprised predominantly very loose to loose very sandy gravel of

ash and clinker. The base of the made ground was proved in BH1 and

BH2 at 7.10m and 7.00m respectively.

In the southeast part of the site (area to southeast of the retaining wall) the

made ground comprised loose to medium dense sandy gravel of ash and

clinker with some to much brick rubble. The base of the made ground was

proved at 2.40m in BH3 and 2.10m in BH4.

3.2 Weathered Etruria Formation

Weathered Etruria Formation strata was encountered in all boreholes and

generally comprised firm clay, although in BH4 sand was recorded from

2.60m to the base of the borehole at 3.45m.

3.3 Groundwater

Groundwater was not encountered in any of the trial pits or boreholes

during excavation or drilling. Subsequent monitoring in the boreholes

identified groundwater in BH1 only at depths between 2.52m and 2.57m.

4.0 CONTAMINATION ASSESSMENT

4.1 Visual and Olfactory Evidence

No visual or olfactory evidence of soil contamination was identified during

the current investigation. PID screening of selected samples showed as

absence of volatile organic compounds.

4.2 Human Health

4.2.1 Metals

The soil test results have been assessed against the published

CLEA Soil Guideline Values (SGVs). Where no SGVs are available

the results have been assessed against the LQM/CIEH S4ULs.

Lead has been assessed against the potential Category 4

Screening Level (C4SL) of 200mg/kg in the absence of any updated

CLEA SGVs. All results are based on a residential end-use. The

test results are summarised below and detailed in full on Table 1

and Appendix F:-

4.2.2 Cyanide and Phenols

Concentrations of free cyanide and phenols were below the

laboratory detection limit of 1.0mg/kg in all samples. Free cyanide

concentrations were significantly below the screening value of

20mg/kg and phenol concentrations were below the screening value

of 780mg/kg.

4.2.3 Polycyclic Aromatic Hydrocarbons (PAH)

Total PAH concentrations ranged from <1.0mg/kg to 180mg/kg.

Concentrations of benzo(a)pyrene exceeded the screening value of

2.2mg/kg in 9 of the 14 samples tested with concentrations up to a

maximum of 11mg/kg in TP4 at 0.20m. Other exceedances

occurred for naphthalene (1no), benzo(a)anthracene (1no),

chrysene (1no), benzo(b/k)fluoranthene (10no),

dibenzo(ah)anthracene (10no).

4.2.4 Total Petroleum Hydrocarbons (TPH)

TPH concentrations for both aromatic and aliphatic compounds over

all carbon ranges were below the appropriate screening value in all

samples.

BTEX compounds were at concentrations below the appropriate

screening value in all samples.

4.2.5 Asbestos

Asbestos fibres were identified in four of the fourteen samples

screened. Where asbestos fibres were positively identified then

asbestos quantification testing was carried out and the results are

reproduced at Appendix F. The proportion of asbestos present was

recorded as <0.001% in all four samples and at this level does not

require specific remediation.

4.3 Contamination Recommendations

A qualitative risk assessment has been carried out based on the accepted

source-pathway-receptor pollutant linkages methodology. The

assessment considers a site specific conceptual model designed from

information obtained from the current investigation.

The principal receptors at the site are considered to be humans and

controlled waters.

Elevated concentration of arsenic, cadmium, lead, nickel, zinc and PAH

compounds have been identified at the site. These elevated

concentrations pose a potential hazard with respect to human health

without appropriate remedial measures.

Appropriate remedial measures should be designed to sever the identified

pollutant linkage. This could be achieved by the provision of a clean cover

layer as the removal of the impacted soil would not be practical or cost-

effective.

The cover layer should comprise a minimum 600mm of clean topsoil

and/or subsoil which will effectively isolate any residual contaminants from

the site end-users thus breaking the identified pollutant linkage. No

special measures are considered necessary beneath buildings, parking

areas and other areas of hardstanding.

Care should be taken to ensure that all imported materials are

uncontaminated. Appropriate testing and validation of the remedial works

should be carried out to the satisfaction of the Local Authority and

Warranty Provider. The remedial works should be completed and

validated before the development is first occupied.

The risk of the site having any significant impact on the controlled waters

(surface and groundwater) is assessed to be low for the following reasons:

The contaminants identified are unlikely to be significantly leachable

There are no sensitive groundwater receptors close to the site

The potential for any contaminants to impact the adjacent canal to

the northwest of the site would be prevented by the puddle clay liner

to the canal

Consequently no specific remedial measures are considered necessary

with respect to controlled waters.

The contamination conclusions and recommendations detailed in this

report should be submitted to and approved by the Local Authority prior to

commencement of any development works.

In the event of actual or suspected contamination not identified by this

investigation being encountered during site development works then further

advice should be sought and the Local Authority should be informed.

5.0 GROUND GASES

Ground gas monitoring was carried out in all four boreholes on six

occasions. Methane was absent in all boreholes on all monitoring visits.

Carbon dioxide concentrations ranged from 0.4% to 4.8%.

Borehole gas flow rates were less than 0.5 litres per hour on all monitoring

visits in all boreholes. Atmospheric pressures during the monitoring

ranged from 999 to 1019 millibars with one reading less than 1000

millibars.

In accordance with CIRIA C665 (2007) Assessing Risks Posed by

Hazardous Ground Gases to Buildings a classification of Characteristic

Situation 1 (CS1) would be appropriate for the site. Under this

classification no formal gas protection measures are considered

necessary.

6.0 ENGINEERING CONSIDERATIONS

6.1 Mining

Mining for coal and ironstone is recorded beneath the site at depths

between 40m and 140m. However, the age and depth of the workings are

such that they are not considered to have the potential to significantly

impact surface stability. The site does not lie in an area where a potential

for shallow unrecorded coal workings has been identified. Accordingly no

further mining investigation or stabilisation works are required for the

proposed residential development.

There are no recorded mineshafts on the site or within 20m of the site

boundary. However, as in all mining areas there is a slight risk of

unrecorded mineshafts being present. Any suspicious features identified

during site development works should be appropriately investigated and

treated as necessary.

6.2 Foundations

The made ground is unsuitable as a founding medium due to its variability

and poor geotechnical characteristics.

In the southeast part of the site (to the southeast of the retaining wall)

made ground depths are between 2.10m and 2.40m. At these depths it

may be feasible to utilise deep trench fill foundations extending through the

full depth of the made ground into competent natural strata. Foundation

depths may be of the order 2.50m to 3.00m. If deep trench fill foundations

are employed then at a nominal foundation depth of 2.5m an allowable

bearing pressure of 100kN/m2 would be appropriate for foundation design.

At this loading intensity settlements would be limited to acceptable levels.

In the northwest part of the site around 7m of made ground has been

identified which would preclude the use of deep trench fill foundation. It is

anticipated that the most economic foundation solution would be to

improve the made ground by the use of vibro-replacement stone columns

through the full depth of the made ground. The stone columns should be

designed to by a specialist contractor, although it is anticipated that an

allowable bearing pressure of around 100kN/m2 could be achieved

following treatment. Conventional strip foundations could then be used on

the stone columns although reinforcement would be required within the

strip footings.

It may be cost-effective to adopt a similar foundation solution in the

southeast part of the site in lieu of deep trench fill foundations.

An alternative to the use of vibro stone columns would be piled

foundations to transfer building loads to competent strata at depth.

All foundation proposals should be inspected and approved by the Building

Inspector.

In the event of ground conditions differing from those identified by this

investigation then further geotechnical advice should be sought.

6.3 Building Near Trees

There are trees adjacent to the electricity substation in the central part of

the site which could have the potential to cause heave or shrinkage of the

clay soils.

One clay sample from BH3 indicated a plasticity index of 28 which equates

to modified plasticity index of 12 when taking into account the proportion of

material passing the 0.425mm sieve.

In accordance with the NHBC Standards (2016) Chapter 4.2 Building Near

Trees the clay soils would be classified as being of Low Volume Change

(Shrinkage) Potential.

Foundation depths can be determined in accordance with NHBC Design

Charts (or other similar guidance) taking into account the proximity, type

and size of nearby trees.

Where necessary further advice on foundation design should be obtained

from a Structural Engineer.

6.4 Floor Slabs

Due to the depth of made ground fully suspended beam and block type

ground floor slabs are recommended.

6.5 Excavations

Excavations are anticipated to be of varying stability in the made ground

and some excavation overbreak and instability should be anticipated.

Where man entry is required the excavation sides should be appropriately

battered or shored in accordance with Health & Safety Executive

Guidance.

6.6 Groundwater

No shallow groundwater has been identified by the current investigation

and consequently significant groundwater ingress into shallow excavations

is not anticipated. Excavations below around 2.5m may encounter

groundwater.

It should be noted that groundwater levels can be subject to seasonal

fluctuations and longer term groundwater monitoring has not been carried

out.

6.7 Buried Concrete

Sulphate and pH test results indicate an appropriate design class for

buried concrete of DS-1 in accordance with BRE Special Digest 1 (2005).

The Aggressive Chemical Environment for Concrete (ACEC) class for the

site would be AC-1s assuming static groundwater conditions.

6.8 Water Pipes

Contaminants identified at the site may have the potential to impact

conventional polyethylene water supply pipes. Accordingly, the water

supply company should be contacted to confirm their precise

requirements.
