They are our future, we want to make them feel welcome and get them in- volved. them feel welcome and get them in-

volved.

With that being said, I'm hoping to

work with some of the newer NDOA

members who live here in Fargo to

plan a fun event during the exhibit hall

that acts as a "mixer" for all optome-

trists attending. If you are willing to

get involved in planning such an activ-

ity or want to give suggestions as to

ideas for an activity that would pro-

mote mingling and conversation

“Back to School . . .

Optometric Business “

The summer, as we know it here in the

great state of North Dakota, has been somewhat of a blur

for me . . . Went way to fast and no, I don’t need an eye

exam for the blurriness! The months of July and August,

presumably have been jam packed with children's’ eye

exams, in preparation for entering or going “Back to

School!” After this mad rush, your NDOA will be ad-

dressing many of the external issues, such as online re-

fractions/prescriptions, coordinated public relations, initi-

atives with the Optometric Foundation of North Dakota,

Congressional/Legislative contacts regarding the Medi-

caid Expansion Program, Third Party issues/Healthcare

Reform, and a priority on my list, NDOA’s Annual

Congress in Fargo, October 19-20.

Coordinating our Annual or Semi-Annual CE events has

been a challenge the last couple of years. However, I do

have to admit and appreciate the loyalty that approxi-

mately 60% of our NDOA membership, have in the past

supported its NDOA CE events! We all know that you

can get CE to meet your licensure requirements from nu-

merous sources, but many choose the event venues for

other reasons than CE credit, such as comradery, input

into the direction of your statewide issues, local impact

on practices, etc. I would highly encourage you to sup-

port your NDOA. The venue allows for time to rejuve-

nate and “Get Back to Business!”

In closing, I would encourage you to let us know, how

we can most effectively communicate with you. We will

be in the near future, transforming our staff arrange-

ments, website, coding/billing consultative contracts and

TAYE participation. Your input would be greatly appre-

ciated, as we go FORWARD!

NDOA Board of Directors—Secretary/Treasurer—The secretary-treasurer is responsible for recording the minutes of

all meetings and reviewing all financial records of the NDOA.

Optometrist of the Year— Awarded to NDOA member optometrists for outstanding service to the profession and the

visual welfare of the public.

Young Optometrist of the Year— Awarded to NDOA member optometrists who have been in practice for less than 10

years and have shown remarkable leadership skills while serving their profession, patients and

community.

Distinguished Service—Awarded to NDOA member optometrists for unusually significant contributions and long-term

dedication to the profession of optometry.

Apollo—Awarded to persons (non-OD’s) or organizations for distinguished service to the visual welfare of the public.

Employee of the Year—Awarded to those individuals who have been employed by a NDOA member optometrist for at

least 5 years and has provided outstanding service to the profession and community through visual welfare, volunteer

activities, educational involvement and charity causes.

ADMINISTRATIVE RULES

Relates to Prescription Drug Monitoring Program in

Section 56-02-07-01 and 56-02-07-02.

North Dakota Board Of Optometry will hold a public

hearing to address proposed changes to the N.D.

Admin. Code.

56-02-07-01. Optometrist Prescribers and

Use of the Prescription Drug Monitoring Program. Subject to the exceptions described in North Dakota

Administrative Code section 56-02-07-02, prior to the

initial prescribing of any controlled substance, includ-

ing samples, an optometrist authorized by the drug en-

forcement administration to prescribe, administer, sign

for, dispense, or procure pharmaceuticals shall author-

ize an employee to review or personally request and

review the prescription drug monitoring program re-

port for all available prescription drug monitoring pro-

gram data on the patient within the previous twelve

months, and shall do all of the following:

1. Assess a patient’s drug monitoring pro-

gram data every twelve months during

the patient’s treatment with a controlled

substance.

2. Review the patient’s prescription drug

monitoring program data if the patient

requests early refills or demonstrates a

pattern of taking more than the pre-

scribed dosage.

3. Review the patient’s prescription drug

monitoring program data if there is a

suspicion of or a known drug overuse,

diversion or abuse by the patient.

4. Document the assessment of the pa-

tient’s prescription drug monitoring

program data.

5. Discuss the risks and benefits of the use

of controlled substances with the pa-

tient, the patient’s parent if the patient

is an unemancipated minor child, or the

patient’s legal guardian or health care

surrogate, including the risk of toler-

ance and drug dependence.

6. Request and review prescription drug

monitoring program data on the patient

if the practitioner becomes aware that a

patient is receiving controlled substanc-

es from multiple prescribers.

7. Request and review the patient’s pre-

scription drug monitoring program data

if the prescriber has a reasonable belief

that the patient may be seeking the con-

trolled substance, in whole or in part,

for any reason other than the treatment

of an existing medical condition.

56-02-07-02. Exceptions to the review re-

quirement.

An optometrist shall not be required to review a pa-

tient’s prescription drug monitoring program data if

any of the following apply:

1. The controlled substance is prescribed

or dispensed for a patient who is cur-

rently receiving hospice care.

2. The optometrist obtains a report

through a Board-approved risk assess-

ment tool for health care providers that

accesses patient prescription infor-

mation from prescription drug monitor-

ing program databases, analyzes the

data, and provides a risk based score

that includes prescription drug monitor-

ing program data.

3. The optometrist prescribes a controlled

substance after the performance of a prima-

ry eye care procedure and no more than a

seventy-two (72) hour supply of the con-

trolled substance is prescribed.
