    The Wild West may soon find itself in anoth-er gold rush frenzy: Golden Queen is buildingthe first fully-permitted gold mine to open inCalifornia in 50 years. Golden Queen Mining Company Ltd., a

    Canadian publically-held company, is develop-ing the Soledad Mountain Project, a fully per-mitted, open pit, heap leach gold and silver proj-ect located just outside the town of Mojave inKern County, Calif., about 90 mi. northeast ofthe Los Angeles International Airport. The proj-ect will use conventional open pit mining meth-ods and the cyanide heap leach and Merrill-Crowe processes to recover gold and silver fromcrushed, agglomerated ore. Construction hasstarted on site and commissioning is planned for2015.We expect to produce 1 million ounces of

    gold and 10 million ounces of silver over thenext decade or so, said Lutz Klingmann, direc-tor and president of Golden Queen, who addedthat he predicts a 12-year mine life. Klingmann has been involved with Golden

    Queen Mining Co. Ltd. since 2001 and has beeninstrumental in the development and permittingprocess of the Soledad Mountain Project. A sea-soned mine developer, Klingmann has devel-oped six mines, four of which were in the south-western United States, since mid-1981. Hisoperating experience spans the globe andincludes Africa, Venezuela, Canada and theUnited States.The primary ore types that will be mined are

    rhyolite porphyry and flow-banded rhyolite,pyroclastics and quartz latite porphyry repre-senting approximately 70, 10 and 20 percent ofthe ore tonnage respectively. Minor quantities ofsiliceous vein material (0.1 percent) will also bemined. The rock types will be found in differentareas and at various stages of the mine life. The

    Crane Armada Keeps $3.9B TappanZee Bridge Replacement Project Afloat The $3.9 billion N.Y. bridge is one of the largest infra-

    structure projects in North America and nearly half of thecranes on the job are made by Manitowoc. The venture isconstructing a 3-mi. (4.8 km) twin bridge to replace the 60-year-old Tappan Zee Bridge that spans New Yorks HudsonRiver. It is being run by Tappan Zee Constructors (TZC), aconsortium composed of four contractors. Bob Hammond, equipment manager of the consortium,

    said that of the approximately 30 cranes on site, 14 of themare made by Manitowoc. He joins the group fromWatsonville, Calif.-based Granite Construction, one of thefour companies that comprise TZC.Many of our partners in the consortium brought

    Manitowoc cranes to the project, Hammond said. Amongthem are a Manitowoc 11000-1 crawler crane loading andunloading supplies from barges; two Manitowoc 4600RINGER cranes that are doing pile driving work, drivingsheets, setting concrete and casting forms, and performingform work; a Manitowoc 14000 cleaning piles and handlingdig out chores; and a Manitowoc 999 using a clam bucket tohandle clean out work for piles.A Manitowoc MLC165, a Manitowoc 3900 and a

    Manitowoc 4000W also are on the job site that is a buzzinghive of activity, hosting up to 500 workers on site at any onetime. With some 6,000 pieces of rigging equipment and 55rigging crews working with an armada of cranes that liftfrom sunrise to sundown, there is no room for error. While several of the cranes on site were brought by con-

    sortium partners, together as the TZC consortium the com-panies chose to purchase two of these cranes especially forthe project: the Manitowoc MLC165 and the Manitowoc11000-1.

    Both cranes were purchased from Piscataway, N.J.-basedHoffman Equipment. The Manitowoc dealer has four loca-tions in New York and New Jersey. The company has beenrenting, selling and repairing construction equipment both inthe United States and abroad for the past 40 years.Hoffmans been a key element for us to help with assem-

    bly of the majority of the cranes we brought to the project,Hammond said. Hoffman has also been very instrumentalin helping us maintain our fleet and getting machines up andrunning.The 182-ton (165 t) capacity Manitowoc MLC165 chosen

    for the project is Manitowocs newest compact crawlercrane. Its set up on a barge with 177 ft. (53.9 m) of mainboom, utilizing a static list load chart configuration. Thecranes list and trim meter has come in especially handy, asthe crane is being used on a barge its floated into positionbefore making lifts up to 20 tons (18 t) at heights reachingapproximately 90 ft. (27.4 m).This size machine was a perfect match for their applica-

    tion, said Pasquale Tomasetti, an account manager ofHoffman Equipment who facilitated the cranes purchase.Its extremely versatile too. Not only is it being used as abarge-mounted crane for construction, its also performingmaintenance and assistance duties for nearly all 30 cranes onthe job site.TZC chose the Manitowoc 11000-1 for the new N.Y.

    bridge project for its versatility in setup. The group erectedthe crane on a trestle, which has a steel platform with woodon top to support the crane. The crane has an ideal size anddesign for this type of set up and its 110-ton (99 ton) capac-ity was more than adequate for the projects lift designs.

    The $3.9 billion new N.Y. bridge is one of the largest infrastructure projects in North America and nearly half ofthe cranes on the job are made by Manitowoc.

    Jobs Increased in 45 States, D.C. During the Past YearConstruction firms added jobs in

    45 states and the District ofColumbia between February 2014and February 2015 while construc-tion employment increased in 33states between January andFebruary, according to an analysisMarch 27 of Labor Department databy the Associated GeneralContractors of America. Associationofficials noted that growing labor,funding and regulatory challengesmay impact future jobs gains, how-ever.Construction employment con-

    tinues to recover in many parts of thecountry even as some markets havea hard time stabilizing, said KenSimonson, the associations chiefeconomist. States like Nevada andMississippi continue to experiencesignificant monthly swings in constructionemployment as the recovery struggles totake hold in certain hard hit markets. Texas added more new construction jobs

    (44,600 jobs, 7 percent) between February2014 and February 2015 than any other state.Other states adding a high number of newconstruction jobs for the past 12 monthsincluded California (43,400 jobs, 6.5 per-cent), Florida (29,600 jobs, 7.7 percent),Washington (18,000 jobs, 11.6 percent) andColorado (16,900 jobs, 12.3 percent). NorthDakota (14.7 percent, 4,800 jobs) added thehighest percentage of new construction jobsduring the past year, followed by Idaho (14.3percent, 5,000 jobs), Colorado andWashington.Four states shed construction jobs during

    the past 12 months while constructionemployment was unchanged in Delaware.Mississippi lost the highest percentage andtotal number of jobs (minus 4,400 jobs,minus 8.7 percent). The other states that lostconstruction jobs for the year were Indiana(minus 1,500 jobs, minus 1.2 percent), WestVirginia (minus 700 jobs, minus 2.1 percent)and Maine (minus 300 jobs, minus 1.2 per-cent.) Thirty-three states added construction

    jobs between January and February.California (11,200 jobs, 1.6 percent) addedthe most jobs, followed by Colorado (3,900jobs, 2.6 percent), North Carolina (3,900jobs, 2.1 percent) and Ohio (2,900 jobs, 1.5percent). Mississippi (3.1 percent, 1,400jobs) had the highest percentage increase forthe month, followed by North Dakota (3 per-cent, 1,100 jobs), South Carolina (3 percent,2,500 jobs) and Colorado.Seventeen states and the District of

    Hoffman Equipment held its annualPaving and Equipment SeminarMarch 20 in Marlboro, N.Y.Manufacturers representatives from Case,

    LeeBoy, Rosco, and Paladin were on site to

    demonstrate their products for attendees.With the Northeast emerging from yet

    another bad winter, Hoffman EquipmentsPaving and Equipment Seminar proved to bea must-attend event for contractors and high-

    way departments in theregion. There, they had theopportunity to see the latestequipment, available for saleor rent, in action along withhaving their questionsanswered by factory reps.

    Potholes have been allover the roads and news thepast few weeks andHoffman showcased equip-ment to repair these. In addi-tion to LeeBoy pavers,rollers and brooms, Hoffmanpresented a one-personpatching machine theRosco RA-400 spray pot-hole patcher, which was putto the test for attendees. JimHarkins, Northeast territorymanager of VT LeeBoy,patched an enormous pot-hole in minutes.

    LeeBoy was not the onlymanufacturer showing offthe goods. Jim Fox of Caseshowed everyone the versa-tility of Case products, whilereminding attendees that thetechnician and operator areat the heart of his companysequipment design. If youkeep them [the operators]

    The LeeBoy 1000F is made for driveway contractors and municipalities because itis ideal for patch paving. This machine has been in the LeeBoy line for 20 years. TheG series will be out next year.

    Construction Begins on Washington Boulevard Bridge The Virginia Department of

    Transportation began construction toimprove an important bridge in the back-yard of the Pentagon.The $29.3 million project replaces the

    Route 27 (Washington Boulevard) bridgeover Route 110 (Jefferson DavisHighway) in Arlington County. The exist-ing bridge carries three lanes of traffic ineach direction, a concrete sidewalk oneach side and a 6-ft. (1.8 m) wide concreteraised median. The bridge was built in1941 and is considered structurally defi-cient.The bridge will be widened to accom-

    modate a 14-ft. (4.2 m) shared-use path onthe east side, and an 8-ft. (2.4 m) sidewalkon the west. The superstructure will bereplaced and widened, increasing thelength of the bridge to 470 ft. (143 m) byreconfiguring the end spans.The new bridge superstructure also will

    be raised by more than a foot and a half,increasing vertical clearance for west-

    bound Route 110 to 16.75 ft. (5.1 m).The bridge's new aesthetics will include

    decorative wrought-iron picket fencing,LED road and pedestrian lighting, gatewaypillars and a recessed concrete pattern onthe parapets. The crowning touch will besignature medallions on the bridges gate-way pillars honoring the Army, Navy,Marine Corps and Air Force.The project is being constructed by

    Judlau Contracting Inc. and is expected tobe complete in May 2018.

    Traffic ImpactsThere are no major traffic impacts antic-

    ipated until May, when crews will need toreduce traffic on Washington Boulevardfrom three lanes to two in each direction.VDOT will maintain a minimum of twolanes in each direction on both Routes 27and 110, other than temporary night clo-sures to install bridge girders. Pedestriantraffic will be shifted to a temporary bridgein 2016.As of 2013, Route 27 carries 71,500

    vehicles per day and Route 110 carries61,500 vehicles per day.

    Cat Paving Expert Headlines Milton CAT Workshop in N.Y.

    The success of the recent paving workshop sponsoredby Milton CAT at the Syracuse New York StateFairgrounds was a clear indication of the speakersreputation, and the importance of the subjects he covered.

    Terry Humphrey is a recognized authority in the pavingindustry; after a 35-year career with Caterpillar, he hasbecome a full-time trainer and consultant for CaterpillarPaving Products, and hes in high demand as a speaker atasphalt paving association meetings and industry tradeshows. Hecombines deep knowledge of his field with a talent for involving hislisteners, asking them questions and using real world, relevantexamples.

    As Milton CAT Trade Show & Event Coordinator BethanyCourchene said, it was interesting to see both the number of peoplewho signed up and the level of attention Humphrey received.

    The two-day event took place at a pavilion in the New York StateFairgrounds. More than 130 guests attended every day, and the audi-ence included owners and operators of paving companies rangingfrom small local contractors to national firms, and representativesfrom municipalities and town highway departments. Some attendeeshad travelled from as far away as Maine for the opportunity to par-ticipate in the workshop.

    During breaks, guests had the opportunity to take a closer look atMilton CAT and Weiler equipment and talk to paving experts as wellas with SITECH Northeast team members who were on hand toexplain Trimble technology.

    Humphreys talk covered two key aspects of the paving process,Understanding mat defects, and Planning for consistent density.An experienced and savvy public speaker, he sprinkled his deliverywith humorous reminders and warnings that resonated with his audi-ence.

    Construction Manager Rick Jasewicz was oneof four people representing The Gorman Group,from Amsterdam, N.Y., and he and his cowork-ers agreed that the trainers explanations coveredconcepts that were important to them, in manycases coming up with information that was new.

    Even though we thought we knew every-thing there was to be known about pavingalready, he said.

    The lunch also got high marks from attendees,as well as the opportunity to check out equip-ment and ask questions in a low-key, informa-tional atmosphere.
